This research aimed to investigtate the Government of West Java’s opportunities and challenges headed to support the implementation of the Fourth Industrial Revolution, especially in manufacture. The study utilized qualitative approach and framed by External Factors Analysis to expose its results to three points, opportunities, challenges, and recommendation of policy alternatives in responding the trend of Industrial Revolution 4.0 in West Java. The investigation found three opportunities concerning the issue i.e. the government commitment to encourage the development of industrial sector; supporting infrastructure of manufacture; and the government cooperation networks to enrich inputs and ideas about the development of manufacture. On the other hand, three challenges were identified in aspects of worker issues; environmental issues; and bureacreatical problems. Therefore, some alternatives recommended to be implemented to address the government of West Java’s effort to encourage the implemetation of the Fourth Revolution concepts in West Java’s industry were encourage research, development, and training; diversify product of manufacture; and promote export activities.

Under the background of government purchasing public services (GPPS), the development of NGOs faces new opportunities and challenges. To promote the development of NGOs and optimize the quality of public services. This paper analyzes the internal problems of NGOs undertaking GPPS, such as structural mismatch, low employee autonomy, high mobility and lack of professionalism, and government departments in the GPPS management loopholes, unclear regulatory responsibilities, inadequate supervision and other external factors. With the help of 7S model, this paper puts forward that the government provides a good cooperation environment for NGOs to undertake public service projects by changing management mode, strengthening system construction and training employees. NGOs define their own positioning by formulating strategic planning, matching the demand structure of public services, improving working methods, and updating service concepts. The government and NGOs work together to achieve the win-win goal of optimizing public service quality and promoting the development of NGOs.

AbstrakTren penggunaan sistem digital berbasis internet merupakan salah satu karakteristik kehadiran era revolusi industri ke empat. Adanya kesenjangan digital khususnya di Indonesia menjadi permasalahan tersendiri. Penelitian ini dimaksudkan untuk menggali sejauhmana pengalaman partisipan terhadap penggunaan sistem digital berbasis internet di lingkungan kerja dan pendidikan; dan mengetahui harapan individu bagi pengembangan penggunaan sistem digital berbasis internet di masa yang akan datang. Penelitian ini menggunakan pendekatan kualitatif dengan metode fenomenologi  yang fokus pada esensi pemahaman tentang pengalaman individu. Teknik pengumpulan data dengan wawancara mendalam kepada 2 orang partisipan dan jajak pendapat pertanyaan setengah terbuka (open-ended quesionnaire) kepada 41 orang partisipan baik di lingkungan kerja maupun instansi pendidikan. Hasil penelitian menunjukkan bahwa terdapat pengalaman positif dan negatif dalam menggunakan sistem digital berbasis internet. Kondisi ini dipengaruhi oleh besarnya keinginan menggunakan sistem digital berbasis internet yang tidak diingiri dengan optimalisasi penerapan sistem teknikal dan kemampuan dalam literasi digital.  AbstractThe trend of the application of internet-based digital system is one of the characteristics of the emergence of the fourth industrial revolution era. The presence of digital gap especially in Indonesia has become a particular issue. This research is aimed to discover how far the experiences of participants regarding the utilization of internet-based digital system for in work and education environments; and to discover the hopes of individuals for future development of internet-based digital system. This research was using qualitative approach through phenomenological method which focused on the essence of understanding regarding individual experiences. Data were collected through depth interview towards 2 participants and open-ended questionnaire towards 41 participants either in work environment or educational institution. The research results have indicated that there are positive and negative experiences in the application of internet-based digital system. Positive experiences occur from high benefits which acquired from the application of internet-based digital system. While negative experiences occur from the high desire to use internet-based digital system which not adjusted to the optimization of technical system implementation, the policy digital system application and the capability in digital literacy. These condition become the hope of individuals for internet-based digital system in the future.

Radical changes resulting from the Fourth Industrial Revolution strongly affect industrialized European countries. In particular, due to the new technologies that are characteristic of Industry 4.0, it will be essential for companies to make the necessary changes and achieve competitiveness through the implementation of these technologies. In order for companies to be able to make radical changes and innovations, they need to secure all the supporting areas in their organization. This research paper is focused on comparison of companies from Slovakia, Czech Republic, Austria, Germany and Switzerland in the context of readiness for Industry 4.0. This research was part of a research project, while data were collected in the period of 2015–2016. We have analysed companies from selected countries based on 7 areas which are closely interconnected with the business transformation and technology transformation coming from Industry 4.0. The main analysed questions focused on areas such as employee education and training, organizational culture, strategy, or organizational processes, that will be most affected by radical changes in the environment. Research has highlighted the differences between countries as a result of long-standing cultural differences, but at the same time identified the unified influence of the ongoing global debate on the need for technological innovation. With Slovak and Czech companies being below stronger innovators in the maturity of education systems, we strongly advise considering partnering in education which can bring valuable information to businesses that want to take on the wave of innovation.

This study was conducted in response to the call made by the Department of Higher Education and Training (DHET) in South Africa to strengthen the awareness levels of TVET colleges' readiness to embrace the 4IR era. The purpose of this study was to focus on equipment alignment between TVET colleges and industries. This study used Eulau and Karps' theory of responsiveness as a guide to explore the purpose. Also, this study purposefully sampled five TVET colleges in Limpopo province and two civil engineering industries linked to these institutions. This study used a descriptive qualitative research design. Document analysis and non-participant observations were used as data collection instruments. The study found that the working tools and equipment used by these TVET colleges were not fancy or showing prospects of Fourth Industrial Revolution. This was the same thing with the linked industries. Hence, all tools used were simply outdated when it comes to 4IR integration. And so, the study recommends that TVET colleges should institute new partnerships with 4IR responsive industries than being linked to industries that are using conventional tools and equipment.

Zimbabwe is one of the developing countries striving to reach a middle economy status by year 2030. In its bid to achieve this vision, it has adopted an electronic government strategy (e-government strategy) where government business is done electronically. An e-government strategy is a plan for e-government systems and their supporting infrastructure, which maximises the ability of government to achieve its objective of Vision 2030. An e-government strategy must give direction where the government is going, its goals, vision, mission, and some implementation guidelines. In order to reach this objective, the government has to become more accountable and transparent on its journey to Vision 2030, and one of its key drivers is proper records and archives management. Properly managed electronic government records bring about accountability, transparency, and good governance.

This chapter describes how Tourism 4.0 is a concept that combines tourism and the fourth industrial revolution, and although the literature in this field is very scarce, this concept has been explored in some research projects, such as the government-sponsored research project in Slovenian tourism. People with various kinds of access requirements represent a combination of challenges and opportunities for the tourism industry. Tourism 4.0 set up the main goals of making tourism accessible to everyone at any time. Therefore, this new phenomenon may have an essential role in the development of accessible tourism. The adoption of technological components in accessible tourism enables the development of a new technological solution that can facilitate access to tourism products for disabled people, contributing to the development of accessible tourism. The new term Accessible@Tourism 4.0 is the answer to the role of the fourth industrial revolution in accessible tourism, emphasizing the effect of Industry 4.0 components in the tourism sector.

The defining trend of the ongoing Fourth industrial revolution based on Industry 4.0 is the digitalization of technological processes for creating new value in material production. The introduction of global trends of the "Industry 4.0" concept into the practice of functioning of domestic enterprises, the importance of global trends for the domestic industry require the search for new scientific approaches to research and systematize the manifestations of digitalization, taking into account risks and dangers, and developing appropriate industrial policy measures. The study analyzes the main technologies and tools of the Industry 4.0 concept, as well as the possibilities of its use for the progressive transformation of the Russian industrial complex. Modern trends and promising directions of innovative transformation of the industrial sector of the Russian economy are identified, taking into account the identified specific features of Industry 4.0.

ABSTRAKKabupaten Pasuruan, Kecamatan Tosari merupakan salah satu wilayah yang memiliki potensi keunggulan ekonomi berupa kekayaan sumber daya alam untuk dikembangkan yaitu sektor pertanian holtikultura yang memiliki peran penting dalam mensuplay kecukupan gizi bagi masyarakat komoditas holtikultura diantaranya sayuran (kentang, bawang prei, brokoli, kubis dan sawi) namun potensi yang tinggi tersebut tidak didukung oleh kemudahan akses untuk menjual atau memasarkannya. Penelitian ini merupakan penelitian kuantitatif. Peneliti akan menggambarkan tentang keadaan lapangan dengan tujuan untuk menemukan formulasi strategi pengembangan kontribusi usaha pertanian holtikultura dengan  menggunakan analisis SWOT. Dari hasil analisis kuadran Internal Factors Analysis Summary (IFAS) Dan External Factors Analysis Summary (EFAS) diperoleh gambaran bahwa “ kontribusi usaha pertanian holtikultura dikecamatan Tosari memiliki daya kompetitif yang rendah untuk menghadapi ancaman dari kawasan Agropolitan yang lainnya. Oleh karena itu strategi yang memfokuskan pada mekanisme dan optimalisasi pertanian serta pasar sasaran (target market). Adapun langkah yang perlu diambil diantaranya memperbaiki sarana dan prasarana infrastruktur (Assebilitas), memberi pembinaan dan penyuluhan kepada para petani, bekerjasama melakukan pola mitra antara pemerintah, sektor swasta dan petani atau pemangku kepentingan (stakeholders) untuk melakukan kegiatan On farm dan Of fram yang berkaitan dengan pengelolaan pasca panen kemana hasil produksi akan dibawa dalam bentuk mentah atau olahan.  Kata Kunci : strategi; pengembangan; pertanian holtikultura dan kesejahteraan    ABSTRACT Pasuruan Regency, District Tosari is one of the areas that has the potential for economic advantage in the form of natural resource wealth to be developed, namely the horticultural agricultural sector which has an important role in supplying nutritional adequacy for horticultural commodities including vegetables (potatoes, leek, broccoli, cabbage and mustard greens) but the potential is this height is not supported by the ease of access to sell or market it.  This research is a quantitative research. Researchers will describe the situation in the field with the aim of finding the formulation of a development strategy for the contribution of horticultural farming using a SWOT analysis.  From the results of the quadrant analysis of Internal Factors Analysis Summary (IFAS) and External Factors Analysis Summary (EFAS), it is found that "the contribution of horticultural farming in Tosari sub-district has low competitive power to face threats from other Agropolitan areas. Therefore a strategy that focuses on the mechanism and optimization of agriculture as well as the target market (target market). The steps that need to be taken include improving infrastructure facilities and infrastructure (Assebility), providing guidance and counseling to farmers, working together to make partnerships between the government, the private sector and farmers or stakeholders to carry out related On farm and Off fram activities. with post-harvest management where the products will be brought in raw or processed form.  Keywords: strategy; development; horticultural agriculture and welfare
