Rural multifunctional social centers and their investment potential: from foreign experience to domestic practice

Other features of the modern Russian rural society include the weakening of the position of agriculture itself, the increasing diversity of rural employment, the formation of rural-urban labor markets, all of which are directly related to the saturation of rural areas with urban residents, which gives impetus to the use of innovative forms of investment activity in the social sphere of emerging rural agglomerations. At the same time, the tasks set in the new State Program "Integrated Development of Rural Territories" (the beginning of implementation of which falls on January 2020) are not large-scale both to the existing networks of rural social services, and to the system of rural settlement and the nature of demographic processes in rural areas of Russia. There is an institutional imbalance, in which the management of the infrastructural development of the rural sociosphere is extremely difficult, and requires the introduction of new mechanisms, including related. The purpose of the study is to summarize the domestic and foreign experience of creating multifunctional public centers in rural areas, as well as to identify the possibility of realizing their investment potential. It is shown that the functioning of multifunctional public centers is an effective method for improving the quality of life of the rural population in the socio-cultural, socioeducational, social and leisure, social and household, tourist and educational spheres. The generalization of foreign experience allows us to distinguish centers by their functions (on the basis of educational institutions, cultural institutions, leisure centers); by spatial solution (in one building or several buildings); by location in a settlement (in the center of a settlement, near a transport hub, in an inter-settlement equidistant space). The domestic experience of providing multidisciplinary services to the rural population is primarily associated with two integrated approaches, when the resource-based approach.

The author researchers the social sphere consisting of the branches’ set creating various products in the form of non-material and material services which finally provide inquiries of the society in Kazakhstan that comes to be very important and authentic for the current matter of fact for this country. Transformations associated with the transition to the market economy caused a sharp decline in the rural population of life quality. In the context of transformational recession social services in the rural areas for a long time operated on prevailing conditions in the planned economy assets, resulting in the quality of its services significantly decreased.At the same time, the social sphere of urban economy is largely felt the benefits of the economic growth and participation in the reconstruction of this sector and took the largest system of corporation, especially in the status of city-companies within the social responsibility of business and regional agreements of social partnership.

The study of rural population in the regional context makes it possible to identify demographic problems and analyze the factors influencing the state of rural population and settlements of the republic on the example of the Predvolzhsky agrarian economic region (Predvolzhie) of the Republic of Tatarstan with predominantly rural population. The period for considering the development of the rural population of the economic region was chosen from 1959 to 2019, since the Soviet period of the development of the planned economy and the formation of market relations in agriculture in the republic has its own characteristics and aspects. A significant impact on the rural population of the republic was exerted by the large-scale diversified development of industrial production: the automotive industry, petrochemical production, and the electric power industry. The study reveals the complex impact of historical, geographical, social, economic, transport factors affecting the demographic processes in the rural population of this economic region. The dynamics of changes in the main indicators of demographic processes of the rural population of the Volga region is considered on the example of Apastovsky, Buinsky, Drozhzhanovsky, Kaibitsky, Kamsko-Ustinsky and Tetyushsky rural municipal districts of the Republic of Tatarstan. The article shows the internal territorial differences in the population density of the Predvolzhsky economic region and analyzes the main demographic indicators (birth rate, mortality, decline in dynamics over 60 years), and also reveals positive and negative trends of these indicators using the example of specific municipal areas. The analysis of changes in the dynamics of the rural population and settlements and the reasons for its decrease is presented on the basis of statistical materials of the All-Union and All-Russian population censuses. The article identifies three periods of development of the rural population in the municipal districts of the Predvolzhsky economic region of the Republic of Tatarstan, which reflect the general picture of the vector of development of the rural population of the republic in the period under study. The current crisis state of the demographic indicators of the agrarian economic region shows the need for targeted management decisions in this direction. The research emphasizes that at the moment the country people need economic stability. Existence in rural areas of jobs, the stable salary will allow to stabilize a situation of reduction of country people.

The purpose of this study is to determine the role of high school in managing conflicts between teenagers in the rural areas between Tirana and Elbasan. Conflicts among teenagers are always present. They can happen in families, at school, and in the community, but our focus will be the conflicts generated in school premises. It is concerning that teenagers are seeing school as a battlefield where they can fight away from their parents' eyes. The research will shed light on how the aid offered by the high school social services, impact teenagers’ conflict management. This study uses Psychoanalytic, Humanist and Behavioral Directions to explain the source of violent behavior among students in schools located in rural areas. The study is based on the Positive Paradigm. The research method used for collecting data is the quantitative one. The population of this study is the teenagers of high schools located in rural areas between Tirana and Elbasan. The sample of the study is the students of "Krrabë" and "Ibrahim Hasmema" high schools and the instrument used is the sociological questionnaire. Data analysis will show whether teenage conflicts exist and how schools located in rural area manage these conflict cases. The document argues that conflicts between teenagers are present at school premises and the latest rarely use the social services provided at their school. The teachers' staff should be trained on identifying young people who tend to conflict and to have violent behavior. Teachers should be also trained on the ways to treat those teenagers who are victims of violence.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

The article shows the importance of using the public-private partnership mechanism for the development of the social sphere of the village. Review of PPP implementation by countries G20 showed different legal approaches in PPP implementation, parallel use and concessions, and agreements, application of guaranteed minimum income and risk sharing among participants, use of different PPP support measures. The presented results of the questionnaire indicate the largest use of PPPs in housing and communal services — 272 projects (81.68 %), which is due to the high degree of wear and tear in water and heat supply, in education — 22 projects (6.61 %), mainly the construction of preschool institutions, school repairs, in the field of sports and tourism 14 projects (4.2 %) — the construction of sports grounds and stadiums, sports centers, 10 projects (3 %). Public-private partnership projects in the social sphere of rural areas are less marginal, their financing is associated with significant difficulties due to the heterogeneity of demand, the difficulty of forecasting consumer demand and assessing social effect. The development of public-private partnerships is constrained by the lack of necessary budget funds to ensure the minimum guaranteed income of a private partner, the duration and complexity of maintaining procedures.

Residents of rural northeast Nevada lack many of the social services available in the urban parts of Nevada and the nation. One of the services lacking in Battle Mountain, Nevada is quality after-school child care. The University of Nevada Cooperative Extension and the Lander County School District collaborated to develop and administer an after-school program for at-risk elementary students, which addressed this need. The program was designed to provide an educational experience while at the same time providing students with some of the protective factors needed to help them lead more productive lifes. This paper details how the program was carried out and shows the results of the program's evaluation. In lean economic times, a collaborative effort such as this may be one way to address youth needs in rural areas. The result was increased community support for quality after-school child care.

Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. The article explores the issues of implementing public-private partnership projects in the social security system of the Kursk region. The relevance of this topic is due to the fact that public-private partnership is becoming an increasingly popular way of solving the problems of the development of a socially significant sphere in the conditions of a shortage of budget resources, where it is impossible to fulfill the set goals without attracting investments and the potential of the institution of entrepreneurship. In Russia, the relevance of public-private partnership in the social sphere is due to the low level of its development in terms of applying advanced management methods. This sector, which for many decades was the object of direct government, is experiencing today the greatest need for various resources for the implementation of the set tasks of socio-economic development. The article presents theoretical, methodological and practical approaches to reflecting the development of public-private partnership in the social security system of the region. The system of indicators that characterizes the quantitative and qualitative aspects of the social sphere of the region is analyzed. In the course of the study, specifics of the implementation of public-private partnership projects at the regional level were revealed. The analysis of the dynamics of key indicators of the social security development in the region was carried out. With the financial capacity of the public sector reduced and the private sector has the potential to effectively implement innovative technologies to solve socially important tasks to modernize the social services infrastructure aimed at improving the quality and accessibility of socially important services, it requires a combination of opportunities and efforts of the public and private sectors. The article provides a comprehensive analysis of the main indicators of investment projects of public-private partnerships, suggests approaches to increase the efficiency of implementation of these projects in the Kursk region.

Abstract. The purpose of this article is to analyze the forms of stimulating competition among social market participants in rural settlements of the Sverdlovsk region. Research methods. The method of studying the factors of development of competition in the market of social services of rural settlements within the framework of the Standard for the Development of Competition in the constituent entities of the Russian Federation involves the decomposition of the general objectives of the Standard in the blocks for assessing the competitive environment by market participants and consumers. The information base of the study is formed on the basis of interrogation methods for obtaining information on the results of the implementation of the Standard and covers rural areas of the Sverdlovsk region. The results of the study. The study confirms the use of infrastructural and institutional stimulation of competition in the social services market in rural areas, based on the methodology of the procedures of the regional Standard for the Development of Competition. The results of using this methodology to stimulate competition show unsatisfactory results for the rural social services market. Scientific novelty. The study confirms the use of the methodology of infrastructural and institutional stimulation of entrepreneurial activity in the procedures of the regional Standard for the Development of Competition. Accordingly, the standard does not take into account the properties of the “quasi market” characteristic of the social services market. At the same time, the features of the distribution process when paying for social services provide additional tools to stimulate competition. The authors of the article give a model of using the properties of the “quasi market” to solve the main barrier for entrepreneurs of rural settlements of the Sverdlovsk region expressed in the need to provide activities with their own premises. The compensation mechanism will create a steady demand for the services of organizations investing in the creation of premises for the implementation of their activities.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.
