A comparison of thundercloud characteristics in different regions of the world was conducted. The clouds studied developed in India, China and in two regions of Russia. Several field projects were discussed. Cloud characteristics were measured by weather radars, the SEVERI instrument installed on board of the Meteosat satellite, and lightning detection systems. The statistical characteristics of the clouds were tabulated from radar scans and correlated with lightning observations. Thunderclouds in India differ significantly from those observed in other regions. The relationships among lightning strike frequency, supercooled cloud volume, and precipitation intensity were analyzed. In most cases, high correlation was observed between lightning strike frequency and supercooled volume.

Based on Java-Bali grid disturbance data, the 66kV transmission lines that is close to or intersect with 150kV or 500kV transmission line is often experienced earth fault due to insulator flashover. The insulator flashover can be caused by indirect lightning strike since lightning strikes tend to strike higher structure. Therefore, this paper will determine the effect of indirect lightning strike on 150kV or 500kV transmission line to 66kV transmission line by modeling and simulation using application of transient analysis. Variation of lightning peak current magnitude and gap between 66kV transmission line and transmission line with higher voltage is performed during simulation. The range of peak current magnitude follows the data from lightning detection systems, while the value of gap follows the data from actual condition. It is found that higher current peak and closer gap will cause higher transient overvoltage on insulator of 66kV transmission line thus insulator flashover may occur more frequent. Addition of earth wire on 66kV transmission line and gap between each transmission by organizing the sag of conductor can be performed to minimize the insulator flashover.

The author uses the study of the axiological systems of the Russian, Bulgarian and Romanian paremiological pictures of the world based on proverbs with ‘good–evil’ components and their synonyms as a framework for researching proverbs and sayings of Bessarabian immigrants who have lived in a foreign Russian-Romanian ethnical context for over 200 years. This article describes and presents in a comparative way some Russian, Bulgarian and Romanian proverbs with the components ‘good–evil’ and their synonyms, obtained as a result of continuous sampling of the most complete representative sources. The author brings forward statistical characteristics of arrays paired with observations upon the universal and nationally specific traits at the conceptual, structural and discursive levels. Some entry-level comparative interpretation is carried out, building upon the Russian, Bulgarian and Romanian paremiological ideas about the essence of such categories as ‘good’ and ‘evil’, as well as the balance between these categories and the expected reactions to good and evil.

This paper presents the developed program-mathematical software for receiving, archiving, analysis and display of radar, lightning and satellite data on clouds and precipitation, interfacing of meteorological information. The program of processing of meteorological information "GIMET-2010" is established on a network of weather radars DMRL-C of the Russian Federation. An automated system combining radar and lightning detection system information applies to the command posts of the uniformed services on the fight against hail and centers of severe storm warning. Following items are provided: a receiving and transmitting to consumers the operational radar data on the actual weather; the detection, identification, and warning of hazardous weather phenomena for airports and populated areas; measurement of the intensity and amount of precipitation for agriculture, hydrological forecasts and land reclamation; obtaining precipitation map for agriculture and insurance companies.

Introduction: The anti-vaccination movement has led to decreased vaccination rates and increased vulnerability to vaccine-preventable diseases in the general population. In order to better understand the anti-vaccination movement of today, the anti-vaccination movement that emerged in the 19th century is examined and measured against the one observed in the 20th century. Discussion: Though the population of the 19th and 20th centuries differ in many regards and our knowledge of vaccine and immune mechanisms are far greater; the anti-vaccination movement seen today stands on the same pillars as that of the 1800s with the sentiment of fear at its core. Though the façade of these pillars has been altered to suit the world today, both movements exploited the influence of prominent public figures, maintained false associations with dire vaccine consequences and emphasized these through the use of visual media, repetition and personal narratives. The persistence of the anti-vaccination movement lies largely in the use of personal stories which are more impactful and memorable then the statistical characteristics of scientific study. Conclusion: The pro-vaccination movement must respond to the tactics used by the anti-vaccination movement and create accessible, understandable and equally impactful communication strategies in order to prevent the spread of misinformation and counter the efforts of the current anti-vaccination movement. Relevance: Vaccine hesitancy was listed amongst the top 10 global health threats in 2019 by the World Health Organization. In order to shift the negative rhetoric surrounding vaccines, the anti-vaccination movement of today and its historic roots need to be understood.

The importance of allergic diseases is due to their increasing prevalence in both developed and developing countries. The prevalence of allergic diseases in most countries of the world is 10–30% among urban and rural population. In the regions of Russia, the prevalence of allergic diseases reaches 19–40% among the adult population and over 27% among children and adolescents. Lightning is a natural phenomenon and presents severe risks to people and animals, as well as affects several segments of the productive sector. A web-based lightning monitoring system has been developed to integrate different lightning detection systems, as well as to generate spatial and tabular data and products, capable of assisting specialists and decision makers. The system also allows combining lightning data with satellite images, increasing the capacity of analysis in near real time. This tool proved to be stable and efficient, with an intuitive interface that facilitates interaction with users.

The article considers the economic aspects of constructing high-rise buildings in the world and in Russia. Data on the number of high-rise buildings in Russian cities with a million population are presented. It is proved that interest in high-rise construction in Russia has been formed only in Moscow and partly in St. Petersburg and Yekaterinburg. The analysis showed that the reason for this is the expensiveness of high-rise construction. According to the enlarged macro-calculation, the cost of building 1 m2of the area of the Federation Towers complex (Moscow City) is about 2710 $/m2. Practically a possibility of return on investments in the foreseeable time interval exists only in Moscow. For the regions of Russia this task is rather complicated. Population density in regional Russian cities is quite low, business entities do not have the necessary financial resources for investing in high-rise construction, and investments from abroad absent.

At present time, the issue of defining indicators of sustainable development corresponds to the processes of modern economy development such as digitalization, technological convergence. They are going to replace mining from GDP of industrial countries and decease environmental pressure by expanding economy of knowledge. For the first time, the knowledge index was calculated by the World Bank. It should be noted that the World Bank calculated the indices for each individual country. This would allow developing the necessary decisions and government policies to build a knowledge economy. This goal is pursued by the authors of the article, but in relation to the sustainable development of the mining regions of Russia. The article discusses various approaches to assessing the regional knowledge index, and proposes a new methodology for its assessment based on the main determinant of the matrix and its logarithm. Based on the proposed methodology, the knowledge index was evaluated, which shows the conditions for the knowledge economy development in the mining regions of Russia. The rating of the mining regions of Siberian Federal District was built. The main conditions affecting the formation of the knowledge economy in the mining regions of Siberia in the context of their sustainable development are identified.
