In this paper, ideological confusion is explained based on the structural-functionalist perspective. Analysis of the phenomenon in question focuses mainly on the interdependence created between the “deeply-social” factors of and political discourse. This analysis is undertaken to better understand the circumstances that condition political parties on representing social categories in different social contexts and on showing the implications of political identity building based on the type of discourse used by the political actors. For this reason, while Almond (1968), Easton (1865), Luhmann (1981) analyze the ideology, they pay attention directly to the way of society structuring, and not as much to the political discourse. According to them, no partial aspect of social life and no isolated phenomenon can be understood unless it is linked with historical integrity and social structure conceived as a general unit. In this study, macro analysis focuses on the identification and treatment of several important indicators in terms of influences in structuring the political identity as important elements even for the empirical testing to the solutions this paper proposes. In this article the political discourse of Democratic Party and Socialist Party is analyzed in three different time periods, 1992 - 1996, 1997 - 2001 and 2002 - 2012. In the first period, on the one hand, the government of the right wing undertook many structural reforms, while on the other hand it does not neglect social assistance for certain groups affected by these reforms. During this period, the Socialist Party is focused more on dealing with itself in terms in order to break with the past than to create a particular profile in an ideological sense - in relation to the opponent. This approach makes political parties differ little from one another. The only difference between them in this period is the discourse: “anticommunism” and “antiberishism”. Democratic Party refers to the origin of Socialist Party to attack it for its relation with the past, while Socialist Party denounces the whole Democratic Party for its leadership qualities. More specifically, each attitude of SP in opposition was labeled as a reminiscence of the former Labour Party, while for the SP every each attitude of the government manifested authoritarian, provincial and tribal tendencies of Berisha.

Under the proportional representation (PR) electoral system in Slovenia, after elections, coalition governments have formed. However, the coalition partners have also adopted a ‘dropping out from government’ strategy between elections, which in some cases has led to minority governments. This has occurred despite a frequent use of several conflict-prevention and conflict-resolution mechanisms. One such mechanism, coalition agreements, are mostly understood in terms of policy agreements. After each election in the period 1992–2000, the leading party, the LDS, signed a coalition agreement with each coalition partner. Since 2013, such coalition agreements include a mechanism of explicitly stating in coalition agreements that certain issues are to be avoided. Regardless, governments termination in majority cases happened due to different (policy or personal) conflicts within the government. Early in the period, government coalitions were ideologically mixed. This was characteristic for governments under LDS leadership from 1992 to 2004, while after the 2004 elections, the governmental coalitions were much more ideologically homogenous. Alternation between like-minded ideological coalitions (centre-left or centre-right) took place. Simultaneously, the main lines of conflict changed. In the 1990s, initially a mostly ideological cleavage between ‘transformed’ and ‘newly established’ political parties was present, while after the 2004 elections, the economic cleavage became more salient. All parliamentary parties, except the Slovenian National Party, have at least briefly participated in governments, while the Democratic Party of Retired Persons have been since the mid-1990s the party with the biggest coalition potential. Since 2011, small parties have received pivotal roles in coalition formation. Generally speaking, participation in the government has not been electorally rewarding for the political parties.

IT IS NOT EASY TO EXPLAIN THE REASONS THAT LED TO THE appointment of Bettino Craxi as Prime Minister. First of all, there was certainly the political fatigue of the Christian Democratic Party which had held the premiership for 35 years. AIdo Moro, a great man and leader, had tried to mediate between the various currents within the party, as well as between the party and other allied parties (the Republicans, the Social Democrats, the Socialists). But what Moro really dreamt of was a possible alliance with the Communist Party to solve at least the most serious issues, such as terrorism and economic decline. He thought of repeating with the Communists the experience the DC had had in the early 1960s with the Socialists: widening the democratic area with the view of transforming the PCI into a social democratic trend. In order to obtain this he even considered letting the PCI take part in the majority at least if not in the government itself. His disappearance had serious repercussions, especially in the Christian Democratic Party where internal friction grew even stronger than in the past. This resulted in a great drop in the party's power and ability to manage the country politically even if, at least in part, it regained in the 1979 and 1983 elections the votes lost in the 1976 elections.

This article explores the reason why the LDP has stayed so long in power and why it ultimately fell out. It begins by giving an overview of the political situation in Japan in the past decades. It then proceeds to explain the main theories on why the LDP stayed so long in power and maintains that the main contributing factor has been a weak opposition. Finally it discusses how the new party has distinguished itself from former opposition parties and how and why the LDP had failed to meet that challenge. Chapter 1 introduces the long and difficult process of the theoretical legitimation of the political party as such. The analysis of the meaning and acceptance of ‘parties’ as tools of expressing contrasting visions moves forward from ancient Greece and Rome where (democratic) politics had first become a matter of speculation and practice, and ends up with the first cautious acceptance of parties by eighteenth-century British thinkers. The chapter explores how parties or factions have been constantly considered tools of division of the ‘common wealth’ and the ‘good society’. The holist and monist vision of a harmonious and compounded society, stigmatized parties and factions as an ultimate danger for the political community. Only when a new way of thinking, that is liberalism, emerged, was room for the acceptance of parties set.

Mexico's democratic transition has helped reduce, if not eliminate, the threat of renewed armed conflict in Chiapas. However, absent more active measures from the government and the Ejéército Zapatista de Liberacióón Nacional (EZLN) to seek a permanent peace agreement and come to terms with the legacies of the past, the conflict will linger on in an unstable déétente, which we term ““armed peace.”” While this situation is far better than the open hostilities of the past, it also belies the promise of a fully democratic society in which all citizens are equally included in the political process. La transicióón democráática en Mééxico ha contribuido a reducir, si no eliminar, la posibilidad de que el conflicto armado en Chiapas se reanude. Sin embargo, sin esfuerzos mas activos por parte del gobierno y del Ejéército Zapatista de Liberacióón Nacional (EZLN) para buscar un acuerdo de paz permanente y saldar cuentas con el pasado, el conflicto permaneceráá en un estado inestable que llamamos ““paz armada””. Aunque esta situacióón es mucho mejor que las tensiones y agresiones del pasado, no cumple los requisitos de una sociedad plenamente democráática en que todos los ciudadanos participan en condiciones de igualdad en el proceso políítico.

Infamously, the 1991 Bulgarian Constitution contains a provision banning political parties “formed on an ethnic basis.” In the early 1990s, the neo-communist Bulgarian Socialist Party invoked this provision when it asked the country's Constitutional Court to declare unconstitutional the political party of the beleaguered Turkish minority. In this article, Venelin I. Ganev analyzes the conflicting arguments presented in the course of the constitutional trial that ensued and shows how the justices’ anxieties about the possible effects of politicized ethnicity were interwoven into broader debates about the scope of the constitutional normative shift that marked the end of the communist era, about the relevance of historical memory to constitutional reasoning, and about the nature of democratic politics in a multiethnic society. Ganev also argues that the constitutional interpretation articulated by the Court has become an essential component of Bulgaria's emerging political order. More broadly, he illuminates the complexity of some of the major issues that frame the study of ethnopolitics in postcommunist eastern Europe: the varied dimensions of the “politics of remembrance“; the ambiguities of transitional justice; the dilemmas inherent in the construction of a rights-centered legality; and the challenges involved in establishing a forward-looking, pluralist system of governance.

This paper examines Indonesia's current legislation on politics, inter alia, Political Parties Law, Election Law, and Parliament Law, by using gender analysis. This paper considers how these laws ensure equitable access, participation, control, and benefits for men and women. Under the justice and gender equality approach, these laws are not optimal, especially under the control and benefit indicators. In this context, Political Parties Law contributes more to the indicator of access, while Electoral Law provides access and participation indicators. At the same time, Parliament Law is expected to contribute the most to the control and benefit indicators. However, it is regrettable that Parliament Law does not comply with these two indicators. Also, the Constitutional Court's interpretation was not followed in a series of legislative revisions of Parliament Law. Therefore, the gender approach in the legislative revision of these three laws should be encouraged to benefit from social life with more just and non-discriminatory. It should also provide equal opportunity for every citizen to gain access, participatory rights, control, and benefits in development. Hence, it is inevitable to the importance of the government commitment in gender mainstreaming in policy, harmonization, and synchronization of laws and regulations. On August 13th 2010, the MV Sun Sea ship carrying 492 Tamil asylum seekers arrived off of the coast of British Columbia. Immediately upon arrival the Tamil asylum seekers were detained for a prolonged period of time, subjected to intensified interrogation techniques, and unfairly questioned even when in possession of identifying documents. This paper examines how the government used political discourse to try and justify the unusually harsh detention of asylum seekers. Through a critical discourse analysis strategy, eight newspaper articles will be analyzed and the theories of securitization, discourse, and orientalism will be used to advance certain political ideologies. The political justifications of detention operate through the theme of the egocentric state, and the theme of categorizing and demonizing asylum seekers. The final theme discussed is the concept of victimization, which will offer an alternate perspective to this paper’s main focus on political discourse.

The main objective behind the parliamentary practice of Question Period is to ensure that the government is held accountable to the people. Rather than being a political accountability tool and a showcase of public discourse, these deliberations are most often displays of vitriolic political rhetoric. I will be focusing my research on the ways in which incivil political discourse permeates the political mediascape with respect to one instance in Canadian politics - the acquisition of the F-35 Lightning II Joint Strike Fighter. I believe that incivility in the political discourse of Question Period must be understood within the mechanics of the contemporary public sphere. By interrogating the complexities of how political discourse is being mediatized, produced and consumed within the prevailing ideological paradigms, I identify some of the contemporary social, cultural and political practices that produce incivility in parliamentary discourse.
