India responded to the COVID-19 measures abruptly and in a tough manner during the early stages of the pandemic. Its response did not take into consideration the socio-economic life of the majority of people in India who work in the informal sector and the sheer diversity of the country. The imposition of a nationwide lockdown using the Disaster Management Act 2005 enabled the Union Government to impose its will on the whole country. India has a federal system, and health is a state subject. Such an overbearing role on the part of the Central Government did not, however, lead to coordinated action. Some states expressed their differences, but eventually all complied with the central guidelines. The COVID-19 pandemic struck at a time when an agitation was going on in the country, especially in New Delhi, against the Citizen Amendment Act. The lockdown was imposed all of a sudden and was extended until May 31. This led to a humanitarian crisis involving a large number of domestic migrant workers, who were left stranded with no income for survival and no means of transport to go home. Indians abroad who were intending to return also found themselves trapped. Dissenting voices were silenced through arrests and detentions during this period, and the victims included rights activists, students, lawyers, and even some academics. Power tussles and elections continued as usual and the social distancing norms were often compromised. Since COVID-19 containment measures were carried out primarily at the state level, this paper will also selectively draw on their experiences. India also used the opportunity to burnish its credentials as the ‘pharmacy of the world’ by sending medical supplies to over a hundred countries. In the second wave, there were many deaths, but the government was accused of undercounting them and of not doing enough to deliver vaccines to Indians. This paper will deal with the conflicts, contestations and the foreign policy fallout following the onset of the pandemic and the measures adopted by the union government to cope with them, with less focus on the economic and epidemiological aspects of pandemic management. This paper looks at previous studies, press reports, and press releases by government agencies to collect the needed data. A descriptive and analytical approach is followed in the paper.

Social remittances (ideas, system practice, and social capital flow from the receiving country to the home country) of Indonesian female migrant workers (BMP) in Hong Kong appeared better and more complete than other BMP in other countries like Malaysia, Saudi Arabia, or Singapore.  Based on that research, we are encouraged to do extensive research in order to identify factors  that push  BMP’s social remittances development  in Hong Kong, to identify kinds of social remmitances they receive  and to understand on how far their social remittances become a medium to empower them and their society.  This study is done in qualitative method that uses an in-depth interview technique and FGD.  Subjects of study are BMP, the government (Ministry of Manpower and Transmigration and BNP2TKI), NGOs, migrant workers’ organization and researchers of BMP. The study done in Cianjur (West Java), Wonosobo and Banyumas (Central Java) and Hong Kong indicates that during their migration process, female migrant workers not only have economical remittance that can be used for productive activities, but also social remittances.  The social remittances are in the form practical knowledge such as language skill and nursery; knowledge on health, financial management; ethical work; the mindset changing and networking. The study  indicate that female migrant workers are extraordinary women more than just an ex-helper.  Their migration has put them into a position as an agent of development in society.Key words: Indonesians  female migrant workers, social remmitances, empowerment

Many problems faced by Indonesian migrant workers and a comprehensive protection are the reason for the government to ratify Law No. 18 year 2017, The Protection of Indonesian Migrant Workers. The regulation provides protection by not only the central government, local government but also village government. It is expected to provide protection in pre-departure stage, during or after placement. The existence of village of migrant workers which has protection for migrant workers by: doing procedural administration, strengthening migrant workers’ rights, empowering migrant workers. The strengthening of the rights of migrant workers is done by conducting socialization, training of case and studying the regulations of the destination country. By strengthening the rights of migrant workers, it is expected that migrant workers understand their rights, know what they are doing when they are experiencing problems and understand the rules. It is expected that with a pre-procedural placement process and readiness to understand the rights of migrant workers, it can prevent the occurrence of cases while working in the destination country.

COVID-19 infodemic has been spreading faster than the pandemic itself. The misinformation riding upon the infodemic wave poses a major threat to people’s health and governance systems. Managing this infodemic not only requires mitigating misinformation but also an early understanding of underlying psychological patterns. In this study, we present a novel epidemic response management strategy. We analyze the psychometric impact and coupling of COVID-19 infodemic with official COVID-19 bulletins at the national and state level in India. We looked at them from the psycholinguistic lens of emotions and quantified the extent and coupling between them. We modified Empath, a deep skipgram-based lexicon builder, for effective capture of health-related emotions. Using this, we analyzed the lead-lag relationships between the time-evolution of these emotions in social media and official bulletins using Granger’s causality. It showed that state bulletins led the social media for some emotions such as Medical Emergency. In contrast, social media led the government bulletins for some topics such as hygiene, government, fun, and leisure. Further insights potentially relevant for policymakers and communicators engaged in mitigating misinformation are also discussed. We also introduce CoronaIndiaDataset, the first social-media-based Indian COVID-19 dataset at the national and state levels with over 5.6 million national and 2.6 million state-level tweets for the first wave of COVID-19 in India and 1.2 million national tweets for the second wave of COVID-19 in India.

The purpose of this research is to know the strategy of BATNA (Best Alternative to a Negotiated Agreement) in overcoming the conflict of environmental management that occurred in mining area of ​​PT. SumberEnergi Jaya, East Motoling District.This study uses descriptive method, which aims to find information from a phenomenon.Strategy management of conflict resolution of mining resources, conducted by PT. SumberEnergi Jaya showed good results, although there are still some residents who have not received the results of negotiations. With the efforts of family approach and deliberation to show effective results, a negotiator's strategy is a critical determinant of the success of an agreement. While Implementation of Law no. 7 of 2012 in this case has not been fully implemented as expected, where from the analysis conducted there is still an omission element by the government. The impact of government policies through the enactment of mining business licenses granted to PT. SumberEnergi Jaya, is very impact on social life and the environment, rather than the economic value generated. Due to the decline in environmental quality will affect the social and economic life of residents around the mine's circle.

As countries shore up existing safeguards to address the social and economic impacts of the COVID-19 pandemic, India faces a humanitarian disaster of unprecedented proportions. Ninety per cent of the Indian workforce is employed in the unorganised sector; uncounted millions work in urban areas at great distances from rural homes. When the Government of India (GOI) announced the sudden ‘lockdown’ in March to contain the spread of the pandemic, migrant informal workers were mired in a survival crisis, through income loss, hunger, destitution and persecution from authorities policing containment and fearful communities maintaining ‘social distance’. In this context, the article analyses how poverty, informality and inequality are accentuated by the COVID-19 pandemic experiences of ‘locked down’ migrant workers. The article examines the nature and scope of existing social policy, designed under changing political regimes and a fluctuating economic climate, to protect this vulnerable group and mitigate dislocation, discrimination and destitution at this moment and in future.

The relevance of the research topic is due to the fact that the creation of the Eurasian Economic Union (hereinafter – the EAEU) was aimed at increasing the economic competitiveness of the countries that joined this international association, which, in turn, should improve the living standards of the population of the member states. The active development of integrationprocesses in these countries required making appropriate changes to national legislation in order to form a homogeneous legal field and enrich their domestic law with international experience in legal regulation, including the regulation of migration processes, since integration is always accompanied by migration processes. The purpose of this article is to study and analyze the problems of legal regulation of migration processes taking place in the EAEU countries. The article deals with the problems of legal regulation of migration processes in the Eurasian Economic Union (EAEU). The article analyzes the normative provisions of the Treaty on the EAEU that regulate migration processes on the territory of the EAEU, serve as a legal basis for solving issues of labor migration, and increase the labor status of migrants-citizens of the states that are members of the Eurasian Economic Union. It is emphasized, that the provisions of the Treaty on the EAEU establish the status of migrant citizens from the EAEU countries temporarily working on the territory of one of the member states, regulate their relations with the employer and establish at the legislative level equal rights of migrant workers with citizens of the recipient country, including the social sphere, with the exception of pension provision. Some advantages are established for migrants from the EAEU member states: it is provided not only to protect the interests of the states, but also the rights and freedoms of migrant workers and members of their families who arrived from the EAEU member States, to create favorable conditions for their life in the country that accepted them, including for performing work activities, contributing to successful integration into the social system of the country. Attention is focused on the problems associated with the implementation of the provisions of the Treaty on the EAEU, due to the significant differences between the partner states related to the level and models of economic development. It is noted that in the scientific legal literature and legislation of the EAEU countries, there are different approaches to the interpretation of the concept of “population migration”, representatives of which take as a basis certain signs of this complex socio-economic phenomenon, considering it from different sides. It is concluded that it is necessary to develop a unified approach to the legal regulation of migration processes on the territory of the EAEU and the formation of a common labor market. Proposals aimed at improving migration legislation were made: to unify the acquired social and legal status of migrants in the receiving country; to systematize and harmonize the migration legislation of the EAEU member states; to coordinate with the EAEU partners the government decisions taken in the fight against the COVID-19 coronavirus infection affecting migration processes, and others. A proposal was put forward on the need to develop and adopt a codified normative act – the Migration Code of the EAEU, which, according to the author, would eliminate the existing contradictions between the provisions on migration in the Treaty on the EAEU and the national migration legislation of the member states; unify the system of migration legislation within the framework of an integration international association, bringing it into line with international law.


COVID-19 emerged in China in December. The World Health Organization declares this virus as Global Disaster in March. The coronavirus has affected the social, economic, political dimensions of the nations globally. In this study, the authors consider the impact of novel coronavirus (COVID-19) on the different activities of primary, secondary, and tertiary sectors of the Indian Economy and various policies and reforms have been taken by the government. The secondary data is collected to put down this literature. Each sector of the economy faces chaos due to coronavirus. Migrant workers or laborers go to their state in the lockdown, a ban on materials, electronics imported from china, supply chain disruption, disturbance in the cash flow are some of the majors' reasons that lead to the uncertainty in different sectors. A fund issued by the Government can be utilized effectively to give benefits to employees, workers, farmers, organizations, and industries.

RESUMONesses escritos são retomadas algumas passagens da educação pública no estado do Maranhão, desde os anos em que o Brasil esteve sob a égide do regime militar, instalado pela força em 1964, até a retomada democrática no país, realizada a partir dos meados da década de 1980. Tem-se como objetivo analisar os embates que se produziram entre as forças políticas estabelecidas no aparato estatal e os trabalhadores em educação nesse controverso período histórico. Imbuídos dessa perspectiva, os autores buscam delinear o percurso educacional vivenciado pelo maranhenses, a partir da compreensão crítica do contexto sociopolítico daquele momento, da análise das disposições políticas educacionais no domínio federal e sua incidência na esfera localizam as possíveis modificações ocorridas no ensino com a ascensão de novos sujeitos políticos ao governo, como também os pontos nevrálgicos que estão presentes nas lutas deflagradas pela valorização da docência num tempo social reconhecidamente conturbado. Com o estudo dessas trajetórias e suas repercussões nos movimentos associativistas e sindicais dos trabalhadores em educação, procura-se contribuir para ampliação de pesquisas de cunho históricoeducacional e, sobretudo, da história social daqueles que fazem a educação no Maranhão em sua cotidianidade.Palavras-chave: APEMA. AbstractBecoming an Indonesian Migrant Worker is one solution to reduce unemployment at home. But this has instead become a new problem. This relates to the lack of protection from the government due to the lack of coordination between the government and the private sector as a party that bridges Indonesian Migrant Workers and Employers. This is because of the many problems in the Placement Agreement. This is also because the Laws that have been made by the Central Government do not immediately have new implementation rules in accordance with what was promised. The purpose of this research is to find out and analyze what sanctions will be obtained by the Indonesian Migrant Worker Placement Company if the Placement Agreement is not carried out also whether it is permissible if Indonesian Migrant Workers can work if it is not in accordance with their placement. To answer these problems, the authors use legal research with a Conceptual Approach, and Case Approach, and Case Study.Keywords: Indonesian Migrant Worker; Indonesian Migrant Worker Placement Company; Placement Company.AbstrakMenjadi Pekerja Migran Indonesia adalah salah satu solusi untuk mengurangi pengangguran di dalam negeri sendiri. Hal ini berkaitan dengan perlindungan yang kurang dari pihak pemerintah karena kurangnya koordinasi antara pemerintah dengan pihak swasta sebagai pihak yang menjembatani Pekerja Migran Indonesia dengan Pemberi Kerja. Hal ini dikarenakan banyaknya masalah dalam Perjanjian Penempatan. Hal ini juga dikarenakan Undang-Undang yang sudah dibuat oleh Pemerintah Pusat tidak segera memiliki aturan pelaksanaan yang baru sesuai dengan yang diperjanjikan. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis sanksi apa yang akan didapatkan oleh pihak Perusahaan Penempatan Pekerja Migran Indonesia apabila Perjanjian Penempatan tidak dilaksanakan, juga apakah diperbolehkan apabila Pekerja Migran Indonesia dapat bekerja jika tidak sesuai dengan penempatannya. Untuk menjawab permasalahan tersebut, penulis menggunakan penelitian hukum dengan Pendekatan Konseptual (Conceptual Approach), dan Pendekatan Kasus (Case Approach), dan Studi Kasus (Case Study).Kata Kunci: Pekerja Migran Indonesia; Perusahaan Penempatan Pekerja Migran Indonesia; Perjanjian Penempatan.

Labor migration from one country to another or migration between countries in the era of globalization has become an increasingly easy phenomenon for workers, because of the various easy accesses that are supported by technology, increasingly supporting regulations and transportation to destenations which more expedite and more affordable.     This study aims to determine the social and economic impacts on Indonesian workers families (TKI) from Lombok Island who work in Malaysia. The sample of respondents is 70 families of migrant workers who were working in Malaysia, and interviews are conducted with the wives of the migrant workers. The results show that the families of migrant workers who work in Malaysia actually can improve the quality of social interaction, improve the education level of their children by prioritizing their children's schools, although the negative social impact is also felt by the wives of migrant workers working in Malaysia through Verbal abuse, nicknamed "Malaysian widow", seduced by other men, ostracized and made a rumor. Economically, families of migrant workers who work in Malaysia are able to improve the welfare of their families, even though all respondents go to Malaysia are stuck with capital debt, but after they get a salary, some of the salary sent to their wives is used to pay the debts, in addition to fulfilling other economic needs. To the regional government, especially the government of West Nusa Tenggara Province, considering that remittance produced by TKI who work abroad,hence a program is needed to improve the quality of workers who will be sent abroad through strengthening job training for prospective Indonesian workers who will be sent abroad
