Prefabricated construction quality can not only influence the service life and function of buildings, but is also closely associated with the users’ safety. Therefore, effective quality management is significant for the development of this type of construction method in this industry. The current research regarding quality management in the field of construction mainly focuses on on-site construction, while lacking extensive attention to prefabricated construction. Based on the existing literature and expert opinions from the construction firms, the government, and academia, this paper summarizes 23 critical factors that affect the quality management of prefabricated construction, adopts the interpretation structure model-matrix cross-reference multiplication applied to a classification (ISM-MICMAC) to analyze the hierarchical relationship between these factors, and further investigates the influence degree of the relationship by using the decision-making trial and evaluation laboratory (DEMATEL). The result shows that the government guidance is the most important influencing factor, and other factors, including integration in the supply chain, laws and regulations, codes and standards for prefabricated components, technology, and professional personnel, etc., also play a critical role in the quality management of prefabricated construction. These factors can affect the quality of raw materials for the production, manufacturing and transport equipment of prefabricated components through assembly and design schemes, ultimately resulting in an influence on the quality of prefabricated construction. The study aims to identify a mutual relationship between the critical factors affecting prefabricated construction quality, which can help managers to have a better understanding of the quality of prefabricated construction, and take effective measures to improve the status quo as well as promote the sustainable development of prefabricated construction.

Abstract: The highway has been growing with the development of China's economy and among which asphalt concrete pavement is widely used in highway construction with its many advantages such as good slip resistance, durability, surface smoothness, strength, stability and easy maintenance. This paper takes the highway construction of Yunfu to Zhanjiang section of the Shan-Zhan Expressway and branch line of the LM10 contract section as an example to explore the quality of raw materials, construction quality and other aspects of asphalt concrete pavement. It is hoped that it will help to promote the construction quality of asphalt concrete pavement.

Processing of target species do not optimal, especially the processing of the by-catch product. This is caused by the weak capacity of the fishing groups, particularly in the utilization of marine products in the dry season and the acquisition of market information, so it requires increased knowledge and transferal appropriate technology. Purpose of the study: (1) generate a group of fishermen who are skilled, creative and innovative in the processing of marine products; (2) create a group of fishermen who are good entrepreneurs with venture capital is cheap, affordable and sustainable; (3) make the fishing village groups as independent business pioneer advanced and community known as a producer and marketer of processed fish products as one of the typical souvenir of Kendari. Method of determining the sample was done by purposive sampling. This activity involves two groups of partners consisting of fishermen processors groups and fishermen fishing groups each of 20 people. The data were analyzed descriptively of the results of the implementation of the two activities, namely non-physical activities (socialization and education) and physical activity (manufacture plots hygienic drying fish and puffer fish burger-making). Action research results make a positive contribution to the strengthening of the capacity of a group of fishermen in the economic, scientific, cultural and social skills. Another positive contribution is opening insights and ways of thinking to make use of by-catch product into marketable products and process raw materials of marine fish with a hygienic manner that supports the improvement of the quality of the product to be accepted in the market, and create jobs in the village with the ability of a group of fishermen in entrepreneurship independent, which in turn can improve the economics of fishing households and assist the government in the construction of coastal villages.

This research aims to measure the benefit of the Indonesian National Standard (SNI) product not only came from the company perceptions but also came from the government, academician, and consumer perceptions in Surabaya. The empirical study result showed that all of the respondents had a positive perception on the SNI product. They stated agreement that the SNI product had benefit on the attributes: quality guarantee of product, safe to use, a fair prices, quality of raw materials, and efficiency. Those attributes support the enhancement of company’s competitiveness. However, most of the respondents of companies and consumers state did not know about the quality guarantee of the SNI product. The results were contradictory, the respondents who came from the companies knew more about quality guarantee of the SNI product compared to the other respondents. Furthermore, the respondents of academicians, consumers, and particularly companies state that they did not know about the easiness of the SNI certification process and the government provide an incentive for the registration fee of the SNI certification. This ignorance will impact on the perceptions that process of the SNI certification was complicated and costly. Besides, it showed that the government was less to conduct socialization for the certification program compared to socialization for the standard program.

There are two kinds of bid evaluation methods in China, which are the lowest bid price method and the comprehensive evaluation method. They have their own advantages and disadvantages, and they can’t replace each other. Especially, the applicable scope of comprehensive evaluation method is wide. Quantifying the technical bid and commercial bid weighted, calculating for each bid comprehensive evaluating price or comprehensive evaluation points, and then selecting a high comprehensive quality unit. The paper aims at the particularity of comprehensive evaluation method. Then to study the content of the construction quality management system, the indicators and criteria, which guarantees the quality of the project.

The most pressing problems of the food industry today are the quality of food. The main factors influencing this indicator are the quality of raw materials, the technical and technological level of enterprises, the quality management system and food safety. Milk quality cannot be improved in the processing process, at best it can be stabilized, so the milk quality management system should focus on the technological processes of its production and primary treatment using a preventive approach. The sanitary and hygienic quality of milk production is a complex problem that is determined by a number of factors that combine the notion of "technology and culture of production". General bacterial contamination of milk raw materials should be considered as a collection of sources of ingress of microorganisms into the technological environment, in particular the microflora of the surface of the udder and lobes; microflora of udder channels; microorganisms of milking equipment, milk lines, milk packaging; microflora of personnel and environment. The traditional scheme of primary milk treatment provides a consistent picture of the quality and safety of raw milk obtained from its production. Measures to improve the quality and safety of raw milk through additional use of the decontamination process are proposed. The use of ultrasonic cavitation technologies for milk disinfection allows to increase the quality of milk and to get more money for the farm, to provide quality raw materials for dairy enterprises.

<p>This research involves a comparative analysis of Ghanaian and New Zealand contexts and provisions of quality assurance in tertiary education. The study examined policies and practices of quality assurance in higher education in Ghana and New Zealand in order to identify those practices in New Zealand which are potentially applicable to the Ghanaian Higher Education context or which, at least, may suggest a direction for the Ghanaian government to consider for development. This study argues that although the management and practices of quality assurance in higher education in New Zealand are not without flaws, Ghana stands a better chance of tapping from the formers’ experiences in shaping its future policy direction. The quality of higher education and its improvement have always been issues of high priority on the political and educational agendas of the government and higher institutions in Ghana. Like other developing nations, Ghana has adopted various methodologies to address the question of quality in higher education similar to those in Western countries. The government of Ghana established a national quality assurance agency, the National Accreditation Board (NAB) to be responsible for quality assurance in higher education. Higher educational institutions have also adopted various processes and practices for the assurance of quality of the education provided. However, despite the fact that the literature on quality assurance framework in higher education is growing, little is available in the literature on what Ghana is doing to regulate and improve higher education quality and what has been the impact of NAB since its inception in 1993. In addition, a formal study of the commonality or diversity of approaches between Ghana and any developed nation has been lacking. A qualitative methodology was used to gain the perceptions of key practitioners in quality management systems in the two countries. Interview and documentary analysis were the main research instruments employed for data collection. The study analysed the views of a range of respondents from Ghana and New Zealand and documents from selected tertiary institutions and external quality assurance agencies in the two countries. A comparative analysis of data revealed some gaps and challenges in the Ghanaian system. This study found that though NAB has made significant impacts on the quality regime of the higher education sector in Ghana since its inception, the processes of quality management demands remains a challenge to both the institutions and NAB and much remains to be done for improvement. Quality of provision at the institutional level (internal structures, documented policies, external involvement, conduct of self assessment), and at the national level (regular monitoring, change in compliance approach, adequate qualified staff etc) are key areas requiring urgent policy attention if Ghana is to achieve the objectives of its tertiary educational reforms. On the basis of empirical evidence and life experiences from the respondents, a contribution would be made to the design of higher education policy-making with regard to the improvement of the internal and external quality assurance practices in higher education in Ghana. This study has further contributed to quality assurance literature by critically examining and comparing life responses of respondents from two countries viv-a-vis the international trend before making its recommendations. This study has further deepened the understanding of quality management practices in higher education in the two countries involved in this study.</p>

Building the quality of education continues to be done, both by the government and the school as education providers. In an effort to meet the needs and demands of society on the quality of education and simultaneously as a response to the changes of life very quickly in the era of globalization. For that reason researchers need research on improving the quality of teaching and learning process through supervisory function in the integrated quality management in the District Kepengawasan Cluster 05 District Magersari Mojokerto City. This research uses action research for three cycles. Each cycle consists of one meeting each of which consists of four stages: design, activity and observation of reflection and revision. The target of this research is Master of Kepengawasan District School Cluster 05 Magersari Subdistrict Mojokerto City 15 people. The data obtained in the form of the results of supervision assessment of teaching and learning process. The success of the learning process in cycle III shows that the cycle can be stopped because it has met the target of> 70%. This is evident from the average increase in teacher performance per cycle. The conclusions of this research are: The quality of teaching and learning process through supervisory function in integrated quality management in Kepengawasan Area School Cluster 05 Magersari Sub-district Mojokerto City has increased, it can be seen from the average of teacher performance improvement from 65,87 percent in cycle I, to 76.67 in Cycle II and increased to 82.86 percent in Cycle III.

Enhancing the guarantee of government supervision effectiveness on construction quality and intensifying the reform of supervision need continuous endeavors. Minister of Housing and Urban-Rural Development has established the Engineering quality supervision guidance ,based on basis principles on government supervision on construction quality of Supervision Rules on Construction Quality, which sets aims to refined and modern management .It proposes some new requirements about the government supervision on construction quality ,such as clearing demands of qualities, emphases and participants; planning projects in more scientific ways; refining supervision on quality behaviors; strengthening quality supervision on project entity; controlling strictly in project final acceptance; normalizing reports and files; and informationizing the methods to supervise. It is a consecutive task to improve efficiency in government supervision on construction quality, and guarantee successive improvements in construction quality.
