The Secretariat of the Comptroller and Government Transparency of the State of Oaxaca (SCTGEO) has an objective with the development of the project called Web System of Requests for Access to Information. This objective is to contribute to internal control of the Requests for Access to Information that are sent to the dependencies, entities, auxiliary bodies, and, escrows that integrate State Public Administration. It also follows up that the Requests are attended to and are fulfilled within the terms established by the Law of Transparency and Access to Public Information for the State of Oaxaca (LGTAIPO). The web system has the following functionalities: a history of requests and responses, it allows the use of different response formats; it generates reports based on a period defined by the user; it allows you to schedule meetings, and it follows up if necessary. In addition, it has a Request, Dependencies module and an internal chat so that they can communicate with each other. The web system was based on the agile development model using Extreme Programming (XP) and the MySql database manager was used.

Currently, the use of mobile applications is of utmost importance, since it allows the availability of information at all times. The mobile application described in this article was made to follow up on the Requests for Access to Information and is part of a web system, with which an internal control of the Requests for Access to Information that are sent to the Dependencies, Entities, Auxiliary Bodies and Trusts of the State Public Administration. The application will attend to the requests and thus, the times of attention to them are met within the terms established by the Law of Transparency and Access to Public Information for the State of Oaxaca (LGTAIPO). The mobile application allows the monitoring of information requests received, shows the status in which they are through a colored traffic light, meetings can be scheduled, allows the registration of the user's profile, and, has an internal chat so that dependencies can communicate with each other and send notifications. The development methodology used for this project was Extreme Programming using the Dart programming language.

Resumo Apresenta os resultados de uma pesquisa que avaliou a transparência pública no Portal governamental do Ministério da Ciência, Tecnologia e Inovação (MCTI) a partir de um modelo de análise de transparência da informação pública na Web que consiste na verificação de três subprincípios: informação, motivação e participação. Os resultados apontaram que há aspectos positivos e negativos em relação a esses três subprincípios no Portal do MCTI, o que sinaliza a necessidade de aperfeiçoar o Portal visando acesso a informação para garantir atransparência e promover a participação pública.Palavras-chave: Transparência pública, Portais governamentais, Governo eletrônico, Ministério da Ciência, Tecnologia e Inovação (MCTI), Informação pública.Abstract Presents the results of research that evaluated publictransparency in the governmental homepage of the Ministry of Science, Technology and Innovation (MCTI) based on a model of analysis of public information transparency on the web, which consists in verifying three subprinciples: information, motivation and participation. The article is devoted to the consideration of the issue and problem aspects of improving anti-corruption policy, the elements of which are the strategy and tactics of combating corruption criminality. In the article the analysis of the term “state anti-corruption policy”, its components “strategy” and “tactics” are revealed, the ways to counteract corruption in Ukraine, which were formed in 2018 in the framework of the Anti-Corruption School, are indicated. The author systematically presents the areas of improvement of the state anti-corruption policy of Ukraine. The article investigates the issues of improvement of the state anticorruption policy, the components of which are the strategy and tactics of combating corruption. The author notes and analyzes nine steps (areas) to improve anti-corruption policy, and draws attention to interesting ways of overcoming corruption in Ukraine, which were proposed in the anti-corruption school held in 2018. The article reveals the following ways of combating corruption: elimination of the conflict of interests and access to information; more effective functioning of the Law of Ukraine “On Access to Public Information”; deeper decentralization for better eradication of corruption at the local level; creation and empowerment of certain supervisory boards at hospitals; introduction of more resources, such as ProZorro. As a result, the authors’ proposals for improving the strategy and tactics of combating corruption in Ukraine are identified.

Openness of public life is a pillar of civil society development Openness of public authority is a key condition for the functioning of democracy in the state, it is a fundamental value of the rule of law and a multiplier of social control. The essence of the right to public information in the Polish legal system is the fact that it is regulated in the Basic Law. Establishing the right to public information on the pages of the Constitution of the Republic of Poland enabled the citizens to its direct application. According to Article 61 of the Constitution of the Republic of Poland, the activities of public authorities in Poland are open and every citizen has the right of access to information. The concept of openness of public life and the right of access to information are understood as a citizen’s privilege to information on matters relating to the activities of government, the implementation of public tasks and the functioning of the state. Access to public information is also one of the forms of civic activity, which contributes to the development of democracy at both local and central level. In Poland, the continuation of the principle of openness and the right of access to public information, regulated by the Constitution, is provided for in the Act on Access to Public Information of 6 September 2001. The act defines what constitutes public information, distinguishes entities obliged to provide it and presents forms of providing access to and requesting public information. A review of Polish academic literature reveals a multitude of studies on openness of public life and access to public information. However, it also indicates the lack of exhaustive titles, constituting an analysis of this matter on the basis of the law of the Member States of the European Union. Therefore, the aim of this article, which has a source character, is to present the way of regulating access to public information, including both constitutional and statutory level. The starting point for the solutions in this study will be the contents of the constitutions of the Member States and the laws regulating access to public information in their current wording. The research will also include literature analysis. Due to the adopted concept, the subject of comparison will be selected issues that provide answers to the questions of whether access to public information has been regulated in the provisions of the constitution and how the notion of public information is defined in the law, as well as whether the statutory regulations constitute a development of the constitutional norms.

The almost instantaneous access to information provided by technological advances has revolutionized the behavior of people and of the classrooms too. Teachers had to adapt themselves to new technologies to maintain students interested and attentive to the discipline being taught. In this work, the behavior of the students of the 6th grade of elementary school II during class was observed. The school chosen is a public school in the State of São Paulo (Brazil). The research was based on data collection. The students were observed by being filmed during six months. The results showed that the students were interested in the classes and committed to the activities. The place that the student chooses to sit in the classroom influences the behavior of the teacher, because the more distant the teacher, the less he participates in the class.

A multidimensional analysis of the state of Russian studies on the education issues over 1993–2016 was carried out based on the materials of the data contained in the Web of Science (SSCI, A & HCI and SCI-E databases). There were determined the dynamics and trends of a number of relevant indicators, such as the number of Russian publications by year, the share of these publications in the global flow of publications on education issues, the dynamics of the share of publications made in co-authorship with foreign colleagues, etc. A number of distributions of Russian publications on educational issues was compiled and analyzed: by journals, by Russian regions and cities, by organizations and authors of the publications. It was found that most of these distributions were characterized by a high level of non-uniformity. A list of journals (125 titles) in which Russian works on education issues had been published was compiled. Russian organizations (308) and domestic researchers (about two thousand) engaged in studying the issues of education were identified. It was discovered that more than 200 organizations and about 400 academicians from 60 foreign countries had participated in Russian studies on the education issues.

Content is a key influencing factor in Web Quality of Experience (QoE) estimation. A web user’s satisfaction can be influenced by how long it takes to render and visualize the visible parts of the web page in the browser. This is referred to as the Above-the-fold (ATF) time. SpeedIndex (SI) has been widely used to estimate perceived web page loading speed of ATF content and a proxy metric for Web QoE estimation. Web application developers have been actively introducing innovative interactive features, such as animated and multimedia content, aiming to capture the users’ attention and improve the functionality and utility of the web applications. However, the literature shows that, for the websites with animated content, the estimated ATF time using the state-of-the-art metrics may not accurately match completed ATF time as perceived by users. This study introduces a new metric, Plausibly Complete Time (PCT), that estimates ATF time for a user’s perception of websites with and without animations. PCT can be integrated with SI and web QoE models. The accuracy of the proposed metric is evaluated based on two publicly available datasets. The proposed metric holds a high positive Spearman’s correlation (rs=0.89) with the Perceived ATF reported by the users for websites with and without animated content. This study demonstrates that using PCT as a KPI in QoE estimation models can improve the robustness of QoE estimation in comparison to using the state-of-the-art ATF time metric. Furthermore, experimental result showed that the estimation of SI using PCT improves the robustness of SI for websites with animated content. The PCT estimation allows web application designers to identify where poor design has significantly increased ATF time and refactor their implementation before it impacts end-user experience.

The development of video games is a complex, multidisciplinary process, which involves different areas as well as a greater number of roles than for traditional software. Serious games face process constraints that concern a number of interactive, educational and psychological factors designed to lead to the fulfillment of educational objectives within a specific context. Based on a case study in the city Cali, Colombia, an iterative and incremental process is proposed, focusing on small and medium development for educational serious games and basing itself on two lines of research: agile development methodology and user-centered design (UCD) for children from 7 to 10 years. The agile methodology eXtreme Programming (XP) offers a useful option for the development of serious games as it establishes a continuous communication with all project stakeholders - including the end user - throughout the project, while UCD allows the user profile to be known and identified so that the game will meet the needs and match the capabilities, expectations and motivations of the child.
