The article deals with the conduct of protests against the policy of famine in Ukraine by Western political parties and non-governmental organizations. The complex of materials devoted to the coverage of the tragic events of the Holodomor in the Ukrainian SSR in 1932-1933, much of which were published by the Lviv newspaper Novy Chas, is analyzed. It is found that information about the situation in the USSR outside the USSR began to emerge in the spring of 1933, when the famine was already gaining ground. This was due to the fact that measures to prevent the leakage of information about the terrible famine taken by the Bolshevik government proved to be quite effective. Also addressed were letters sent to western Ukraine, possibly to relatives, asking for help, which was an important source of information about the tragedy in Ukraine. Separate Western press reports published in European newspapers informing about the famine in the USSR were translated and published in Ukrainian also in Western Ukrainian newspapers. On the basis of documents stored in the State Archives of Rivne region, the features of protest actions in the Volyn Voivodeship were investigated, where the influence of Ukrainian national political groups was not so significant. It was revealed that the protest organizers were participants of Western Ukrainian cultural, educational and political organizations. Representatives of the Catholic, Greek Catholic and Orthodox clergy did not stay away from these events. The main forms of protest actions in Volyn against the policy of famine on the territory of the Ukrainian SSR were prayer, party meetings, and meetings. The resistance of the local administrative authorities in organizing protests was not only about Volyn. The same happened in the provinces of Galicia. In addition, it was found that the Aid Committees were also active in the context of Ukrainian political emigration. Particular attention is paid to the activities of nationalists in the fight against communism and the holding of a terrorist action in the Soviet consulate, which to some extent hindered the holding of legal protests and informing the public outside the Soviet Union about the famine in the Ukrainian SSR.

One of the significant structural differences between the organization of economic and social work under the League and under the United Nations is the extent to which non-governmental organizations (NGO's) have been allowed to participate. NGO's have been granted far greater privileges in the UN than they enjoyed in the League. Initially, they were formally recognized in Article 71 of the Charter, which gives the Economic and Social Council the right to make “suitable arrangements” for consultation with them. While defined in differing ways during different periods, consultative status under this article has, subject to various conditions, always included the right to participate in the debates of ECOSOC, its commissions and committees, and to propose items for inclusion in their provisional agenda. NGO's have made extensive use of these privileges. Their use, however, as well as the entire record of NGO action in the UN, has been inseparably linked with the cold war. Russian demands at San Francisco for privileges for the newly created, communist-controlled World Federation of Trade Unions (WFTU) were a contributing factor in the decision to include Article 71 in the Charter. The initial definition of this article resulted primarily from the interaction of pressures by the Soviet Union and the WFTU and the western response.

In this article, I will analyze the role of music in the process of building peaceful relations between the Soviet Union and the Republic of Finland after the Second World War. The role of music as a weapon of “soft power” was an important alternative in Finnish-Soviet relations in order to enhance understanding between them and to avoid further conflict. I will analyze how the leading Soviet soloists were often first “tested” in Finland before their further outreach to the West from 1944 to the collapse of the Soviet Union. Because of its position as a neutral country between the East and the West Finland was seen as a safe experimental location in which to evaluate the performers’ loyalties to the Soviet regime. However, violinist Victoria Mullova’s 1983 defection to the West via Finland showed that the Soviet power was not so overpowering any more, even towards its own citizens. The Soviet Union was already heading for a collapse due to political and economic realities. Its diminishing cultural influence on the West undermined its power, and accelerated its demise. Using primary source materials and newspapers mainly from the Finnish National Archives and Sibelius Museum as well as the former Soviet archives in Moscow, I will examine the ways in which Soviet government cooperated with Finnish non-governmental organizations such as the Finland-Soviet Union Friendship Society, the main coordinating body of Finnish-Soviet relations, Finnish concert firms etc.

AbstractThis article investigates internationally funded women’s empowerment initiatives in Tajikistan. Following the collapse of the Soviet Union in 1991 and the subsequent Tajik civil war (1992–1997), this newly independent, Muslim-majority country has experienced an influx of foreign aid, including in the field of women’s rights. Drawing on extensive fieldwork, the article analyzes the growth and diversification of local, Western-funded women’s non-governmental organizations (NGOs) between 1991 and 2020, paying attention to their leadership and aims, as well as changing perceptions of donors’ interventions. It is argued that, initially, local activists were supportive of international projects, which promoted gender equality by supporting women’s integration into the new, capitalist economy. In the last decade, however, an increasing conditionality of funding and deteriorating donor-NGO relations has fueled local contestations of the international agenda. The donor-enhanced women’s empowerment model, which fosters individual responsibility and self-reliance, is increasingly criticized for aggravating the conditions of local women in the context of a growing economic insecurity characterizing the local capitalist economy. Against this resentment, an alternative women’s empowerment model, advancing gender equity based on complementarity of male and female social roles and stressing the importance of family as a safety net against economic precarity, is gaining prominence locally.

Establishing criminal liability for environmental offences remains daunting, particularly with regard to the ‘no plaintiff—no judge’ element as a result of which the public seems to be ultimately deprived of the possibility to participate in criminal environmental proceedings. While there is arguably a lack of specific instruments at the European Union (EU) level which would prescribe such legal obligation on the part of the State, there has been a shift in understanding the role of the public and its participation in criminal liability cases, namely under the auspices of the so-called effective investigation and the concept of rights of victims in general. Using the example of the Czech Republic as a point of reference, this article aims to assess the relevant legal developments at both EU and Czech levels to illustrate why the non-governmental organizations (NGOs), essentially acting as public agents, should be granted an active role in environmental criminal proceedings. After examining the applicable legal framework and case law development, the article concludes that effective investigation indeed stands as a valid legal basis for human rights protection which incorporates an entitlement to public participation. Despite that, this pro-active shift is far from being applied in practice, implying that the legislation remains silent where it should be the loudest, and causing unsustainable behaviour of companies.

This article examines the development of social control in the Soviet Union under Leonid Brezhnev, who was General Secretary of the Communist Party from 1964 to 1982. Historians have largely neglected this question, especially with regard to its evolution and efficiency. Research is based on sources in the Russian State Archive of Modern History (RGANI), the Russian State Archive of Socio-Political History (RGASPI) and the Moscow Central State Archive (TSGAM). During Brezhnevs rule, Soviet propaganda reached the peak of its development. However, despite the fact that authorities tried to improve it, the system was ritualistic, unconvincing, unwieldy, and favored quantity over quality. The same was true for political education, which did little more than inspire sullen passivity in its students. Although officials recognized these failings, their response was ineffective, and over time Soviet propaganda increasingly lost its potency. At the same time, there were new trends in the system of social control. Authorities tried to have a foot in both camps - to strengthen censorship, and at the same time to get feedback from the public. However, many were afraid to express any criticism openly. In turn, the government used data on peoples sentiments only to try to control their thoughts. As a result, it did not respond to matters that concerned the public. These problems only increased during the era of stagnation and contributed to the decline and subsequent collapse of the Soviet system.

Abstract This study investigates the relationship between media frames and public perceptions of global poverty. Building on a frame analysis, the paper reconstructs prevailing poverty narratives in British news articles and non-governmental organizations’ (NGO’s) advertisements between 2011 and 2013. Following this, these narratives are compared with the narratives that emerge from public opinion studies. The findings suggest that there is a strong connection between media frames and public knowledge and perceptions of global poverty. Both the media and the public define poverty in developing countries’ terms of destitute victims, lack of development and bad governance. Both suggest that the causes of poverty are internal to developing countries and imply that there has been little progress in reducing global poverty.

In almost every country in the world there are Muslim communities, numbering over one billion. Much of the Muslims are concentrated in the Middle and Middle East, where there are various political and civic organizations that take an active part in the life of the Islamic world and influence the development of modern society. Among them are organizations that provide regional stability and coordinate interstate relations. These are the League of Arab States, the Organization of the Islamic Conference and several others. International non-governmental organizations, such as the League of the Islamic World, the People's Islamic Congress, and numerous non-governmental religious and political organizations, are constantly active. There are many charitable, educational, cultural or political organizations within the laws of their countries.

An important condition for the effective protection and implementation by Russia of its national interests in Ukraine is an understanding of the circle of actors that influence the development of Ukrainian foreign policy. Among them, there are expert institutions that provide analytical and scientific support for foreign policy decisions made by the highest bodies of state power. For- eign policy expertise in Ukraine is a grey area for Russian political science. The article opens a series of publications whose purpose is to solve this problem. It systematizes information about Ukrainian institutes of foreign policy expertise, those whose activities are directly or indirectly financed by the state. It was revealed that during the presidency of Viktor Yanukovych (2010– 2014), the public sector suffered significant structural damage, and its consequences have not yet been overcome. Today, Ukrainian public institutions of foreign policy expertise include: the National Institute for Strategic Studies, the Institute of World History of the National Academy of Sciences of Ukraine and university think tanks. The author considers these organizations through the prism of constructivism and institutionalism — as political structures (institutions) whose activities affect the context of Ukrainian foreign policy and the behavior of its actors. It has been established that their main scientific and applied research interests are related to problems of national, regional and international security, Russian domestic politics, problems of information, as well as military and political confrontation with Russia. All these issues are considered by institutions exclusively through the prism of Euro-Atlanticism and anti-Russian political mythology. Since at least 2014, they have been transmitting ideas hostile to Russia to the Ukrainian political and academic elite. In the same vein, the political socialization of students is carried out, in which university think tanks actively work in close collaboration with state and non-governmental organizations of NATO member countries. Today, the public sector of foreign policy expertise in Ukraine is not in the best condition, but it invariably retains its analytical and scientific potential, as well as its tough anti-Russian position.

The article focuses on the problems of shadow economy, such as the illegal activity, as well as a legal activity hidden from the state control, which became an integral part of the life of the Soviet Union in the period of stagnation. The development of the shadow sector was connected, first of all, with the inability of the command-administrative system to take into account the demands of the population for certain goods and services. There have been examined prerequisites for the emergence of the shadow economy and the stages of its development in the society that built communism in the 1960s–1980s. The shadow economy contributed to the growth of corruption and criminalization, initiated the racket in the 1990s and significantly affected the public consciousness of the Soviet citizens and, later, the mentality of modern Russian society
