When an organization’s management creates a goal conflict between workplace safety and the profitability of the organization, workers perceive work-safety tension. This leads to reduced safety-related behavior, culminating in higher rates of occupational injuries. In this study, we explored design components of behavior-based safety programs: audit results and process communication, reward and punishment, and the framing of production goals as gains or losses. This allowed us to directly observe the effects of the goal conflicts and of the countermeasures that we designed in this study. We examined the perceived work-safety tension using a simulated water treatment plant in a laboratory study with 166 engineering students. Participants had the task of conducting a start-up procedure. The operators’ goal conflict was created by a choice between a safe and mandatory (less productive) procedure and an unsafe and forbidden (more productive) one. As participants were told that their payment for the study would depend on their performance, we expected that rule violations would occur. We found acceptance of measures and their design as important for rule related behavior. Work-safety tension emerged as a strong driver for violating safety rules. We conclude that safety incentive programs can become ineffective if goal conflicts create work-safety tension.

The paper concerns organisational safety culture and how it may be applied to reduce employee accidents in the mining industry in Ghana. A sample of 340 managerial workers of three mining companies in the Tarkwa Nsuaem Municipality was selected using the simple random sampling technique. Data for the study was gathered using a survey questionnaire. The Structural Equation Modelling analysis technique was performed to establish the relationship between safety culture and each of the five dimensions of workplace safety (work safety, management safety practices, safety programmes, supervisor safety and co-worker safety). It was found that safety culture is a significant positive predictor of work safety (R2 = 0.039), management safety practices (R2 = 0.272), safety programmes (R2 = 0.159), co-worker safety (R2 = 0.225) and supervisor safety (R2 = 0.199). The study concluded that workplace safety can be improved by enhancing the safety culture in the mining industry in Ghana. The study  recommends that in order to curb the incidence and occurrence of accidents and injuries in the mining industry in Ghana, Human Resource (HR) managers should lay more emphasis on ways that would enhance the safety culture of all employees in the industry. Abstract As the oil and gas industry is facing tumultuous challenges, adoption of cutting-edge digital technologies has been accelerated to deliver safer, more efficient operations with less impact on the environment. While advanced AI and other digital technologies have been rapidly evolving in many fields in the industry, the HSE sector is playing catch-up. With the increasing complexity of risks and safety management processes, the effective application of data-driven technologies has become significantly harder, particularly for international organizations with varying levels of digital readiness across diverse global operations. Leaders are more cautious to implement solutions that are not fit-for purpose, due to concerns over inconsistencies in rolling out the program across international markets and the impact this may have on ongoing operations. This paper describes how the effective application of Artificial intelligence (AI) and Machine Learning (ML) technologies have been used to engineer a solution that fully digitizes and automates the end-to-end offshore behavior-based safety program across a global offshore fleet; optimizing a critical safety process used by many leading oil & gas organization to drive positive workplace safety culture. The complex safety program has been transformed into clear, efficient and automated workflow, with real-time analytics and live transparent dashboards which detail critical safety indicators in real time, aiding decision-making and improving operational performance. The novel behavior-based safety digital solution, referred to as 3C observation tool within Noble drilling, has been built to be fully aligned with the organization's safety management system requirements and procedures, using modern and agile tools and applications for fully scalability and easy deployment. It has been critical in sharpening the offshore safety observation program across global operations, resulting in a boost of the workforce engagement by 30%, and subsequently increasing safety awareness skill set attainment; improving overall offshore safety culture, all while reducing operating costs by up to 70% and cutting carbon footprint through the elimination of 15,000 manhours and half a million paper cards each year, when compared to previously used methods and workflows

Purpose: Develop a system of automated occupational health and safety management to improve the procedure for minimizing occupational risks and ensure comprehensive protection of employees from the impacts of negative factors of the systems "man - machine - environment". Design/methodology/approach: The following set of scientific methods was used in the study: analysis of normative-legal documents and scientific-technical literature in the field of building and functioning of occupational safety and health management systems, methods of system analysis, simulation methods, namely discrete-event simulation (DES) of random and dynamic processes, methods of decision theory and data mining. Findings: Based on the results of the research, a system of automated occupational health and safety management, which due to the connection the functionally independent elements (according to a certain scheme) allows to provide comprehensive protection of employees from the impacts of negative factors of the system "man - machine - environment" and reduce occupational injuries and diseases, was developed. This is done by constant monitoring and promt correcting of parameters of impact on the employee of the specified factors. The developed system was implemented in the occupational health and safety management system of the industrial enterprise "Stalkanat-Silur" (Odessa, Ukraine), resulting in reducing the number of accidents, in particular, in dangerous areas of production by 33.3%, increasing the economic efficiency of the enterprise through increasing the level of productivity by 5% and reducing in the number of social insurance payments by 11%. Research limitations/implications: The developed system can be implemented both within separate industrial premises and in the enterprise as a whole, but the number of its elements could be changed (increase / decrease) depending on the number of jobs and dangerous areas that need control. Practical implications: The implementation of the proposed system allows to increase the level of economic efficiency of the enterprise by increasing the level of labor productivity due to reducing the negative impact on the employee of harmful factors and compliance with rational mode of work and rest in each workplace, as well as by reducing the number of social insurance payments due to reducing the occupational injuries and diseases. Originality/value: For the first time the system of automated occupational health and safety, which, in contrast to existing automated occupational risk minimization systems and traditional occupational health and safety management systems, provides comprehensive protection of employees from the the impacts negative factors of the system "man - machine-environment", by constant monitoring the parameters of such impact and their prompt correction in case of deviation of the specified parameters from the set criteria, was developed and proposed for use at enterprises, institutions and organizations.

Publicizing firms’ socially undesirable actions may enhance firms’ incentives to avoid such actions. In 2009, the Occupational Safety and Health Administration (OSHA) began issuing press releases about facilities that violated safety and health regulations. Using quasi-random variation arising from a cutoff rule OSHA followed, I find that publicizing a facility’s violations led other facilities to substantially improve their compliance and experience fewer occupational injuries. OSHA would need to conduct 210 additional inspections to achieve the same improvement in compliance as achieved with a single press release. Evidence suggests that employers improve compliance to avoid costly responses from workers. (JEL J28, J81, K32, L51, M54)

Background. The study examines the mediation effect of safety knowledge in causal the relationship between Occupational Health and Safety Management Frameworks (OHSMF) and occupational injuries and workplace accidents in the Ghanaian Oil and Gas Industry. The study explores different dimensions of occupational health and safety management systems, workplace accidents, and occupational injuries. The study adopted a cross-sectional survey design. A total of 699 respondents through a convenience and purposive sampling technique were selected in three government-owned oil and gas organizations for the study. Correlation, multiple regression analysis, and bootstrapping methods were used for data analysis. The findings of both the regression and correlation analysis indicated that there is a moderately strong negative and significant relationship between Occupational Health and Safety Management Frameworks (OHSMF) and workplace accidents and occupational injuries. Safety knowledge significantly mediates the causal relationship between OHSMF and workplace accidents and injuries. Safety training was found to be a significant predictor of safety knowledge, work-related injuries, and workplace accidents. The negative relationship between OHSMF and workplace accidents and injuries shows that the existing OHSMF are either ineffective or lack the acceptable safety standards to control hazard exposures in the industry. Management must invest in frequent safety training and orientations to improve safety knowledge among workers. The study further recommends government and industry players to extend serious attention towards the promotion and improvement of occupational health and safety management systems in Ghana.

ABSTRACT The Alaska North Slope region is a challenging operating environment. During spill response operations, worksite hazards are magnified and ensuring safety of response personnel becomes more difficult. In the Incident Management Team, the Safety Officer develops a Site Safety Plan to identify hazards and establish guidelines for safe operations. This information is typically communicated to the field workers when they check-in at the Staging Area or other assigned location. The Site Safety Plan alone, however, fails to address specific behaviors of the personnel that lead to unsafe activities. Behavior-Based Safety Processes fill in this missing piece. The PIRATE Process is an example of behavior-based safety at work. PIRATE - Personal Involvement Reduces Accidents to Everyone - is a fundamental part of the safety culture in the Greater Prudhoe Bay operating area. The March 2006 Gathering Center 2 (GC-2) Transit Line oil spill response presented significant challenges to all involved: extreme weather conditions, congested work areas, spilled oil on frozen lake and tundra environments, and complex field operations competing for personnel and resources. Daily involvement with PIRATE (and similar North Slope Behavior-Based Safety Processes) has made the workforce acutely aware of each individuar'S role in workplace safety, enhancing the overall safety performance of the organization. This poster shows some of the difficulties of a complex arctic oil spill response, and the application of Behavior-Based Safety Processes to enable safe and efficient operations in the face of these challenges.

Safety management system assessment (SMSA) was a hot point in the field of safety management practice and research. But, the weights of safety management system assessment indicators are different in former achievements. In this study, the scores of indicators in ISRS, NOSA, API and Basic Norms for Work Safety Standardization (BNWSS) were referenced to obtain the initial weights of the primary indicators for SMSA. The decision-makers preference for the four methods was settled by means of analytic hierarchy process (AHP). After Kendalls test for consistency of the four methods, the combination weighting was made considering the preference and consistence on the basis of AHP. The rationality of weighting result was evaluated with close degree. The close degree reached 91.0% which was satisfactory.
