The economy of the European North of the Russian Federation is predominantly based on the use of natural resources. The mining complex remains the leading one in its structure. Its specialization focused on the production of raw materials and the export of products with low added value increases the dependence of the socio-economic situation on the conditions in world commodity and raw materials markets. The economies of the regions under consideration have some common features: the economies are export-oriented. Consequently, the economy depends on world prices for relevant products, conditions in world markets, and a number of political factors. The work revealed a change in the amount of labor force in recent years, assessed structural changes in the economy that affect the dynamics of employment and the level of qualifications. The quality of life of the population in the regions of the European North of Russia is also assessed in this paper.

The research problem is related to the necessity and complexity of achieving the UN sustainable development goal in the context of ensuring food security and improving nutrition; the goals of increasing the volume of exports of products of the agro-industrial complex, set by the Decree of the President of the Russian Federation dated 07.05.2018 No. 204 “On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024”. In the work, the authors investigated the category of “quality” of food and analyzed the impact of the transformation of the category of “quality of food” on the prospects for growth in the volume of supplies to the national and world markets of agricultural products, reflects the problems of ensuring the competitiveness of food raw materials and products of plant origin in the world market. Based on the methods of quantitative analysis, an assessment is made of the possibilities of increasing the competitiveness of foodstuffs, improving the quality characteristics of food products in accordance with the requirements of the national market and the largest importers as a factor in increasing demand for products of the agro-industrial complex of Russia. The authors identified the problems of increasing the export potential by improving the quality characteristics and considered the economic conditions for their implementation. The research results will expand the boundaries of scientific knowledge regarding the impact of food quality on the competitiveness and export opportunities of producers.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

In the absence of the development of exports of high-tech industries, the implementation of strategic tasks for the accelerated growth of the economy set by the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation until 2024” of May 7, 2018 No. 240 is unlikely. According to most researchers, the main potentially possible commodity items in non-raw materials exports, which are in demand in the world markets, are the products of engineering, pharmaceutical industry, apparatus and devices used in medicine. Therefore, the right to participate in foreign economic activity is delegated, first of all, to large domestic companies. However, today Russia is a country with a large assortment of production of simple products, which requires building a systematic approach in the formation of both economic policy in general and export in particular in the direction of developing of non-resource industries that produce high-tech products. The analysis of the strategies for retaining the leading positions in narrow niche segments in the global market, analysis of the competitive and diversifying strategy of the German company Poly-clip System, which is the world’s leading producer of clipping systems and the world leader in the food packaging segment was performed.

The formation of large urban agglomerations makes possible to ensure more rational use of productive resources and increase labor productivity. Large cities, as a rule, have developed infrastructure and educational sector. However, there is a difficult ecological situation in many large cities. With a large scale of the city, transport accessibility is seriously complicated. From the viewpoint of favorable habitat, good ecological conditions, small and medium-sized cities often benefit from urban agglomerations. In the Russian Federation, due to the dominance of raw materials industries and the underdevelopment of local industry, small and medium-sized cities are in decline. This predetermines the need to develop special measures to support such territorial entities. The study is based on the generalization of data on the change in the ecological situation in large cities and the impact of atmospheric air pollution on the quality of life of the population. In the framework of the study, the conclusion was substantiated about the expediency of carrying out special measures aimed at improving the ecological situation in large cities and developing measures to support small and medium-sized cities. The recommendations for stimulating the development of production in small and medium-sized cities are grounded. The results of the study can find applications in the practice of regional management.

The transition to a digital economy, as well as structural changes generated in connection with this and a set of theoretical, methodological and practical issues related to the development of organizational and methodological support of subjects of internal financial auditing in public sector organizations, are relevant and most interesting for scientific study. The last decade has undergone a fundamental change in the organization of internal financial audits, associated with the implementation of international norms and standards in the legislation of the Russian Federation. In accordance with the international concept of state internal financial control, the division of internal control and internal auditing functions is carried out. In Russia, such a distinction at the legislative level was made in July 2013 by amending the Budget Code of the Russian Federation and delegating the appropriate budgetary authority to the administrators of the federal budget. The government of the Russian Federation has approved a program to improve the efficiency of public finance management for the period until 2018, which indicates the need to improve the quality of financial management in executive bodies and state (municipal) institutions. The practical implementation of this task is associated primarily with improving the quality of internal financial control and auditing.

In the current context of recovery growth in Russia, the urgent task of identifying factors of growth of labor productivity can be solved using econometric methods. Preliminary examination of interregional comparative analysis of dynamics of this crucial economic efficiency index, in the author’s opinion, showed low information content of this approach due to the presence of a low base effect. The author recommends a more realistic approach to the interregional comparative analysis of the labor productivity dynamics and its growth factors on the basisof econometric panel data models.It was revealed that for the period 2010–2018, the growth of labor productivity in the regions of the Russian Federation strongly correlated with dynamic characteristics of industrial production, real wages and physical volume of investments in fixed assets, growth intensity in the share of added value of high-tech and knowledge-intensive industries in GRP. It has been empirically proven that the growth of labor productivity in the regions in the considered interval correlates with a decrease in the number of employees. In addition, an increase in labor productivity is typical for constituent entities of the Russian Federation with high rates of industrial production.The influence of the structure of employed in the economy on the level of education on the growth of labor productivity has not been established, which may indicate the presence of inefficient jobs. Also, the hypothesis that the export-oriented regions of the Russian Federation are highly productive has not been confirmed.In conclusion, taking into account the results of modeling, the author formulated recommendations adjusting focal points of structural changes in the economy, which could boost labor productivity growth.

The modern forest complex of the Russian Federation needs systemic transformations aimed at transforming its organizational and managerial foundations and production and technological models into an innovative format. The relevance of this target setting is confirmed by the fact that our country has a very high potential for the development of the forest complex (1/4 of all wood reserves are concentrated in the country), but in the world market our products are sold mainly in the form of raw materials, that is, with a very low added value. Modern scientific approaches, as well as axiomatic and hypothetical methods of cognition were applied in the work. In the course of the study, the main features of the innovative development of the domestic forest complex were considered, the main factors that prevent the formation of an effective innovation environment (exo - and endo-level) were identified. The state measures on activation of innovative potential and development of branch productions are worked out, the assessment of the key problems characteristic for a domestic forest complex and their reasons is carried out. Also, direct and indirect criteria of determination (cause-and-effect relations) are established between the latter, a scheme-model of formation of the innovative environment of the forest complex is developed. The paper proposes promising directions of innovative transformation of the forest complex of the Russian Federation taking into account its features / conditions of operation, risk factors and uncertainty, the existing potential and reserves, key issues and shortcomings in terms of organization, management and production.

Aim. Assessment of the current specifics and level of nutritional quality of the population of the Russian Federation at the current stage of development of food production. Materials and Methods. As part of the study of the problems of nutritional quality of the population of Russia, general scientific methods of analysis, synthesis, genesis of new knowledge were used to predict the most likely change in the socio-economic situation in the field of food production, methods of statistical and economic data analysis, methods of regulatory analysis of key mandatory parameters and safety standards and the quality of food. Results. Analyzed the modern characteristics of human nutrition, which has a positive effect on health and performance. The factors of eliminating the lack of nutrients in modern food have been identified, which is associated with an increase in the quality of raw materials, ensuring the necessary production conditions and maintaining technologies for the production of food products. The main factors for maintaining a necessary and balanced diet of a person have been determined. A list of optimal measures that can provide an increase in the quality of nutrition of the population of the Russian Federation has been outlined. Conclusion. Maintaining an optimal level of food quality for the population of the Russian Federation directly depends on the level of income and expenses of citizens in certain territories, as well as strict and full compliance with the norms and standards for the production of the corresponding varieties of food products using high-quality raw materials and efficient production technologies. The conditions for the production, subsequent storage, transportation and sale of food products must fully comply with the current quality and safety standards for their production, storage and use.

The article is devoted to the search for opportunities to expand agrifood export potential of the Russian Federation in the rapidly changing landscape of global development. Despite the improved country’s position in the ranking of the world’s main food exporters at the end of 2020, there are a number of problems that hinder the achievement of the ambitious goal, set by the President in 2018 — the supply of agricultural products to the world market, equivalent to 45 billion dollars by 2025. Among these are: limited production opportunities for increasing exports while saturating the domestic market, inadequacy of the methodology for calculating the self-sufficiency ratio with the status of Russia as a food-exporting country, traditionally and mainly raw materials and grain export orientation, not corresponding to the actual capabilities of the Russian agroindustrial complex high expectations of an increase in supplies to the Chinese market, an increase in domestic food prices in retail and, as a result, a deterioration in food security in terms of economic availability for the population. The author put forward a proposal to revise the methodological approach to the assessment of the food self-sufficiency ratio and the subsequent determination of export product groups and the corridor of maximum permissible exports for them. It is concluded that export restrictions are justifi ed only for those commodity groups for which food independence has not been achieved. The need to diversify the export supply through the creation of a new commodity mass with added value produced on the territory of Russia is noted. The article emphasizes the principality of creating the food image of Russia as a producer of environmentally friendly safe products, and performing advertising campaigns when entering the Chinese market.

Water reclamation contributes to a guaranteed increase in the yield of agricultural lands and can also negatively affect the quality of the land. Technical malfunction of reclamation systems, outdated reclamation technologies, poor water quality, and untimely drainage may result in such negative processes as resalting and bogging. In Russia, state monitoring of reclaimed lands is carried out annually and obtained data are used to identify soil degradation and pollution to fix the problems at the appropriate times. The Russian economic crisis at the end of the last century affected the state of the reclaimed lands. The authors have analyzed the reclamation state of agricultural lands in all constituent entities of the Russian Federation for the period between 2010 and 2020. The entities have been classified according to the reclamation state of lands located within their territories. The authors have evaluated the structural changes over the past decade and analyzed their causes. The research results can help solve the problems of federal and regional management of reclaimed lands. They are also applicable to solving the problems of choosing priority areas of investment policy to preserve soil fertility.
