When exposed to temperatures that are progressively and rapidly raised, large dimension fibre cement boards tend to crack. This occurrence is analysed and explained for a specific issue of asymmetric growth of a curvilinear crack in high temperatures. This phenomenon occurred while performing Single Burning Item (SBI) experiments at fire loads which are higher than those used in countries of the European Union, which better reflect fire events that may occur in high-rise buildings. In such conditions, fibre cement boards crack, allowing the fire to reach the thermal insulating material which then combusts, thereby helping to spread the conflagration to upper floors. This experiment investigated the temperatures at which fibre cement boards crack, and why. Thermal analysis methods and thermogravimetric experiments were conducted on the fibre boards, followed by X-ray phase analysis investigations. During this phase, X-ray structural analysis was performed while the fibre cement was exposed to temperatures of 1000 °C. The article also presents ongoing change results when heating only composite fibre-cement board materials; phase changes that take place in high temperatures are discussed.

AbstractThe aim of this paper is to give an experimental evidence that point defects (most probably gallium vacancies) induce decomposition of InGaN quantum wells (QWs) at high temperatures. In the experiment performed, we implanted GaN:Si/sapphire substrates with helium ions in order to introduce a high density of point defects. Then, we grew InGaN QWs on such substrates at temperature of 730 °C, what caused elimination of most (but not all) of the implantation-induced point defects expanding the crystal lattice. The InGaN QWs were almost identical to those grown on unimplanted GaN substrates. In the next step of the experiment, we annealed samples grown on unimplanted and implanted GaN at temperatures of 900 °C, 920 °C and 940 °C for half an hour. The samples were examined using Photoluminescence, X-ray Diffraction and Transmission Electron Microscopy. We found out that the decomposition of InGaN QWs started at lower temperatures for the samples grown on the implanted GaN substrates what provides a strong experimental support that point defects play important role in InGaN decomposition at high temperatures.

A quantitative analysis of the effect of strain on phase retrieval in Bragg coherent X-ray diffraction imaging is reported. It is shown in reconstruction simulations that the phase maps of objects with strong step-like phase changes are more precisely retrieved than the corresponding modulus values. The simulations suggest that the reconstruction precision for both phase and modulus can be improved by employing a modulus homogenization (MH) constraint. This approach was tested on experimental data from a highly strained Fe–Al crystal which also features antiphase domain boundaries yielding characteristic π phase shifts of the (001) superlattice reflection. The impact of MH is significant and this study outlines a successful method towards imaging of strong phase objects using the next generation of coherent X-ray sources, including X-ray free-electron lasers.

The structural and phase changes in the surface layer of an aluminum alloy 1933 caused by the action of a relativistic pulsed electron beam are studied. The structural and phase state of this layer is determined by the impact action of the electron beam and by the kinetics of crystallization from the melt under ultrafast cooling. The impact of a pulsed electron beam is accompanied by the formation of a developed surface relief and the appearance of microcracks on it. The structure of the modified layer is nonequilibrium. X-ray diffraction studies and the results of energy dispersive X-ray microanalysis made it possible to determine that magnesium oxide inclusions are present in the remelted layer. MgO inclusions are generally uniformly distributed in the remelted layer. The maximum size of MgO inclusions does not exceed 1 μm. The causes and mechanisms of the formation of magnesium oxide during the action of a pulsed electron beam are discussed.

This report concerns the activities developed by the Mental Health and Social Exclusion (MHSE) Network, an initiative supported by the Mental Health Europe (World Federation of Mental Health). We report some data from the preliminary survey done in five capital cities of the European Union (Madrid, Copenhagen, Brussels, Lisbon, and Rome). The main aim of this survey was to investigate, from a mostly qualitative point of view, the causal and supportive factors implicated in the situation of the homeless mentally ill in Europe. The results point out the familial and childhood roots of homelessness, the perceived causes of the situation, the relationships with the support services, and the expectations of future of the homeless mentally ill. The analysis of results has helped to identify the different variables implicated in the social rupture process that influences homelessness in major European cities. The results were used as the basis for the design of a more ambitious current research project about the impact of the medical and psychosocial interventions in the homeless. This project is being developed in 10 capital cities of the European Union with a focus on the program and outcome evaluation of the health and psychosocial services for the disadvantaged.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

Eco-friendly cushioning materials were made with thermomechanical pulps (TMPs) from waste woods collected from local mountains in Korea, using a suction-forming method without physical pressing. The TMP cushions had superior shock-absorbing performance, with lower elastic moduli than expanded polystyrene (EPS) or molded pulp. Even though the TMP cushions made using various suction times had many voids in their inner fiber structure, their apparent densities were a little higher than that of EPS and much lower than that of molded pulp. The addition of cationic starch contributed to an increase in the elastic modulus of the TMP cushions without increasing the apparent density, an effect which was different from that of surface sizing with starch. In the impact test, the TMP cushions showed a more ductile pattern than the brittle EPS. The porosity of the TMP cushion was a little less than that of EPS and much greater than that of molded pulp. The porous structure of the TMP cushions contributed to their excellent thermal insulating capacity, which was equivalent to that of EPS. In summary, the TMP packing cushions showed great potential for surviving external impacts during product distribution.

У статті досліджено вплив Суду Європейського Союзу (ЄС) на впровадження і застосування Угоди про асоціацію між Україною та ЄС, що викликало безпрецедентні політичні, економічні та правові реформи в Україні. Зокрема, розглядаються конституційні виклики, які постали перед державою під час виконання Угоди в правовій системі. Крім того, досліджено два питання. Перше – ефективне впровадження та застосування Угоди про асоціацію між Україною та ЄС в українській правовій системі. Друге – сумісність і відповідність Угоди Конституції України. Проаналізовано останні політичні та правові події в Україні через призму ефективної реалізації Угоди про асоціацію між Україною та ЄС і зростання проєвропейського правового активізму в державі. На закінчення стверджується, що Угода про асоціацію між Україною та ЄС посилює пристосованість національного конституційного устрою до цілей досягнення європейської інтеграції та застосування європейських спільних цінностей в Україні. Угода про асоціацію між Україною та ЄС створила стійку інституційну та правову основу для застосування acquis ЄС (правового доробку ЄС), включаючи прецедентне право ЄС та комплексне законодавче наближення між законодавством України та ЄС. Однак інституційні реформи, які вже відбулися, не можна вважати цілком достатніми. Верховній Раді України не вдалося запровадити основні та процедурні засади для застосування та впровадження Угоди в правовий порядок України. Однак ця прогалина частково заповнюється зростаючим судовим активізмом в Україні. Вітчизняні судді вже почали посилатися на Угоду про асоціацію між Україною та ЄС і відповідні частини acquis ЄС у своїх рішеннях, тим самим закладаючи основу для регулярного застосування загальних принципів права ЄС у процесі виконання й імплементації Угоди про асоціацію між Україною та ЄС.

Abstract The paper focuses on the very topical issue of conclusion of the membership of the State, namely the United Kingdom, in European integration structures. The ques­tion of termination of membership in European Communities and European Union has not been tackled for a long time in the sources of European law. With the adop­tion of the Treaty of Lisbon (2009), the institute of 'unilateral' withdrawal was intro­duced. It´s worth to say that exit clause was intended as symbolic in its nature, in fact underlining the status of Member States as sovereign entities. That is why this institute is very general and the legal regulation of the exercise of withdrawal contains many gaps. One of them is a question of absolute or relative nature of exiting from integration structures. Today’s “exit clause” (Art. 50 of Treaty on European Union) regulates only the termination of membership in the European Union and is silent on the impact of such a step on membership in the European Atomic Energy Community. The presented paper offers an analysis of different variations of the interpretation and solution of the problem. It´s based on the independent solution thesis and therefore rejects an automa­tism approach. The paper and topic is important and original especially because in the multitude of scholarly writings devoted to Brexit questions, vast majority of them deals with institutional questions, the interpretation of Art. 50 of Treaty on European Union; the constitutional matters at national UK level; future relation between EU and UK and political bargaining behind such as all that. The question of impact on withdrawal on Euratom membership is somehow underrepresented. Present paper attempts to fill this gap and accelerate the scholarly debate on this matter globally, because all consequences of Brexit already have and will definitely give rise to more world-wide effects.

The article is devoted to the study of the impact of the introduction of International Financial Reporting Standards (IFRS) on changes in the investment climate in Ukraine. The relevance of the topic is that improving the practice of applying IFRS as a tool for exchanging financial information is one of the key conditions for improving the investment climate in Ukraine. The authors have created the generalized scheme that illustrates the chronological list of enterprises that are required by law to prepare financial statements in accordance with IFRS. It was noted that in 2018, in accordance with Part 2 of Article 12 of the law on accounting and financial reporting in Ukraine and resolution of the Cabinet of Ministers of Ukraine No. 547 from 11.07.2018, the criteria of enterprises that are required to prepare financial statements in accordance with IFRS were updated. This step significantly increased the level of application of international standards due to the adoption of such a decision at the legislative level. The dynamics of the number of IFRS enterprises in Ukraine was analyzed. The analysis showed that over the past three years, the number of almost all enterprises that must apply international standards has been growing. The advantages of using IFRS for different users of financial statements were determined. It was determined that the priority users of IFRS financial statements are investors. At the same time, it was noted that the main advantage for other users of financial statements prepared in accordance with international standards is the improvement of the investment climate. The dynamics of the Investment Attractiveness Index of Ukraine based on the Likert scale in the period from 2016 to 2020 was analyzed. The direct investment receipts to Ukraine from the European Union countries were studied. The dynamics of direct investment in the Ukrainian economy was analyzed for two types of economic activities that should form financial statements in accordance with IFRS, namely, the extractive industry and quarrying, as well as financial and insurance activities.
