Nowadays RF have a lot of obstacles. The intense process of globalization, the rapid development of information technology, development of a new instruments of geo-cultural and ideological influence not only lead to problems in the way of expansion of the Russian world, but also to the need to enhance the security of the current geo-cultural space of Russian Federation and design its system concept. The author notes that the new internal doctrine of RF is penetrated by a nostalgia for a powerful state status. Its main task is to strengthen the unity of society by strengthening civic identity. Therefore we do not underestimate the practical importance of theoretical developments in cultural, ideological and informational spheres. The ideology which promoted by Russian state media includes the concept of «russkiy mir» that actually justify claims to territories which are inhabited by ethnic Russians. This idea appeals to the Orthodox fundamentalism, as well as the Eurasian geopolitical and historical myths of permanent confrontation between Russia and the West. The main reason for the success of ideological propaganda – in a primitive but effective substitution of concepts. In conclusion the author stresses that the process of forming a single geo-cultural world of the Russian Federation does not impose functional and effective integration ideology and current Russian civilization and socio-cultural projects are not attractive and competitive position to societies and elites of neighbor states but can be used to consolidate the political situation inside Russia. This paper discusses the role of the kiai's leadership in pesantren education in an effort to strengthen the Industrial Revolution 4.0 industry. Pesantren is an ideal education system that attempts to provide education to the community to develop the existing potential, because pesantren santri in pesantren are not only given religious knowledge, santri are also taught to live independently, have character and innovate through pesantren activities. The pesantren is one of the institutions of Islamic education that will produce a generation of Indonesians into 'ulama', Muslim scholars and generations who have national character and morality. In the current era of information technology development, learning approaches have experienced rapid development that can change people's mindsets. The availability of information technology that is connected to the internet makes it easy for everyone to access science. So that pesantren must also be able to actualize these developments by developing pesantren curricula that are in accordance with the needs of the times. Then what is the role of pesantren in facing the development of globalization, what strategies are suitable in dealing with generations of the millennial era.

This article analyzes the problems of the category of certainty of the decisions of the Constitutional Court of the Russian Federation in the judicial enforcement practice of courts of general and arbitration jurisdiction. The key role played by the Constitutional Court in ensuring the direct action of the “living” Constitution of the Russian Federation in the work of the courts is substantiated. The certainty and uncertainty of the implementation of the judgments of the Constitutional Court as the paired legal categories in judicial law enforcement practice are analyzed. Their content side is disclosed. It is noted that the failure to comply with the requirements of the category of certainty of the decisions of the Constitutional Court leads to ambiguity, incorrectness, and also complicates the process of their implementation by judicial instances. Taking into account the foregoing, the regulation of relations is not based on the uniform practice of law enforcement that entails a violation of rights and legitimate interests of specific applicants and an indefinite number of persons. It is also explained in the paper that in the judicial law enforcement practice, the main task of constitutional law is the certainty of the text of decisions of the Constitutional Court. Theoretical problems in the sphere of the domestic constitutional justice, which are of theoretical and practical importance for ensuring the unity and consistency of judicial enforcement practice, have been developed. Conclusions referring to the problem under study are drawn and suggestions are made.

<p>In the era of Internet finance, commercial banks must follow the characteristics of information technology development, create a new development model and coping strategies. Only in this way can commercial banks always occupy the dominant position of market economy to ensure that China’s economy is always in rapid development. Under the rapid development of third-party payment and Internet big data payment credit, the traditional commercial banking business has been greatly restricted. The traditional bank development model can no longer meet the needs of small and medium-sized enterprises and people. Compared with the traditional commercial banks, the Internet payment software headed by Alipay must persist in reform and innovation and take the advantages of Internet technology in the face of the challenges of private Internet finance. It is necessary for them to complete the transformation between traditional commercial banks and Internet commercial banks.</p>

The Impact

The information technology development and the digital economy have a significant impact on the business units’ information system. The impact has resulted in a significant increase in the amount of business data used. With increased information availability, development of new processing methods and algorithms, the approaches to financial reporting need to be adjusted and modified. All changes to the basic principles of financial reporting have been included in the new version of the Conceptual Framework for Financial Reporting. It will come into force on January 1, 2020 for all business units developing their reporting policies under IFRS. The paper overviews the amendments and innovations introduced by the new version of this document. The Conceptual Framework dialectics has been reviewed based on all document versions since 1989. We analyzed the impact of digital technology on the transformation of accounting methods and principles and on the preparation of financial statements. The paper is of practical importance and helps to assess various areas of system development of the IFRS methodology in the context of digital economy.

In December 2018, the Code of Administrative Offenses of the Russian Federation was supplemented with a norm establishing administrative responsibility for inciting hatred or enmity, as well as public humiliation of human dignity, including using the media or information and telecommunication networks, including the Internet. In the context of the development of information technologies and the formation of the information society in law enforcement, the issues of correct qualification and initiation of an administrative offense case provided for in Article 20.3.1 of the Administrative Code of the Russian Federation are relevant.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

In line with the rapid development of the times and the increasingly complex problems faced by the state, there has also been a development in government administration which has been marked by a shift in the paradigm of governance from Rule Governance. This situation makes the bureaucracy rigid, in an environment that is only limited to flowing the instructions or following instructions. The district government in an Asologaima District has the main task of carrying out part of the authority delegated by the district head in the fields of government, economy, and development, society, peace, and order as well as coordination.The method is sed is descriptive method.
