In this study we extend a model, proposed by Dendrinos, which describes dynamics of change of influence in a social system containing a public sector and a private sector. The novelty is that we reconfigure the system and consider a system consisting of a public sector, a private sector, and a non-governmental organizations (NGO) sector. The additional sector changes the model’s system of equations with an additional equation, and additional interactions must be taken into account. We show that for selected values of the parameters of the model’s system of equations, chaos of Shilnikov kind can exist. We illustrate the arising of the corresponding chaotic attractor and discuss the obtained results from the point of view of interaction between the three sectors.

Governence which means that governing structures act in unision instead of acting seperately is also very significant in the field of health. In this regard, governence approach aims at accomplishing the sense of simultaneous governing corresponding with creating policies and decision-making process by ensuring the participation not only the state but also citizens,private sector and non-governmental organizations (NGOS)  as important factors of change.This study aims at assessing whether deficiency in relation with the health tourism in Turkey relates to the governence or not. For that purpose, Antalya that is one of the most important provinces of Turkish tourism has been chosen as a range of application and magnitude of governence of Antalya in the field of health has been tried to be measured by carrying out survey study consisted of public-private institutions and organizations, and the authorities of non-governmental organizations with the over 106 people.According to the results of the suvey, there is a lack of governence in the field of health tourism in Antalya, and this endangers the potential of health tourism. So, being collaborated an advertisement, information and application activity in harmony on the health tourism, and being established public politicy are an important acqusition for both the country and Antalya in terms of economic, political, social and cultural. ÖzetYönetim yapılarının tek başlarına hareket etmeleri yerine, birlikte hareket etmeleri anlamına gelen yönetişim, sağlık turizmi alanında da önemli bir yer tutmaktadır. Bu bağlamda yönetişim yaklaşımı, politika oluşturma ve karar verme süreçlerine değişimin önemli aktörleri olarak sadece devletin değil; yurttaşların, özel sektör ve Sivil Toplum Kuruluşları (STK)'nın da katılımını sağlayarak birlikte yönetim anlayışını hayata ge­çirmeyi amaçlamaktadır. Bu çalışmanın amacı, Türkiye'nin sağlık turizminde eksikliğinin yönetişim olup olmadığını belirleyebilmektir. Bu amaçla, Türk turizminin en önemli illerinden biri olan Antalya, uygulama bölgesi olarak seçilmiş ve kamu-özel sektör kurum ve kuruluşları ile STK'nın yetkili kişilerinden oluşan 106 kişi üzerinde yüzyüze yapılan anket çalışması yöntemiyle Antalya bölgesinin sağlık turizmi alanında yönetişim boyutu ölçülmeye çalışılmıştır. Anket çalışmasının sonuçlarına göre, Antalya’da sağlık turizmi alanında yönetişim eksikliği vardır ve bu eksiklik sağlık turizmi potansiyelini tehdit eder sonucuna ulaşılmıştır. Bu bağlamda sağlık turizmi alanında yapılacak olan tanıtım, bilgilendirme ve uygulama faaliyetlerinin işbirliği içerisinde yapılması, kamu politikalarının da bu çerçevede oluşturulması hem ülkemiz, hem de Antalya ili açısından ekonomik, siyasal, sosyal ve kültürel anlamda önemli bir kazanç olacaktır.

An important condition for the effective protection and implementation by Russia of its national interests in Ukraine is an understanding of the circle of actors that influence the development of Ukrainian foreign policy. Among them, there are expert institutions that provide analytical and scientific support for foreign policy decisions made by the highest bodies of state power. For- eign policy expertise in Ukraine is a grey area for Russian political science. The article opens a series of publications whose purpose is to solve this problem. It systematizes information about Ukrainian institutes of foreign policy expertise, those whose activities are directly or indirectly financed by the state. It was revealed that during the presidency of Viktor Yanukovych (2010– 2014), the public sector suffered significant structural damage, and its consequences have not yet been overcome. Today, Ukrainian public institutions of foreign policy expertise include: the National Institute for Strategic Studies, the Institute of World History of the National Academy of Sciences of Ukraine and university think tanks. The author considers these organizations through the prism of constructivism and institutionalism — as political structures (institutions) whose activities affect the context of Ukrainian foreign policy and the behavior of its actors. It has been established that their main scientific and applied research interests are related to problems of national, regional and international security, Russian domestic politics, problems of information, as well as military and political confrontation with Russia. All these issues are considered by institutions exclusively through the prism of Euro-Atlanticism and anti-Russian political mythology. Since at least 2014, they have been transmitting ideas hostile to Russia to the Ukrainian political and academic elite. In the same vein, the political socialization of students is carried out, in which university think tanks actively work in close collaboration with state and non-governmental organizations of NATO member countries. Today, the public sector of foreign policy expertise in Ukraine is not in the best condition, but it invariably retains its analytical and scientific potential, as well as its tough anti-Russian position.

What are e-government success factors for using public-private partnerships to enhance learning and capacity development? To examine this question, the authors developed a comparative case analysis of the development of the Business Reference Model (BRM), a national-level e-government initiative to promote shared information services, in the U.S. federal government and the Korean central government. The results indicate institutional arrangements deeply affect the outcomes of knowledge transfer. The study shows that private sector partners in both countries played various roles as “brokers” of information technology (IT) knowledge between government and the private sector by: raising awareness of the necessity of the BRM; providing best practices; developing pilot projects; and developing implementation strategies. However, the study finds that the two countries took entirely different approaches to working with non-governmental organizations in BRM development with implications for project success and lessons for e-government success. The study is meant to deepen understanding of the embeddedness of public-private partnerships in institutional contexts and the implications of such institutional arrangements for knowledge sharing on e-government success. The study examines knowledge transfer in the context of similarities and differences in partnership structures across two advanced industrialized countries with leading roles in e-governance.

We have assembled CO2 emission figures from collections of urban GHG emission estimates published in peer-reviewed journals or reports from research institutes and non-governmental organizations. Analyzing the scaling with population size, we find that the exponent is development dependent with a transition from super- to sub-linear scaling. From the climate change mitigation point of view, the results suggest that urbanization is desirable in developed countries. Further, we compare this analysis with a second scaling relation, namely the fundamental allometry between city population and area, and propose that density might be a decisive quantity too. Last, we derive the theoretical country-wide urban emissions by integration and obtain a dependence on the size of the largest city.

The purpose of this research is to determine the socio-cultural, economic, and environmental effects of tourism perceived by the local community living in Manavgat/Turkey on the satisfaction with the tourism development, to identify the effect of this satisfaction with tourism development, and to ascertain the moderator role of the demographic variables in this relationship. The population of the research is the local community living in Manavgat/Turkey. EFA, CFA, path analyzes, and Slope difference tests have been performed through 384 surveys collected from the local community. As a result, it has been determined that perceived socio-cultural, economic, and environmental positive effects of tourism and negative environmental effects have an impact on satisfaction with tourism development. Meanwhile, it has been determined that the local community's satisfaction with tourism development affects the attitude and gender has a moderator role on this effect. In line with these results, public institutions, tourism professionals, and non-governmental organizations in Manavgat will be able to better perceive the local community's attitudes and behaviors.

The article explores the use of mechanisms in bringing down authoritarian political regimes in the Middle East and North Africa with the "Arab spring" in focus. The technique of "non-violent" methods of fight suggested by "godfather" of the "Arab spring" Gene Sharp is analyzed. It is noted that the distinctive features of his system were planned, determined and dynamic actions of protest forces. A special place in the article is devoted to the study of the role of non-governmental organizations in selecting and training protest leaders and activists and in creating a network of supporters of prodemocratic movements. The article examines the role of the Internet and cyber technologies used by the opposition during protest rallies. Non-violence as means of bringing down the existing power turned out to be an alternative to armed resistance. The key role of non-violent actions consisted in changing the point of view of anti-government forces, demonstrating that the public solidarity could make the regime overthrow possible. It is noted that the latest information means gave the process of political changes due activity and focus which was followed by the information actions designed to discredit the government in place and form the corresponding public opinion. Mediatization of politics promoted the creation of a dense information veil retouching a real picture. The overall system of methods used during the "the Arab spring" indicates that the mechanism of overthrowing authoritarian regimes and its technologies came from Western culture and were borrowed by Arab activists.

Prior research has established the existence of a differential between industrialized and other countries for e-Government diffusion. It attempts to explain this divide by identifying economic and technical variables. At the same time, the role of national governance institutions in e-Government diffusion has been relatively under-theorized and under-studied. The authors posit that, the existing national governance institutions shape the diffusion and assimilation of e-Government in any country via associated institutions in three key sectors: government, private sector and non-governmental organizations. This paper develops and tests a preliminary model of e-Government diffusion using the governance institutional climate as represented via democratic practices, transparency of private sector corporate governance, corruption perception, and the free press. The results indicate that the level of development of national governance institutions can explain the level of e-Government diffusion over and above economic and technical variables. The authors’ research contributes to the literature by providing initial evidence that the existing national governance institutions influence and shape e-Gov diffusion and assimilation beyond the adoption stage.

ABSTRACT The Public–Private–People partnership (4P) is a significant element in disaster response. Coronavirus disease (COVID-19) as a pandemic has been the worst disaster in the last decades in Iran in terms of exposure and magnitude. In order to respond effectively, the Iranian Government needs an extra capacity, which may be provided by the private sector and people. This study aims to collect evidences of 4P pertaining to the COVID-19 response in Iran from February to April 2020. Partnership case studies are classified into 3 categories: (1) Public–private partnerships; (2) public–people partnerships; and (3) private–people partnerships. It was found that the Iranian Government has removed or diminished some of the barriers to cooperation. There was also more cooperation between the people, the private sector, and the public sector than during normal times (vs disasters). People participated in the response procedure through some associations or groups, such as religious and ethnic communities, as well as through non-governmental organizations. It has been shown that 4P is vital in disaster response and, in particular, to epidemics. The government can be more active in partnerships with the private sector and people in emergencies, such as the COVID-19 pandemic. Enhancing social capital, institutionalization, and developing required infrastructures by the government will improve public–private partnerships.

Public policies have undoubtedly a very important position in the economy. The environmental economy is a phenomenon that requires intervention in the market through public policies. This is because environmental problems need to be intervened with public policy tools because they have the characteristics of externalities and are public goods. Accordingly, waste management is a subject of environmental economics, at which point public policies come into play particularly at the level of local governments and gain importance. However, this is not only a matter of public policies but also requires the active involvement of the private sector and social participation. The participation of society and non-governmental organizations, as well as public and private partnerships plays a pivotal role in the effective management of this process because it is difficult to understand the significance of solid waste management for a society that has not completed its intellectual and cultural education.
