The smart city concept implementation in Russia is necessary to improve the quality of life for citizens and requires a significant amount of investment. Private investment can be one of the drivers of infrastructure development based on digital technologies, and can be attracted on terms of public-private partnerships. Effective implementation of this mechanism depends on many factors. Assessing the factors can reveal the imperfections of current approaches and identify areas that require further development and should be taken into account when planning public-private partnerships. Modern approaches for assessing the factors influencing the public-private partnership effectiveness in the sphere of the smart city concept implementation are presented in the article. Basing on the study of existing analytical tools, the author’s method for assessing the factors was developed and tested on the example of Sverdlovsk Oblast in Russia. Recommendations for the development of public-private partnerships in the sphere of creating digital objects for the infrastructure of the region were proposed, basing on the results of the study.

The article seeks to provide insights into contemporary research in public-private partnership development in the road transport market. The study reviews a range of world public-private partnership best practices which demonstrate that effective interaction between government and business at different levels (national, subnational and regional) allows to attract and allocate investment resources more effectively, thus contributing to creating new jobs, promoting better infrastructure development and enhancing the overall quality of life in the country. It is argued that among the key factors boosting the public-private partnership market development the most significant is the level of institutionalization. It is also asserted that this factor, in combination with the relevant political environment and the capital market specifics, facilitates building successful partnerships. Moreover, government initiatives together with legal and regulatory interaction frameworks shape solid foundation to encourage further public-private partnership development by gaining positive effects from successful implementation of such partnerships, designing roadmaps and unified standard procedures and processes aimed at simplifying the relationships between the private sector and the government. Apart from the above, it is highlighted that the institutional factor aligned with the government strategic goals affects the formation and legitimation of public-private partnership markets. The study also provides argument that through the models of public-private partnerships the public sector can benefit, in the first place by utilizing resources of private companies, thus fostering further infrastructure development and raising the effectiveness and efficiency of road transport services market. The findings reveal that the purpose of public-private partnership programs institutionalization in the sector of road transport services is to enhance government motivation to attract private investment and offer new road network services based on public-private partnership contracts which will contribute to ensure the quality of road services.

Subject. This article explores the basic elements of the engineering infrastructure of smart cities. Objectives. The article aims to systematize theoretical descriptions of the engineering infrastructure of a smart city. Methods. For the study, we used a logical analysis and systematization. Results. The article highlights the main areas of infrastructure development of smart cities. Conclusions. Improving process management mechanisms, optimizing urban infrastructure, increasing the use of digital technologies, and developing socio-economic innovation improve the quality of the urban environment in a digitalized environment. And improving the efficiency of urban planning and security, studying its properties and characteristics, and forming an effective urban information system lead to its functional transformations.

Over the last decade, vast research has been conducted on assistive technology devices and the potential implementation of these devices in the daily lives of individuals with disabilities. Many devices are new to the public and may require further development, but it is important to disseminate information about these useful technologies, which often afford users more independence with their activities of daily living. Unfortunately individuals with disabilities often encounter stigma; research suggests that assistive technology devices may at times contribute to this ostracism. This chapter reviews a variety of technologies that have been used to improve the quality of life of individuals with varying disabilities. These devices are presented in the context of introducing a new children's television show, Realabilities, a pro-social and stop-bullying children's television program that seeks to enhance the social interaction and initiation of typical children towards children with disabilities. Directions for future research and implementation of these devices are also discussed.

Abstract. The article examines the mechanisms of process financing informatization of administrative services. The purpose of the article is to determine the sources of funding and prospects for the provision of administrative services in terms of informatization of the public sector of Ukraine. Research methods are comparative analysis of analytical and official statistical data of Ukraine, institutes of international support on the basis of group classification of instruments of financing of Administrative Servics Center (ASC). It is proved that decentralization, development and improvement of the quality of administrative services determine the ASC as a priority area of reforming the system of administrative services in Ukraine. The legal bases of creation and maintenance of functioning of ASC, legal statuses of establishment, principles of process of rendering of administrative services in ASC are defined. The dynamics of the number of administrative service centers and regional features of functioning are analyzed. Sources of financing of ASC (the state budget, regional and city budgets, means of the State fund of regional development, the international projects of technical assistance) are allocated. It is proved that the most common and largest source of funding for informatization processes in the ASC is the state budget (subvention for infrastructure development). The authors propose a forecast model for the creation and development of administrative service centers in Ukraine under conditions of further state funding in appropriate volumes. The necessity of attracting external sources of financing (funds of international technical assistance projects, initiatives of international donors) in the conditions of limited and deficit of the state budget of Ukraine is substantiated. The necessity of modernization of ASC from the point of view of use of IT-technologies is substantiated. Priority areas for comprehensive reform of improving the quality of administrative services are identified: decentralization, simplification, deregulation, institutional capacity development and communication support. Предложения ориентированы на использование системы оценок, предназначенной для проведения анализа количества оказанных государственных электронных услуг и уровня удовлетворенности их потребителей с целью выявления стратегических направлений дальнейшего их развития. In the article approaches according to quality of providing the public electronic services for business and crossborder cooperation are offered. Proposals are focused on the use of the system of estimates intended for carrying out the analysis of number of the provided public electronic services and level of satisfaction of their consumers for the purpose of identification of the strategic directions of their further development.

A new Public-Private Partnerships concept Private Finance 2 (PF2) adopted by UK government instead of the Private Finance Initiative (PFI) is analyzing. PF2 follows the Open Public Services Program according to recent changes in the economic policy. A description and evaluation of PFI concept are given. The reasons for termination of PFI are also revealed. Special attention is paid to the new problems of the Concept, as an access to lax credit, concerning the public sector as an equal co-investor, and risks reduction. The increased importance of institutional investors such as banks, funds, insurance companies, international export-import agencies is shown.The paper is partly devoted to the issues of PFI/PF2 administration in UK. The role of governing authorities in Public-Private Partnerships implementation and their standing in the government structure are disclosed and analyzed as well as their functions and outcomes of their activities. PF2 reaffirms UK government’s commitment to Public-Private Partnerships. It remains to be a predominant form of drawing private investments into infrastructure development. The British government hopes that PF2 will increase private sector interest to finance public investment projects such as schools, roads, hospitals, waste utilization and other large-scale infrastructure.

Purpose – The purpose of this paper is to identify macro-environmental critical success factors (CSFs) and key areas for improvement for public-private partnerships (PPP) in infrastructure development, using Indonesia as a case study. Design/methodology/approach – The methodology includes the definition of CSFs based on the United Nations for Economic and Social Commission for Asia and the Pacific's self-assessment diagnostic tool and a survey on importance and performance attributes, the application of gap analysis (GA) and importance-performance analysis to prioritize areas needing urgent improvements, and the use of inter-rater agreement analysis to examine to what extent the ratings tend to converge on the same conclusions regarding importance and performance. Findings – Out of 40 possible success factors, a total of 16 are identified as CSFs in the context of Indonesia. GA suggests that no performance ratings exceed importance ratings for the identified CSFs, indicating the need for remedial actions. The factors requiring immediate improvements are all associated with commitments: to policy continuity, financial transparency, and corruption eradication. Practical implications – Although the paper discussing a specific country, the proposed approach is replicable and adaptable in different country contexts. Indonesia's experience can also be of value to governments facing similar problems in encouraging private investment in infrastructure. Originality/value – The paper contributes to the body of knowledge on PPP in infrastructure development by focussing exclusively on macro-environmental CSFs and Indonesia's PPPs, which are both rarely discussed in the existing literature.

Government and private players started focusing on developing cities in to smart cities due to increased level of urbanization in most of the countries around the world, including in Indonesia, by focusing on developing new smart buildings and upgrading old ones. Present paper tried to find out the Smart Building Readiness Index (SBRI) of Bandung City for knowing the level of awareness among the general public based on an exploratory research, the result of which enables the authorities to take strategic initiatives for improving the smart buildings and then to smart city status. Required data was collected by conducting in-depth interviews with 30 respondents and the result of the qualitative data revealed that Bandung’s SBRI comes to only 64.39, which is not a good indicator but within the limits of fairness and needs lot of improvement in future. The result also can be considered as an indicator that annual energy consumption in Bandung city is still at a high level and needs to focus on improving the quality of buildings in and around Bandung city for the purpose of overall reduction in energy consumption and improvement in quality of environment as well as quality of life. Respondents are also not fully aware of the smart building concept. Much needs to be done for making the public aware of the concept of smart building and its usefulness along with strategically developing smart buildings so that in future Bandung city transforms into a smart city with smart buildings. To solve urgent problems of information support for business entities, authorities, regulatory and supervisory bodies, to assess the ecological and economic situation of territories, thematic cartographic works are developed, created, studied and used. Thematic mapping aims to identify the patterns of spatial distribution of thematic features of objects and use them in the preparation of maps, schematic maps. To create thematic environmental and economic maps for various natural resources, in particular for land, indicators are selected from various sources, calculated indicators, indicators are formed (based on the developed formulas, scores, coefficients). The compiled maps have a theoretical or practical purpose of their use, purpose. As a result of the study, ecological and economic maps of the Ural and Siberian districts were compiled for land resources. These maps are intended for the analysis and assessment of the use of natural resources by authorities, supervisory authorities, and the public. In addition, further research will be based on them; methods and techniques for their development will be improved. The scientific and practical significance of ecological-economic maps determine the need for their creation to solve the problems of rational nature management, improve the quality of the natural environment, forecast the further development of the territory, etc.
