The effectiveness of government environmental policies is pivotal to environmental quality and provides the reference for further policy design. This paper estimates the effect of comprehensive demonstration of fiscal policy for ECER (Energy Conservation and Emission Reduction) on pollution emissions in Chinese cities with the sample period from 2003 to 2016, which is an important practice for policy integration. We find that this policy reduces the industrial SO2 (sulfur dioxide) emission by 23.8% on average and the industrial wastewater emission by 17.5% on average. This policy, implemented by Chinese government, has effectively achieved its target for emission reduction. A series of robustness checks are also conducted to verify the baseline results. Mechanism analysis indicates that this policy has the effect by the change in the industry structure and the enhancement of fiscal capacity, especially the capacity of fiscal revenue. Some policy recommendations, such as laying emphasis on the policy integration, integrating the financial resources of governments and expanding the demonstration effect, are proposed in order to facilitate green development in Chinese cities.

China has one of the most serious air quality conditions in the world, with the main energy consumption and air pollution emissions coming from its industrial sector. Since 2010, the Chinese government has strengthened the governance requirements for industrial sector emissions. This study uses emission treatment as a new input on the basis of past literature, and employs the dynamic SBM model to evaluate the energy and emission-reduction efficiencies of the country’s industrial sector from 2011 to 2015. The study finds that the improvement in industrial sector efficiency is not only due to the optimization of the energy consumption structure and reduction of energy intensity, but also from investing inemission treatment methods that help cut emissions as an undesirable output. The end result is a positive effect on the improvement and sustainability of energy and emission-reduction efficiencies.

The development of green agriculture is an effective way to realize the sustainable development of agriculture, which is of great significance for guaranteeing national food security, improving the supply ability of agricultural products, promoting the healthy development of cultivated land, and realizing green development. Since the 18th National Congress of the Communist Party of China, China has proposed the establishment of a green-development-oriented agricultural support system, which intends to reverse the worsening of the agricultural ecological environment; however, in 2019, the input of agricultural chemical fertilizer still exceeded the international limit of the safe application of chemical fertilizer. In recent years, agriculture has surpassed industry to become the largest non-point source pollution industry in China, seriously affecting the rural ecological civilization construction and the advancement of green sustainable development coordinated. To analyze the key factors affecting the development of green agriculture, in this study, logistic binary regression analysis was used to measure the main factors affecting farmers’ green agricultural production willingness and green agricultural production behavior. The results show that a farmer’s age, land type, compensation for land transfer, technical service organization, related training, and economic and technological subsidies had significant effects on their green agricultural production willingness. The age of farmers, number of staff, risk of green agricultural production technology, technical service organization, and economic and technological subsidies were shown to have significant effects on the green agricultural production behavior of farmers, where the different factors influenced the behavior to different degrees. Based on the above findings, it is suggested that the Chinese government should help farmers to carry out agricultural green transformation through technical training, policy popularization, economic subsidies, and educational support.

Abstract The coronavirus disease pandemic has exposed differences in the capacity of governments around the world to integrate and coordinate different policy instruments into a coherent response. In this article, we conceptualize and empirically examine policy integration in responses to the coronavirus disease crisis in 35 countries. We then discuss how the interplay between restrictions, health protection, and economic policy has been articulated between, on the one hand, a policy design based on the complementarity of pro-public health and pro-economy measures, implying an integrated response, and, on the other, a policy design based on the perception of an inherent trade-off between the two. Finally, we discuss three implications from our analysis of policy integration against the coronavirus disease crisis for the post-COVID state: (a) the normalization and adaptation of integrated crisis responses; (b) the possible acceleration and “catching up” of problem-solving capacity as governments may use the crisis as an instance to put into place new social policies; and (c) policy integration as an accelerator of policy complexity and resistance against technocracy in the post-COVID state.

Under the mandatory push of meeting carbon emission reduction commitments proposed in the Paris Agreement, the analysis on the peaking time of China’s carbon emissions deserves enough attention. This paper focuses on the peaking times of total carbon emissions (TCE) and carbon emission intensity (CEI) in the Yangtze River Delta (YRD). According to the development of carbon emissions in YRD and related targets in the 13th Five-Year Plan, the peaking times of TCE and CEI in different scenarios are predicted based on the influence mechanism analysis of carbon emissions in YRD from the perspective of energy, economy and society. Considering the development characteristics of China at this stage, this paper introduces several new indicators such as full-time equivalent of research and development (R&D) personnel and investment in environmental pollution control. Based on the study results, several policy recommendations are put forward to fulfil China’s carbon emission reduction commitments.

The Chinese government is committed to ensuring separation of municipal solid waste (MSW), promoting the integrated development of the MSW management system with the renewable resource recovery system, and achieving construction of ecological civilization. Guided by the methods in Intergovernmental Panel on Climate Change (IPCC) guidelines, the greenhouse gas (GHG) emissions under five waste disposal scenarios in Beijing under the life cycle framework were assessed in this research. The study included collection and transportation, as well as three end disposal methods (sanitary landfill, incineration, and composting), and the emission reduction benefits of electricity generation from incineration and recycling of renewable resources were taken into account. The results show that an emission reduction benefit of 70.82% could be achieved under Scenario 5 in which kitchen waste and recyclables are sorted and recycled and the residue is incinerated, and the selection of the optimal strategy was not affected by changes in the separation rate. In addition, landfill would emit more GHG than incineration and composting. The results of this study are helpful for the government to make a decision on MSW management considering the goal of GHG emission reduction.

To achieve the carbon reduction target, the Chinese government not only requires a quota allocation scheme in line with the current development situation, but also needs to minimize the economic expenditure in the emission reduction work. Therefore, this study integrates the multi-index method and zero-sum gains–data envelopment analysis model to obtain a fair and efficient multi-criteria quota allocation scheme. To ensure the effectiveness of the scheme, the fairness and cost effect of the scheme are quantitatively tested. In addition, regional cooperation factors are introduced into the research framework to providing feasible practical measures. The results show that: (1) After optimization, the eastern region has the largest quota increment, accounting for 45% of the country’s quota. (2) The multi-criteria quota allocation scheme after secondary allocation is a more ideal scheme. The quota scheme not only meets the requirements of fairness and efficiency, but also has lower abatement costs. (3) Regional cooperation should be encouraged by China, especially the eastern region, which can alleviate the reducing emission pressure through cooperation. Although the western region needs to undertake additional emission reduction tasks, it can improve the utilization rate of local renewable resources and be conducive to long-term economic development. These results will provide a reference for China to achieve its carbon reduction targets.

This paper elaborates China’s progress and challenges in its transition to green development and provides responsive measures for future green transformation with Chinese characteristics.

The Chinese government has made a commitment to control carbon emissions, and the deployment of renewable energy power generation is considered as an effective solution. In recent years, great effort has been exerted to support the development of renewable energy in China. While, due to fiscal pressures and changes in management policies, related subsidies are diminishing now and energy users are asked to pay for the cost. Regulations about carbon cap and renewable energy consumptions are issued to transfer the responsibility of consuming renewable energy and reducing carbon emissions to energy consumers. A national carbon trading system is set up in China and is under its growth stage. Therefore, this study lists the factors that should be considered by the energy users, analyzes the levelized cost of electricity generated by renewable energy in four cities in China, Beijing, Shanghai, Guangzhou, Wuhan, and compares the results with current carbon prices. Based on the research, under the current status, it is still more cost-efficient for enterprises to buy carbon credits than introduce renewable energies, and great differences among cities are shown due to different natural conditions. Besides, with diminishing subsidies and development of the carbon trading market, the carbon price will gradually reflect the actual value and carbon emission reduction costs will become an important part of enterprise expenditure. In the long term, enterprises should link more factors to carbon emissions, like social responsibility and brand image, instead of only the cost.

As Ceramics Capital of China, Jingdezhen had very serious air pollution in the past. In recent ten years, through strengthened management and other means, the total discharge of pollutants has been reduced significantly. The article briefly describes the current situation of Jingdezhen City’s emission reduction work, analyzes its challenges in emission reduction and gives several suggestions for improving Jingdezhen City’s emission reduction work, for example, Jingdezhen City shall vigorously promote clean production, reduce production pollution intensity, resolutely eliminate backward technology and capacity, control pollution emissions of new-built projects, realize supervision and control, strengthen leadership, optimize industrial structure, enhance structural emission reduction and so on.
