AbstractBecoming an Indonesian Migrant Worker is one solution to reduce unemployment at home. But this has instead become a new problem. This relates to the lack of protection from the government due to the lack of coordination between the government and the private sector as a party that bridges Indonesian Migrant Workers and Employers. This is because of the many problems in the Placement Agreement. This is also because the Laws that have been made by the Central Government do not immediately have new implementation rules in accordance with what was promised. The purpose of this research is to find out and analyze what sanctions will be obtained by the Indonesian Migrant Worker Placement Company if the Placement Agreement is not carried out also whether it is permissible if Indonesian Migrant Workers can work if it is not in accordance with their placement. To answer these problems, the authors use legal research with a Conceptual Approach, and Case Approach, and Case Study.Keywords: Indonesian Migrant Worker; Indonesian Migrant Worker Placement Company; Placement Company.AbstrakMenjadi Pekerja Migran Indonesia adalah salah satu solusi untuk mengurangi pengangguran di dalam negeri sendiri. Namun hal ini malah menjadi sebuah masalah baru. Hal ini berkaitan dengan perlindungan yang kurang dari pihak pemerintah karena kurangnya koordinasi antara pemerintah dengan pihak swasta sebagai pihak yang menjembatani Pekerja Migran Indonesia dengan Pemberi Kerja. Hal ini dikarenakan banyaknya masalah dalam Perjanjian Penempatan. Hal ini juga dikarenakan Undang-Undang yang sudah dibuat oleh Pemerintah Pusat tidak segera memiliki aturan pelaksanaan yang baru sesuai dengan yang diperjanjikan. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis sanksi apa yang akan didapatkan oleh pihak Perusahaan Penempatan Pekerja Migran Indonesia apabila Perjanjian Penempatan tidak dilaksanakan, juga apakah diperbolehkan apabila Pekerja Migran Indonesia dapat bekerja jika tidak sesuai dengan penempatannya. Untuk menjawab permasalahan tersebut, penulis menggunakan penelitian hukum dengan Pendekatan Konseptual (Conceptual Approach), dan Pendekatan Kasus (Case Approach), dan Studi Kasus (Case Study).Kata Kunci: Pekerja Migran Indonesia; Perusahaan Penempatan Pekerja Migran Indonesia; Perjanjian Penempatan.

The purpose of the establishment of the Republic of Indonesia is to protect and realize the welfare of citizens. Therefore, the main responsibility of the government is to provide protection and guarantee to every citizen to get a job and a decent living for humanity. Limitations of domestic employment, as well as the public's desire to work overseas, should be responded positively by the government, by formulating regulations both at the central and regional levels. This study will examine the roles and responsibilities of local governments as an effort the law protection against Indonesian Migrant Worker working abroad.This research is a normative legal research with approach of legislation and concept approach and analyzed qualitatively to give perspective on legal issue to the object of this research study. The results show that the responsibility of local government, especially in the pre-placement, post-placement, and empowerment phase of placement of migrant workers, while the placement of migrant workers is the responsibility of the central government. Implementation of local government responsibilities should be supported by regulations established by local governments.

AbstractThis study discusses the Cartel in beef pricing, because of the proliferation of malpractice who seek profits by making agreements to control production and or services that result in other business actors not being able to enter into the same business competition for goods and services and the many losses they cause. This research is a normative legal research, and uses various approaches to problems, namely by using statue approach, conceptual approach, and case approach. The results showed that the case Number 10 / KPPU-I / 2015 showed that import companies had made an agreement to hold the supply of cattle, whereas the one who gave the policy was the government which cut cattle imports from 200,000 birds per 2015 to 50,000 heads, while in In 2015 the government estimated that the needs of cows up to 4 million, namely 20% or 750,000 were supplied through imports, so the impact was the reduction of cattle imports by 150,000, the implication being that the supply decreases causing a surge in prices.AbstrakPenelitian ini membahas tentang Kartel dalam penetapan harga daging sapi, karena maraknya malpraktek yang mencari keuntungan dengan membuat perjanjian untuk menguasai produksi dan atau jasa yang mengakibatkan pelaku usaha lain tidak dapat masuk kedalam persaingan usaha barang dan jasa yang sama serta banyaknya kerugian yang diakibatkannya. Penelitian ini merupakan penelitian hukum normatif, serta menggunakan berbagai pendekatan masalah yaitu dengan menggunakan statue approach, conceptual approach, dan case approach. Hasil penelitian menunjukkan bahwa, perkara Nomor 10/KPPU-I/2015 menunjukkan bahwa perusahaan impor telah melakukan perjanjian untuk menahan pasokan sapi, padahal yang memberikan kebijakan tidak lain adalah pemerintah yang memangkas impor sapi dari 200.000 ekor per tahun 2015 menjadi 50.000 ekor, sedangkan pada tahun 2015 pemerintah memperkirakan kebutuhan sapi sampai 4 juta ekor yakni 20% atau 750.000 dipasok lewat impor, maka dampaknya yaitu pengurangan impor sapi sebanyak 150.000 ekor, implikasinya adalah berkurangnya pasokan yang menyebabkan lonjakan harga naik.

Covid-19 pandemic is creating devastating effects globally since the beginning of 2020. In India, the government declared a lockdown in the month of March 2020 that became the starting point of many psychological, emotional, social, and economic issues resulting from this pandemic. Job loss, pay cut, closure of the business enterprises are few of the many economic-related concerns that affected every financial decision-making. More than the threat of the virus, economic perils became a serious hazard to many ordinary people who live on the daily wages. The life of migrant workers took a serious twist due to massive unprecedented movement to their hometowns. Although the threat to survival was not a main concern for white-collar employees, the economic crisis was felt by them. This case study narrates the story of an economically comfortable person who sets financial goals for his retirement savings before the pandemic. While facing financial crisis due to pay cut, he quickly alters his decisions with a positive outlook. This research examines the legal protection provided for illegal Indonesian workers in Malaysia and the obstacles to perform it. Malaysia are the largest number compared to another country in Asia in receiving migrant workers from Indonesia. In total there are 73.178 migrant workers. A large number of Indonesian migrant workers is caused by the lack of jobs vacancy in the country, so citizens look for a job abroad. The requirements to become Indonesian migrant workers are not easy, therefore many of them went abroad illegally. Illegal Indonesian workers often get inhuman treatment. Indonesian goverment should protect every citizen, even though they are illegal workers, since they are still Indonesian citizen. This paper is based on normative-empirical legal research with the data obtained from interviews, as well as from secondary sources provided in laws governing these matters, journals or from trusted sites of internet. The results of this study show that: first, the Law No. 18 of 2017 on Protection of Migrant Worker does not differentiate the protection for illegal and legal Indonesian migrant workers. Second, there are two obstacles faced by the Indonesian government: lack of data regarding the illegal Indonesian workers and lack of state budget to handle the protection of illegal Indonesian workers.

Penelitian ini bertujuan untuk menjelaskan perlindungan hukum internasional terhadap negara yang disadap secara melawan hukum oleh negara lain dan menjelaskan metode penyelesaian sengketa yang dilakukan Indonesia dalam  menyelesaikan konflik antar negara akibat penyadapan yang dilakukan Australia terhadap Indonesia Tahun 2013. Penelitian ini menggunakan jenis metode penelitian hukum yuridis normatif. Hasil penelitian menunjukkan bahwa hukum internasional belum memberikan perlindungan yang cukup kepada negara yang disadap oleh negara lain. Adapun metode penyelesaian sengketa yang digunakan Indonesia dalam menyelesaikan kasus penyadapan dengan Australia adalah penyelesaian sengketa internasional secara damai melalui cara negosiasi. Oleh karena itu, peraturan mengenai penyadapan lintas negara harus segera dibentuk, sehingga perlindungan hukum terhadap negara yang disadap bisa dilakukan. Serta kedua negara harus membentuk code of conduct. Inter-State Conflict Under International Law International relation between two countries at some time could evoke problems which are caused by the cheating action of one party, such as interception resulting in conflict between them. This study aims to explain the protection of international law against countries that are illegally intercepted by other countries and explain the method of dispute settlement conducted by Indonesia in resolving inter-state conflicts resulting from Australian interception to Indonesia in 2013. This study uses a normative-juridical legal research method, by using legislation, case study , and conceptual approach with library data sources. The result shows that international law has not provided sufficient protection to countries intercepted or tapped by other countries. The method of dispute resolution used by Indonesia in solving wiretapping case with Australia is the peaceful settlement of international disputes through negotiation. Therefore, regulations concerning cross-country intercepting must be established immediately, thus legal protection of the tapped countries could be proceeded, and the two countries must establish a code of conduct.

The role of taxes is very important in the state finances. Taxes become necessary in financing the expenditures of the state, especially the routine state expenditures. However, not infrequently there are taxpayer actions that cause in State losses. The condition is realized by the government so that the government issued Law Number 11 Year 2016 on Tax Amnesty. However, with the issuance of the Tax Forgiveness Law, it has resulted in various views in the community because for some obedient taxpayers, it is assumed that taxpayers are granted the convenience of their mistakes. So that does not reflect justice as one of the objectives of the law. Based on the issue, the authors will conduct further research on the legality of tax debt relief in the framework of tax forgiveness and the urgency of determining the tax forgiveness rule. This study is qualified as a normative juridical legal research with a type of legal research doctrinal using a statutory approach, and a conceptual approach. From this research, it is expected that the writer can analyze related to the legality of tax debt relief in the framework of tax forgiveness and the urgency of determining tax forgiveness rule.

AbstrakSaat ini banyak sekali terjadi kasus korupsi di pemerintahan maupun sektor swasta dilakukan oleh para lelaki yang sudah memiliki istri dan anak.Dengan adanya penyuluhan ini, diharapkan wanita khususnya anggota BKOW bisa menjadi pelopor dirumah tangga untuk membentuk keluarga anti korupsi baik kepada anak dan suami. Kegiatan pengabdian ini dilakukan dengan 4 metode yakni: ceramah, dialog, bedah kasus, dan best practice. Hasil dari kegiatan ini, peserta menjadi antusias, yang terlihat dari banyaknya pertanyan yang diajukan serta terbentuknya komunikasi yang baik. Pengabdian ini perlu dilanjutkan kembali, di organisasi-organisasi wanita lainnya agar penyampaian ini  mencakup banyak wanita aktif di kepulauan Riau.Kata Kunci: Penyuluhan Hukum, Korupsi, Organisasi Wanita.AbstractNowadays there are many cases of corruption in the government and private sector carried out by men who already have wives and children. With this counseling, it is hoped that women, especially BKOW members, can be pioneers in the household to form an anti-corruption family for both children and husbands. This devotional activity is carried out with 4 methods namely: lectures, dialogue, case surgery, and best practice. As a result of this activity, participants became enthusiastic, which was evident from the many questions raised as well as the formation of good communication. This service needs to be resumed, in other women's organizations in order for this delivery to include many active women in Riau islands.Keywords: Legal Counseling, Corruption, Women's Organizations.

The effort of providing protection for all Indonesian migrant workers abroad is focused on two categories. Firstly, the phase of pre-departure of Indonesian migrant workers in which an approach of cross sectors is carried out by both the Indonesian government and the private agencies in order to prepare them with all the things needed when they arrive at countries of their destination. Secondly is the phase of arrival and post-arrival of Indonesian migrant workers abroad. As in Malaysia, the policy on the arragenment of labor affairs either for Malaysian workers or for foreign workers is officially and legally protected in Labor Act of 1955, Industrial Relation Act of 1967, Trade Union Act of 1959, and in Compensation Act of 1952. The process of labor trials is settled through The Labor Court. This Labor Court no more handles the process of trial of illegally foreign workers. There are needs of establishing Labor Cooperation Agreement (LCA) on the ministerail level, Implementaion Agreement serving as the general policy on the executors level as well as Standardized Labor Contract which has been amended. The establishments of Labor Cooperation Agreement, Implementing Agreement and Standardized Labor Contract should occur before all workers leave Indonesia and are aimed at providing legal protection for every single Indonesian migrant worker. In order that there is no collision between the Malaysian laws and Indonesian laws, the government officials of related issues of both countries must do observations and conduct discussions without neglecting the prevail laws of each country. Any issue of labor affairs should always be referred to the laws of both countries.

Indonesia is a maritime country surrounded by a sea that is rich in natural resources, therefore a unified system is needed to maintain security and also to allocate all energy sources offered by the sea so that it can be managed appropriately. The management of water safety and security in Indonesia is regulated in Law Number 17 of 2008 concerning Shipping. In this research, there are two main problems that will be examined, namely first about the management arrangements for safety and security requirements in Indonesian maritime territory and second What is the authority of the local government in developing the safety and security requirements of shipping in Indonesian maritime territory. This research is a normative legal research, using a statutory approach and a conceptual approach. The result of this research is the management of shipping coaching is carried out by the government. The form of guidance carried out by the government is in the form of supervision, control and regulation. Legal protection for the administration of regional autonomy is in line with the provisions of Law Number 23 o/2014 which involves regional governments and carries out legal protection for various government affairs in the context of community service and natural resource management.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.
