Sustainable public procurement plays an important role in addressing not only environmental but also economic and social issues through government acquisitions from technology-based small suppliers. In this context, the objective of this study is to better understand the holistic public procurement process by assessing the operational efficiency of technology-based small suppliers and associating the economic aspect of public procurement with the social aspect, such as women-owned businesses. To this end, we analyzed U.S. Department of Defense Small Business Innovation Research grantees by combining network data envelopment analysis with bootstrap truncated regression analysis. Drawing on the analysis results, we found that (1) there is heterogeneity in the performance of research and development, network building, and commercialization sub-processes, and (2) there is a positive relationship between the overall performance and women-owned small suppliers who excel particularly in network building. The former implies that small suppliers may have different expertise in the chain of public procurement; the latter suggests that woman entrepreneurs with a business network may be able to outperform their counterparts in the public procurement market.

Public procurement concentrates large public sector’s purchasing power, and has a significant impact on each country’s economic development. The purpose of public procurement procedure is transparency, non-discrimination and accordance to the principles of fair competition in acquisition of goods, services and works necessary for the smooth functioning of the public administration. Besides, public procurement can be one of the most important instruments for sustainable development and other purposes useful to the whole society and the economy of the country. This article briefly discusses the concept of sustainable public procurement, reveals its main ideas and applications. One of them, the social sphere, was chosen the main object of the research. The possibility to decrease unemployment, to increase an integration of socially vulnerable group, and to achieve other socially-oriented goals through an effective implementation of the social aspect of sustainable public procurement has been illustrated. Thus, the article analyses the concept of social procurement, assesses the current situation in Lithuania, overviews the good practice of other countries and provides recommendations for measures to extend the application of socially oriented procurement.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.

Since the early 2000s social media has transformed the internet into a site for the exchange of stories through the mass democratization of publishing. And yet, new forms of digital and online storytelling have at the same time compromised one of the core functions of storytelling, namely its social aspect, the ability to build community when two or more people share stories in the same space, at the same time, breathing the same air. Somewhat ironically the advent of social media may have broadened the audience for any one person’s storytelling, whilst diminishing the social intimacy of the storytelling experience. As part of its research work into storytelling as a means of engaging people in the public debate around environment, the Storytelling Academy at Loughborough University has been developing new forms and processes of digital storytelling to promote wider engagement and dissemination of environmentally driven personal stories. ‘The Reasons’, first staged in Cambridgeshire in 2016, was an attempt to create a live, community social event that provided a public forum for storytelling as a way of debating issues around drought and water governance in the Fens. Inspired by a re-staging of La Rasgioni in Sardinia in 2015, a traditional form of conflict resolution, whereby a ‘mock’ court provides the means for the community to publicly tell its stories to each other, ‘The Reasons’ was co-designed for the Fenland context and was performed twice in 2016. It was then further adapted for use in the Korogocho slum in Nairobi for an event to discuss the issue of waste management with members of the local community, as part of an initiative with UN Live. ‘The Reasons’ is an attempt to bring together the advantages of digital storytelling as a reflective process with the social intimacy of the live storytelling event. The result is a new form of hybrid storytelling that seeks to build community and establish co-thinking processes to build resilience to environmental change. This article reflects critically upon the development and evolution of this work over the past five years.

Popular literature is not bad literature, its standard does not lie in its inability to meet the demands of criticism, but on what benefits it gives to the reader. The study of popular literary structures is not important and interesting because the formulas of popular literary structures have definite and consistent criteria. However, popular sociological literary research provides another important and interesting possibility. The sociological facets of popular literature both inside and outside of the text are vast areas of literary research and have a wide range of issues. The production, distribution, and reception aspects are the areas of popular literary research outside the text whose phenomenon is constantly evolving. The social aspect in the text is the area of literary research that has unlimited problems as the object of research material, in line with the productivity of popular literature writing which is very high and fast. Popular literature as an object of research is very rich in materials and data, especially sociological materials and data that are closely related to social issues, both in the text and outside the text. The quality of literary research is actually not determined by the object of research material, but is determined by the formal object and the proper cultivation of its research and the use of appropriate theories and methods so as to produce original, important, and useful findings for the sciences and society.

This article outlines different attempts to define integrity, and argues, with reference to the theory of moral particularism, that definitions acquire universal applicability at the expense of their informative value. The article then proceeds to more delimitating definitions that emphasise the social aspect, and argues that their ideas of the concept, like courage, require certain situations in order to unfold. Since not every person is challenged to act with integrity, the delimitation requires a distinction between manifest integrity and dormant integrity, or dormant lack of integrity. Persons of influence, like politicians and managers, on the other hand, are challenged on a regular basis because their position requires communication of values in a public space, against which the public can evaluate their actions. A delimitating definition therefore ties the question of integrity to people in leading positions.

O presente estudo tem como problema de pesquisa: De que maneira a sociologia política da ação pública contribui para esclarecer as barreiras e indutores na implementação da inovação social? Para responder tal problema, esta pesquisa propõe a utilização do pentágono de políticas públicas como modelo de análise na implementação da inovação social, tendo em vista a capacidade do mesmo para análise de aspectos cognitivos dos atores, que podem contribuir para explanar a dimensão política da inovação social, a qual é tida como incógnita que demanda esclarecimento. O estudo da implementação da inovação social a partir de um modelo de análise de implementação de políticas públicas é possível porque tanto a inovação social quanto a ação pública levam em conta os quadros cognitivos decorrentes da interação e articulação de atores, aspectos subjetivos e objetivos, com foco na solução de uma questão social como a desigualdade social, a pobreza, o crime, o analfabetismo. Tanto a ação pública quanto a inovação social consideram importante a diversidade de atores e a atuação ativa destes, o empoderamento, o protagonismo dos mesmos, na busca por soluções para questões sociais. O estudo da inovação social é relevante para toda sociedade, pois é um tema que aborda questões de interesse coletivo. O presente trabalho inova na medida em que propõe que a implementação da inovação social seja analisada por meio do pentágono de políticas públicas. Palavras-Chave: Pentágono de Políticas Públicas. Implementação.   Abstract: The present study has the following research problem: How does the political sociology of public action contribute to clarify the barriers and dravers in the implementation of social innovation? To answer this problem, this research proposes the use of the public policies pentagon as a model of analysis in the social innovation implementation, given its ability to analyze cognitive aspects of actors, which contribute to explain the political dimension of social innovation, which is considered a unknown variable that requires clarification. The study of social innovation implementation from a model of public policy implementation analysis is possible because both social innovation and public action take into account cognitive aspects arising from the interaction and articulation of actors, subjective and objective aspects, focused on solving a social issue such as social inequality, poverty, crime, illiteracy. Both public action and social innovation consider important the diversity of actors and their active role, their empowerment, their protagonism, in the search for solutions to social issues. The social innovation study is relevant to society as a whole, as it is a topic that addresses issues of collective interest. The present study innovates in that it proposes that the implementation of social innovation be analyzed through of the public policies pentagon. Keywords: Public Policies Pentagon. Accepting on 26 February 2014 by the European Parliament and the Council a new directive concerning procurement and the necessity to transposition its provisions to the Polish legal system caused the appearance of vital changes in the area of procurement referring to social aspects. The most momentous changes are connected with the specified in regulations possibility to describe a subject-matter of the contract including social requirements, possibility to exclude contractors exclusion and forming conditions of participating in proceedings, and possibility of forming offers assessment criteria referring to social aspects. Therefor the social aspects became a momentous, yet facultative premise of the optimisation of the public expenses within public contracts.

Normatively, media functions as a means of conveying information, education, andentertainment as well as controlling and relating the society. On the basis of its function,media has a chance to build a direct communication with the society so that it has a strategicposition that may give benefits not only to the social aspect, but also to economic and politicalaspects.One way to develop communication with the public is through soap opera program.This TV program is chosen since it can highly attract public interest. In the point of view ofmedia industry, public or audience are considered as customers who have to be served by theproducer. The more the customers are satisfied, the more the producer gets benefit. One themeof soap operas that can highly attract public interest is religion-related theme.It reflects the normative society understanding of religion. As a result, the religiousmessage contained in the soap operas is very formal. Moreover, since it can highly attractpublic attention, it can be utilized by media industry to get as much profit as they can and itdoes not function to give education and wholesome entertainment.

The present study seeks to examine the awareness level of green procurement at the district assemblies in Ghana and also help create the consciousness of implementing and enforcing green procurement in the public sector effectively. The research was carried out in Eighteen (18) District Assemblies in the Western Region of Ghana using non-standard interview as the main data collection technique. The findings of the research revealed that, there are key legislations, standards and regulations regulating the assemblies’ activities on the environment and the society which affect green procurement, though there is no specific law/policy titled green procurement. These key legislations, standards and regulations have contributed to increased awareness of green procurement at the District Assemblies in Western Region tied with the recent introduction of sustainable procurement which has been included in the Public Procurement Amendment Act 2016 (Act 914). However, the study identified that the significant impact of public procurement as a policy instrument on environment appeared not to be clear to the assemblies. It is recommended that the procurement policy and the Act 663/914 should be reformed to reflect green procurement to help the districts in their quest in creating sustainable environment. The district assemblies and EPA should organise joint seminars and workshops to sensitize and create awareness among the assembly’s staff on the benefits of green procurement and the need to adopt it.

At a time when the public good is under attack and there seems to be a growing apathy toward the social contract or any other civic-minded investment in public values and the larger common good, education has to be seen as more than a credential or a pathway to a job, and pedagogy as more than teaching to the test. Against pedagogies of repression such as high-stakes testing, which largely serve as neoliberal forms of discipline to promote conformity and limit the imagination, critical pedagogy must be viewed as crucial to understanding and overcoming the current crises of agency, politics, and historical memory faced by many young people today. One of the challenges facing the current generation of educators and students is the need to reclaim the role that education has historically played in developing critical literacies and civic capacities.
