While China’s rapid industrialization has brought great pressure on environmental pollution, great variations appear in terms of environmental pollution levels among industries. The effective assessment of the environmental performance of different industries is not only conducive to identifying the major sources of pollution in China but also of great significance to the Chinese government in formulating differentiated industry environmental control policies in a targeted manner. Using data of 36 Chinese industries from 2006 to 2015 and a multiple data envelopment analysis (DEA) with a Gini criterion as well as a systematic clustering approach, this study first calculates the environmental efficiency score of Chinese industries and then identifies those pollution sources based on a ranking and clustering analysis. The main result indicates that the ranking of environmental efficiency of various industries overall varies greatly by time. In addition, using a clustering analysis, this study finds that 13 labor-intensive light industries and heavy chemical industries with high energy use and high emissions are medium- and high-pollution industries. Important policy implications are drawn to achieve green industrial development.

Properly designed environmental regulation policy is an important basis for the high-quality development of trade. Based on the Chinese industry-level panel data in the period 2003 to 2016, and considering the adaptability of environmental regulation and industrial development, our study employs a threshold regression model to reveal the impact of environmental regulation on China’s trade competitiveness. The empirical research of our study finds that the impact of environmental regulation and trade competitiveness of the manufacturing industry presents a U-shaped trend that first increases and then decreases. At present, there is a trend of gradually crossing the inflection point, and only after crossing the inflection point can the full development stage be entered; that is, the implementation intensity of environmental regulation needs to be coordinated with industrial development. Furthermore, the impact of environmental regulation on trade competitiveness has a special threshold. Only when the level of technological development or cost-bearing capacity exceeds a certain threshold can environmental regulation effectively promote trade competitiveness. Our study has profound policy implications. The Chinese government needs to combine the technological development level and cost-bearing capacity of subdivided industries to implement environmental regulation policies by classification, cultivate a good innovation environment, make full use of the innovation-stimulating effect of environmental regulation, establish a more perfect cost-sharing and production transfer exit mechanism, and improve the resource reallocation effect of environmental regulation.

China’s pursuit of economic growth, rapid industrialization, and urbanization over the past few decades has resulted in high energy consumption, which in turn has caused serious environmental pollution problems, such as CO2 and PM2.5 emissions, the long-term exposure to which can seriously affect resident health. To resolve these air pollution problems, the Chinese government has put in place several policies to reduce air and environmental pollution. Past studies on energy and environmental efficiency have been mostly static, have ignored the dynamic changes over time and regional differences, and have rarely considered human health factors. Therefore, this study employed a modified meta 2-stage Epsilon-Based Measure (EBM) Malmquist model to explore the relationships between the economy, energy, the environment, health and media, and the regional differences in 31 Chinese cities from 2014 to 2016. It was found that (1) Haikou and Lhasa’s efficiencies were 1 and were the best in all 3 years, and Shijiazhuang, Jinan and Shenyang’s were the most improved; (2) there was a gap between the eastern, central and western technological frontiers, with Chengdu, Hohhot, Chongqing, and Nanchang having technological gap ratios below 0.70 in the western and central Chinese regions, and Haikou, Guangzhou, and Shanghai in eastern China having technological gap ratios above 0.90 in all 3 years; and (3) the variations in the health treatment stage were greater than in the production stage, indicating that technological changes and efficiency improvements in the health treatment stages in each city were not stable.

This research adopts the meta Dynamic Directional Distance Functions (DDF) model in order to calculate the environmental efficiency and environmental governance efficiency of China’s industrial sector from 2010 to 2017 from the overall, sub-regional, and sub-provincial perspectives and discusses the technical gaps in regional environmental pollution control and the reasons for ineffective environmental governance. The research results show that the overall level of environmental governance efficiency in China’s industrial sector is relatively high over this time period, and the group frontier calculation results have improved compared to the meta frontier. The actual technical level of the high-income group is closest to the potential technical level, and the upper-middle income group is still far from the potential technical level. The main reason for the ineffective environmental governance of the provinces in the high-income group is ineffective management, while the main reason for ineffective environmental governance of the provinces in the upper-middle-income groups is technical inefficiency. Regardless of high-income groups or upper-middle-income groups, each province’s inefficiency of environmental governance is caused by inefficiency of the input factors.

Based on the value of agricultural farm products produced by different subsectors in China, the foregoing analysis reveals the dynamic character of agricultural diversification by which, this study seeks to examine the evolutionary process of Chinese agriculture through a quantitative study of agricultural diversification at both national and provincial levels. In the initial stages of reform and opening up, the degree of agricultural diversification in the southwest was relatively high; then the center of agricultural diversification gradually moved to the southeast of China; finally, the degree of agricultural diversification in the economically developed eastern provinces was obviously higher than those in other regions in 2019. It was seen that some provinces in the eastern and central south regions moved toward increasing diversification in one direction, and other provinces changed direction, first moving toward diversification and later toward concentration or vice versa. These oscillations implied that there was a cyclic tendency of agricultural diversification along with an increase in per capita GDP. Generally speaking, the patterns of diversification differed across regions due to diversified agricultural subsectors resulting from different natural and socio-economic circumstances. In particular, in less developed regions with lower agricultural diversification levels, farming agriculture persistently dominated the leading position with relatively more resistance to modernizing trends in other aspects of agriculture. It is urgent for the Chinese government to figure out ways off reconciling agricultural productivity with environmental quality through the ecological intensification of agriculture.

The food-related industries important influence on the environment and the factors which caused food-related industriesenvironmental pollution was investigated by using the food-related industry data. The results showed that the variables measuring the quantities and structures of food consumption have an important influence on carbon dioxides discharge. In addition, the scale of economics and environmental control variables have the biggest influence. We can lead peoples food consumption structure to the environmentally friendly structure and strengthen the environmental control, then control the environmental pollution of the food industry effectively.

E-government (EGOV) has emerged as an important innovation disrupting the government-citizen relationship in the past two decades. It has attracted wide attention from scholars across varied domains. However, most of these scholarly works, while richly contributing to this evolving domain, assume homogeneity and uniformity in its design, implementation, and impact. This “one size fits all” approach fails to account for the contextual richness, often culminating in a “design-reality” gap. Also, the existing literature lacks adequate investigation of EGOV heterogeneities along time. To address the lacuna, this study attempts to uncover country-level heterogeneities inherent in EGOV longitudinal evolution. Using a dataset over 2008-2018, the study performs a longitudinal clustering analysis and identifies four distinct cohorts with varying EGOV trajectories. Further, the study uncovers variations in EGOV's influence on country-level development indicators across the four cohorts. The findings help derive theoretical and policy implications while identifying avenues for future works.

This study attempts to explain China’s industrial development with special reference to e-commerce. It argues that in a one-party autocratic regime such as China, the collaboration between government officials and private entrepreneurs in strategic industries can promote industrial growth. Since Internet can jeopardize communist party’s goal of maintaining cohesiveness and absolute political power, the Chinese government has imposed surveillance on private operation in all IT operations. Specifically, in e-commerce industry, through collaborations with private enterprises, the communist party can “kill two birds in one arrow.” On the one hand, party members are able to preserve national security and maintain social and financial stability by closely monitoring the private enterprise operation. Moreover, party members can seize tangible and non-tangible benefits from the growth in e-commerce firms. On the other hand, private e-commerce enterprises, by building close connection with public officials and senior party members, can obtain strong support from the government, and thus boosting its business growth. This argument is applied to explain the miraculous growth of Alibaba Group, a private e-commerce enterprise in China. In particular, the paper attempts to show the relationship between the Chinese government and the private entrepreneur in the e-business development and how their collaboration enhances growth in the Internet market.

AbstractThere is a large body of literature asserting that household asset holdings play a critical role in prospects of economic and social well-being. This study examines asset-poverty rates in China using the 2013 survey data from the Chinese Household Income Project (CHIP). The results indicate that asset-poverty rates in urban China were lower than those of developed countries, whereas rural and migrant households experienced more serious asset poverty than their counterparts in urban China. In addition, the asset-poverty rates were at least twice the income-poverty rates in China according to the different poverty lines used in the study. Several demographic characteristics were found associated with asset poverty. To assist the Chinese government in reaching its goal of eradicating absolute poverty by 2020 through targeted poverty alleviation, this study suggests including assets in the description and alleviation of poverty.

Abstract Background: Rapid economic growth in China has resulted in a commensurate increase in energy consumption, which in turn has caused an increase in environmental pollution problems. Past research has mainly focused on energy and environmental efficiency analyses with little consideration of the influence of media influence on environmental protection. Further, most studies have used static models and have ignored the dynamic changes over time. Methods : To go some way to filling this research gap, this study developed a modified undesirable Dynamic DEA model that included air quality index (AQI) and CO2 indicators to explore the relationship between energy, the environment and media efficiency in 31 Chinese cities from 2013 to 2016. Results: It was found that: 1. Chongqing, Guangzhou, Nanjing and Shanghai had efficiencies of 1, but Lanzhou, Shijiazhuang, Taiyuan, Xining and Yinchuan needed significant improvements; 2. while Chongqing, Guangzhou, Kunming, Nanning and Shanghai had relatively high media efficiency, the other cities had low efficiency and required improvements; 3. the CO 2 emissions efficiency in most cities was better than the air quality index efficiency; and 4. media reports in most cities were found to have a more positive impact on CO 2 emissions efficiency than AQI efficiency. Conclusions: As environmental awareness enhances the health of civilians and promotes economic growth, the news media needs to promote environmental protection, and should increase its environmental pollution coverage. The quality of media reports on environmental pollution and especially on air pollution need to be improved. Therefore, environmental pollution and awareness media coverage needs to be increased.
