This study aims to understand the face of poverty and the use of poverty alleviation funds in regional budgeting. The study was conducted in Makassar City, South Sulawesi by using case study approach. Data collection was done by interview and observation. In-depth interviews were conducted for povertystricken actors and budget managers of poverty funds. This research uses qualitative approach with case study analysis method which according to Creswel can be done through categorization stage, interpretation of pattern formation and naturalistic generaliation. The results show that there are three categories of poor people in the city of Maksassar namely vagrants and beggars, unemployed and poor fishermen. In the potency of policy and government budgeting behavior has been to eradicate the program of alleviation through increasing poverty alleviation budget allocation, but the fulfillment is not necessarily to alleviate poverty in Makassar City. This is because poverty is often used as a tool of exploitation by society and also as a political tool by the government.

People in Jambi city assume that Pasar Hong Kong, a traditional market located in Jelutung sub-district, is “a Chinese market”, even some areas in the city of Jambi such as Jelutung, Koni, and Talang Banjar are dominated by the ethnic of Chinese. This research aims to explore how social inequality that occurs due to the advantages and disadvantages of an ethnic group so that it can affect individual attitudes that damage social capital. This research uses a case study approach with in-depth interviews and literature study as data collection techniques. The subjects of this study were ethnic Malay and Chinese female merchants in Pasar Hong Kong, Jambi city, Indonesia. This research found that social inequalities that occur among the female merchants of ethnic Malay and Chinese in Pasar Hongkong occur naturally, where both merchants and buyers have a high tolerance when interacting. Although sometimes there are differences in attitude when the merchants serve different ethnic buyers. The involvement of traditional leaders in managing social inequalities is very important due to the lack of assimilation among ethnic Malay and Chinese.

Abstract. Previous research has examined global cities networks by means of the sister city cooperations and the factors which influence its implementation. However, there is no research which examines the extent to which these factors influence the success of sister city cooperation. Therefore, investigating the success factors of the sister city cooperation that contribute to city management is carried out. The case study approach is used by applying in-depth interviews to key informants for subsequent coding and content analysis. We found that the reciprocal relations accurring between the two cities are main factors which spur the sister city cooperation so that it led to the improvement of human resources, helped reduce problems in managing the city environment, and triggered increased market opportunities and global competitiveness. This condition is also supported by consistent local leadership. Meanwhile, shared interests and community participation are needed as a prerequisite for a development process and cooperation relationships that do not directly affect the success of the cooperation. Abstrak. Penelitian sebelumnya telah banyak memeriksa jejaring kota – kota di dunia melalui kemitraan sister city dan faktor – faktor yang berpengaruh terhadap pelaksanaannya. Namun, belum ada penelitian menyeluruh yang memeriksa sejauh mana faktor – faktor tersebut berpengaruh terhadap kemitraan sister city. Untuk itu, investigasi terhadap faktor - faktor kesuksesan kemitraan sister city yang dapat berkontribusi terhadap pengelolaan kota dilakukan. Pendekatan studi kasus digunakan dengan menerapkan wawancara mendalam terhadap informan kunci untuk selanjutnya dilakukan proses pengkodean dan analisis isi. Kami menemukan bahwa hubungan timbal balik yang terjadi antara kedua kota menjadi faktor utama yang memicu kemitraan sister city sehingga mengarah pada peningkatan sumber daya manusia, membantu mengurangi masalah pengelolaan lingkungan kota, serta memicu peningkatan peluang pasar dan daya saing global. Kondisi tersebut ditunjang juga oleh kepemimpinan lokal yang konsisten. Sementara itu, kepentingan bersama dan partisipasi masyarakat dibutuhkan sebagai prasyarat dari suatu proses pembangunan dan hubungan kemitraan yang tidak berpengaruh langsung terhadap kesuksesan kemitraan.

State civil apparatus has mobilized by a pair of the candidate, Ichsan Yasin Limpo and Andi Mudzakkar (IYL-Cakka) on the 2018 South Sulawesi Local Election in Gowa was very structured and massive. That case is proved by the victory of Them in Gowa around 68.38 percent. The support from Gowa's society for the nominating process is 260 650 IYL-Cakka identity. Based on the result of administrative verification showed that 0.5 percent are civil state apparatus's identity and the result of factual verification is 1.53 percent. Meanwhile, the state civil Also apparatus supported them with symbols of the candidate. It’s proved by a report of 37 cases of neutrality violation to the South Sulawesi Provincial of the General Election Supervisory. This research method used a descriptive case study approach. The Data on this research used primary and secondary data. The data were collected from several methods: observation, interviews, and documentary. The result of this study indicated resources that supported instruction to them have consisted of two categories: 1) the instruction to the collected identity cards and 2) the instruction to used symbols. The identity cards were collected by three elements: the winning team for IYL-Cakka, the Headman and their staffs, and the other elements (agricultural extension workers and educators). The instruction to used symbols created has been done with the group in social media for all of the government head offices and created the formal regular meetings outside the Gowa (like as benchmarking).

Accountability in providing public administration to the poor people in the Social Department of Makassar. This study was qualitative case study approach, while the instruments were the researchers themselves. This study showed that the accountability in providing public administration to the poor people had not run optimally. There were various approaches and alleviation programs for poverty that had not been able to change significantly. There was no continuous program during the official turnover. If the official was changed, then the policy would be changed, thus the programs were ineffective to minimize the poverty in Makassar. The policies and the supports were necessary from all the elements of construction and the involvement of entrepreneurs like stakeholders and community leaders. The government is necessary to take a role in uniting and bridging these issues. In addition, the strategic planning was necessary to involve society, not only as objects of development but also to be involved as the subject of development to alleviate the poverty in Makassar.

Purpose This paper aims to find out what causes differences in understanding the concept of halal tourism between the government and stakeholders, which results in the slow development of halal tourism and the emergence of doubts for stakeholders who want to be part of halal tourism in Bandung. Design/methodology/approach This study used a qualitative research method, and then the results presented the Fishbone Diagram (Cause and Effect) of halal tourism concept in the City of Bandung. A case study approach is in accordance with the Bandung City branding as the halal tourism destination in Indonesia. The informants are the halal tourism stakeholders, consumers, the government and the tourism community. Findings Even though the level of Muslim tourist's arrival in Bandung has always been increasing, what was proclaimed by the government is unclear related to the halal tourism concept. The ambiguity of the halal tourism concept spread in Bandung impacts the absence of clear standardization of supporting facilities and accommodation and the emergence of anxiety and mistrust of stakeholders in applying the halal concept into their tourism business in Bandung. Research limitations/implications This study was only conducted in Bandung City, Indonesia; hence, it lacks generality. Accordingly, future studies can expand to several potential halal tourism cities in Indonesia and halal tourists outside Bandung as informants. Originality/value To the best of the authors’ knowledge, this is the first practical paper that provides a detailed and comprehensive description of the different concepts of halal tourism in the city of Bandung.

This article examines the perceptions of local people concerning the potential of tourism to alleviate poverty and bring about community development in the Manicaland Province, Zimbabwe. In-depth interviews, direct observations, and informal conversations were used to collect data in the four districts of Manicaland where there were functional community-based tourism (CBT) projects. After establishing a poverty criterion, data were collected from 43 local poor people in the four districts of the case study area. The results show that tourism development in Manicaland brought about community development through social, economic, environmental and cultural benefits. The authors suggest that there are interrelationships between tourism, poverty alleviation and community development. They show these interrelationships through a tourism and community-development framework which they developed based upon the results of the various methods of data collection used in this study.

The openness of the investment in Indonesia has become one of the main focuses in supporting the Nawa Cita Program by Jokowi and Jusuf Kalla. Unfortunately, the increase in investment is not balanced with the number of poor urban and rural population in Indonesia. Therefore, social inequality in Indonesia still tends to be quite large. One form of investment is the development of supermarkets. The goal of this study is to analyze the implementation of partnership policies between supermarkets and SME with a case study approach of supermarket chains with SME in Sidoarjo Town, East Java Province. This study uses a qualitative approach, through in-depth interviews on SME who partner with supermarkets in Sidoarjo. The results showed that the government-led partnership policy to improve the economy of society and overcome the gap on the growth of supermarkets did not run optimally. Thus, the Government's goal to create a mutually beneficial business partnership between supermarkets and SME can not be achieved, so that there needs to be an evaluation on the partnership policy made by the Government further so that the partnership policy can be successful.

The purpose of research is to know the role of tourist ambassadors in the formation of the image of Palu City after the natural disasters through Instagram. The method used is qualitative with a case study approach withdrawal of informant using purposive sampling. Research findings show that in the effort to build imagery through Instagram, the main thing that is done by tourist ambassadors (Randa'a ante Kabilasa) is by changing the perception of society as a follower through the publication of various kinds of information/content both in the form of images, texts, and videos about the city of Palu affected by natural disasters but able to rise to a better change, i.e. the activity of public that return to normal in the field of economics and culture. Furthermore, the improvement of land road infrastructure, air (airport) and the sea (port) is the main focus of the government.

<p>In efforts to combat worldwide poverty, education is considered a vital device. It is believed that basic education has a significant impact in stimulating a range of positive forces for change and to fight poverty. However, global efforts to ensure every child has access to quality basic education are still far from being achieved, especially in areas that are physically remote and isolated. Such issues are continually faced by Indonesia, which has many widespread regions and diverse communities and various traditional and customary beliefs, which can affect peoples' attitudes to the education of their children. In addition to an examination of several issues regarding the Government of Indonesia's quest to provide basic education to all Indonesian children, this thesis will also focus on a case study from two villages in the South Sulawesi Province. The study aims to explore the rural community perspectives on the value of basic education in people's lives, and whether it is important to improve their conditions and their children's future.</p>

The aims of this study is to find out the understanding DPR members agains gender mainstreaming in DPRD Medan. This study uses a qualitative case study approach. After in-depth interviews with 5 Members of the DPRD Medan, the researcher can conclude that: 1. Members DPRD Medan do not yet understand the term gender mainstreaming in development. 2. Members DPRD Medan have not provided full support for the acceleration of the development of women's empowerment and child protection. These two things are seen from the lack of DPRD initiative rights in the drafting of a specific Regional Regulation on the Protection of Women and Children in the City of Medan. 3. Between the Legislature and the Executive does not have an understanding of the protection of women and children, the executive should propose a draft regulation on the protection of women and children to be endorsed as a regional regulation.
