Innovation ability has become one of the core elements in the pursuit of China’s green growth, and high-tech industries are playing a leading role in technological innovation in China. With the rapid development of China’s high-tech industries, their innovation efficiency has attracted widespread attention. This article aims to illustrate a shared inputs two-stage network Data Envelopment Analysis (DEA), to measure the innovation efficiency of high-tech industries in China’s 29 provinces from 1999 to 2018. The results indicate that there are obvious differences in the innovation efficiency of the provinces. The technology development efficiency, the technical transformation efficiency, and the overall innovation efficiency of the developed east coast provinces are generally higher than those of the backward central and western provinces. This article further applies the spatial econometrics model to analyze the factors influencing the innovation efficiency of high-tech industries. We have found that government support, R&D input intensity, industries aggregation, economic extroversion, and the level of development of the modern service industries cause varying degrees of impact on innovation efficiency.

The rapid development of the transport industry requires the operation of technically complex systems and high-tech equipment. This is typical for all types of transport. The publications of a number of experts are considered, according to which the industry transport universities of the Russian Federation are assigned a leading role in the innovative development of transport. The features of industry transport education, foreign models of staffing in the transport industry are analyzed. The author’s map of the distribution of major transport universities in the world and universities that have transport faculties is presented. Analysis of expert opinions, trends in the field of vocational education and the characteristics of industry transport education, made it possible to identify trends in the development of transport education: blurring the boundaries between transport educational programs (EP); increasing the role of additional EP in the field of transport; increased demand for individual EP, implemented using the means of electronic information educational systems; development of forms of cooperation and collaboration of universities implementing programs in the field of transport; the emergence of new professions in the field of transport; demand for new competencies needed to solve non-routine analytical and non-routine interpersonal tasks. The key factor in the influence of education on technological development and economic growth is the quality of education. In this regard, the content of the EP in the field of transport becomes relevant. In the EP in the field of transport, it is necessary to take into account the following trends and technologies: acceleration of digitalization; development of virtual and augmented reality; automation of the entire life cycle; new materials; the emergence of new transport systems and supply chains; development of low-carbon and carbon-free energy systems.

Purpose: determination of the opportunities and definition of prospects of diversification in the field of production of new products (in the case of the nuclear industry), which allows to match the level of a new technological stage and to achieve state goals for import substitution, production of high-tech civilian products of the defense enterprises, creation of mechanisms for state support of leading industries.Methods: the research is based on a comprehensive analysis of diversification and production of new products using scientific and technical, institutional, organizational, and marketing approaches. Methods of empirical analysis were used to assess the opportunities and prospects for the production of new products by nuclear industry enterprises. The research also used methods of comparison, generalization, classification, and graphical representation.Results: as part of the study of diversification processes, the need for a special understanding of the term "new" in relation to technologies and products that correspond to both global technological trends and novelty from the point of view of the manufacturer has been identified. The reasons that motivate nuclear enterprises to develop new products (the need to diversify activities related to nuclear energy, expanding the production of high-tech products by defense enterprises) were determined. Global and national markets, major competitors, government support measures for a number of new products manufactured by the enterprises of the ROSATOM State Atomic Energy Corporation – wind energy, additive technologies, composite materials, digital technologies – were evaluated. It was shown that ROSATOM in some cases forms these markets in Russia creating opportunities for other enterprises. ROSATOM activities meet the world's leading manufacturers practice – the entire technology chain from materials to finished product building, key manufacturers combining. ROSATOM is developing the directions that require interaction between the state and business.Conclusions and Relevance: diversification, including the production of new products, corresponds to both promising organizational and technological trends (industry 4.0, etc.) and the needs of import substitution and diversification. The effective organizational approach is the competencies unification that allows to cover all redistributions and compete with leading global manufacturers. It is necessary to create national markets using public-private partnership where public corporations can play a leading role in order to develop the most promising technological areas. The state should form a system for supporting promising areas in new technologies and products fields.

The paper provides insights into the current state and major business trends in the service industries sector, along with interpreting the concepts of "a service" and "service industry". The definition of "innovative development of enterprises in the service sector" has been amended, viewed as a systemic process of innovation implementation by applying new methods and updated realms of the enterprise potential realization through the novel technological advancements and tools to enhance the enterprise competitiveness in a rapidly changing external environment. An emphasis is made that modern Ukrainian service industries market demonstrates positive development trends. It is argued that the characteristic features of the domestic service sector are further growth of high-tech services, the availability of unused capacity, investment attractiveness of domestic businesses to foreign capital, the focus towards innovative forms of work arrangements within service industries. The findings revealed the factors that contribute to the processes of evolution of the services sector which are the integrated use of knowledge and methods to implement the innovations to meet the customers’ needs; the introduction of innovative development strategies consistent with terms and conditions for each particular enterprise; the use of investment resources; the availability of government support; the creation of a competitive environment; attracting highly qualified professionals.

Leading world countries view innovative development and high-tech business as an opportunity to overcome economic stagnation and decline in economic growth. One of the modern trends in the analysis of high-tech development is the study of high-tech knowledge-intensive service industries and their development in times of crisis. The purpose of the paper is to identify patterns of development of large, medium and small enterprises in high-tech service industries in Russia during periods of crisis. Economic and economic-mathematical methods of analysis are applied to the formed samples of enterprises. The research period is 2013-2017. The financial indicators of enterprises were adjusted for the level of accumulated inflation in relation to 2013. According to results, large and medium-sized enterprises showed insignificant or weak significant positive dynamics of revenue during all years of the crisis period. The crisis period did not lead to a decrease in the revenue of these groups of enterprises. The acute phase of the crisis (2014-2015) had a pronounced negative impact on the group of small enterprises in all studied industries, but they successfully recovered in 2016-2017 and reached the pre-crisis level of revenue. The total revenue by industries and groups of enterprises in 2017 became higher than in 2013, and its growth rates were significant for many groups of enterprises, which indicates a successful overcoming of the crisis period and signs of growth in high-tech service industries. Our study shows the need for state support for small businesses in high-tech service industries in crisis conditions, and identifies the possibilities of adaptation of enterprises in these industries to an unfavorable external environment. Our results may be useful for the purposes of government stimulation of economic development in the current environment.

Nowadays RF have a lot of obstacles. The intense process of globalization, the rapid development of information technology, development of a new instruments of geo-cultural and ideological influence not only lead to problems in the way of expansion of the Russian world, but also to the need to enhance the security of the current geo-cultural space of Russian Federation and design its system concept. The author notes that the new internal doctrine of RF is penetrated by a nostalgia for a powerful state status. Its main task is to strengthen the unity of society by strengthening civic identity. Therefore we do not underestimate the practical importance of theoretical developments in cultural, ideological and informational spheres. The ideology which promoted by Russian state media includes the concept of «russkiy mir» that actually justify claims to territories which are inhabited by ethnic Russians. This idea appeals to the Orthodox fundamentalism, as well as the Eurasian geopolitical and historical myths of permanent confrontation between Russia and the West. The main reason for the success of ideological propaganda – in a primitive but effective substitution of concepts. In conclusion the author stresses that the process of forming a single geo-cultural world of the Russian Federation does not impose functional and effective integration ideology and current Russian civilization and socio-cultural projects are not attractive and competitive position to societies and elites of neighbor states but can be used to consolidate the political situation inside Russia. With the rapid development of social productive forces and increasingly higher level of social life, the sports humanity as the core spirit of sports culture in informational times, which is the sum of the psychological aspects of sports culture from the cultural spirit. Its essence is the pursuit of truth, good and beautiful as the core values and ideals, people's healthy development as the ultimate goal. This paper discusses basic mode ,the basic framework of the multimedia sports humanistic information system, the processing technology, development environment ,tools and methods . Through the analysis program implementation elements and design ideas of multimedia sports humanistic information system, in order to set up multimedia sports humanistic information systems, we proposes a viable framework and models with a theoretical basis and practical value.
