Processing of target species do not optimal, especially the processing of the by-catch product. This is caused by the weak capacity of the fishing groups, particularly in the utilization of marine products in the dry season and the acquisition of market information, so it requires increased knowledge and transferal appropriate technology. Purpose of the study: (1) generate a group of fishermen who are skilled, creative and innovative in the processing of marine products; (2) create a group of fishermen who are good entrepreneurs with venture capital is cheap, affordable and sustainable; (3) make the fishing village groups as independent business pioneer advanced and community known as a producer and marketer of processed fish products as one of the typical souvenir of Kendari. Method of determining the sample was done by purposive sampling. This activity involves two groups of partners consisting of fishermen processors groups and fishermen fishing groups each of 20 people. The data were analyzed descriptively of the results of the implementation of the two activities, namely non-physical activities (socialization and education) and physical activity (manufacture plots hygienic drying fish and puffer fish burger-making). Action research results make a positive contribution to the strengthening of the capacity of a group of fishermen in the economic, scientific, cultural and social skills. Another positive contribution is opening insights and ways of thinking to make use of by-catch product into marketable products and process raw materials of marine fish with a hygienic manner that supports the improvement of the quality of the product to be accepted in the market, and create jobs in the village with the ability of a group of fishermen in entrepreneurship independent, which in turn can improve the economics of fishing households and assist the government in the construction of coastal villages.

Penelitian ini bertujuan untuk mengetahui latar belakang terbentuknya pergudangan di Dusun Patte’ne Desa Temmapadduae Kabupaten Maros, perkembangan Pergudangan serta dampaknya  terhadap masyarakat di kabupaten Maros. Hasil penelitian ini menunjukan bahwa latar belakang terbentuknya Gudang di Patte’ne dikarenakan letak geografis yang dekat dengan pusat kota dan kepadatan penduduk kota serta banyaknya lahan kosong untuk pembangunan gudang dan banyaknya bahan baku dari luar yang membutuhkan tempat penyimpanan. Kehadiran pergudangan bagi pemerintah memberikan keuntungan terhadap Pajak serta membantu Pemerintah Setempat untuk mengurangi Pengangguran. Kemudian bagi masyarakat membantu dalam hal peningkatan kualitas peluang usaha yang dulunya hanya mendirikan warung-warung kecil kini menjadi cukup besar. Masyarakat juga terbantu dalam hal menunaikan ibadah haji dan umrah dari penjualan lahan mereka. Ratusan orang telah menunaikan haji dan umrah karena dari penjualan tersebut. Penelitian ini adalah penelitian sejarah dengan metodologi sejarah yang memiliki tahap yaitu, heuristik (pengumpulan data), kritik (verifikasi), interpretasi (penafsiran), dan historiografi (penulisan sejarah). Kata Kunci:Perkembangan, Pergudangan dan Desa Patte’ne AbstractThis research aims to find out the background of warehousing formation in the village of Patte'ne Temmapadduae, Maros Regency, development of warehouse and its impact on people in Maros district. The results of this study showed that the background was formed by the warehouse in Patte'ne because of the geographical location that is close to the city center and city population density as well as the number of vacant land for warehouse development and many raw materials from outside Requiring a storage space. The presence of warehousing for the government provides benefits to taxes and helps the local government to reduce unemployment. Then for the community to help in terms of improving the quality of business opportunities that used to only set up small stalls now become large enough. People are also helped in doing Hajj and Umrah from the sale of their land. Hundreds of people have performed Hajj and Umrah because of the sale. This research is a historical study with historical methodologies that have the stage that is, heuristics (data collection), criticism (verification), interpretation (interpretation), and historiography (historical writing). Keywords:  Developments, Warehousing and Patte'ne Village.

This program is conducted to assist Siponjot Village while empowering the people of Siponjot Village to be able to utilize and maximize the benefit of the village forest. Village forest might support the availability of raw materials required for making musical instruments, such as high quality of wood, including how to process wood waste from making musical instruments to be used as creative souvenirs and improve the economic value. The raw material for production determined its results of the production of wood-based musical instruments. Thus, in order to produce a high quality tanginang, hasapi, and gondang, which previously began to be produced by arts crafts in the Sitangkubang area of ​​Siponjot Village, a high quality of raw materials is needed. The community service team surveyed the location of planting seeds for village forest restoration, provided socialization related to the importance of village forest cultivation and the suitability of the Siponjot Village area for the cultivation of these plants. Village forest restoration aims to maintain the beauty and beauty of the village. Implementation of village reforestation activities starting from socializing forest tourism and the strength of village forests to the community, followed by a discussion about village forest management and its economic benefits. Handover of a thousand units of forest plant seedlings given to the villagers of Siponjot as part of the forest restoration program in the area.

This research aims to measure the benefit of the Indonesian National Standard (SNI) product not only came from the company perceptions but also came from the government, academician, and consumer perceptions in Surabaya. The empirical study result showed that all of the respondents had a positive perception on the SNI product. They stated agreement that the SNI product had benefit on the attributes: quality guarantee of product, safe to use, a fair prices, quality of raw materials, and efficiency. Those attributes support the enhancement of company’s competitiveness. However, most of the respondents of companies and consumers state did not know about the quality guarantee of the SNI product. The results were contradictory, the respondents who came from the companies knew more about quality guarantee of the SNI product compared to the other respondents. Furthermore, the respondents of academicians, consumers, and particularly companies state that they did not know about the easiness of the SNI certification process and the government provide an incentive for the registration fee of the SNI certification. This ignorance will impact on the perceptions that process of the SNI certification was complicated and costly. Besides, it showed that the government was less to conduct socialization for the certification program compared to socialization for the standard program.

Abstract. After Village Law was published in 2014,  formation of BUMDes enforcement in each village became one of the strategic solutions for welfare of the village community. The issue of poverty and underdevelopment of villages is a priority that needs to be addressed by the government. However, not all problems can be solved in one village, but they need village collaboration to make institutions so that their role is more massive, effective, and efficient in encouraging the growth of the village economy. BUMDES Danar Garut is a form of cooperation between villages so that the resolution of a problem can be done at the village government level. since 2014,  BUMDes has been established many business activities. This paper aims to assess the level of contribution of the Danar BUMDes to the economic activities of rural communities. This research was conducted by means of semi-structured in-depth interviews with key stakeholders from both the village government, the director of the Joint BUMDes and the community as beneficiaries of the BUMDes by selecting purposive sampling. The results of the analysis show that BUMDes Danar has made a positive contribution to the village government, socio-economic village communities and the ability and expertise of the people in Leles District both the direct impact of reducing unemployment, increasing the welfare of the village apparatus and indirectly for the Villages or the scope of Leles District.Keywords: Joint-BUMDes, Social-economy, Village SocietyAbstrak. Setelah terbitnya Undang-Undang Desa tahun 2014,dorongan terbentuknya BUMDes di setiap desa menjadi salah satu solusi strategis dalam menyejahterakan masyarakat desa. Isu kemiskinan dan ketertinggalan desa menjadi prioritas yang perlu ditangani oleh pemerintah. Namun tidak semua masalah  dapat diselesaikan dalam satu desa, melainkan perlu adanya kolaborasi antar lembaga desa sehingga perannya lebih masif , efektif dan efisien dalam mendorong bertumbuhnya ekonomi desa. BUMDES Danar Garut merupakan perwujudan kerjasama antar desa agar penyelesaiaan suatu masalah bisa dilakukan pada tingkat pemerintahan desa. sejak 2014 BUMDes ini berdiri sudah banyak kegiatan usaha yang dilakukan. Paper ini bertujuan menilai tingkat kontribusi BUMDes Danar terhadap kegiatan ekonomi masyarakat desa. Penelitian ini dilakukan dengan cara wawancara mendalam semi terstruktur kepada para stakeholder kunci   baik dari kalangan pemerintah desa, direktur BUMDes Bersama maupun dari masyarakat sebagai penerima manfaat  dari adanya BUMDes dengan pemilihan purposive sampling. Dari hasil analisis menunjukkan bahwa  BUMDes Danar telah memberikan kontribusi positif  bagi pemerintah desa,  sosial-ekonomi masyarakat desa dan kemampuan serta keahlian masyarakat yang ada di Kecamatan Leles baik dampak secara langsung yaitu berkurangnya pengangguran, meningkatkan kesejahteraan aparatur desa maupun secara tidak langsung bagi Desa-Desa ataupun lingkup Kecamatan Leles.Kata Kunci: BUMDes Bersama, Sosial-ekonomi, Masyarakat Desa

Higher education is an education level that includes diplomat, undergraduate and doctoral programs. The purpose of higher education is to improve the quality of the workforce, to help improve the quality of the workforce each university must have the facilities needed in teaching and learning activities. This study discusses the Analysis of the K-Means Method in the Grouping of Universities by Province Based on the Facilities of the Village. Sources of data obtained from data collected based on documents from 2003 to 2018 through the website of the Indonesian Statistics Agency. Data is processed into 2 clusters, namely the highest facility level cluster (C1) and the lowest facility level cluster (C2). So that obtained from 34 provinces 3 provinces are grouped in high facility level clusters (C1) and 31 provinces are grouped in low facility level clusters (C2). This can be input to the government for provinces that have higher education institutions that still have inadequate facilities in each village and are of more concern to the government based on the cluster that is being conducted.Keywords: K-Means, Higher education, Grouping, Facilities

This study was written to see the village of Sukoreno, Mumbulsari District, Jember Regency, which has the characteristics of biodiversity diversity. The population consists of followers of Islam, Christianity, Hinduism and Hindu culture. This study seeks to examine tolerance in inter-religious relations in the village of Sukoreno Umbulsari, the extent to which harmony between religious communities and how the role of religious extension agents are in caring for and maintaining religious harmony in Sukoreno. This research uses qualitative research methods field research (field reaserch). Community in Sukerone village Umbulsari sub-district is a community consisting of many different ethnicities, cultures, traditions and even traditions, but the attitude of mutual respect, giving freedom of religion, accepting other religions gracefully, and always having a positive attitude between religions. Religious extension workers, as an extension of the government, continue to carry out their duties, from providing counseling to advocating for religious issues to improve the quality of harmony between religious communities. The main problem of this research was about the value of production in the handicraft industry in the village Tutul subdistrict Balung district Jember. This research was aimed to describe the factors that influence the value of production in the handicraft industry in the village Tutul subdistrict Balung district Jember. This research belongs to explanatory survey. This type of data are primary data, including data on the number of labor wages, capital, and production value. The method of this Research is ordinary least square (OLS). The result of this data shows that capital and amount and manpower have affected value of production, but wage haven’t affected value of production in the handicraft industry in the village tutul subdistrict Balung district jember. The research showed the implication that the use of capital by entrepreneurs handicraft is not maximized and need a support from the government, the capital should also get support from the local government to provide facilities to Kredit Usaha Rakyat (KUR). Handicraft industry in the village Tutul also still using traditional machines and therefore entrepreneurs need to boost employment and improve the quality of their performance. Penanggulangan kemiskinan merupakan kebijakan yang dilakukan terhadap  masyarakat yang tidak mempunyai atau mempunyai sumber mata pencaharian dan tidak dapat memenuhi  kebutuhan yang layak bagi kemanusiaan. Banyak upaya yang dilakukan oleh pemerintah untuk mengatasi masalah kemiskinan ini, melalui Program Beras sejahtera (Rastra). penyaluran beras sejahtera di Desa Mulyasari  ditemukan permasalahan-permasalahan Kualitas beras sejahtera yang disalurkan ke Desa Mulyasari masih kurang layak,  Belum adanya keseimbangan antara kuota beras dengan RTSPM,  Penelitian ini diharapkan dapat mengetahui Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Penelitian yang dilakukan bersifat deskriptif yaitu untuk  mendapatkan data yang objektif dalam rangka mengetahui dan memahami Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Adapun informan  perangkat desa Mulayasari,  dan Masyarakat terkait. Berdasarkan penelitian diketahui Implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang belum berjalan dengan optimal  Pada  dimensia isi Kebijakan (Content of Policy), implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang  tidak tunggangi oleh kepentingan perorangan melain suatu cita-cita dalam pengetansan kemiskinan kemudian  masyarakat  target program meresa terbantu dengan adanya program ini,   untuk menghindari konflik social di masyarakat maka pemerintah desa dan jajaran membagi rata beras rastra tersebut sehingga jumlah beras yang dibagikan tidak sesuai dengan jumlah yang ditentukan pemerintah pemerintah belum mampu mengatasi keterlambatan pembayaran beras sejahtera petugas pelaksana program tidak mengantisipasi pembayaran yang macet dari program beras sejahtera, serta terakhir  kurangnya kompetensi dan tanggung jawab dari pelaksana program Kemudian pada dimensi Lingkungan Kebijakan  dukung oleh seluruh stakeheolder desa mulyasari,  adanya ketegasan dari pemerintah sehingga beras sejahtera tepat sasaran serta masyarakat sering menerima Rastra dengan kualitas sangat rendah dan tidak layak dikonsumsi.   Poverty alleviation is a policy that is carried out on people who do not have or have a source of livelihood and cannot meet the proper needs of humanity. Subang The informants of the Mulayasari village apparatus, and the community concerned. Community development is an effort to improve the standard of living and quality of life of the community. The Wawasan Village Movement Program is a program that focuses on the development of rural human development towards a village that is more advanced, attractive and profitable. Even though in its implementation, community development is running smoothly and successfully. However, post-success needs to be maintained and sustainable. This article focuses on problems and challenges in the context of rural community development through the Wawasan Village Movement program. This article takes a case study in the Village of Shadow Keningau, Sabah Malaysia. Data collection was carried out through in-depth interviews, focus group discussions and observations. As well as documentation of published and unpublished materials. The article found several important facilitators who became problems and challenges after the successful implementation of the Village Movement Movement program in Keningau Shadow Village. This includes; (i) no further action from the government after the success; (ii) difficulty maintaining existing committees; (iii) idle and using assets for a long time; (iv loosening of social ties. In short, after the success of the government, it is necessary to give encouragement and encouragement to the Desa Bayangan community by making this village a model village. In addition, taking community members as facilitators in fostering other Wawasan Village Movement villages that are being fostered.
