The modern forest complex of the Russian Federation needs systemic transformations aimed at transforming its organizational and managerial foundations and production and technological models into an innovative format. The relevance of this target setting is confirmed by the fact that our country has a very high potential for the development of the forest complex (1/4 of all wood reserves are concentrated in the country), but in the world market our products are sold mainly in the form of raw materials, that is, with a very low added value. Modern scientific approaches, as well as axiomatic and hypothetical methods of cognition were applied in the work. In the course of the study, the main features of the innovative development of the domestic forest complex were considered, the main factors that prevent the formation of an effective innovation environment (exo - and endo-level) were identified. The state measures on activation of innovative potential and development of branch productions are worked out, the assessment of the key problems characteristic for a domestic forest complex and their reasons is carried out. Also, direct and indirect criteria of determination (cause-and-effect relations) are established between the latter, a scheme-model of formation of the innovative environment of the forest complex is developed. The paper proposes promising directions of innovative transformation of the forest complex of the Russian Federation taking into account its features / conditions of operation, risk factors and uncertainty, the existing potential and reserves, key issues and shortcomings in terms of organization, management and production.

The article is devoted to the search for opportunities to expand agrifood export potential of the Russian Federation in the rapidly changing landscape of global development. Despite the improved country’s position in the ranking of the world’s main food exporters at the end of 2020, there are a number of problems that hinder the achievement of the ambitious goal, set by the President in 2018 — the supply of agricultural products to the world market, equivalent to 45 billion dollars by 2025. Among these are: limited production opportunities for increasing exports while saturating the domestic market, inadequacy of the methodology for calculating the self-sufficiency ratio with the status of Russia as a food-exporting country, traditionally and mainly raw materials and grain export orientation, not corresponding to the actual capabilities of the Russian agroindustrial complex high expectations of an increase in supplies to the Chinese market, an increase in domestic food prices in retail and, as a result, a deterioration in food security in terms of economic availability for the population. The author put forward a proposal to revise the methodological approach to the assessment of the food self-sufficiency ratio and the subsequent determination of export product groups and the corridor of maximum permissible exports for them. It is concluded that export restrictions are justifi ed only for those commodity groups for which food independence has not been achieved. The need to diversify the export supply through the creation of a new commodity mass with added value produced on the territory of Russia is noted. The article emphasizes the principality of creating the food image of Russia as a producer of environmentally friendly safe products, and performing advertising campaigns when entering the Chinese market.

The economy of the European North of the Russian Federation is predominantly based on the use of natural resources. The mining complex remains the leading one in its structure. Its specialization focused on the production of raw materials and the export of products with low added value increases the dependence of the socio-economic situation on the conditions in world commodity and raw materials markets. The economies of the regions under consideration have some common features: the economies are export-oriented. Consequently, the economy depends on world prices for relevant products, conditions in world markets, and a number of political factors. The work revealed a change in the amount of labor force in recent years, assessed structural changes in the economy that affect the dynamics of employment and the level of qualifications. The quality of life of the population in the regions of the European North of Russia is also assessed in this paper.

The paper presents a review of some trends observed on the world market of rare-earth elements (REE). This review takes into account actual changes in the commercial and industrial policy of China and the current trends of REE consumption. Main characteristics of the modern REE markets are considered. The paper provides an assessment of world production volumes, world trade and prices. The article describes the REE market behavior in 2000–2020 and provides a forecast of main indicators and prices up to 2020. It contains a description of current world REE resources, production and trade over the main countries. In addition, the prices and the main buyers of REE are specified indicating the forecast of consumption. The prospects of the Russian REE market are estimated taking into account the «Development of the Rare and Rare-Earth Elements Industry» subprogram implemented as part of the State Program of the Russian Federation «Industry Development and Competitiveness Improvement». The purpose of the subprogram is to create a competitive rare-earth industry of an integrated production cycle in the Russian Federation in order to satisfy the needs of the domestic defense industry complex, civil industries and enter the foreign markets. It is noted that this subprogram should be upgraded with regard to changes in the market conditions and development of rare-earth elements production in the Russian Federation including by means of statutory, non-tariff and technical regulation. Loparite and apatite will remain the main sources of rare-earth elements as raw materials for industrial processing in Russia in the near future, while REE production from apatite will increase. It is emphasized that the prospects of REE development in Russia consist not so much in increasing the primary production as in establishing new plants consuming rare-earth products.

The new vector of the energy policy of the Russian Federation, aimed at the development of non-resource exports, was supported in 2020 by the adoption of key federal laws that stimulate gas processing (ethane and LPG) and business activities in the Arctic zone of the Russian Federation. These changes are an incentive for the implementation of innovative projects with an expanded technological chain with the production of products with high added value. Arctic gas condensate fields in the Russian Federation are acquiring additional potential to significantly increase the value and monetize large-scale reserves, most of which are located in the YamaloNenets Autonomous District. Global trends confirm the relevance of the gas chemical direction – with the growth of global consumption, the need for final polymer products will increase, and with the new environmentally friendly energy transition, the share of gas will increase. The article presents a comprehensive analysis of trends in the development of the world market of gas and gas chemical products, the hydrocarbon resource base of the Russian Federation and changes in legislation. It is concluded that the enterprises of the Russian Federation have advantages for the implementation of gas chemical projects in the medium and long term in 2022-2030, especially in the Arctic zone of the Russian Federation.

The Russian forest sector is running down. To remedy the situation, a strategy for developing the forest sector of the Russian Federation until 2030 was developed. The strategy basically repeats the mistakes of various concepts, strategies and programs developed in recent years for the Russian Federation as a whole and its subjects.Essentially, these documents are aimed at developing the forest industry, i.e. use of wood. The strategy analysis shows the unsatisfactory nature of this document, as it is based on the provisions of the detrimental Forest Code of 2006.The strategy primary error is underresourcedplanned indicators of forest products export and domestic consumption of wood raw materials. The strategy does not fix problem of forestry financing under a market economy. Based only on wood accounting, forest evaluationsare counterproductive for the forest sector, as they underestimate the value of forest areas, which are of great environmental and social importance. Further development of the forest sector will largely depend on the ability of the Federationto dialog withits subjects, forest companies and enterprises, scientific and public organizations in the field of forest policy and practice.

Subject. We investigate trends in the development of the largest steel companies in the Russian Federation. Objectives. The aim of the study is to conduct an industry-wide analysis of the production and economic activities of the largest domestic enterprises operating in the iron and steel industry. Methods. The study employs methods of comparative and system analysis, graphical and statistical methods for data processing. Results. We present the analysis of main production and economic indicators of the leading steel producers of the Russian Federation, i.e. NLMK, Severstal, MMK, and EVRAZ. The paper reveals their current status and key development trends. Conclusions. The largest Russian steel companies face serious challenges in both the domestic and foreign market. Competitive interactions in the domestic market as to the sale price of rolled metal and the share of presence are particularly sensitive. The threat of reduced supplies to export markets is also significant for Russian steel producers. It may entail insufficient utilization of capacities and potential loss of added value. The companies mainly export semi–finished goods and hot-rolled flat products, i.e. low-added value products. Products with high added value are usually delivered to the domestic market.

Subject. This article analyzes the economic and demographic conditions for the Russian pension system’s development and the impact of the effectiveness of investment projects implementation on pension savings. Objectives. The article aims to analyze the Russian pension system’s development difficulties in terms of an unfavorable investment climate and negative demographic trends, and identify ways to propel the pension savings investing profitability increase. Methods. For the study, I used induction and deduction, and the methods of systems and statistical analyses. Results. The article offers recommendations for the development of a system of measures aimed at improving the methodological support for the preparation and implementation of management decisions on investment project management. Conclusions and Relevance. Solving the problems of the pension system through the development of voluntary pension savings is constrained by the low efficiency of the investment projects implementation. The results of the study can be used when developing legislative, organizational and methodological measures aimed at improving the efficiency of investing pension savings in investment projects implemented in the Russian Federation.

Implementation of the Decree of the President of the Russian Federation of May 7, 2018, No. 204 “On the national goals and strategic tasks of the development of the Russian Federation for the period up to 2024” assumes that Russia should move from 8th to 5th position in the world for the number of patent applications for inventions during 6 years. The paper analyzes the patent activity of inventors in the field of medicine on the example of spinal neurosurgery. Analysis of patent documents demonstrates that developments in the field of spinal neurosurgery have currently a high potential for commercialization throughout the world. However, domestic developers should pay due attention to the full scope of legal protection of their inventions to take a leading position in the world market.

The increasing demand for zinc and a range of zinc-related metals (for example: lead; indium; tin; cadmium; and copper) in the Russian Federation cannot be satisfied by the existing production plants due to the lack of raw materials. At the same time, ferrous and non-ferrous metallurgy and the chemical industry have accumulated hundreds of millions of tons of zinc wastes (falling into the hazard categories 2 to 4), the processing of which could not only make up the raw material base, but also improve the environmental situation. In the world, over 85% of ferrous dust is recycled using the Waelz process. The Waeltz process is used for distilling separation of elements under reducing conditions. In this study, a block diagram for production of the following elements from industrial wastes is proposed: zinc, cadmium and indium in form of massive metals; zinc and indium in the form of fine powders; and clinker as a raw material for cement production. The technical and scientific details of this new process have been patented in the Russian Federation and abroad. For the first time, the following operations have been implemented with the use of large-sized Waelz kilns: vapour-oxidized Waeltz treatment of polymetallic wastes; recycling of heat from gases and solid products with generation of process fumes; and implementation of alternative flux (dolomite) and alternative fuel (petroleum coke).
