A rapid increase in the number of end-of-life (EoL) passenger vehicles has led to a large amount of waste plastics in China. However, the scale and efficiency of recycling resources from EoL vehicles still restricts the sustainable and healthy development of the automotive industry. The current behavior of automotive/recycling industry entities, as well as the strategy of waste management policymakers, may depend on the potential of total recyclable resources. To reveal such recycling potential of various plastic materials in EoL passenger vehicles, we predicted total EoL passenger vehicles in China from 2021 to 2030 (used the Weibull distribution) considering passenger vehicle ownership (estimated by the Gompertz model), quantified the demand for new passenger vehicles (estimated using its non-linear relationship with income level and passenger vehicle ownership), and assessed the recyclable plastics by categories and by provinces. The results show that (i) the annual average recycled plastic resources from EoL vehicles would exceed 2400 thousand t in 2030, more than 2.5 times in 2021, showing a great recycling potential; (ii) the differences among the three scenarios are relatively small, indicating that no matter the saturation level of passenger vehicles in China would be high or low, a rapid increase of recyclable plastic resources can be expected from 2021 to 2030; (iii) at the provincial level, a considerable gap between the potential of recycling plastic from EoL passenger vehicles and the regional processing capacity. Given such great potential and regional differences, the recycling policies should be applied in stages and consider the development level and recovery pressure in each region.

The contradiction between limited resources and rapid development in the automobile industry has been driving society to seek the supply of recyclable resources from End-of-Life Vehicles (ELVs). It has become an urgent need for vehicle recycling policymakers to have an overall understanding of the end-of-life (EoL) vehicle population, as well as for vehicle producers to note what and how they can benefit from ELV recycling. This paper estimated the potential population of EoL passenger vehicles, all recyclable resources from them, as well as the economic values of these recyclable resources. The results show that in 2030, with a lighter-weight trend of passenger vehicles, more than 26.3 million passenger vehicles will be retired with 19.1 million tons of recyclable steel and 6.2 million tons of plastics. The theoretical economic value of all recyclable resources will reach 101.3 billion yuan ($14.4 billion) in 2030, which is an average of approximately 2.4 thousand yuan ($341.8) for each EoL passenger vehicle. It is time for the vehicle producers to shift to a manufacturing mode considering such large potential of ELV recycling. The scenario analysis suggests that in the context of a light-weighting trend, ELV resource recovery in the future calls for improvement in the recycling and reuse technologies of plastics and rubbers.

In China, the number of end-of-life vehicles (ELVs) has reached an era of exponential growth because of continuous vehicle sales. The Chinese government has guided trends in the ELV recycling industry by implementing various recycling policies and expects most ELVs to be legally treated by licensed companies. The effects of subsidy policies are remarkable, and it was found that the effective adjustment of the subsidy is beneficial in increasing the recovery rate of ELVs without additional financial burden. Just as objects have their own end-of-life laws, different vehicle types have different life distribution curves and they are slightly influenced by government policies, especially subsidy policies. The aim of the study is to establish the logistics distribution functions for the passenger vehicles and commercial vehicles on the basis of the service years of 220,000 ELVs from 2012 to 2016 in Shanghai, and use a statistical model to predict and analyze the future trend of the number of the ELVs in China. Forecasts show that the number of ELVs in China will surpass 10 million in 2023.

Based on the domestic and foreign vehicle recycling and discarding related laws and regulations, comparative analysis, the paper proposes some Suggestions.

With economic development and accelerated industrialization, resource consumption has seen rapid increase. Against such a consumer boom, vehicle ownership has rocketed up, which also brings surging numbers of end-of-life vehicles (ELVs). Thus, recycling and disposing those ELVs turn out to be a head-scratching issue. As a result, how to effectively collect, dismantle, and recycling ELVs grows into a global topic. In China, over the past two decades, the Chinese vehicle ownership had grown rapidly to 261.5 million in 2019. Likewise, the ELV recycling industry in China also faces mounting challenges, especially in policy-making, recycling system, and the remanufacturing industry. The key challenges in the sector are the loss of ELVs and illegal dismantling. In recent years, despite the emergency of a group of large-scale quality dismantling enterprises, the overall technological level in the industry and the recycling rate require further advancement. In contrast, countries with highly mature automobile industry have seen a different image. Japan, for instance, has been the pioneer in the field of ELV recycling, created well-rounded laws and regulations on the industry, and developed advanced know-hows to cope with technical challenges. Therefore, this study, firstly, tries to summarize the laws and regulations and the latest industrial status of ELVs recycling in China and Japan. The deviation, if any, shall be analyzed between Japan‘s existing system and policy design, and the possible causes. Secondly, the Material Flow Analysis (MFA) method is adopted to analyse the changes of Resource Input Intensity (RII) of steel and oil for vehicles over the past 10 years, which shall provide the basis for future research on material recycling and waste treatment. Thirdly, the overall recycling rate of China's automobile products is analyzed, with the prediction that as technologies advance and related policies evolve, the recycling rate shall increase from 90 to 98% within 5 years. Fourthly, against the backdrop of circular economy development, this paper tries to provide an enlightenment to ELVs recycling management in China and Asian countries, with the stage of social development, policy system, social awareness of resource recycling, market guidance and other factors combined in the research. As a whole, this study tries to facilitate the sustainable development of the ELV recycling industry, provides support for the policy-making, and contributes to the building of a resource-saving and recycling-oriented society.

The growth of vehicle ownership not only brings opportunity for the economy, but also brings environment and transport problems, which is not good for sustainable transportation. It is of great significance to build supporting infrastructure and other services based on accurate forecasts of vehicle ownership in various provinces because of the variance of economic development stages, the carrying capacity of resources, and different degrees of transport planning in each province. We used the Gompertz model in order to predict China’s provincial vehicle ownership from 2018 to 2050. Considering the impact of the population structure, we summed up the growth rate of GDP per labor, the growth rate of population and the growth rate of employment rate to get the growth rate of GDP and then the GDP per capita of each province. We found that the vehicle ownership in each province will grow rapidly in the next 30 years; however, the change in the ranking of vehicle ownership among provinces varies. The ranking of some provinces with high or middle ranking now will decline in the following years, especially Beijing, Tianjin, Shanghai and Xinjiang. While the ranking of some provinces that locates in the middle and low ranking now will increase, such as Chongqing, Hubei, Anhui, Sichuan, Heilongjiang, Jiangxi, Hunan and Guangxi. We also investigate the reasons that affect the trend in each province and we find that the suitable vehicle growth pattern of each province, the stage of economic development and government policy, which are related to the growth rate of GDP per labor, employment rate, and GDP per capita, can affect vehicle ownership in the future.

Car-sharing plays a positive role in reducing vehicle ownership and greenhouse gas emissions. However, the developmental contradictions between high investment and low revenues hinder the development of the car-sharing industry. Fully understanding car-sharing users can effectively ensure the healthy development of car-sharing companies and promote the development of the entire industry. To this end, this study attempts to develop a user management method that is based on user layering and prediction methods. By using order data from the Lan Zhou car-sharing company in China, this paper develops a clustering method for layering car-sharing users. A multi-layer perceptron model is also developed to categorize these users into different expenditure level categories while considering periodic features. Results show that new users can be divided into three categories according to their expenditures to car-sharing companies within 84 days. After 5 weeks of observation, the 84-day category of new users can be predicted with an accuracy of over 85%. These results provide scientific decision support for the user management and profitability of car-sharing companies.

Ship recycling is gaining attention in Indonesia due to the increase in end-of-life ships and uneconomical nationally flagged ships, and is considered a prospective source of economic development and employment opportunity, and yet conceivably poses a threat to the health and safety of workers and the environment. There are international and national regulations that govern ship-recycling activities to ensure that the hazardous impacts of the industry are minimized. We investigated the disparity between current ship-breaking practices in Indonesia and the requirements of related international and national regulations, with the findings intended for use as a stepping stone to proposing a strategy to establish a green and sustainable ship-recycling industry. A benchmark study of the world’s leading ship-recycling countries was conducted, and a gap analysis was performed by comparing existing international and national regulations with current ship-breaking practices in Indonesia. We identified two types of ship-breaking practices in Indonesia: Conventional environmentally unfriendly ship-breaking method, conducted by most Indonesian ship-breaking yards, and a rather modern, more environmentally friendly method, conducted by ship-repair yards. However, neither of the practices met the requirements of the regulations, and improvements are therefore needed to make the ship-recycling industry more green and sustainable, and to gain international recognition.

Abstract To meet the ambitious targets ahead of us, all possible processes and technologies must be considered to ensure end-of-life plastics are not disposed in landfills. Chemical recycling can repurpose used plastics into new products, including new plastics, industrial products, and transportation fuels. In addition to creating new products, these technologies keep these plastic materials circulating within the existing infrastructure and economy.
