The move towards a climate neutral economy and society requires policymakers and practitioners to carefully consider the core technical, social, and spatial dimensions of a just transition. This paper closely examines the processes undertaken during the development of EU Territorial Just Transition Plans (TJTPs) for the three Swedish regions of Gotland, Norrbotten, and Västra Götaland. The aim is to establish whether the content and actions outlined in the TJTPs were driven by the technical, social, or spatial dimensions of a just transition. The analysis is primarily based on a socio-economic and governance impact assessment conducted in each region as part of the TJTP formulation process. These data are also supported by observations of the TJTP development process by the article authors who were part of the team put together by DG Reform to work with the preparation of the TJTPs. The paper finds that the TJTPs development process was largely driven by technical considerations, rather than spatial and socio-economic issues. This indicates that a more open and inclusive place-based territorial approach to climate transition policy formulation and implementation is required. A balance between the technical, social, and spatial elements of a just transition is needed if policies are going to meet the requirements of local and regional citizens and provide sustainable socio-economic growth and environmental protection, without risks of delocalizing energy-intensive processes to other regions.

This paper aims to highlight the role of applying good governance standards in reducing corruption and achieving sustainable development in Yemen, since good governance represents the core of the development process of countries and societies. Good governance is based on the principle of transparency, accountability, efficiency and effectiveness in order to raise the capacity and efficiency of the state and make it more capable and effective to achieve sustainable development. Corruption in all its forms is one of the biggest obstacles to sustainable development in Yemen, and a major reason for wasting state resources and limiting foreign investment, and thus the expansion of poverty, the poor, and other effects related to the failure to achieve sustainable development. Yemen is one of the most Arab countries facing major challenges in the field of implementing good governance and combating corruption in order to achieve sustainable development and achieve its goals at all political, economic, social and environment. This paper concluded that Yemen suffers from a lack of implementation and enforcement of good governance standards, as well as a rampant corruption, which has led to an expansion of poverty and a significant decline in development rates. The Interactive Electronic Technical Manual (IETM) can solve some practical application problems of the traditional paper technical manuals on storing difficulty and resource sharing inefficiency well. The S1000D specification is an international specification of development IETM. In the paper the S1000D specification is introduced briefly. Then the meanings of Data Module (DM) and Common Source Database (CSDB) which are the core concepts of the S1000D specification are analyzed. At last, the development process of IETM based on S1000D specification is given.

This study aimed to analyze various ICT-based media and learning resources used in learning Arabic, the selection or development process, the process of using it in learning, and the learning outcomes. Research data collected from observations, documentation, and interviews were validated with FGD and analyzed with interactive models. The results of this study show that; (1) the most widely used media in learning Arabic is powerpoint presentations with LCD and language laboratories, then video, audio and games, (2) the process of selecting developing media and learning resources is done by design and by utilization, (3) the process of utilizing media and learning resources is done more for the delivery of material at the core activities in addition to enrichment and assignment, and (4) media and learning resources for Arabic-based ICT that use material from native speakers have a positive impact on improving the motivation, self confidence, and Arabic competence of students.

<p>The Official Information Act was passed into statute in 1982. Among the purposes of the Act is the enhancement and respect for the law and the promotion of good government. The aim of this paper is to detennine, from a participation perspective, the impact of the Official Information Act 1982 on the core public sector policy process. The paper starts with a background to the Act before reviewing the expected and actual impact of the Act, as outlined in the literature. The policy making process in New Zealand' s core public sector is considered, highlighting opportunities for participation. Participation theory is discussed.  The research involves a survey across the core public sector to gain general views of the impact of the Act on the policy development process. The results are used as the basis for three in-depth case studies of core public sector agencies. The conclusions are that while the Act is an important instrument of accountability, the success of the Act in enabling more effective participation is not so clear. While information is more readily obtainable, technocratic officials and Ministers keen to control information impact on the ability of citizens to participate. It is concluded that for the Act to be of maximum benefit education of officials and a loosening on the control of information will be needed.</p>

Software has become the core of organizations in different domains because the capacity of their products, systems, and services have an increasing dependence on software. This fact highlights the research challenges to be covered by computer science, especially in the software engineering (SE) area. On the one way, SE is in charge of covering all the aspects related to the software development process from the early stages of software development until its maintenance and therefore is closely related to the software quality. On the other hand, SE is in charge of providing engineers able to provide technological-base solutions to solve industrial problems. This chapter provides a research work path focused on helping software development organizations to change to a continuous software improvement culture impacting both their software development process highlighting the human factor training needs. Results show that the implementation of best practices could be easily implemented if adequate support is provided.

John Echeverri-Gent's (2009) fine article in this symposium makes a compelling case for a greater focus on the study of inequality by political scientists. A topic we have too often neglected, its dynamics go to the core of our disciplinary concerns and we clearly should have more to offer to its understanding. APSA is to be commended for supporting the work of the Task Force on Difference, Inequality, and Developing Societies (2008), which Echeverri-Gent led, and which, in large part, informs his article in these pages. It should generate a renewed focus by political scientists on international inequality and on the role of domestic inequality in the development process.

People with disabilities form 18.7% of the United States population, as reported by the U.S. Census Bureau in 2012. To avoid discrimination against this significant portion of the population, state and local governments are required by federal and state laws to provide and maintain accessibility for people with disabilities on their sidewalks and pedestrian facilities. To achieve compliance with these laws, state and local governments need to conduct self-evaluations to identify inaccessible pedestrian facilities and develop transition plans to schedule upgrade projects for these inaccessible pedestrian facilities. The federally-mandated transition plan requirements include the development of a schedule that displays, in detail, deadlines for all upgrade projects needed to achieve full compliance with accessibility requirements. To prepare this schedule, public entities are required to rank and prioritize pedestrian facilities upgrade projects. This paper presents the development of a novel methodology to quantify the impact of upgrading inaccessible pedestrian facilities on people with disabilities. The developed methodology considers several factors related to pedestrian facilities’ conditions and location to estimate the number of expected pedestrians with disabilities impacted by upgrading each inaccessible pedestrian facility. This methodology is designed to assist decision makers in state and local governments in the process of ranking and prioritizing inaccessible pedestrian facilities upgrade projects.

Therefore, it is of great significance to implement risk management in the process of Aero-Product development. As the core of Risk Management, its framework is of great importance to the effect of Risk Management. According to the characteristics of Aero-Product development process, a Risk Management Framework based on PMBOK is proposed in this paper, which will become the foundation of the Aero-Product development risk management.
