In this paper, the following research problem was addressed: Is there a significant economic impact of multidimensional specified competitiveness within the EU (28) countries on the competitive business environment, human development, and sustainable growth? Based on the mentioned research problem, we formulated the aim of paper: To detect the significant interrelations among the assessment of global competitiveness, business environment as well as human development in the EU (28) countries for the period of 2006–2017. To address these problems, the methodology of global multi-criteria indices, namely the global competitiveness index (GCI), doing business index (DBI), and human development index (HDI), as well as panel analysis and non-linear regression analyses with ANOVA, were applied. The panel analysis results suggest that there is a direct linear relationship between the GCI and HDI. Moreover, the impact of the DBI on the change in the GCI score was not confirmed. We identified the main areas of countries’ interest, and important economic and statistical significant relations of competitiveness by creating three models: The GD model (constructed by GCI and DBI scores), GH model (GCI and HDI scores), and GDH model (GCI, DBI and HDI scores). Based on the results, all interrelations were confirmed. However, the highest extent of variability for the explanation of the selected data was recorded in the case of the GDH model (87.12%). We detected the impact of the business environment and human resources as competitive advantages on global macroeconomic competitiveness. As the business sector in EU (28) countries is represented mainly by small and medium-sized enterprises (SMEs), enterprise activities play a key role in the process of sustainable competitive economic development. Moreover, human resources are considered to be another important driver of the internationalization of European SMEs.

Abstract The paper documents the impact of global competitiveness on economic growth in the EU Member States. In a panel data approach, for a time span of 10 years (2008- 2017), a validated influence of Global Competitiveness Index on annual rate of GDP in the EU countries was found. The impact is higher in the group of Eastern and Central European countries (ECE) than in the Western European (well developed) countries, as well as at European economy level.

The impact of the last global economic crisis (2008) on the European economy put a strain on higher education (HE), yet it also pushed the sector towards intensive reforms and improvements. This paper focuses on the “Strategy for the Development of Higher Education in the Republic of Bulgaria 2014-2020”. With a case study methodology, we explore the strategic endeavours of the Bulgarian government to comply with the European directions and to secure sustainable growth for the HE sector. Our research question is ‘How capable is the Bulgarian HE Strategy to overcome the economic and systemic restraints of Bulgarian higher education?’. Because the development of strategies for HE within the EU is highly contextual, a single qualitative case study was chosen as the research approach. HE institutions are not ivory towers, but subjects to a variety of external and internal forces. Within the EU, this is obviated by the fact that Universities obtain their funds from institutions such as governments, students and their families, donors, as well as EU-level programmes. Therefore, to explore how these pressures interact to affect strategic action on national level, the case method is well suited as it enabled us to study the phenomena thoroughly and deeply. The paper suggests the actions proposed within the Strategy have the potential to overcome the delay, the regional isolation and the negative impact of the economic crisis on the country. Nevertheless, the key elements on which the success or failure of this Strategy hinges are the control mechanisms and the approach to implementation. Shortcomings in these two aspects of strategic actions in HE seem to mark the difference between gaining long-term benefits and merely saving face in front of international institutions.

Abstract Competitiveness, as a complex concept, can be observed in different ways, from the perspective of an individual, group, company and/or state. The subject of this paper deals with competitiveness of national economies observed through factor analysis, with a particular focus on the level of macroeconomic stability. Through the application of the Analytical-Hierarchical Process (AHP) method, special attention has been paid to the comparative ranking of Western Balkan countries. The ranking has been made in relation to macroeconomic stability and the positions of countries in the ranking of the World Economic Forum, based on the Global Competitiveness Index, for three defined periods of time. The paper identifies key factors that affect the competitiveness of Western Balkan countries. Research findings show that macroeconomic stability has a strong impact on the level of global competitiveness of national economies.

This paper concern with the cultural access to the educational system as a base for human development within Iraqi society. Students of Anthropology understand that culture would always shape the components of the society according to the cultural perspective, including educational system who reflects the cultural heritage in some way. This study is an attempt to study the impact of Iraqi culture as a base to rehabilitate and rebuild educational system to bring about and contribute to the continues development in relation to human resources recruitment in order to run the socio-economic aspects of the comprehensive development in the country depending on the educational system who play essential role in every society’s development; technically, scientifically and socially. The researcher adopted the descriptive method of data collection, including participant observation, semi-structured and structured interviews on a random sample of 160 respondents on Alsuha District of Alshaab City in Baghdad and Alshammasia district in Aladhamyah city. This is the only available way to collect data.

Abstract In the context of the global financial-economic crisis it becomes important to find a stronger base for assessment of the socio-economic development and, in particular, search for better indicators. Therefore, the hypothesis is set that it is necessary to develop the EU Development Index, which will provide better assessment of an on-going socio-economic change. The objective of the article is to describe the EU Development Index calculation results and compare them with the Human Development Index values for each Member state of the EU. Ranking list of the EU Member States according to the Human Development Index values did not change substantially, suggesting that the Human Development Index inadequately responds to key socioenvironmental changes that occurred during the global financial economic crisis. At the same time, a number of countries show a sharp decline of the EU development index values, reflecting the impact of global economic crisis, while some countries with a high level of public debt and low confidence of the financial markets have remained in their positions by the both indexes in the year 2009. However, these countries most probably will be forced to make the considerable fiscal discipline measures, which inevitably will have an impact on GDP and income indicators in these countries, therefore their rankings in the coming years will deteriorate. Completely impartial assessment will be possible when countries with high debt levels will have balanced their budgets and economic growth will be based mostly on their own income and production instead of external cash flows and investment entering the country. It can be concluded that EU Development Index allows, in a more equitable fashion, to assess disparities of the EU Member States by development level and more rapidly reflect the rapid socio-economic change.

The paper focuses on competitiveness at the national level and on the impact of competitiveness on economic growth. We look at the relationship between competitiveness and economic growth based on the data from the European Union member states. The competitiveness of the economies is measured by the Global Competitiveness Index, which is published by the World Economic Forum. The European Union member states show significant differences in competitiveness. In the sample examined, the positive relationship between the level of competitiveness and economic growth was not confirmed.

The current research aims to show the impact of internal marketing on human resources in its dimensions (training and development, incentives and rewards, internal communication, and empowerment) (as an independent variable in strategic flexibility, production) with its dimensions (Ministry of Health, flexibility, flexibility, market flexibility) The center of the ministry, specifically the administrative, financial and legal department, to represent the research community and implement the practical aspect. Where the research community reached (180) employees, while the size of the researched sample was (120) employees of the research community. The research problem was the weakness of incentives, rewards, internal communication and empowerment in the researched ministry. The researcher relied on the descriptive approach and dimensional analysis in completing the current research. The researcher used the questionnaire as a main tool, in addition to conducting field visits and personal interviews and collecting a lot of data by diagnosing the actual reality of the ministry under study. The researcher sought to use a set of statistical methods and measures such as the arithmetic mean, relative importance, standard deviation, and coefficient of variance to describe the answers of the sample. Has been tested hypotheses and (relationship correlation and influence) and reached the researcher to the group of conclusions, most notably there is the impact of internal marketing in strategic flexibility, and that the administration ministry surveyed more focused suspicion on the training and development of staff and its keenness to establish training courses for all categories within the internal marketing process, either Incentives and rewards are the least in terms of the focus of the ministry’s management, and recommendations have been developed based on the conclusions, including that the ministry maintains its focus on training and development of employees and increases its focus on internal marketing procedures for human resources, especially incentives and empowering workers and relying on focus on.

Corporate governance is a concept that emphasizes sustainable growth and stability in order to successfully transfer businesses to future generations. It also allows businesses to be well managed under a professional, transparent, fair and accountable management approach. Corporate governance is closely related to the human resources practices carried out by the businesses and the institutionalization levels of the businesses. The lack of any initiative on human resources practices in enterprises or the lack of these practices constitutes the biggest obstacle to the institutionalization of businesses. The study created for this purpose is structured to examine the impact of human resources practices on corporate governance understanding. The study sample was prepared in a business in the food and beverage industry with 66 branches operating in Turkey. Qualitative research method based on the interview, document review and observation techniques was applied. According to the findings, successful human resource management practices were found to be closely related to the levels of corporate governance and institutionalization. It was determined that the deficiencies in human resources practices on the researched business prevented the formation of institutionalization and then prevented the corporate governance understanding.


The signing of the Association Agreement in 2014 provides for the development of innovation cooperation between Ukraine and the EU, so it is appropriate to analyze the development of innovation in Ukraine since the signing to assess the effectiveness of the agreement and identify weaknesses and strengths of Ukraine as an innovator and make appropriate recommendations. The object of the research of the article is the innovative development of country and accordingly the subject is the current state of the innovative development of Ukraine in the conditions of implementation of the Association agreement with Europen Union. The goal of the research is to determine the level of innovation development in Ukraine, highlight the main advantages and disadvantages and provide appropriate recommendations for improving the conditions of innovation development in the country in the framework of the Association Agreement. To achieve the goal of the the research analysis of the dynamics of indicators that characterize the level of innovation development in the country since the signing of the Agreement was conducted. The database is international rankings such as the Global Innovation Index, the Bloomberg Innovation Index, the Global Competitiveness Index and the EU Innovation Scoreboard. Results: based on the analysis of the dynamics of indicators of the level of innovation development in Ukraine, weaknesses that prevent Ukraine from realizing its innovation potential are identified and a correlation coefficient to assess the relationship between GDP per capita and the level of innovation development is calculated. Conclusions: despite the current Agreement between Ukraine and the EU, which should stimulate the development of technology in Ukraine, the level of innovative development in the country still remains low and lags far behind the level of EU states. Thus, Ukraine does not take full advantage of the Association Agreement. The given recommendations for increasing the level of innovation development in Ukraine based on european experience should help develop a strategy for the creation and implementation of innovations, find ways to increase the competitiveness of the Ukraine’s economy by implementation its innovation potential.
