Urban Public Service Carrying Capacity plays an essential role in urban social and economic development. However, existing study has been focused on the evaluation of UPSCC from a quantitative perspective. It is necessary to evaluate UPSCC from a qualitative–quantitative bi-dimensional perspective. This paper establishes an innovative evaluation method for UPSCC based on a qualitative–quantitative bi-dimensional (QQBD) perspective. The proposed QQBD-based UPSCC evaluation method can help identify the weak areas of public services. The conclusions of this study are as follows. Firstly, public services are people-oriented social resources, which should be evaluated from both quantitative and qualitative perspectives. Secondly, the quantitative measurement of public service carrying capacity needs to consider both UPSCC load and carrier, while the qualitative measurement needs to consider the satisfaction among stakeholders. Thirdly, the demonstration of the case study cities shows the effectiveness of the qualitative–quantitative bi-dimensional UPSCC evaluation method. By applying the QQBD-based UPSCC evaluation method introduced in this study, decision makers can identify the specific areas that affect the UPSCC performance, and thus tailor-made policy can be designed for improving UPSCC performance by adjusting UPSCC quantity and quality.

Water resources play an important role in the natural environment, which is an irreplaceable resource for the survival and development of human society. Taking water resources as the research object, combined with the demand of social and economic development for water resources, this paper carried out the research on the evaluation method of cultivated land scale and urban construction scale under the constraints of water resources in Jinzhou. The results show that: the scale of cultivated land is 7215.98-7843.20km2, which is in surplus. Heishan County has the largest scale of cultivated land and Guta District has the smallest scale of cultivated land. The urban construction land scale is 229.89-279.02 km2, which is in surplus. Taihe District and Yixian County are overloaded, and the rest are surplus. The evaluation results can support the determination and decomposition of planning objectives and indicators, and provide an important scientific basis for the implementation of local land spatial planning.

In order to clarify the comprehensive operational capabilities of the airport and better plan the sustainable development mode of the airport, this paper studies the evaluation method of airport environmental carrying capacity. First, this paper proposes the concept of airport environmental carrying capacity by taking into account the complex characteristics of airports affected by multiple factors and then selects 16 representative evaluation indicators to construct an indicator system based on the Driving Force-Pressure-State-Response (DPSR) framework. Finally, the accelerated genetic algorithm-projection pursuit model is established to model a comprehensive evaluation index, which is used to calculate the airport environmental carrying capacity (AECC). The results of the case study show that the AECC of Guangzhou Baiyun International Airport (CAN) decreased year by year from 2008 to 2017, which is in line with the coordinated development level of CAN. By analysing the changing mechanism of AECC and indicators, we get 6 key influencing indicators that led to the continuous decline of AECC and put forward some political suggestions to improve the AECC.

The objective of this paper is to present an evaluation method that can aid decision to prioritize and select industrial waste management method. An Analytic Hierarchy Process (AHP) decision structure approaches to measure the relative desirability of disposal alternatives using value judgments as the input of the various stakeholders. The novel of this paper is a flexible analytical program that enables decision makers to find the best possible industrial waste management solution to complex problems by breaking down a problem into a systematic hierarchy structure among the various levels and attributes. The process of the evaluation method has been started from analyzing various factors which are used for designs the decision making structure.It is included with necessary data for consideration of management alternatives design that comprised of the technology, economics, environment, and also related regulations. The benefits of this method therefore may not only aid in selecting the best alternative but also help decision makers to understand why an alternative is preferred over the other options. A case study in Industrial Estate Authority of Thailand (IEAT), recommendations, limitations, and further research are also presented.

Talun sub-district is a government institution that provides public services to the public, which at this time there is no assessment of service satisfaction from the community so that the District Talun cannot know the assessment or complaints from the public to public services provided. The research aims to determine the level of public satisfaction of Public Service in Talun Sub-district. AHP is a complex multi-criteria decision-making method, in an unstructured situation into sections that are then shaped into functional hierarchies to present problems to be solved and then build a priority sequence for alternatives by pairwise alternative comparisons based on judgments of decision makers against a system. The appraisal application yields the value of the public satisfaction level and the eigenvector ranked according to the highest data as the final value of the AHP calculation so that the eigenvector value obtained can facilitate the Camat to see which elements of service are not good.

<p><span style="font-family: Times New Roman;">Strategic success requires a sound, firm structure and an effective system with which to analyze the competition, suppliers, and consumers, including structured and non-structured data (or “Big Data”).The more detailed the profiles of those players, the more useful the analyses will be to managers who ordinarily do not use a model to assess competition factors. This paper proposes a method of evaluating organizational strategic factors based on data concerning suppliers, consumers, and contenders in a strong competition sector. The methodology was based on a literature review, supplemented by a case study of the model’s application to a telecommunication services provider. The results, detailed in tables, are proven to enable the quantitative measurement of the strategic factors needed to support decision making.</span></p>

This article presents a case study focused on the conflicting logics of multiple actors involved in planning, organizing and providing health and social services in an innovative way. The aim was to empirically approach the experiences of the actors coping with the complexity of the multiple, often contradictory logics, concluding with a theoretical approach on how the leadership could strengthen the development of innovative public services. Data consisted of documents, observations and interviews and was analyzed through a critical realism approach. The purpose of this qualitative case study was to increase the understanding of the leadership as a constraining and an enabling force when developing innovative public services in a networked environment. As a result, two conflicting institutional logics were found: the costs-based logic of the public administrators and politicians, and the service-based logic of the citizens and public service producers, and the needs to consider the service perspective, new hybrid practices and changing meanings given to cooperation in public sector leadership are covered.

Various types and massive amounts of data are collected in public sectors, such as transportation, healthcare, and security. Such proliferation of big data facilitates and improves the strategic decision making in the context of public service design. However, the application of big data to public service design, understanding on this topic still remains limited. This chapter presents a case study on designing a service concept for enhancing the driving safety of bus drivers by using their behavior data. Based on this case study, the application of big data for designing public services was empirically identified and various managerial issues facing data-driven service design were recognized. This study extends the research on public service design by revealing how big data can be utilized for public service design.

The index system of the E-commerce websites is qualitative, but almost all of them are lack of weights. This paper built a reasonable index system and used the decision-making method ANP to improve the traditional evaluation method. Theoretical foundations and application process of ANP were discussed; dependence and feedback among indices were analyzed. A case study was done by using the Super Decisions software, the result of which can be used for decision-makers.

This research was conducted by looking at the condition of public service in South Halmahera Regency which always expands various problems both public services, public goods and public administration, besides that the role of the ombudsman as an oversight agency for public services is also still weak. Therefore, the task and authority of the Ombudsman in South Halmahera Regency is a study in order to address the existing maladministration issues. This study aims to determine the North Maluku Ombudsman in carrying out its role as a public service supervision institution in South Halmahera Regency, then to examine what are the determinant factors of the North Maluku Ombudsman in carrying out its role as a supervisor in South Halmahera Regency. This research uses a qualitative approach to the type of case study (case study). Data used through observation, interviews and documentation. The results showed that the role of ombudsmna in South Halmahera Regency was not maximal, as seen from the process and stages of receiving reports, clarification, infestigation, mediation and recommendations, then the low level of innovation carried out, both socialization, cooperation, then its human resources, supporting facilities, budget and knowledge Public.
