The events of the East Front of World War II had an impact on the activities of the higher educational institutions in the City of Ivanovo and Ivanovo Region. There had been significant changes in the organisation of the educational process, the content of the curricula, the academic performance, the number of the teachers and the students, and the living conditions. The Soviet authorities took a number of the organisational measures to ensure the work of higher education institutions in the wartime conditions. This article examines the activities of one of the leading higher education institutions in Ivanovo Region – Ivanovo State Pedagogic Institute - in 1941-1945. Special attention is paid to the organisation of the educational process at the faculties, the changes in the educational programmes, the academic performance, the number of the teachers and the students, the working and leisure conditions. In addition, the article examines the administrative actions of the regional leadership to provide the pedagogic institute with fuel and its teachers and students, with food; we reflect the effectiveness of the measures taken. The result of this study was the conclusion about the essence of the "survival" of the institute in a military environment, the adaptation of the educational process to the emerging problems, the contribution of teachers and students to the country's defence and the work of the rear. The conditions in which the intitute carried out its activities allow us to conclude that although it was not the largest and not the greatest prestigious, the establishment had managed to "survive" in those difficult years.

The article is devoted to the peculiarities of storytelling as an effective tool for organizing the educational process in higher educational institutions. Functions, principles, types of storytelling are considered. It is noted that storytelling is focused on increasing interest in the academic subject, personalizing learning, taking into account all types of individual style of learning activity. The use of storytelling contributes to a better assimilation of the material and an increase in the academic performance of applicants for education. As a result of the use of this technology, the level of "multimodal" literacy is increased, which is associated with such activities as reading, visual perception, understanding, response, generation of digital and multimedia texts. The possibilities of using storytelling during teaching in higher education institutions of the disciplines of the pedagogical cycle are considered.

The article is devoted to topical issues related to the elaboration of modular educational programs, syllabi being their necessary components. The purpose of the article is to draw the attention of teachers and students in higher education institutions (HEI) to the problem of educational and methodological support of the educational process focusing on the content and meaning of a syllabus as one of the important educational and methodological instructional documents. The phenomenon “syllabus” is defined, its essence and objectives within the system of methodological support for teaching an academic discipline are revealed. A syllabus to the section of General Physics "Optics" intended for the specialty 104 (Physics and Astronomy) has been developed and introduced into the educational process, its most important elements have been singled out. Since, according to the authors’ viewpoints, the development of a separate syllabus for the laboratory workshop is inexpedient, one joint syllabus covering the theoretical part of the course "Optics", involving laboratory workshops within the study of this discipline, has been elaborated. The syllabus of optics consists of 16 sections as follows: title page; the contents of the syllabus; general characteristics of the discipline; prerequisites; post-requisites; discipline abstract; the purpose and objectives of the discipline; the results of the study; the organisation of training; course topics; academic calendar of discipline studies; knowledge assessment system; course policy ("Rules of the game"); policy of academic behaviour and ethics; recommended literature (references) for mastering the course. The syllabus is supplemented with a glossary of terms in the form of an appendix, which will undoubtedly be of service to the syllabus applicants. The results of the study revealed the content and importance of the syllabus for the educational process; its structure for the section of General Physics "Optics" was proposed which, in the authors’ opinion, fully meets the requirements of the credit-modular system of educational process. The authors hope that the designated syllabus will serve as an example for other sections of General Physics and some other disciplines. One of the authors has applied the structure of the developed syllabus with corresponding changes in its content for developing a syllabus of the discipline "Profession-targeted Foreign Language (English)".

Система высшего образования России по сравнению с ближайшими соседями демонстрирует высокий уровень моральной и технической отсталости учебного процесса. В России высшие учебные заведения используют устаревшие методы внедрения образовательной деятельности. Эффективность развития современного общества обеспечивается наличием высокого интеллектуального потенциала. Именно поэтому системе учебных заведений нужно уделить немалое внимание, а именно высшим учебным заведениям. Высшие учебные заведения решают важные вопросы по профессиональной подготовке специалистов, обеспечивают общество интеллектуальными ресурсами. Интеллектуализация жизни, в том числе и экономической, предопределяет потребность развития образования. Образование обеспечивает работающих в экономике информацией, знаниями, умениями, интеллектуальным капиталом, поэтому эффективность работы высших учебных заведений чрезвычайно важна и невозможна без достаточного уровня финансового обеспечения. В проекте Стратегии реформирования высшего образования до 2024 г. ключевым для администрирования финансового обеспечения национальной системы высшего образования России был определен вопрос оплаты подготовки соискателей высшего образования. The higher education system of Russia, in comparison with its closest neighbors, demonstrates a high level of moral and technical backwardness of the educational process. In Russia, higher education institutions use outdated methods of implementing educational activities. The effectiveness of the development of modern society is ensured by the presence of high intellectual potential. That is why a lot of attention should be paid to the system of educational institutions, namely higher educational institutions. Higher educational institutions solve important issues of professional training of specialists, provide society with intellectual resources. The intellectualization of life, including economic life, determines the need for the development of education. Education provides those working in the economy with information, knowledge, skills, and intellectual capital, so the efficiency of higher education institutions is extremely important and impossible without a sufficient level of financial support.

Innovative processes in the field of education and innovation as a scientific discipline are designed to reveal the essence of scientific design and masterful implementation of innovative technologies, to identify regular links between traditions and innovations, to substantiate management models of systemic innovations in educational institutions.The article analyzes the effectiveness of innovative technologies in the process of teaching foreign languages at non-language specialties in higher educational institutions. The concepts of “innovation”, “educational innovations”, “innovative learning” in the context of foreign language training of students of non-language specialties of higher education institutions are characterized. It was found out that innovative technologies in the process of teaching foreign languages in higher education institutions are considered by scientists on the basis of the principles of competence, activity and communicative approaches, in developing effective teaching models based on systematic research, application of modern teaching methods, involvement of students in project activities, problem methods using, application of information and telecommunication technologies. The author emphasized that the most effective among educational innovations that promote the study of foreign languages in non-language higher education institutions are interactive and information and communication technologies that give the educational process a dialogical nature, which can significantly improve and facilitate foreign language learning. The study confirms the effectiveness and efficiency of innovative technologies in the teaching of foreign languages in non-language HEIs, which provide unlimited opportunities for independent work of students, are the means by which teachers can develop individual characteristics of students, their intellectual, communicative and creative abilities, increase motivation to learn a foreign language, create a comfortable learning environment. The article summarizes the theoretical foundations for the formation of communication management strategy in higher education institutions of Ukraine determining its components and considering the application peculiarities of communications in the educational field. The author states that in conditions of fierce competition on the higher education market, effective management of communication is of great importance; the level of its development determines the quality of the educational process, financial and economic situation of education institutions and provides opportunities for our youth to obtain higher education in Ukraine. The formation and development of educational management are particularly important today in all countries, as the quality of education depends not only on the professional skill of a teacher and the student’s desire to receive quality educational services but also on the quality of management of all educational activities. Communication management is considered to be one of the most important tools for educational management. In the current difficult conditions of the pandemic, it can expand the opportunities of educational activities, preserve the scientific, financial and economic potential of the educational institutions, and introduce modern innovative forms of education following world standards of educational quality. Besides, communication management helps prevent corruption in the educational institutions, expand the interaction between educational institutions and employers bringing the domestic labour market closer to the civilized standards of the European Union. The author mentions that there are peculiarities of communication in the educational sphere and indicates certain problems associated with the specific features of the financial and economic activities of the educational institutions. The uncertainty of the external and internal environment of educational institutions and the constant lack of funds require communication management application not only in everyday learning but, to a greater extent, to advertise educational institutions, use modern interactive technologies to attract students, seek additional educational services. Therefore, the main stages of the formation and implementation of the communication management strategy in the educational institutions of Ukraine proposed in the article, will allow the management of institutions to solve several strategic and tactical problems and will develop their communication strategies.

This article examines the process of transition of the higher education system to distance learning in the context of the COVID-19 pandemic. Despite the uniform transition to distance learning, higher education institutions differ in the strategy of its organization. As a result, an analysis was made of the country's higher educational institutions and the measures they have taken to transfer teachers and students to online education. The analysis highlighted a number of challenges faced by higher education institutions during the transition to a new format of distance learning, including the lack of infrastructure and material and technical base, difficulties in adapting training materials to the new format, lack of staff qualifications and experience of remote work. Taking into account the above problems, the pandemic showed the need for additional budgetary funds for the development of a digital educational environment, professional development of the teaching staff, as well as for the creation of jobs at universities for students who lost their jobs during the crisis, which allowed them to pay for tuition and related costs. Thus, given all the abovementioned difficulties in the transition to distance learning, for the full functioning of higher education institutions and to prevent a potential increase in unemployment, an increase in costs is necessary. This article also discusses proposals on the need to make appropriate changes in management and financial models in the field of education.

Abstract. The article is devoted to the study of modern changes in the methodological systems of education in higher educational institutions as current pedagogical problem in the organization of professional training of specialists. As a result of the analysis of scientific works the author offers the generalized characteristic of essence, place, role and structure of methodical systems, features of their construction and functioning in a structural combination with the basic components are highlighted. The article presents the conditions of functioning of methodical systems of education, describes the main modern features of the development of methodical systems in higher education and describes the functional and organizational mechanisms of the system of integrated educational environment. The ways of taking into account the main features of modern changes in the methodological systems of teaching of higher education institutions in the professional training of specialists in order to organize an effective educational process are proposed.

The article examines the problem of creating a comprehensive gender-sensitive educational space in the general secondary, vocational pre-higher, and higher education institutions in terms of finding ways to improve the quality of educational services for career guidance and professionalization of individuals in the new socio-cultural situation in modern Ukrainian society. The main provisions of the article reflect progressive ideas of international organizations and the requirements of Ukrainian legislation on equal rights and opportunities for men and women in all areas of human life, especially in education. The purpose of the article is to conduct a gender analysis of spatial and organizational conditions of educational institutions of different levels and substantiate a possibility of introducing a gender-sensitive approach in the general secondary, vocational pre-higher, and higher education institutions as a basis for quality assurance and professionalization of students. The study uses a comprehensive methodology of gender audit of educational institutions, which includes analysis of scientific and practical, as well as instructional and methodology literature, documents on the organization of educational process, questionnaires for teachers, monitoring of pedagogical communication, interviews with education providers and students, and preparation of a report and recommendations for improving the quality of the educational environment in terms of career guidance and professionalization of adolescents and youth. The results of the gender audit of educational institutions at various levels prove the link between a non-discriminatory environment and the efficiency of preparation of adolescents and youth for conscious and balanced professional choices. They show continuity of each level of education in the creation and cementing of gender stereotypes about social roles and division of professions by gender, which hinders successful professional self-determination of girls and boys; specific typical educational cases with latent discrimination and the reasons that cause lowering of the potential in students of both genders are presented. It is determined that the creation of gender-sensitive educational space promotes the development of critical thinking of adolescents and youth, rethinking and destruction of gender stereotypes in all participants of the educational process, their motivation for creative and innovative activities, their readiness to accept new ideas, and efficient career guidance. Practical recommendations for optimizing spatial and organizational conditions of educational institutions and providing educational services in the process of career guidance of school and college students have been developed.
