Governments of various countries have formulated relevant EPR environmental regulations for environmental pollution caused by electrical and electronic products, and enterprises mainly respond to this regulation through product ecodesign strategies. In view of this, this paper takes a three-stage supply chain system composed of a manufacturer, a retailer and a third-party recycler as the research object, and develops a demand-oriented product ecodesign strategy for five scenarios under different environmental regulations, including eco-input subsidy, sales subsidy, consumption subsidy and recycling subsidy. This study finds that the manufacturer does not actively engage in product ecodesign if the government does not implement subsidy policies; when the government implements subsidy policies such as eco-input subsidy, sales subsidy, or consumption subsidy, the manufacturer will design a high-level ecological product. However, under the recycling subsidy policy, the manufacturer will design a low-level ecological product. These results suggest that different subsidy policies may lead to different eco-product strategies of the manufacturer. In particular, the recycling subsidy policy can encourage a recycler to recycle actively, thus reducing the environmental pollution cost of a manufacturer, but the manufacturer is reluctant to improve the ecological level of the finished product.

Due to the increasing awareness of sustainable manufacturing, remanufacturing has been widely accepted by enterprises in many countries. In the process of Closed-Loop Supply Chain (CLSC) development, to stimulate the demand for remanufactured products, the Chinese government’s interventions such as the “Trade old for Remanufactured” program cannot be ignored. However, prior research has not answered the questions of whether governments should offer consumption subsidies and how to determine the optimal subsidy value. This paper investigates the optimal government consumption subsidy policy and its impact on the operation of Closed-Loop Supply Chain (CLSC) where an Original Equipment Manufacturer (OEM) produces new products, while a Third-Party Remanufacturer (TPR) remanufactures the used products collected from consumers. A game model with a leader (government) and two followers (OEM and TPR) is then introduced. The government determines the consumption subsidy to maximize the social welfare, while the TPR and OEM attempt to maximize their own profit functions. Game theoretic models are proposed to explore and compare the scenarios, i.e., CLSC with a consumption subsidy policy and without a consumption subsidy policy. The equilibrium characteristics with respect to the government’s consumption subsidy decisions and the price decisions for chain members are derived. Based on the theoretical and numerical analysis, the results show that: (1) governments should not always offer a consumption subsidy; (2) the consumption subsidy cannibalizes demand for new products while boosting the demand for remanufactured products; (3) the consumption subsidy should be shared between the TPR and consumers when the TPR raises the sales price of remanufactured product; (4) the members of the CLSC do not always benefit from the consumption subsidy policy.

The game characteristics and equilibrium strategies of a triple-channel supply chain under the carbon subsidy policy are studied in this work with three different game power structures. There are simultaneous decision-making, manufacturer-dominated market and retailer-dominated market. The decision mechanism for order quantity of manufacturer and dual-channel retailer, is discussed. Meanwhile, their complex dynamic characteristics are studied. It is found that when the government implements dual low-carbon subsidies, the supply chain system in which the manufacturer dominates the market is more stable. The government should pay attention to the power structure of the market to determine an appropriate subsidy rate. The over-adjustment of order quantity from manufacturer’s direct sales channel and retailer’s online channel both will lead to large periodical fluctuations in the system, and even bifurcation and chaos. These will cause substantial fluctuations and even loss in the profits of supply chain companies. This analysis shows that delayed feedback can effectively stabilize the periodic bifurcation and chaos in the system.

As for the academics and policymakers, more attention has been given to the issue on how to reduce environmental pollution through the cooperation of environmental regulation and local officials’ promotion incentives. With the use of a city-level panel data of 266 Chinese cities from 2005 to 2016, this study preliminary explores the impacts of environmental regulations, local officials’ promotion incentives, and their interaction terms on urban environmental pollution at national and regional levels by using the spatial Durbin model. The results indicate that the impacts of environmental regulations and local officials’ promotion incentives on urban environmental pollution have achieved the desired goal with the other’s cooperation, and their interaction term’s coefficients on urban environmental pollution are significantly negative. Moreover, spatial heterogeneity is established, and the uneven development of urban environmental pollution among different regions deserves more attention. In order to effectively reduce the level of urban environmental pollution in China, the government should focus on such solutions as enhancing the implementation and supervision efficiency of environmental regulation, optimizing the performance appraisal system of local officials, improving the synergistic effects of environmental regulations and local officials’ promotion incentives, and establishing a multi-scale spatial cooperation mechanism based on both geographical and economic correlations.

Public and academic interest in environmental pollution caused by toxic substances and other sources, like noise, is constantly raising. To protect public health and ecosystems it is necessary to maintain the concentrations of pollutants below a safety threshold. In this context the development of models able to assess environmental pollution impact has been identified as a priority for future research. Scientific community has therefore produced many predictive models in the field. The vast majority of them needs to be run by specialists with a deep technical knowledge of the modeled phenomena in order to process the data and understand the results and it is not feasible to use this models for simple prescreening activities. Planners, evaluators and technical operators need reliable, usable and simple tools in order to carry out screening analysis of impact assessment. <br><br> The ENVIFATE software is currently under development by the Department of Civil, environmental and mechanical engineering of the University of Trento, Italy, in the frame of a project funded by the Italian Veneto Region with the aim to make available to nonspecialists screening analysis to assess the risks of a set of possible environmental pollution sources in protected areas. <br><br> The development of ENVIFATE follows these basic requirements: i) Open-Source ii) multiplatform iii) user friendly iv) GIS oriented. In order to respect these principles we have chosen to develop a plugin of QGIS, using python as a development language and creating a module for each environmental compartment analyzed: rivers, lakes, atmospheric dispersion, dispersion in groundwater and noise. <br><br> The plugin architecture is composed of a series of core functions characterized by command line interfaces that can be called from third-party applications (such as Grass GIS), connectable in custom data flows and with a high level of modularity and scalability. The base of the different models are highly tested and reliable algorithms adopted by the Italian Institute for Protection and Environmental Research (Istituto Superiore per la Protezione e la Ricerca Ambientale – ISPRA). Due to their simplicity, and for safety reasons, the structure of these models is constrained to provide conservative results, so to overestimate actual risk. This approach allows to provide statistically validated instruments to be used in different environmental contexts. All modules of the plugin provide numerical and cartographical results: in particular the command-line interface provides "static" results, or linked to a particular spatial and temporal state, while the Qgis plugins iterate the single analysis along space and time in order to provide georeferenced maps and time distributed results.

Abstract This study examines the relationship between high-speed railways (HSRs) and environmental pollution by focusing on the mediating role of environmental regulations and the moderating role of officials’ political promotion incentives. Based on a sample of 113 prefecture-level cities, with balanced panel data in China from 2009 to 2017, using the difference-in-differences (DID) model, the results show that HSRs can reduce environmental pollution via the mediating effect of environmental regulations. Additionally, high officials’ political promotion incentives can strengthen this mediating effect. A propensity score matching with difference-in-differences (PSM-DID) model is used to solve endogenous problems, and a placebo test and a parallel trend test indicate that these results are robust. This study encourages the government to rationally promote the construction of high-speed railways and expand the social advantages of high-speed railways to improve environmental regulations and reduce environmental pollution.

This paper addresses the problem of green manufacturing decision making for a green dual-channel supply chain (SC). In the investigated SC, the manufacturer will decide whether to adopt green manufacturing under the influence of the retailer’s fairness concern-based dual-channel. Thus, we discuss two decision scenarios: the no green manufacturing strategy with retailer fairness (NM model), and green manufacturing with retailer fairness (GM model). Our study has several findings: Firstly, adopting a green manufacturing strategy is not always beneficial to supply-chain members when a retailer has fairness. In particular, when fairness is at a relatively high level, the manufacturer will not adopt green manufacturing. Secondly, under green manufacturing, the product’s green degree and subsidies have a positive impact on the price and demand and the members’ profit and utility. Besides, the subsidies and retailer fairness have a counter effect on the optimal decision. Thirdly, comparing the two scenarios (NM & GM), we found that the channel price of the GM model is lower than the NM model. Finally, from the perspective of the supply chain system, the system tends toward the manufacturer adopting green manufacturing and maintaining retailer fairness concerns at a lower level.

Under the third-party logistics management inventory model, the system dynamics method is used to establish a nonlinear supply chain system model with supply capacity limitation and nonpermissible return, which is based on unsatisfied demand nonaccumulation. The theory of singular value and the Jury Test are used to derive the stable interval of the model which is simplified. The Largest Lyapunov Exponent (LLE) of the system is calculated by the Wolf reconstruction method and used to analyze the influence of different parameters of system’s stability. Then, the most reasonable and unreasonable combination of decision parameters under different demand environment is found out. Next, this paper compared and analyzed the change of inventory or transportation volume of system members under the combination of rational and irrational decision parameters. All of these provided guidance for decision making, which shows an important practical significance.

In order to make optimal decisions for pricing and emission reduction, a remanufacturing supply chain system with dual-sale channels is investigated. With regard to the preferences of consumers for different channels and carbon cap-and-trade mechanisms, profit-maximization models are developed on supply chain members and systems in decentralized and centralized cases. Based on a backward induction, the corresponding formulae for decision variables are obtained. Then the effect of the industry emission control coefficient is analyzed and the optimal decisions of two cases are compared. Finally, the coordination mechanism and numerical analysis are presented. The result indicates that: (1) As the free carbon allowances granted by the government to the manufacturer increases, the investment in carbon reduction from the manufacturer will increase. As the industry emission control coefficient increases, the carbon emissions per product and the prices of new and remanufactured products will decrease, while the demands of the new and remanufactured products and the profits of supply chain members and systems will increase. (2) As the direct sale channel preference coefficient increases, the profits of the manufacturer and the system will increase while the retailer’s profit will decrease. Correspondingly, the carbon emissions of unit product will decrease, and the sales of the direct sale channel will increase while the sales of the retail channel will decrease. (3) The decision in the coordinated case not only ensures emission reduction and system profit to reach the level of the centralized case, but also raises the profits of supply chain members in the decentralized case. Therefore, it is preferable to other decisions. (4) As the carbon trading price increases, the emission reduction investment from the manufacturer will increase while the profits of the supply chain and its members will increase.

As the core of the port and shipping service supply chain system, the port and shipping companies must urgently solve the problem of how to balance emissions, costs, and benefits with the gradual extension of China’s emission control area (ECA) and the stringent emission requirements. From the perspective of system optimization, this research constructs a revenue sharing model of the port and shipping service supply chain and deals with the revenue sharing decision-making problem of the secondary service supply chain after port enterprises and shipping enterprises joining the government subsidy mechanism driven by ECA’s policy. Research shows that the government subsidy mechanism directly affects the profit of the port and shipping service supply chain, which is the key factor in implementing the ECA’s policy and promoting the emission reduction of the port and shipping enterprises. The revenue sharing of the port and shipping enterprises plays a decisive role in the revenue of the shipping enterprises. Cooperative emission reduction mechanism should be led by port enterprises to promote the balance between revenue and emission reduction in the supply chain system. Results provide a reference for the Chinese government to formulate corresponding incentives and subsidy policy under the new ECA’s regulations as well as solving the problems of how to balance emissions reduction and cost improvement for port and shipping enterprises.

Abstract In this paper, a game model composed of three subjects — government, manufacturer and consumer has been built by using Evolutionary Game Theory on the basis of analyzing the trilateral game strategy of waste mobile reverse supply chain based on ECP; an evolutionary equilibrium model is to be sought for by utilizing the replication dynamic differential equation method; and the trilateral game strategy’s revolutionary trend and consistency have been analyzed by means of SD simulation method when government implements the static or dynamic reward and punishment strategy. The finding results reveal that, under the static reward and punishment strategy, the revolutionary process of trilateral game strategy is always unstable whether the initial behavior strategy is unitary or mixed. Therefore, it is more reasonable for the government to adopt the strategy of dynamic reward and punishment, and it is also stable and reciprocal for all the stakeholders when implementing this strategy.
