Building back better is the goal of post-disaster recovery. However, most of the extant literature focuses on hardware reconstruction and there is a lack of attention on the social aspect of recovery. This study aims to understand the role of culture in the recovery process of relocating indigenous communities through tourism livelihood. A Tsou indigenous settlement, relocated after the 2009 Typhoon Morakot in Taiwan, was used as a case study. Field data were collected through participant observations in tourism and community activities as well as semi-structured interviews over a period of 15 months. The study found that appealing to a relocated tribe’s culture, not their land, as their community’s foundation could reduce conflicts within the community and increase social resilience. Indigenous culture-based tourism could serve as an important source of livelihood for such tribes, supporting long-term development. This study highlights community-based cultural tourism as a post-disaster livelihood revival approach which is beneficial for a resilient recovery. Culture could reduce disaster risk through a transformation to a livelihood source and further become the base of community resilience. Instead of promoting detached culture preservation, this study argues that a livelihood-relevant culturally innovative transformation could create a win–win situation for both post-disaster community recovery and culture inheritance.

Purpose This paper aims to understand the recovery process after the 2018 floods in Kerala, India, and it determines whether the recovery efforts were aligned with Build Back Better (BBB) concepts. Design/methodology/approach A qualitative approach was adopted to collect the data from the officials of Government and NGOs involved in Kerala recovery. The participants were interviewed on the challenges faced during the recovery process and the actions taken by them to overcome it. Findings The study identified that the Kerala Government was proactive at making the community resilient from future disasters by – encouraging owner-driven reconstruction among flood-affected households; supporting locals to rejuvenate their business; and by creating a local-level recovery authority. Further, this paper identifies the areas that Kerala was lacking in terms of BBB and where resilience-based plans and actions are needed for the future. Research limitations/implications The participants were employees of Government and NGOs at a state level as they were the primary decision-makers to implement any recovery actions. Researchers believe that the authorities at district and village level could have had a different perspective towards implementing the recovery actions. Practical implications The best practices presented in this paper for effective BBB will assist the government to build/improve resilience in the community. Originality/value The implementation of BBB concepts in the areas of disaster risk reduction, community recovery and effective implementation was never studied extensively. The research provides valuable information on what extent Kerala’s post-disaster recovery and reconstruction activities were in-line with BBB practices.

Purpose The purpose of this paper is to synthesise critical success factors (CSFs) for advancing post-disaster infrastructure recovery and underpinning recovery authorities in decision making when facing future disasters. Design/methodology/approach The seismic recovery after the Canterbury (NZ) earthquake sequence in 2010-2011 was selected as a case study for identifying CSFs for an efficient recovery of infrastructure post-disaster. A combination of research approaches, including archival study, observations and semi-structured interviews were conducted for collecting data and evidences by engaging with participants involved at various tiers in the post-disaster recovery and reconstruction. The CSFs are evaluated and analysed by tracking the decision-making process, examining resultant consequences and foreseeing onwards challenges. Findings Six salient CSFs for strengthening infrastructure recovery management after disasters are identified. Furthermore, the study shows how each of these CSFs have been incorporated into the decision-making process in support of the post-disaster recovery and what difficulties encountered in the recovery process when implementing. Practical implications The proposed CSFs provide a future reference and guidance to be drawn on by decision makers when project-managing post-disaster recovery operations. Originality/value The value of the paper is that it bridges the gap between managerial contexts and technical aspects of post-disaster recovery process in an effort to rapidly and efficiently rebuild municipal infrastructure.

This paper discusses how countries vulnerable to natural disasters can reduce the associated human and economic cost. Building on earlier work by IMF staff, the paper views disaster risk management through the lens of a three-pillar strategy for building structural, financial, and post-disaster (including social) resilience. A coherent disaster resilience strategy, based on a diagnostic of risks and cost-effective responses, can provide a road map for how to tackle disaster related vulnerabilities. It can also help mobilize much-needed support from the international community.

During the UN World Conference on Disaster Risk Reduction (WCDRR), discussions on “designing for a safe and secure home and community” referenced various case studies and challenges from the “Build Back Better” (hereafter “BBB”) project. This paper introduces the following achievements of the BBB projects carried out by the authors: 1) leadership from academia that established a framework of practical dialogue (conferences) – more than mere information sharing – for maturing plans, 2) creation of the master plan concepts for each project based on expert perspectives in urban planning, landscape, and architecture, 3) development of an interrelationship between local tsunami defenses, such as river and coastal levees, and community-specific contexts and damaged facilities within the framework of civic design and community-building in the aftermath of the Great East Japan Earthquake, 4) designing of reconstruction plans achievable through coordination with relevant institutions and through consensus-building with residents amid a high number of reconstruction projects, 5) advanced level of maturation of plans gained through continuous collaboration, and 6) creation of a place for community interaction as one step in recovery process and as a venue to realize the importance of public information disclosure

This paper describes the post-disaster reconstruction in the Tohoku region after the 2011 earthquake. Nine years have passed since the Great East Japan Earthquake and Tsunami occurred, and many efforts have been made since to rebuild the devastated territories. Some Japanese architects and urban planners have seen the recovery as a window of opportunity to aim for more resilient cities. Nevertheless, building disaster-resilient communities remains a challenging task. This short paper presents the initiatives made to improve refugees’ social conditions in disaster-relief housing, using the case study of Iwanuma’s relocation project. Concluding remarks suggest that many efforts have been made to improve the social aspect of disaster-relief housing in Japan, for example through the development of community spaces or the pursuit of friendlier dwellings.

Governments, researchers, and humanitarian agencies have increasingly focused on reducing disaster impacts and enhancing the resilience of individuals, households, and communities, as the human and economic costs of natural disaster events have dramatically increased over the past century. Achieving resilience in a disaster context means the ability to survive future natural disasters with minimum loss of life and property as well as the ability to create a greater sense of place among residents, a stronger, more diverse economy, and a more economically integrated and diverse population. However, less attention has been paid to the significance of social capital in a post-disaster context and its contribution in building community resilience. It is very obvious that the contribution of social capital to post-disaster resilience in a Middle Eastern/Saudi Arabian context is virtually unknown. With a focus on the Saudi Arabian context, this research paper develops a social capital framework centered on resilience and post-disaster recovery. To conduct this study, a holistic approach to data collection is followed through questionnaire surveys, structured and non-structured interviews with citizens, and informal discussions with government and major stakeholders related to flash flood disaster management in the City of Jeddah. It is interesting to note that several religious institutions have played important roles in evacuating people and providing help for a quick recovery. In addition, government organizations are taking the recovery process seriously by providing necessary help in the flood-stricken areas. Within the scope of the given framework, the research explores and evaluates the role of social capital in post-disaster recovery efforts through a case study of the 2009 and 2011 Jeddah flash floods.

The World Health Organization and the United Nations have increasingly acknowledged the importance of urban green space (UGS) for healthy ageing. However, low- and middle-income countries (LMICs) like India with exponential ageing populations have inadequate UGS. This qualitative study examined the relationships between UGS and healthy ageing in two megacities in India. Participants were recruited using snowball sampling in New Delhi and Chennai and semi-structured interviews were conducted with consenting participants (N = 60, female = 51%; age > 60 years; fluent in English, Hindi, or Tamil). Interviews were recorded, transcribed, translated, and analysed using inductive and thematic analysis. Benefits of UGS included community building and social capital, improved health and social resilience, physical activity promotion, reduced exposure to noise, air pollution, and heat. Poorly maintained UGS and lack of safe, age-friendly pedestrian infrastructure were identified as barriers to health promotion in later life. Neighbourhood disorder and crime constrained older adults’ use of UGS in low-income neighbourhoods. This study underscores the role of UGS in the design of age-friendly communities in India. The findings highlight the benefits of UGS for older adults, particularly those living in socially disadvantaged or underserved communities, which often have least access to high-quality parks and green areas.

Abstract Background Cuatrociénegas, part of the Chihuahuan Desert, is a region of unique biological, geological, geographical, and evolutionary importance. Its current population is mestizo; nevertheless, it has high national historical, cultural, and touristic relevance in Mexico. It has been cataloged as nationally significant for its flora and fauna by Mexican law, as well as being designated a High Protection site by the World Wildlife Fund and UNESCO. Because of its diverse and complex biological and sociocultural characteristics, we considered it important to determine, identify, and analyze various aspects of the traditional ethnobotanical knowledge and practices in this region. Methods Between 2016 and 2019, seven field trips were made to document the knowledge and use of flora. Cuatrociénegas is a protected area, collecting botanical material is regulated, so specimens were photographed and collected in neighboring communities, and in public and private gardens. Later permission was obtained to complete the collection of specimens (2019–2020). The plants were identified and entered into the flora database of the state of Coahuila, and deposited in the Herbarium of the Faculty of Forest Sciences, Autonomous University of Nuevo León, Mexico. One hundred ten local residents (50 men and 60 women), aged between 27 and 91 years, were interviewed (semi-structured interviews). The cultural importance of ethnobotanical resources (cultural significance index) and its significance with respect to ethnobotanical richness in other Biosphere Reserves in Mexico (Mann-Whitney test), and similarities in the diversity of exotic species (Sørensen index) were studied. Results and discussion The ethnobotanical information registers 158 species and 132 genera in 57 vascular and non-vascular families, documenting a greater knowledge and use of cultivated species (84) with respect to wild species (74). The diversity of plants reported is compared to other ethnobotanical studies carried out in Mexican Biosphere Reserves. These results are highly relevant, in spite of unique exotic species. The people local pay special attention to medicinal and ornamental plants. The species that presented the highest use values are Larrea tridentata, Jatropha dioica, and Machaeranthera pinnatifida, three species characteristic of the desert region. Conclusions The particular diversity of wild flora in Cuatrociénegas Valley, combined with the varied introduced flora, is an important multifunctional resource. Special attention to introduced species is associated with harvesting use restrictions in the protected area as well as the high value of ornamental species that are difficult to maintain in desert areas. The extensive use of ethnobotanical knowledge is an example that biocultural diversity (at the conceptual level) is also strongly associated with socio-ecological systems incorporating mestizo groups and semi-urban rural landscapes, thus ceasing to be an exclusive focus of indigenous communities and regions.

AbstractOne of the main challenges in assisting displaced persons who have lost their homes as a result of a natural hazard is the provision of adequate post-disaster accommodations, such as temporary housing. Although the need for temporary housing has increased around the world in recent years, it has been criticized on economic, environmental, and social grounds. A universal approach to post-disaster accommodations cannot successfully deal with this issue because each recovery process involves a unique set of conditions. Therefore, rather than defining a specific strategy, this study aims to present an approach capable of producing customized strategies based on contextual and social conditions. To this end, first, the main factors influencing the choice of post-disaster accommodations are identified through five case studies. It is concluded that all of the factors can be organized into three main vertices to simplify the highly complex issues involved in post-disaster accommodations. The case studies also show that the decision-making process consists of two main parts. To date, a recurring failure to distinguish between these two parts has led to unsuitable outcomes. Thus, this paper presents a new decision-making methodology, consisting of multiple steps, phases, and indicators based on the main vertices.
