As coal resources trapped under surface buildings in the Wangtaipu coal mine area impede the efficient mining of coal seams and constrain the sustainable development of coal mines, a super-high-water roadway backfill mining technique for preventing building damage was adopted. According to the control principle and theoretical calculations, an engineering design was established including the reasonable width of segment coal pillars in the working face and technical parameter design. The monitoring results after the implementation of the scheme showed that building deformation was controlled within grade I, protecting the surface buildings. A reasonable roadway design parameter was achieved, with a surface subsidence of 27 mm and horizontal deformation of 0.3 mm/m, indicating that it can ensure the safety of surface buildings from the State Bureau of Coal Industry. The practical trial can provide a reference for the extraction of coal resources under similar conditions and is vital for the sustainable development of the mining industry and economic growth.

China consumes more than 3.6 billion tons of coal every year. In the meanwhile, coal accounts for over 60% of the energy consumption sector. Therefore, the sustainable development of coal mines is a problem that needed to be solved by the Chinese government. During the coal resources recovery process, the protective coal pillars between the adjacent working faces lead to a vast waste of coal resources. In order to mitigate the resource-wasting issue, a new technology of roof cutting with chain arm retaining roadway was put forward in this paper. First, the procedures of retaining roadway, roof-cutting parameters and the damage ranges of roadway surrounding rock induced by roof cutting with chain arm were analysed. Then, the working resistance of the temporary support equipment is given when using the new technology to retain the roadway. Next, the roof-cutting height, the temporary support equipment selection, working resistance of portal support and support parameters of the bolt and anchor cables were optimized based on the numerical calculation. The industrial experiment of retaining roadway by roof cutting with chain arm was carried out in a working face. The surrounding rock damage was lowered and controlled with the application of chain arm roof-cutting technology. Also, it was found that the variation range of the uniaxial compressive strength was only 5%, resulting in the roof damage range of 82 mm. The new technology has proved a potentially wide application in the coal mining industry with prosperous economic and safety improvement.

The article views the problems related to harmonizing the development of a resource area. Kemerovo Oblast – Kuzbass is selected as the object of this study. We point out that, in the absence of consensus between authorities and business concerning the prospective development of the region, its economy may decay even despite obvious success in the fundamental industry, namely coal mining. It is strategically important for Kuzbass to create an efficient infrastructure for transforming the development of the coal industry into the economy-wide development of the region. Taking into account best international harmonization practices, we propose a conceptual system of mechanisms aimed at coordinating the interests of the commodity-driven business and the resource area built on the ‘common grounds’ shared by the coal industry and Kemerovo Oblast. The concept in question relies on the need to introduce business models to the industry management that would harmonize with the interests of the territory. At the same time, the territory should start to build a new economy by creating new standards that would establish requirements for doing business.

The mechanism for Ukrainian coal mining industry's sustainable development management has been formed as a result of the study. Significant losses in the process of coal mining are proved to be one of the coal mining industry problems. It has been specified that the reserve for the industry's efficiency upgrading in the framework of more resource-saving behaviour is funding of mines reconstruction. Slowdown in the coal mining industry development has been determined to be the result of military operation in Donets'k and Luhans'k regions. The inefficiency of transport logistics for coal resources imported by Ukraine has been proved, since the rail freight transport is favored instead of cheaper maritime transport due to the underdeveloped quality of port infrastructure. Balancing mining, production of coal raw materials and their subsequent use in the production processes have been proved to be the ways to ensure rational use of coal resources of Ukraine. The processes for coking coal is metal production, and for anthracite – thermal energy production. Relationship between growth rates of coking coal mining and production, coke mining, exports and imports of coke and ironmaking during 2008– 2017s have been studied. It has been demonstrated that imports of coking coal essentially depends on the market pricing and has little to do with the needs of the metallurgical industry of Ukraine. It has been shown that the system for rational use of coking coal's capacity in Ukraine should include balancing flows of coal mining, coke and semi-coke mining according to the needs of national metallurgical industry, taking into account cyclical nature of its development. The necessity of coordinating the volumes of anthracite extraction, production and consumption and taking into account short cycles of heat power development have been defined.

The high-efficiency paste backfilling mining technology of solid waste in thick coal seam above 6 m is a complex system engineering, which involves mining, backfilling, supporting, subsidence, safety, and other aspects, so it is of great strategic significance to study the technology. In this paper, on the basis of comprehensive research methods such as laboratory experiments, theoretical analysis, computer programming, and other comprehensive research methods, aiming at the problems of low production capacity and high paste backfilling cost, taking the mining of No. 3 Coal Seam under buildings in Lu’an area as the research object, the stress distribution law of high-efficiency paste backfilling working face with solid waste in more than 6-meter-thick coal seam was carried out. The main achievements are as follows: On the basis of the theoretical establishment of the program method for the instability discriminant analysis of roof rock beam failure with the change of backfilling body unit strength with time, a numerical calculation model considering the change process of backfilling body strength is established. The stress distribution analysis of the E1302 working face before and during the mining process plays a guiding role in the actual production of the whole working face and roadway. The research results support the sustainable development of coal mining enterprises from technology, which has great economic, social, and environmental benefits, and can promote the industrialization of green mining high-tech in Shanxi Province and even the whole country and can promote the green mining technology progress of paste backfilling in coal mines in China, which is of great significance to the sustainable development of mining production and environmental construction.

The coal production capacity is determined by many factors, such as geological conditions, production conditions, transportation conditions, environmental factors, coal reserves and so on. The coal reserves play a fundamental role in these factors. Therefore, this paper analyzes whether existing reserves in Shanxi Province could support coal production target which is made by government of Shanxi Province after the integration of coal resources from the perspective of coal reserves. The purpose of this paper is to achieve better sustainable development of coal resources in Shanxi Province.

The coal industry plays an important role in the economic development of China, and the performance of the listed coal companies plays a decisive role on the healthy and stable development of the coal industry. Using the method of data envelopment analysis (DEA), the paper made a detailed analysis on three coal companies which have similar size in the two coal provinces, Inner Mongolia and Shanxi. It then put forward suggestions on the sustainable development of Chinese coal industry, and showed the direction and the way for improving the operational efficiency of the industry.
