Much has been written of William Duncan, "the Apostle of Alaska", who came to the coast of northern British Columbia in 1857 as a missionary to the Tsimshian Indians. Although he deplored it, in the course of his sixty years' residence in this area controversy raged around him as a result of his clashes with church and state, and his work has been the subject of numerous investigations, both public and private. His enemies have called him a tyrant and a ruthless exploiter of the Indians under his control; and there are men still living who find a disproportionate amount of evil in the good that he did, especially during the declining years of his long life. On the other hand, he has had ardent and articulate supporters who have written numerous articles and no less than three books in praise of his self-sacrificing ideals and the soundness of his program for civilizing the Indian.

ABSTRACTConfusion has long existed on the subject of Vilhjalmur Stefansson's citizenship. A Canadian (that is, a British subject) by birth, Stefansson was brought up and educated in the United States. When his father became an American citizen in 1887, according to the laws of the time Stefansson too became an American. Dual citizenship was not then permitted by either the British or the American laws. Therefore, Stefansson was no longer a British subject. After he took command of the government sponsored Canadian Arctic Expedition in 1913, Stefansson was careful to give the impression that his status had never changed. Although Stefansson swore an oath of allegiance to King George V in May 1913, he did not take the other steps that would have been required to restore him to being Canadian. But, by an American act passed in 1907, this oath meant the loss of Stefansson's American citizenship. In the 1930s American officials informed Stefansson that he must apply for naturalisation in order to regain it. From 1913 until he received his American citizenship papers in 1937, Stefansson was a man without a country.

This research is based on the phenomenon of low construction in coastal village areas, primarily in relation to the economic development sector. This study was conducted in order to determine the low economic level of coastal rural communities and its abundant natural resources (SDA). The government has already issued a public policy related to economic empowerment and coastal zone management. However, the coastal village community’s economy remains very low. The qualitative and phenomenological approach was used to obtain the findings about why society in coastal villages is economically low level. The main cause of the economic problem was the lack of ability of the public to capture the business opportunities that existed. In addition, the constant hereditary lifestyle of the coastal people is one of the triggers of their low economic power. There is a lack of distinct empowerment by the government in order to improve their economy. SDA has not been optimally empowering coastal areas by way of the village communities of the coast and there is a lack of village infrastructure. The concrete participation of the local government is expected in relation to the handling of economic empowerment. One solution that can be undertaken is the revamping of public policy related to the development of coastal villages. The completion of the installation program for paving and street lighting is also a priority. The development and empowerment of the economy should be done immediately. Another thing that can be done by the government is the optimisation of the religious and beach tourism there.

The relevance of Intellectual Property (IP) Law in our society has increased dramatically over the last several years. Globalization, digitization, and the rise of post-industrial information-based industries have all contributed to a new prominence of IP Law as one of the most important factors in driving innovation and economic development. At the same time, the significant expansion of IP rules has impacted many areas of public policy such as public health, the environment, biodiversity, agriculture, and information, in an unprecedented manner. No longer relegated to a cohort of few specialized experts, IP Law is now at the front and centre of public policy, and IP-related news are regularly featured in mainstream media. IP-related issues have long entered the popular discourse and are omnipresent in every sector of the economy and our lives....

AbstractThe application of behavioural insights to public policy has been a success story of recent years, in academia and in the civil service. Alongside this, a parallel group of practitioners has emerged, using the same underlying research to pursue commercial and marketing goals. Although the objectives are mostly different, many of the approaches are similar. This article contrasts public and private sector approaches and highlights lessons each group can learn from the other.

The nature of the relationship between economic development and income inequality has long been the subject of considerable debate. Economic growth has very different effects on poverty, depending on a country’s level of income inequality. In high inequality countries, economic growth that raises the overall level of income disproportionately tends to benefit the rich, whereas policies that encourage economic growth while reducing income inequality will greatly accelerate the achievement of poverty reduction goals. Thus, understanding how income inequality and economic development are linked is important for establishing economic growth policies that reduce poverty. The literature on the economic development–income inequality nexus in industrial society places emphasis on the causes of current social inequality. The central and most cited paper in the literature is S. Kuznets’s “Economic Growth and Income Inequality” (1955), which proposed an inverted U-shaped relationship between development and inequality over the course of industrialization. Some scholars have tried to build upon Kuznets’s theory by focusing on his claim that income inequality is a function of the nature of regulations put on the market. Other studies deal with the importance of studying the relationship between democracy and inequality, the effect of the nature of the government on shaping inequality compared to industrialization, and the implications of globalization for income inequality. This overview of the literature shows that there is little true consensus on the relationship between inequality and development and highlights two major areas for improvement: measurement and data quality.

ABSTRACT East Asian countries have been successful at specialising in machinery and capital goods. Latin American countries, on the other hand, have retreated from these sectors, reinforcing their specialisation in resource-intensive goods. Institutional arrangements in place in both regions explain these divergences. In particular, the differences in the strategy and structure of leading firms, the nature of industrial promotion by the government, the development and support of small and medium-sized firms and the operation of foreign-owned firms may explain the respective success and failure in sectoral specialisation in machinery. Failure to develop these sectors may hinder the process of economic development.

The purpose of this paper is to highlight the way Pakistan can adopt to cash the unemployment among its white collar professionals to gain economic benefit on the part of Pakistan as well as to the individuals themselves. The study reaches to the conclusion that skill mobility can provide the means for Pakistan to integrate into the world and generate capital for its development.

AbstractThe new Ecuadorian institutionality has created a large number of mechanisms of representation, direct democracy and participation. These are contained in the Constitution and organic laws, which gives a regulatory framework that constitutes itself the promoter of the democratic exercise. In the applying of the policy of strengthening of democracy, there are forces and positions from various actors. It can be seen that among the activators of the participation of actors, the government itself is the most important, accompanied by organized, old and new social ones. Others demand a more radical participation on the one hand, and on the other hand another third group despises a popular presence in the state. The conventional communication media have been the main spokesmen of the last group. In the applying of the policy of participation, various forces have acted by developing some mechanisms, hiding others or distorting its original meaning. About all of these, the actors have expressed their positions and interests. Despite these tensions, political participation as such has become dynamic and strengthened.
