Management in the higher education system is usually carried out by managers from representatives of scientific and pedagogical personnel who do not have special professional training to realize the rights and fulfill obligations determined by legislative and regulatory documents. The management effectiveness of a manager in a higher education institution depends largely on the personal characteristics of a leader, but competencies that cannot be formed without special knowledge are a mandatory component of his productivity. The article examined the extent to which the requirements for creating standards and already existing standards provide the basis for the formation of readiness of graduates of educational programs of the second (master's) level of higher education for managerial activities in higher education institutions. Based on the analysis of the legislative and regulatory framework, it has been found to what extent the State standards of higher education of the new generation, the requirements for their creation, the description of general and subject competencies, the program results of training determined by their content, the National Framework of Qualifications of Ukraine, the description of the framework levels of higher education provide the foundations for preparing for managerial activities graduates of educational programs of the second (master's) level. It was established that at the seventh level of the NQF, the formation of specialized conceptual knowledge is provided, including modern scientific achievements in the field of professional activity or the field of knowledge and is the basis for original thinking, critical understanding of problems in the industry and on the verge of knowledge industries; Problem solving skills/skills required for... innovation to develop new knowledge and procedures, the ability to integrate knowledge and address complex challenges in broad or multidisciplinary contexts, problems in new or unfamiliar environments with incomplete or limited information, taking into account aspects of social and ethical responsibility; communication (interaction of persons for the purpose of transmitting information, coordination of actions, joint activities), as an understandable and unambiguous communication of their own knowledge, conclusions and arguments to specialists and non-specialists; responsibility and autonomy, such as the management of work or training processes, which are complex, unpredictable and require new strategic approaches, assessing the results of teams and teams. In the context of dynamically updated professionally oriented information, the "erasure" of interdisciplinary boundaries, the demand for metasubject competencies the modern higher education system faces the need not only to choose innovative forms, methods and means of organizing the educational process, but to update the content of education taking into account the requirements for a modern graduate whose personal subject position in the process of his professional activity should be clearly "formalized" upon receiving his diploma. The theoretical study confirmed the demand for updating the content both on the behalf of the pedagogical community, and the employers who note the lack of readiness of most university graduates to make independent decisions in real professional situations and be responsible for them. This fact actualizes the need to study the problem of updating educational content through strengthening interdisciplinary links in the process of integrated language-professional training from the position of a subject-centered approach.

The author reveals the necessity of introducing into the educational and professional programs of preparation of masters of non-pedagogical specialties of the discipline "Didactics of higher education". Formation of pedagogical competences of the teacher of the higher school will allow the future specialists professional activity in the institutions of higher education. The article reveals the essence of didactic competence and peculiarities of its formation in higher education students in the current conditions of organizing the initial process. The competency approach should permeate all aspects of student training. Therefore, a special (didactic) competence should be included in the list of the graduates' learning outcomes. The didactic competence is the ability to apply knowledge of psychology and pedagogy (didactics) in the educational process of higher education institutions. In the orientation of the educational and professional program of the master of non-pedagogical specialties it is necessary to enter competencies that allow him to engage in teaching activities. General competences add to the ability to carry out pedagogical activities using innovative educational technologies, and special competences add to the ability to organize the educational process and carry out scientific research in order to solve topical problems of the theory, methodology, organization and practice of higher education students. One of the most important compulsory (normative) disciplines that enable the future specialist to teach special and professional disciplines in higher education institutions should be "Didactic of Higher Education". This is the main feature of forming didactic competence in higher education institutions. But the competent approach in higher education does not come down to a separate discipline, but because the phenomenon of integral and dynamic develops in the process of formal, non-formal and informal education and is in constant development and self-development. All stages of preparation of the master of non-pedagogical specialties for teaching activity should be directed on achievement of the main purpose of the educational process — formation of pedagogical competences of applicants of higher education.
