The article considers the issues on which the procedure for conducting forensic examinations and expert studies related to the study of the circumstances of oxygen cylinder explosions. Conducting such studies is one of the most difficult in explosive examination, because the results of chemical studies of the remains seized at the site of the explosion do not give any results on the explosive transformation of substances and materials. Examination has to be carried out on the results of such phenomena only on those objects that were found at the site of the explosion. However, there is no expert methodology for conducting such research, and the phenomena of such a process have not been fully studied today. The methodological recommendations developed by the staff of the Institute in the main part are not the result of generalizing the literature data. The recommended system of work consisted primarily of processing the material obtained in the process of accumulating experience in fire-technical and explosive-technical expertise and was the result of a generalization of this experience. The structure and content of the recommended research methods is the result of the analysis and generalization of a large amount of factual material over a long period of experts’ work. The provisions in the guidelines are illustrated with examples from practice. In addition to examples of the experts’ work, there are instructive cases of incorrect, unsuccessful solution of certain issues. This is of cognitive value, provides opportunities to more easily, and correctly address issues raised by experts. Yet, this is only the first experience. Therefore, the authors do not claim to be exhaustive of the stated provisions, believing that these recommendations should be improved based on discussions with the practitioners, further accumulation and generalization of facts of similar phenomena and events.

The study addresses the issues of exclusion from the supplementary part of the Polish pension system. The main goals of the research are: 1) characterising retirement exclusion as a specific type of financial exclusion, and 2) identifying and assessing key determinants of retirement exclusion in the supplementary part of the Polish pension system. The article is epistemological and classifying in nature. In the review part, the research methods used are based on a critical analysis of the literature and a synthesis of its conclusions. The main part is based on a meta-analysis of the results of surveys regarding pension awareness and propensity to save, elements of the economic analysis of law, and analysis of existing data. The presented considerations lead to the formulation of arguments, that justify the thesis that the scale and extent of retirement exclusion in the supplementary part of the Polish pension system are a derivative of factors included in four meta-categories: 1. low pension awareness, 2. low saving potential, 3. low propensity to save, and 4. limited availability of pension products.

During the 2003 Tokachi-oki, Japan earthquake, many oil tanks located in Tomakomai were damaged by sloshing due to the long-period strong ground motion. It is especially noted that the single-deck floating-roofs of seven tanks collapsed as they sank with the buckling failure of the pontoons, which resulted in fire accidents of two tanks. To clarify the cause of such damages, it is necessary to investigate in detail the sloshing behaviors in consideration of the existence of a floating-roof. However, so far most of the researches on sloshing have treated only the case of a free surface or the case of a rigid floating-roof, and have not considered the case of an elastic floating-roof, which is used in an actual tank. In this paper, the authors discuss the problem on the basis of fluid-elastic vibration analysis, that is, they investigate the sloshing behaviors of actual floating-roof models with single-deck type and double-deck type and indicate several important viewpoints on the seismic design which has hardly been taken into account hitherto.

The article deals with the historiographical review of various materials describing the recent outcomes of national underwater archaeological organizations activity. Attention is given to the periodization issues caused by the key influence exerted on underwater archaeological work on technological advances. It gives a brief description of scientific papers that use underwater archaeology conclusions and characterize research methods applied in dating, reconstruction and museumification. The main part of the work is determined by the characteristics of the scientific and practical heritage and biographical data of individual scientists, whose name is associated with the development of the national school of underwater archaeology in space and time. Professor R. A. Orbeli and Professor V. D. Blavatsky are traditionally considered to be the ideological inspirers and the first organizers of the systematic study of the underwater cultural and historical heritage of our country. The assessment of the activities of these scientists, as well as the existing bibliographic base, on the basis of which the historiography of the issue under consideration is formed, organically forms the main part of this article. This article pays sufficient attention to the history of studying underwater archaeological research from the first practical attempts based on empirical methods to the current state of Affairs in the discipline, using a wide range of scientific research: GPS navigation, magnetometers, side-view sonars, unguided underwater vehicles, etc. The article conclusion is the conditional birth of historiography along with the emergence of unrelated collections of specialized literature, where indirect references to underwater landmarks are presented firstly, and, with the development of archaeological science, separate analytical and methodological works devoted entirely to underwater historical landmarks research appear. Keywords: periodization, historiography, underwater archaeology, research on underwater historical landmarks, materials analysis, desk research methods

In the first, introductory part of the published review of the XVIII Bach Readings, which took place at the St. Petersburg Conservatory in March 2021, the reviewer tells about her individual Bach-studies experience. This experience reflects the Bachian life in Leningrad in the second half of the 20th century. In part, according to the author, it gives her the right to estimate such a special event. In the second, main part of the review, the author provides a set of topics, angles and research methods in the light of scientific interests and contribution of scholars to this area of musicology. In the Readings, modern Bachology appears as a specific branch of musicology with its current problems and as an open scientific world interacting with the problems of time and the surrounding life in its dynamics.

An analytical discussion of that case of motion in the restricted problem, in which the mean motions of the infinitesimal, and smaller-massed, bodies about the larger one are nearly in the ratio of two small integers displays the existence of a series of periodic solutions which, for commensurabilities of the typep+ 1:p, includes solutions of Poincaré'sdeuxième sortewhen the commensurability is very close, and of thepremière sortewhen it is less close. A linear treatment of the long-period variations of the elements, valid for motions in which the elements remain close to a particular periodic solution of this type, shows the continuity of near-commensurable motion with other motion, and some of the properties of long-period librations of small amplitude. To extend the investigation to other types of motion near commensurability, numerical integrations of the equations for the long-period variations of the elements were carried out for the 2:1 interior case (of which the planet 108 “Hecuba” is an example) to survey those motions in which the eccentricity takes values less than 0·1. An investigation of the effect of the large amplitude perturbations near commensurability on a distribution of minor planets, which is originally uniform over mean motion, shows a “draining off” effect from the vicinity of exact commensurability of a magnitude large enough to account for the observed gap in the distribution at the 2:1 commensurability.

AbstractFive important geodynamical quantities which are closely linked are: 1) motions of points on the Earth’s surface; 2)polar motion; 3) changes in UT1-UTC; 4) nutation; and 5) motion of the geocenter. For each of these we expect to achieve measurements in the near future which have an accuracy of 1 to 3 cm or 0.3 to 1 milliarcsec. From a metrological point of view, one can say simply: “Measure each quantity against whichever coordinate system you can make the most accurate measurements with respect to”. I believe that this statement should serve as a guiding principle for the recommendations of the colloquium. However, it also is important that the coordinate systems help to provide a clear separation between the different phenomena of interest, and correspond closely to the conceptual definitions in terms of which geophysicists think about the phenomena. In any discussion of angular motion in space, both a “body-fixed” system and a “space-fixed” system are used. Some relevant types of coordinate systems, reference directions, or reference points which have been considered are: 1) celestial systems based on optical star catalogs, distant galaxies, radio source catalogs, or the Moon and inner planets; 2) the Earth’s axis of rotation, which defines a line through the Earth as well as a celestial reference direction; 3) the geocenter; and 4) “quasi-Earth-fixed” coordinate systems. When a geophysicists discusses UT1 and polar motion, he usually is thinking of the angular motion of the main part of the mantle with respect to an inertial frame and to the direction of the spin axis. Since the velocities of relative motion in most of the mantle are expectd to be extremely small, even if “substantial” deep convection is occurring, the conceptual “quasi-Earth-fixed” reference frame seems well defined. Methods for realizing a close approximation to this frame fortunately exist. Hopefully, this colloquium will recommend procedures for establishing and maintaining such a system for use in geodynamics. Motion of points on the Earth’s surface and of the geocenter can be measured against such a system with the full accuracy of the new techniques. The situation with respect to celestial reference frames is different. The various measurement techniques give changes in the orientation of the Earth, relative to different systems, so that we would like to know the relative motions of the systems in order to compare the results. However, there does not appear to be a need for defining any new system. Subjective figures of merit for the various system dependon both the accuracy with which measurements can be made against them and the degree to which they can be related to inertial systems. The main coordinate system requirement related to the 5 geodynamic quantities discussed in this talk is thus for the establishment and maintenance of a “quasi-Earth-fixed” coordinate system which closely approximates the motion of the main part of the mantle. Changes in the orientation of this system with respect to the various celestial systems can be determined by both the new and the conventional techniques, provided that some knowledge of changes in the local vertical is available. Changes in the axis of rotation and in the geocenter with respect to this system also can be obtained, as well as measurements of nutation.
