The increasing demand for zinc and a range of zinc-related metals (for example: lead; indium; tin; cadmium; and copper) in the Russian Federation cannot be satisfied by the existing production plants due to the lack of raw materials. At the same time, ferrous and non-ferrous metallurgy and the chemical industry have accumulated hundreds of millions of tons of zinc wastes (falling into the hazard categories 2 to 4), the processing of which could not only make up the raw material base, but also improve the environmental situation. In the world, over 85% of ferrous dust is recycled using the Waelz process. The Waeltz process is used for distilling separation of elements under reducing conditions. In this study, a block diagram for production of the following elements from industrial wastes is proposed: zinc, cadmium and indium in form of massive metals; zinc and indium in the form of fine powders; and clinker as a raw material for cement production. The technical and scientific details of this new process have been patented in the Russian Federation and abroad. For the first time, the following operations have been implemented with the use of large-sized Waelz kilns: vapour-oxidized Waeltz treatment of polymetallic wastes; recycling of heat from gases and solid products with generation of process fumes; and implementation of alternative flux (dolomite) and alternative fuel (petroleum coke). Сырьевая база овощеперерабатывающей промышленности – основа производства. Как инвесторы, так и государство предпринимают конкретные меры для решения проблем. Вместе с тем, несмотря на динамику улучшения, многие проблемы остаются нерешенными. Темпы роста производства овощного сырья недостаточны для промышленности и сдерживают рост производства из отечественного сырья. Это объясняет высокий уровень импорта.The priority of the Strategy of development of the food and processing industry of the Russian Federation until 2020 is to provide the population with safe and quality food. The raw material base of the vegetable processing industry is the basis of production. Both investors and the state are taking concrete measures to solve the problems. However, despite the momentum for improvement, many challenges remain. The growth rate of vegetable raw materials production is not enough for the industry and hinders the growth of production from domestic raw materials. This explains the high level of imports.

Ferroalloys are used to change the composition and properties of ferrous and non- ferrous metals. Therefore, the volume of ferroalloy smelting corresponds to the amount of steel and other alloys produced. Currently world steel production is approximately 1630 million tons, and about 40 million tons of various ferroalloys are produced (2.5%). The structure of ferroalloy production in different countries mainly depends not on the needs of industrial enterprises, but on ore reserves. Excessive amounts of ferroalloys produced are exported, and the missing alloys are imported. In Russia silicon alloys that have no restrictions in the raw material base (44%) are the most produced, then manganese (25%) and chromium (23%) ferroalloys. The remaining ferroalloys account for 8% of production. About half of the manganese ferroalloys needed for consumption are bought abroad, and half are produced in the Russian Federation from foreign raw materials (Kazakhstan, South Africa, Gabon). The Russian Federation provides itself with chromium ferroalloys completely, and sells ∼ 80%, and for their production mainly imported raw materials (∼ 65%) from Kazakhstan are used. Areas of application of zirconium, the main of which are metallurgy, the production of refractories and ceramics are given. The sources of production and distribution of reserves and resources of zirconium dioxide in Russia are indicated. It is noted that Russia, which occupies the fourth place in the world in terms of zirconium reserves, does not have any industrially developed deposits with zirconium production, and Russian consumers are fully working on imported raw materials. The possibility of ensuring the import independence of Russia in zirconium raw materials by commissioning their own explored placer deposits of zirconium and secondary raw materials is shown.

Environmental security is currently one of the main components of the national security of the Russian Federation and includes not only control over the state of the environment, but also the implementation of measures to prevent the occurrence of environmental crises and disasters. The reduction of reserves of tradi-tional natural raw materials makes us look for new ways to replace it with different types of waste. The expe-rience of advanced foreign countries has shown the technical feasibility of this area and the use of more as a tool to protect the environment from pollution. However, almost all basic building materials can be made from waste or from waste in combination with natural raw materials. Due to the involvement of multi-tonnage waste in the production of ceramic materials of mass consumption, which include ceramic bricks, it is possi-ble to radically change the parameters of the raw material base of Russia, which also helps to reduce envi-ronmental tensions in the regions. Production of ceramic bricks  one of the most material-intensive sectors of the economy, so the rational use of fuel, raw materials and other material resources is a decisive factor in its successful development in the context of economic reform. In this regard, the use of waste in ceramic mate-rials is of particular relevance. On the basis of beidellite clay, waste: energy ─ ash and slag material and non-ferrous metallurgy ─ sludge Nickel-skeletal catalyst obtained ceramic brick with high physical and mechanical properties. Innova-tive proposals for the use of waste from the production of mineral wool in the production of wall materials – ceramic bricks based on fusible clay, the novelty of which is confirmed by a patent of the Russian Federation.

The paper considers the existing problems of the production of ceramic products in the territory of the Russian Federation, presents the priority directions of development of this industry. The study includes the determination of the properties of samples based on the raw material base of the Orenburg region, namely, waste generated during the development of brown coal from the Tyulgansk deposit - white and red clays and nickel slag of OJSC Yuzhuralnickel Combine of the Orenburg region. The study presents data from the study of the technological properties of the raw materials, the development of the composition of the ceramic mixture. The influence of the material composition of the clay / slag mixture on the physic mechanical characteristics of the products of the experimental compositions was determined: compressive strength, fire shrinkage, water absorption and density.

The author’s article addresses very well-stated economic security, allowing us to draw not only scientific, educational and educational conclusions, but also practical requirements in view of the current developments in the country in the development of the market system. What really outlined the position of the author allows us to assert the presence of views on the part of citizens of the Russian Federation, who have citizenship of the United States, England, Cyprus, Germany, etc. countries to consider Russian resources as a source of enrichment (raw material base) and the ability to pay them increased taxes in those countries where they have not only citizenship of the CIVIL, but also accounts, real estate. In general, the author’s judgment will allow to implement not only the requirements (concepts and strategies) of the President of Russia, but also in improving the activities of the legislation and activities of certain state bodies of the Russian Federation.

The article provides information on industrial waste generation at enterprises of the Samara region, suitable for use as raw materials components of such heat-resistant composites as solutions, concretes, gun mixes, coatings. The research indicates rational ways of some heat-resistant binders application for utilization of mineral high-melting and heat-resistant industrial wastes. It proves that the enrichment of certain types of industrial waste, i.e. bringing the chemical composition of their components to the required state, allowed to expand the raw material base for the synthesis of heat-resistant binders and concrete in general. The use of sludge waste in the processes of synthesizing liquid phosphate binders allowed to obtain such effective binders as aluminophosphates and aluminocalciumphosphates. The research proves that application of technogenic wastes of non-ferrous metallurgy enterprises allows to receive heat-resistant materials solutions, concretes, coatings, gun mixes which characteristics are similar to their industrial analogues.

Abstract This paper reports the development and characterization of some new ceramic materials from hazardous bauxite red mud (50 to 100 wt.%) and blast furnace slag (10 and 50%). This research aimed to demonstrate the possibility of expanding the raw material base for ceramics production, completely replacing the traditional natural raw materials (clay and sand) by hazardous industrial wastes composites with increasing local and global sustainability. Studies on the physicochemical processes of the ceramic structure’s formation were conducted by the XRF, XRD, AAS, SEM with EDS, and LAMMA methods. Changes in flexural strength, linear shrinkage, water absorption, and density were determined during the sintering process at 1000°, 1050°, 1100°, 1150°, 1200°, and 1225°C. The ceramics` flexural strength after sintering at 1225°C reached 19.78 MPa due to the syntheses of the mainly glass-like structure formation, confirmed by SEM, EDS and isotopes LAMMA methods with the complete binding of the heavy metals.
