The article highlights the key messages that are the basis and determine the direction of modernization of the system and content of higher education and which are assigned to the process of developing, approving and implementing of the higher education standard of the specialty 015 Professional Education (by specializations). The educational activities concept in the relevant specialty for technical specializations was developed, which includes: a code and a name of the specialty; the level of higher education; the indicative list of specializations and educational programs; the total amount in credits of ECTS and the term of training; professional standards, for the observance of which is planned to send training (if available); a list of the main competencies that must be mastered by those who receive higher education; indicative list of professional qualifications which is planned to provide; the educational requirements for persons who can start training; procedure for assessing learning outcomes.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

The article is devoted to the problematic issues of integrating professional competencies into educational programs of higher education institutions. It is substantiated that the relationship between educational and professional standards should be deepened, which will ensure a balance of knowledge of applicants obtained during training in higher education, and requirements for jobs, achieving the necessary program learning outcomes that will be implemented in the labor market as effective human capital. The object of research in the article is the professional qualification of higher education students, integrated into the educational programs of higher education. The purpose of the study is to determine the prospects for the development of the system of professional qualifications for the quality implementation of professional competencies in educational programs of higher education institutions. The article performs a theoretical and analytical analysis of the prerequisites for the introduction of professional competencies in educational programs of higher education institutions. It is determined that professional qualifications should be awarded by a higher education institution on the basis of appropriate professional standards, which in turn reflect a person's ability to perform a certain set of tasks and responsibilities defined by the relevant profession. It is established that for the assignment of a certain educational or professional qualification it is necessary to have: an appropriate standard; the state (institution) authorized to assign the appropriate qualification; rules (procedure) for assigning a qualification, which includes criteria for assessing the achieved program learning outcomes. It is determined that the current challenges for the development of professional competencies and the creation of appropriate standards are the reorientation of the labor market in connection with the emergence of new qualifications; development of lifelong learning trends; creation of new preconditions for licensing of educational activity of higher education institutions; high requirements for the quality of higher education in higher education and for professional qualifications in the labor market; the need for cross-border recognition of educational and professional qualifications; development of non-formal and informal education. The main perspective steps for the development of the system of professional qualifications for high-quality implementation in higher education curricula are outlined, which include: international recognition of the adopted the National Qualifications Framework, creation of new generation educational standards, establishment of uniform requirements for recognition of professional experience. comparison of educational and professional qualifications, adoption of the Procedure for recognition in Ukraine of professional qualifications acquired in other countries, determination of an effective mechanism for recognition of competencies acquired in nonformal and informal education, creation of an effective register of qualifications, support of dual education 70 development, monitoring of education qualifications, approximation of professional qualifications to Multilingual Classifier of European Skills, Competences, Qualifications and Professions (ESCO). The problems of development and use of requirements to education results at the level of subject matter, educational module and educational program are considered in this paper, and also the advantages of training results have been shown. Nowadays the learning outcomes play the key role in European higher education strategy, as well as in strengthening of European dimension in higher education. Learning outcomes have become the basis of Dublin Descriptors forming Qualifi cations Framework in European transfer of credits and their accumulations, in reform of educational courses, introduction of innovations, elaboration of learning modules and educational programs. They improve the practice of international recognition and job placement, stimulate mobility. Learning outcomes promote the achievement of students-centered learning and inculcation of competence-based approach. Application of learning outcomes as dynamic method of educational programs projecting facilitates joint work with employers, and the forward experience of foreign higher education institutions is evidence of it.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

Educational program (EP) is a document where the application of an individual approach to students is ensured, so do the transformation of professional competencies from professional standards and qualification standards into learning outcomes. Innovative educational program «7MO1511(2) – Technologies – Smart City» has been developed in order to prepare masters of IT education on the basis of a multidisciplinary approach to allow the students to possess fundamental knowledge and practical skills in the fields of analysis of the development, management and services of the Internet and the use of SMART technology. However, the EP can be successful if the competencies of students are determined. In this article, the main component of educational program is discussed. The competencies were indentified under the professional standards developed by «Atameken». The concepts of competency, professional standard and educational programs are given.

Introduction. Currently, there are numerous discussions concerning a relevant issue – the impact of transformations of the higher education system on the quality of graduates of technical universities. It is important to analyze the advantages and disadvantages of modern higher education in construction in comparison with one of the Soviet period and to define the direction it should be developed in the future. The present article analyzes the changes that higher education in construction has undergone since 1955 to the present time. Materials and methods. The data used in the analysis include regulatory documents which regulated the implementation of educational activities in different years: orders, classifiers, model curricula and state educational standards. The requirements to the structure and results of the study of educational programs in the field of construction were analyzed. Results. The analysis showed that over the past decades, higher education in construction has undergone significant changes. Fundamental transformations took place at the turn of the millennium when changing from a disciplinary to a competence model of education, as well as from direct government management of the education system to the normative legal regulation of educational activities. If in Soviet times, training was delivered under model curricula of construction specialties, now training is mainly performed according to Bachelor’s and Master’s degree programs, the content of which educational institutions determine independently on the basis of educational standards. Conclusions. The performed analysis identified the deficiencies in the modern system of higher education. The imperfection of the regulatory framework, the deficiencies of the competence approach make it impossible to ensure quality training of specialists in the construction industry. This involves improvement of higher education system, including in the field of construction. It is necessary to establish more detailed requirements to the study results and the content of educational programs. It requires among educational standards, exemplary basic educational programs.

The ever-growing demand for digital IT industry specialists brings to the fore the task of developing effective educational programs that ensure a high qualification level of graduates. The result of such activities – the turn-out of highly qualified specialists will depend on how much more detailed all the components of the educational activities of the University are considered, designed and implemented. Therefore, when developing and updating educational programs, higher education institutions will have to clarify the composition of professional competencies that must meet both the needs for effective performance of generalized labor functions and labor functions fixed in professional standards, and many educational parameters fixed in the regulatory framework of Russian higher education. The purpose of this research is to develop innovative educational programs at the stage of digital transformation of higher education and the transition to practice-oriented project training of University graduates in IT areas. The research tasks include the following stages: 1. Development of a conceptual model of an intelligent integrated educational environment based on the interface of ontologies of professional and educational standards. 2. Systematization and organization of elements of the digital repository and on its basis, the development of algorithms for generating educational-methodical and organizational-administrative content of the intellectual integrated educational environment. 3. Testing methods for generating content in the intelligent integrated educational environment. This task can be achieved only by integrating all components of the educational process into a single information and educational space. The solution to this problem is seen in the development of methods and tools for generating educational-methodical and organizational-administrative content based on the digital repository of the electronic learning system through knowledge management technologies that ensure the adaptability of the educational process using the ontological approach. Such work is currently being carried out at Plekhanov Russian University of Economics, including ICT areas. The analysis of professional activity of graduates of bachelor’s degree and master’s degree programs in terms of requirements of the Federal State Education Standards of Higher Education in the field of “Applied Informatics” has shown that these requirements with varying degrees of completeness correspond to a number of professional standards in the field of IT industry. As a result of the analysis of the factors for improving the quality of the educational process, the ways to improve training of bachelors in the field of “Applied Informatics” in the context of combining ontologies of professional and educational standards are outlined. The article also provides approaches to the development of an approximate basic educational program in this direction and reveals the method of its engineering, based on the interaction and composition of elements of the integrated information and educational space and, on its basis, semantic modeling and automatic generation of educational and organizational and managerial content. Thus, the proposed method will contribute to improving the efficiency of the educational process and meet the world trends in the development of science in this field of knowledge, which will bring the training of highly qualified IT industry specialists to a qualitatively new level.

Abstract Nowadays, the standard of professional education, interior architecture and interior design at higher education in Thailand must meet the certification criteria from the Professional Council. However, the expected learning outcomes results in the past studies has not studied the components of expected learning outcomes that are explicit and consistent with the 20-Year National Strategy. The researchers therefore aim to study such components to lead to the development of a standard measurement model to further expected learning outcomes. The researchers synthesized the initial components through the document to create and develop a questionnaire to evaluate the level of performance by estimating 5 levels and collect data with the senior students in the curriculum that has been approved by the Professional Council. Divided into 362 samples in the analysis of survey elements and 364 samples in Confirmatory Factor Analysis by Cluster Random Sampling from state and private universities. The survey component analysis resulted in 6 components along with confirmatory factor analysis of empirical component. The results of the sequence analysis of weight components from descending order as follows: Cognitive for profession skill (CP)=.96 Interpersonal relationship and responsibility skill (IR)=.89 In numerical communication and information technology skill(NC)=.87 Profession future of Thailand skill (PF)=.85 Knowledge for Professional practice skill (KPP)=.73 Moral and ethical skill (ME) =.67.
