This article discusses how parents' perceptions of students when responding to the zoning system in the New Student Reception System (PPDB), especially in the City of Blitar. This research is based on qualitative data obtained from the field (field research), both from primary sources: interviews and observations, as well as other secondary sources: studies on the development of PPDB studies that occur in Indonesia, both from print or electronic media. The results showed that parents of students still felt that the zoning system in PPDB did not provide free space in accessing education as desired. The government has changed the old pattern of society into a new, more complex arrangement in terms of educational facilities. In addition to having effectiveness in changing people's perceptions of the differences between favorite and non-favorite schools, this system is conceptually good, but it is not yet effective enough to equalize the quality of education, so there is still a need for deep integrative studies, strategic efforts between educational institutions and relevant agencies. This step can be done through optimizing the socialization of the PPDB zoning system to the community that promotes openness and is in favor of the people's aspirations.

<table width="680" border="1" cellspacing="0" cellpadding="0" align="left"><tbody><tr><td valign="top" width="487"><p><strong>The purpose of this study was to determine and analyze the implementation of the Regional Regulation of Madiun City Number 45 of 2018 concerning with Prevention and Improvement of Quality of Housing and Slums and the constraints in the implementation of the City without Slums Program in Madiun City. This research method uses empirical data that is obtained directly through field research with primary, secondary and tertiary data sources as well as data collection by observation, interview, document study analyzed descriptive qualitative. The results of this study indicate that the Government of Madiun City has implemented Regional Regulation Number 45 of 2018 regarding Prevention and Improvement of Quality of Housing and Slums, quite well, there are 6 (six) villages which are categorized in mild slum areas. There are inertnal and external constraints in the implementation of the Cityless Slums Program in Madiun City.</strong><strong></strong></p><p><strong> </strong></p></td></tr></tbody></table>

The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.

ResumenEn este trabajo analizamos las relaciones entre tomas de tierras y Estado, en elAlto Valle de Río Negro en Argentina. En un contexto general de especulacióninmobiliaria, por la que se encarecen los precios de alquileres y terrenos, y depolíticas de vivienda selectivas y acotadas, los sectores populares acceden aun espacio en la ciudad mediante tomas de tierras. Frente a estos conflictos,el Estado, en sus diferentes niveles y poderes, despliega una forma deintervención basada en la criminalización de las luchas por tierra y vivienda.Al mismo tiempo, el poder ejecutivo nacional crea la Secretaría de Acceso alHábitat, para posibilitar la intervención política orientada a la regularizaciónde los asentamientos. In a general context of real estatespeculation, where rents and land prices are expensive, and a policy ofselective and limited housing, popular sectors can have access to a spacein the city through land occupation. In front of these conflicts, the Statein its different levels and powers, displays a form of intervention basedon the criminalization of struggles for land and housing. At the sametime, the national executive creates the Secretariat of Access to Habitat,oriented to allow political intervention for the regularization of settlements.However, this intervention tends to re-register the housing problems in thepolitical arena, reducing it to a conflict “between parties” and eluding theresponsibility of the State.From a qualitative methodological approach, we selected as empirical referencethe case of the settlement of Villa Obrera in Fiske, Menuco (GeneralRoca). The purpose of this study is to detect factors that encourage an increase in auditor professionalism skepticism so that they are able to produce quality audits. It is realized that audit quality comes from a good audit process and the auditor puts forward a good attitude of professional skepticism. The results of this study indicate that the experience and competence of auditors can increase the attitude of skepticism of auditor professionalism and audit quality. In addition, the skepticism of the auditor's professionalism is able to mediate the experience of the auditor and the competence of the auditor affects the quality of the audit. For KAP, especially in the city of Medan, it has an obligation to provide an equal portion of audit assignments to all auditors and provide opportunities for auditors to improve their abilities by attending education and training from both formal and non-formal educational institutions. Abstrak. Pesatnya pertumbuhan penduduk dan tingginya perkembangan pembangunan, menyebabkan banyaknya kawasan yang beralih fungsi menjadi kawasan yang bukan peruntukan yang sesuai yang telah ditetapkan oleh pemerintah termasuk ruang terbuka hijau (RTH) yang berfungsi untuk menunjang kualitas hidup masyarakat di dalam suatu kota baik dari segi lingkungan maupun kesehatan. Pesatnya perkembangan suatu kota tentu banyak menarik minat masyarakat untuk pindah menuju kota tersebut, semakin meningkatnya jumlah penduduk tentu juga meningkatkan kebutuhan akan oksigen. Untuk itu Kota Bireuen dituntut mampu menyediakan RTH untuk mengimbangi kebutuhan oksigen masyarakat kota itu sendiri. Penelitian ini bertujuan untuk menghitung ketersediaan RTH yang direncanakan di dalam RDTR Kota Bireuen. Metode yang digunakan dalam penelitian ini ada lah metode deskriptif dengan teknik survai. Sedangkan analisis kecukupan RTH menggunakan rumus berdasarkan luas daerah dibagi dengan RTH yang tersedia. Hasil perhitungan analisis RTH di dapat bahwasannya RTH Kota Bireuen sebesar 46,96%.Kata Kunci: Bireuen, RTH, RDTR Abstrack. The rapid growth of population and the high development of the developmental, causing the number of areas that switch functions to areas that are not appropriate designation established by the government including green open space (GOS) that serves to support the quality of life of people in a city both in terms of environment and health . The rapid development of a city would attract many people to move to the city, the increasing number of people of course also increases the need for oxygen. For that Bireuen City is required to provide GOS to compensate for the oxygen needs of the people of the city itself. This study aims to calculate the planned GOS availability in the DSP of Bireuen City. The method used in this research is descriptive method with survey technique. While the analysis of GOS adequacy using the formula based on the area divided by the available GOS. The calculation result of GOS analysis can be that the GOS of Bireuen City is 46.96%.Keyword: Bireuen, GOS, DSP

Abstract The results of the conducted pilot research indicated the basic local problems of the residents of Zabrze city. The purpose of the next research was to answer the question: how to improve the quality of life of residents in a city with significant air pollution. Activities aimed at this goal are inscribed in the idea of "smart city". The article presents the results of pilot measurements of air pollution with toxic gases in the Zabrze city in the Silesian agglomeration (Poland). Field studies at selected locations in the city concerned measurements of nitrogen dioxide, sulphur dioxide and carbon dioxide. The aim of these studies was to identify areas of the city with significant air pollution with toxic gases in order to plan further detailed research. Made measurements showed the appearance of the local problem of accumulation of pollutants in several areas of the city. The results obtained were compared with surveys conducted among residents of the Zabrze city. The aim of the survey was to examine the respondents' awareness of: the location of areas with noticeable air pollution and health problems resulting from air pollution in the place of residence. The article also presents a plan of possible actions for the city of Zabrze within the framework of the "smart city" idea to improve the quality of life of the local city community in conditions of increased emission of gas pollution in the city.

Underground water is water that is contained in a layer of soil or rock below the soil surface. This study aims to determine the government's authority in regulating groundwater permits and what are the legal consequences of violating unlicensed groundwater use. The research was conducted using empirical legal research methods, source of the data which was used are primary and secondary sources of legal materials, methods of collecting legal materials using documentation studies and field research, and analyzing legal materials using descriptive analysis methods. The results of this study indicate that the Government's authority in permitting groundwater is regulated in the Bali Governor Regulation Number 5 of 2016 concerning Groundwater Permits, particularly in Article 3 paragraph (1), it is explained that the Governor has the authority to manage groundwater in CAT in the province. In Article 3 paragraph (2), the authority of the Government (Governor) is reaffirmed, including several things, namely: granting permits for groundwater drilling; give permission to extract groundwater; grant permits for the use of groundwater; granting permits for groundwater exploitation; grant permits to groundwater drilling companies; provide guidance, supervise technical investigations and use of Groundwater. As a result of violations of the use of groundwater by violating the parties in accordance with Article 15 paragraph (1) of Law Number 11 of 1974 concerning Irrigation, it is stated that anyone who deliberately runs water and / or water sources business without permission from the Government is punishable by imprisonment. 2 (two) years and or a maximum fine of Rp. 5,000,000 (five million rupiah).

The city of Bandung had a rapid development. The growth and development process of the city is largely determined by the strategy of the government itself. Therefore, the government regulates the direction of urban growth through the formation of regulations. However, the current condition of regulations and arrangement of development are quite worrying. The process applied is not in line with regulations, the quality of the environment decreases because of the illegally grown land use of settlements Covenience in an area is also closely related to the conditions of nature environment. Like the existence of Cikapundung river which is no longer considered. It can be seen in riverside housing that increasingly wild and growing organically. The purpose of this study is to identify the physical arrangement of the environment and buildings in the Cikapundung riverside settlement Bandung and its influence on the application of regulations. The method used is 1) A quantitative approach at the stage of data collection and analysis with parametric simulation technique modeling, using Rhinoceros Grasshopper software; 2) A qualitative approach in forming conclusions relating to the prediction of the building mass compared to the existing conditions. Analysis was carried out based on applicable regulatory studies including Building Coverage Ratio (BCR), Floor Average Ratio (FAR), and River Border Line, then applied to the simulation of building shapes, and identified behavior of the inhabitants. This research is expected to be a guide to the strategy of planning, structuring, and developing architcture especially the building form in riverside settlements. Private Universities that were established by society through nonprofit institution have autonomy in managing their finances. Autonomy gives rise to the diversity of Private Universities’ financial statement. The government provides a tax exemption facility for the remnant of nonprofit institutions engaged in education with certain conditions, regulated by PMK 80/PMK.03/2009. This research was conducted to analyze the effect of the quality of the financial statements of Private Universities  on the execution of the tax exemption facility. Research was conducted by literature study method. The result of the research shows that the quality of the Private Universities’ financial statements  affect the execution of PMK 80/PMK.03/2009. Therefore, financial statements standardization and remnant recording regulation for Private Universities is needed, in order to optimizing the execution of the tax exemption facility given to educational institutions and to make sure the facility is given appropriately. The data collection technique used is literature study. This research use qualitative methods  in analyzing data and facts about private universities’ management and the taxation policies of non-profit organizations.
