The Sustainable Development Goals commit all countries to make rights to education realities for all children. Most of those out of school, and in school but not learning, are in Low Income Countries. Poor countries allocate 3%-4% of GDP to education. 6% is needed to finance universal primary and secondary school. Aid can help. However, aid to education in poor countries has stagnated since 2010 at USD 12 Billion annually. Aid can accelerate development that is self-sustaining through investment in human capitals and the promotion of public goods. Over the last three decades national investment has helped some countries transform their education systems. In other countries progress has been disappointing. The challenge for old and new donors to education is how should future aid be provided to promote sustainable development aid and how can Comparative Education help?

Financial sector plays a crucial role in helping a country attaining the Sustainable Development Goals (SDGs) as Financial Means of Implementation (MoI) in the Addis Ababa Action Agenda (AAAA). This report seeks to study sources and uses of fund for the SDGs and evaluate whether the role of the financial sector in ASEAN complies with the AAAA. The study shows that available sources of funds and the level of national incomes or the level of a country’s economic development are closely related. Overall, ASEAN gives the highest priority to economic development, creation of innovation and infrastructure investment (SDG 8 and SDG 9), while environmental development and earth conservation appear to receive lower priority (SDG12- SDG15). Furthermore, low-income countries, such as CLMV countries, cannot afford to finance their SDGs initiatives and hence make slow progress in the SDGs. The per-capita SDGs fund, a proxy for quality of investment in sustainable development, is also differed by the level of country’s incomes. The report also proposes a set of policy recommendations for the development of the financial sector’s role in the SDGs as well as possible innovative financing for development.

While the economic voting hypothesis is a well-researched approach to explain behavior at the ballot box, a broader perspective of economic, social and environmental issues regarding a government’s chances to get re-elected is still missing in the literature. In this context, this paper makes use for the first time of the Agenda 2030 with its 17 Sustainable Development Goals (SDGs) as the comprehensive policy framework that all 193 UN member states have pledged to achieve. The objective of our study is therefore to examine the relationship between SDGs’ progress and the likelihood of re-election. Our analysis of 124 countries regarding performance on the SDGs over time and voting behavior shows: the chance to get re-elected as a government significantly increases for progress made towards SDG 5 (Gender Equality). Notable differences are also found for high-income vs. low-income countries. The fact that governments are rewarded at the ballot box for successful action towards gender equality is encouraging, while the mechanisms behind other SDG areas deserve more research.

AbstractThe 2030 Agenda for Sustainable Development gives equal emphasis to developed (“Northern”) countries and developing (“Southern”) countries. Thus, implementation of the Sustainable Development Goals (SDGs) demands coherent collaboration to transform society across all countries. Yet, there has been little research published on SDG partnerships and this is the first study to explore the extent to which partners from Northern and Southern countries are involved in them and their focus. It identifies that involvement is unequally distributed and may perpetuate the North–South divide in countries’ resources, including access to data and scientific capacities. Most notably, partners from low-income countries are involved in far fewer partnerships than partners from countries in all other World Bank income categories, although the former are least able to develop sustainably. As such, all those promoting sustainable development from governmental, private and third-sector organisations need to address global inequalities in establishing and implementing SDG partnerships if, collectively, they are to facilitate delivery of Agenda 2030.

This article describes the main models for embedding research and the successful experiences and challenges faced in joint work by researchers and decisionmakers who participated in the Embedding Research for the Sustainable Development Goals (ER-SDG) initiative, and the experience of the Technical Support Center. In June 2018, funding was granted to 13 pre-selected research projects from 11 middle- and low-income countries in Latin America and the Caribbean (Argentina, Bolivia, Brazil, Colombia, Dominican Republic, Ecuador, Guatemala, Guyana, Haiti, Paraguay, and Peru). The projects focused on the system-, policy-, or program-level changes required to improve health and build on the joint work of researchers and decisionmakers, with a view to bringing together evidence production and decision-making in health systems and services. The Technical Support Center supported and guided the production of quality results useful for decision-making. This experience confirmed the value of initiatives such as ER-SDG in consolidating bridges between research on the implementation of health policies, programs, and systems, and the officials responsible for operating health-related programs, services, and interventions. It highlighted the importance of both respecting and taking advantage of each context—and the specific arrangements and patterns in the relationships between researchers and decisionmakers—through incentives for embedded research.

The article examines the connection between international development assistance provided by the United States and the achievement of the Sustainable Development Goals (SDGs) in the recipient countries. It shows the change in approaches to international development aid and SDGs during the presidencies of Obama, Trump and Biden. Author discusses the problems of assessing the results and effectiveness of aid at the macro level and makes a quantitative assessment of the relationship between indicators of international aid, the index of sustainable development and macroeconomic indicators of countries receiving US assistance. The article concludes that no relationship could be identified between the indicators of the provision of international assistance provided by the United States and the indicators of the sustainable development index of the countries receiving this assistance. At the same time, there is a relationship between the indicators of GDP per capita and the Sustainable Development Index. There are also signs of a relationship between the Sustainable Development Index and the volume of US aid per capita, of the recipient country - a lower Sustainable Development Index of a country is usually accompanied by a higher level of aid per capita.

Many people and departments in higher education institutions and hospitals across the globe have objectives that include cross-national partnership working, internationalisation, capacity-building and sharing education and research.  We find such commendable ideals at a global level in the Sustainable Development Goals (SDGs) to strategic plans of individual organisations from both low and high-income countries.  Using a case-study approach this paper offers insights into some of the key practical issues around global partnership working.  We use two case studies of a developing partnership between two separate higher education institutions from the United Kingdom (UK) and one from Nepal.  To inform and guide others interested in developing global partnerships we highlight key the reasons for, considerations about, key procedures around the development of such Nepal-UK partnerships and key challenges. Journal of Manmohan Memorial Institute of Health SciencesVol. 3, No. 1, 2017, page: 94-100

The position of poor countries reflects international relationships governing economic exchange, debt, and markets. No less important are the dominance of ideas from abroad, such as the Washington Consensus, and the role of international organisations in enforcing its principles. Policies have shifted from the self-direction of the Poverty Reduction Strategies towards the top-down priorities represented by the Sustainable Development Goals.

Water is essential for human life, the socio-economic improvement of the state and the protection of its natural environment. Senegal has a rich and diversified hydrological potential, most of whose surface water reserves are located in the basins of the Senegal and Gambia rivers and in groundwater. Unfortunately, water resources can be threatened by anthropogenic actions of various origins and by the adverse effects of climate change. This article aims to analyze the current state of water resources, water problems and prospects for the sustainable development of water resources in Senegal. Information is collected from secondary sources and available statistics (books and the Internet). The results show the importance of Senegal's water resources potential (in terms of surface and groundwater), water resources that are often severely deteriorated due to pollution, agricultural activities and the rised water demand from the population. This degradation is likely to worsen with population growth, development and climate change. For example, the Senegalese government has been conducting a water control policy for several decades aimed at providing the various sectors with water in sufficient quantity and of appropriate quality according to custom to accelerate development balanced. There are several policies and actions for the formulation of rules and regulations on the general use of water. To be in line with the sustainable development goals (SDG), including SDG 6, Senegal is committed to the sustainable management of water resources to ensure universal and equitable access to safe and affordable drinking water for all population by 2030.

This paper critically reflects on the implementation of the Sustainable Development Goal on education (SDG4) in the Global South amid apparent donor fatigue. It also highlights international observers’ concerns about a huge funding gap in the implementation of SDG4 in the Global South. With the COVID-19 pandemic currently ravaging the world, this funding gap will only widen. In the face of these challenges, low-income countries with a high dependency on aid remain at risk of defaulting on most SDG4 targets. While reflecting on what the decline in education aid might mean for low-income countries, the paper argues that a truly transformative approach can help these countries achieve SDG4 and its sustainability agenda despite funding challenges.
