This research is based on the phenomenon of low construction in coastal village areas, primarily in relation to the economic development sector. This study was conducted in order to determine the low economic level of coastal rural communities and its abundant natural resources (SDA). The government has already issued a public policy related to economic empowerment and coastal zone management. However, the coastal village community’s economy remains very low. The qualitative and phenomenological approach was used to obtain the findings about why society in coastal villages is economically low level. The main cause of the economic problem was the lack of ability of the public to capture the business opportunities that existed. In addition, the constant hereditary lifestyle of the coastal people is one of the triggers of their low economic power. There is a lack of distinct empowerment by the government in order to improve their economy. SDA has not been optimally empowering coastal areas by way of the village communities of the coast and there is a lack of village infrastructure. The concrete participation of the local government is expected in relation to the handling of economic empowerment. One solution that can be undertaken is the revamping of public policy related to the development of coastal villages. The completion of the installation program for paving and street lighting is also a priority. The development and empowerment of the economy should be done immediately. Another thing that can be done by the government is the optimisation of the religious and beach tourism there.

This research is based on the phenomenon of the low development of the tourism sector which occurred in the regions coastal villages in improving the economy. Therefore this study was conducted to determine the cause of less empowered coastal tourism is possible when tourism can boost the economy of thecoastal village communities. The government has already issued a public policy related to coastal tourism is, however, implementation is not yet optimal.By using qualitative and phenomenological approach obtained findings about this have not empowered the coastal tourism. Cause that occur among people less able to capture the business opportunities to manage local community-based tourism. Lack of empowerment clear from government and maximum promotion of the tourism sector. SDA has not been optimally empowered coastal areas by village communities of the coast and the lack of infrastructure village infrastructure. It is expected the participation kongret government in the handling of this tourism to economic empowerment of rural communities along the coast. One solution that can be taken is the revamping of public policy related to the development of coastal villages. Besides the completion of program installation of paving and street lighting is also a priority program. Development and empowerment of communities in the management of this tourism immediately, so that their economy soon increase. Another thing that can be done by the governmentis the optimization of religious tourism and beach tourism exist to promote road.

Village community-based nature tourism is currently getting a lot of public attention. The government through its empowerment program also provides support to village communities when developing natural tourism in their area. The effectiveness of this empowerment program will later be able to improve the economy of rural communities sustainably. As is done in Coban Putri nature tourism, Tlekung Village, Junrejo District, Batu City. This research is qualitative, using a descriptive approach.While the sampling technique used is the purposive sampling technique, where informants are determined based on their role related to the development of natural tourism in Coban Putri. The purpose of this study was to determine how influential the Coban Putri natural tourism area is on the improvement of the economy of the Tlekung Village community after developing tourist attractions. The results obtained from this study indicate that the Coban Putri natural tourism area has sufficient influence on the economy of the Tlekung Village community, especially after development, so it is important for the government and the community to participate in developing Coban Putri natural tourism through empowerment programs so that it always has more appeal for tourists who visit.

Abstract. After Village Law was published in 2014,  formation of BUMDes enforcement in each village became one of the strategic solutions for welfare of the village community. The issue of poverty and underdevelopment of villages is a priority that needs to be addressed by the government. However, not all problems can be solved in one village, but they need village collaboration to make institutions so that their role is more massive, effective, and efficient in encouraging the growth of the village economy. BUMDES Danar Garut is a form of cooperation between villages so that the resolution of a problem can be done at the village government level. since 2014,  BUMDes has been established many business activities. This paper aims to assess the level of contribution of the Danar BUMDes to the economic activities of rural communities. This research was conducted by means of semi-structured in-depth interviews with key stakeholders from both the village government, the director of the Joint BUMDes and the community as beneficiaries of the BUMDes by selecting purposive sampling. The results of the analysis show that BUMDes Danar has made a positive contribution to the village government, socio-economic village communities and the ability and expertise of the people in Leles District both the direct impact of reducing unemployment, increasing the welfare of the village apparatus and indirectly for the Villages or the scope of Leles District.Keywords: Joint-BUMDes, Social-economy, Village SocietyAbstrak. Setelah terbitnya Undang-Undang Desa tahun 2014,dorongan terbentuknya BUMDes di setiap desa menjadi salah satu solusi strategis dalam menyejahterakan masyarakat desa. Isu kemiskinan dan ketertinggalan desa menjadi prioritas yang perlu ditangani oleh pemerintah. Namun tidak semua masalah  dapat diselesaikan dalam satu desa, melainkan perlu adanya kolaborasi antar lembaga desa sehingga perannya lebih masif , efektif dan efisien dalam mendorong bertumbuhnya ekonomi desa. BUMDES Danar Garut merupakan perwujudan kerjasama antar desa agar penyelesaiaan suatu masalah bisa dilakukan pada tingkat pemerintahan desa. sejak 2014 BUMDes ini berdiri sudah banyak kegiatan usaha yang dilakukan. Paper ini bertujuan menilai tingkat kontribusi BUMDes Danar terhadap kegiatan ekonomi masyarakat desa. Penelitian ini dilakukan dengan cara wawancara mendalam semi terstruktur kepada para stakeholder kunci   baik dari kalangan pemerintah desa, direktur BUMDes Bersama maupun dari masyarakat sebagai penerima manfaat  dari adanya BUMDes dengan pemilihan purposive sampling. Dari hasil analisis menunjukkan bahwa  BUMDes Danar telah memberikan kontribusi positif  bagi pemerintah desa,  sosial-ekonomi masyarakat desa dan kemampuan serta keahlian masyarakat yang ada di Kecamatan Leles baik dampak secara langsung yaitu berkurangnya pengangguran, meningkatkan kesejahteraan aparatur desa maupun secara tidak langsung bagi Desa-Desa ataupun lingkup Kecamatan Leles.Kata Kunci: BUMDes Bersama, Sosial-ekonomi, Masyarakat Desa

Monitoring of coastal environments is critical to understanding the responses of the natural environment to human interventions. The ability to definitively attribute impacts to a development versus those which are part of the natural variation of a dynamic system is a valuable tool to understanding the successes and failures of coastal zone management planning. The Coastal Zone Management Unit of the Government of Barbados (CZMU) undertook the Coastal Risk Assessment and Management (CRMP) project to define the baseline conditions and risks for the entire coastline of Barbados in order to have this comprehensive database upon which to base future decisions and coastal planning. This paper will focus on three of the nine baseline studies and the unique approaches used, and challenges encountered, along the way.

Purpose Village-owned enterprises, in this study called Badan Usaha Milik Desa (BUMDes), are rural communities economic empowerment program developed by the Indonesian Government to encourage the growth of rural entrepreneurship by using the potential of locally owned resources. However, the implementation and effect of the BUMDes program are questionable. Thus, this study aims to investigate the role of BUMDes in encouraging rural entrepreneurship and strengthening rural economic development. In addition, this study also explores challenges in implementing the BUMDes program. Design/methodology/approach This study uses a qualitative method with a case study approach. Data were obtained through in-depth interviews using purposive sampling techniques to key people in management at five BUMDes in Garut Regency, West Java, Indonesia, which have successfully implemented the BUMDes program. Findings The findings of this study indicate that BUMDes are proven to encourage rural entrepreneurship with the dimensions of exploration and empowerment, capacity building and the support and involvement of all stakeholders. BUMDes were established in accordance with government policies based on the village discussion process as the culture of the Indonesian people by involving elements of the village government, associations and the community. However, the challenges in implementing BUMDes are still faced by managers including implementation and regulatory mismatches, lack of qualified human resources and lack of synergy between the village government and BUMDes. Research limitations/implications In this study, the development of a local economic empowerment program as a driver of rural entrepreneurship is carried out in the Indonesian context. In addition, based on the unique nature of case studies, making this study can only be implemented in cases that have similar characteristics. Therefore, in the context of other countries, it can be done by modifying the results obtained based on the conditions and potential of each region. Originality/value Although recognition of entrepreneurship is one of the main determinants of rural economic development, empirical research in this area is relatively rare. Thus, this study adds a new perspective on the BUMDes program as an effort to grow rural entrepreneurship.

The complexity and dynamics of changes in public administration structures and their management mechanisms can be causes of turbulence and increased uncertainty in the different fields of government action. This article seeks to analyze the possible effects of these institutional movements on plans and structures aimed at Brazilian coastal management, seen as an integral part of the public policies established for planning and management in this field. The methodological approach developed is descriptive and interpretive, with qualitative data that try to characterize the National Coastal Management Program (GERCO) from the stages of a public policy cycle, observing the presence (or absence) of elements of each model of administration in its development. The result of the analysis concludes that GERCO was conceived and implemented in a context of hybridism of bureaucratic, managerial, and societal administration models. Furthermore, this hybridism can be recognized in different ways when we look at each stage of the political cycle. Elements of bureaucratic administration became evident mainly in the elaboration of the program (PNGC I), and through hierarchies in the organization of competences for coordination and the constitution of technical instruments without the participation of social actors, other than specialized non-technicians. The management model is present in all stages of the cycle, from the perception of the problem to the implementation phase of the policy and its instruments. A strong hybrid between the managerial and the societal model stands out, right after the regulation of PNGC II, with the incorporation of the need to improve the quality of management with more participation and action by civil society actors. The cycle assists in the systematization of information about the GERCO structure and shows a weakness in the steps of enforcing in practice the instruments that aim to ensure the planning and conservation of coastal spaces. It is believed that this study contributes to the understanding of the relationship between coastal management and the Public Administration that holds it and determines its directions. It is in the intricacies of the PA, with its potentialities and anachronisms, that the conditions (favorable or not) for the development of the cycles of this public policy (PP) are established, which overlap in spasmodic movements, benefitting more planning stages than the implementation of instruments. and processes related to coastal zone management. The problem of economic empowerment of rural society is very complex because of various rural conditions with various limitations such as education level, skill, and lack of facilities and infrastructures among others are communication means which are expected to be able to bridge to interact in dealing with various problems in rural areas. The means of communication that can reach all the inferior rural areas is community radio. Radio as an information media has a strategic role in synergizing various resources and elements of both the government, private, community, college. Community radio can bring the distance between the various gaps that exist in rural communities. With the program of radio broadcast interactive dialogue will be an educational process to the community because there will be an exchange of ideas and education that can involve many parties and the community umm in solving various problems faced by the community; both in the strategic, tactical and technical levels that are mutually beneficial so that there will be mutualist symbiosis. Thus the sustainability of community economic empowerment activities will be more guaranteed sustainability.

Development is carried out to improve the standard of living of its citizens. Development is also carried out so that there is no disparity between villages and cities. The rapid development in urban areas which has triggered a wave of urbanization has made the villages increasingly marginalized. Urbanization flows are difficult to stem because the village mindset assumes that in the city they will get jobs so they can improve their standard of living. With this phenomenon, the Government rolled out the Village Fund Policy. The Village Fund Policy opens employment opportunities in the village so that the community can be empowered through development programs in the village. The purpose of this paper is to describe the empowerment of rural communities through the Village Fund so that they can improve the living standard of rural communities. This paper uses a type of library research through documents analysis such as data contained in various media, books and other documents. The use of the Village Fund is significant to prevent the flow of urbanization. Opportunities for village communities to improve living standards were accommodated through community empowerment from the Village Fund.    Keywords: Village Funds, Empowerment, Improvement of Life Level
