Abstrak Penelitian ini bertujuan mengetahui gambaran secara utuh dan menyeluruh tentang implementasi kebijakan peningkatan mutu pendidikan berbasis al-Qur’an di TK Darul Qur’an al-Karim Karangtengah Banyumas tahun 2016-2017 serta berbagai aspek kekuatan, kelemahan, peluang, ancaman atau tantangan terhadap implementasi kebijakan dirumuskan dalam tulisan ini. Penelitian ini menggunakan pendekatan penelitian kualitatif deskriptif. Teknik pengumpulan data menggunakan wawancara mendalam, pengamatan peran, observasi partisipasi serta dokumentasi. Analisis data dalam penelitian ini menggunakan beberapa tahap yakni: reduksi data, display data, serta conclusion drawing dan verification.   Hasil penelitian ini memuat dua poin inti yakni: terungkapnya tujuh jenis kebijakan meliputi: kebijakan berbasis shalat sunnah, kebijakan berbasis tahfidz al-qur’an, kebijakan berbasis jum’at language, kebijakan berbasis kreativitas guru, kebijakan berbasis parenting qur'ani, kebijakan berbasis infak, kebijakan pembiayaan berbasis low cost. Selanjutnya kebijakan tersebut di analisis melalui SWOT untuk mengetahui sisi kekuatan, kelemahan, ancaman serta solusi terhadap pelaksanaan kebijakan tersebut.  Kata kunci: Kebijakan pendidikan; Analisis SWOT; Taman Kanak-Kanak.   Abstract This study aims to determine the overall picture and comprehensive about the implementation of education quality improvement policies based on al quran in TK Darul Qur'an al Karim Karang tengah Banyumas 2016-2017, as well as various aspects of strengths, weaknesses, opportunities, threats or challenges to policy implementation formulated in this paper.  This research uses descriptive qualitative research approach. Data collection techniques used in-depth interviews, role observation, participatory observation and documentation.  Data analisys in this research using several stages namely: data reduction, display data, and conclusion drawing and verification. The results of this study contain two core points namely: the disclosure of seven types of policies include: Sunna-based prayer policy, based tahfidz Al Qur'an, Furthermore, the policy is analyzed through SWOT to know the strength, weakness, threat and solution to the implementation of the policy.  Keywoard: Education of Policy; SWOT analisys; Kindergarten.

Mangongkal Holi is known as the highest level of tradition on Batak Toba daily life practices. Previously, this tradition was done by those limited families for the reasons of funding and its complicated management. But nowadays, the practice of mangongkal holi tradition is more rarely to be found; eventhough there are many local wisdom implicitly impressed on it. This study is part of the first writer’s dissertation, entitled Tradisi Mangongkal Holi pada Masyarakat Batak Toba (Mangongkal Holi Tradition in Batak Toba Society). This research was done in qualitative research, the data were collected through direct participatory observation, in-depth interviews with many batak toba informants (adat’s experts, practitioners and academicians/theologians), as well as audio-visual documentation. The data were analyzed by using Miles, and Huberman model; where data condensation, data display and data conclusion/verification were the three concurrent flows activities done to make sure the process of data analysis precisely on the track. The final conclusion of this research state that there were nine local wisdom found in mangongkal holi tradition, they are: thanksgiving, respect, humble/humility, blessings, responsibility, mutual cooperation, prays, concession in dialogue, and prestige; where all these local wisdom will be well-stored and longlasting while mangongkal holi tradition conserved through good and acceptable design of recommended revitalization model. The writers believe that there are still many solutions to solve the problems of funding, such as: down-grading the level of ceremony, or unifying more individual saring-sarings in a mangongkal holi ceremony.

This article is motivated by the fact that the existence of the Street Vendor (PKL) profession is a manifestation of the difficulty of work and the lack of jobs. The scarcity of employment due to the consideration of the number of jobs with unbalanced workforce, economically this has an impact on the number of street vendors (PKL) exploding ... The purpose of being a street vendor is, as a livelihood, making a living, looking for a bite of rice for family, because of the lack of employment, this caused the number of traders to increase. The scarcity of jobs, causes informal sector migration job seekers to create an independent spirit, entrepreneurship, entrepreneurship, with capital, managed by traders who are true populist economic actors. The problems in street vendors are: (1) how to organize, regulate, empower street vendors in the cities (2) how to foster, educate street vendors, and (3) how to help, find capital for street vendors (4) ) how to describe grief as a Five-Foot Trader. This paper aims to find a solution to the problem of street vendors, so that cases of conflict, cases of disputes, clashes of street vendors with Satpol PP can be avoided. For this reason, the following solutions must be sought: (1) understanding the causes of the explosions of street vendors (2) understanding the problems of street vendors. (3) what is the solution to solving street vendors in big cities. (4) describe Street Vendors as actors of the people's economy. This article is qualitative research, the social paradigm is the definition of social, the method of retrieving observational data, in-depth interviews, documentation. Data analysis uses Interactive Miles and Huberman theory, with stages, Collection Data, Display Data, Data Reduction and Vervying or conclusions.

Members of legislatures are relying on the researchers to guide and advise them on the alternatives to deliver on their constitutional mandates of law making, oversight, public participation and cooperative governance. The researchers are also dependent on the Senior Information Officers for the provision of current comprehensive, unbiased and reliable information in order to develop research and advisory documents to be used by legislators when carrying out their mandates. However, legislators often decry the standard of research and advisory documents, citing the shortcomings which include among others: inadequateness, inaccuracy and lack of credibility of the information upon which they are to base their decisions or policy direction. This study was set out to investigate the extent to which researchers in the legislatures utilise the information provided by the Senior Information Officers (SIOs) and/or the reasons for non-utilisation thereof in cases where information is not utilised. The study used a qualitative research approach to establish meaning from the views of the participants. In-depth interviews were used as a key method of data collection. The findings of this study suggest that the Gauteng Provincial Legislature’s researchers do not make full use of the Information provided to them by the SIOs. Furthermore, researchers appeared not to value the role played by the SIOs in keeping the legislators informed but rather as duplicating the researchers’ role.

Through education given, learners is expected to be able toimprove independently, use and review knowledge, internalize and personalize the character values and be graciousso these can be implemented in their everyday behavior.This study aims to describe the planning of the main character values implementation in the IPS learning conducted by IPS teachers in SMP Negeri 3 Kelua, describe the executing of the main character values implementation in the IPS learning conducted by IPS teachers in SMP Negeri 3 Kelua, describe the assessment of the main character values implementationin the IPS learning conducted by IPS teachers in SMP Negeri 3 Kelua.This research method uses observation method, interview, and documentation bya qualitative research approach. The research is held in SMP Negeri 3 Kelua. The data analysis is by data reduction, display data and Verification.The results of this study and discussion illustrate, This research suggests that  the results of research can be used as additional repertoire of the application of character values about the analysis of character values implementation in IPS learning. Melalui pendidikan diharapkan peserta didik mampu secara mandiri meningkatkan dan menggunakan pengetahuannya, mengkaji dan menginternalisasi serta mempersonalisasi nilai-nilai karakter dan akhlak mulia sehingga terwujud dalam perilaku sehari-hari. Penelitian ini bertujuan untuk mendeskripsikan perencanaan, pelaksanaan,  penilaian implementasi nilai karakter utama dalam pembelajaran IPS yang dilakukan oleh guru IPS di SMP Negeri 3 Kelua. Metode penelitian ini menggunakan metode observasi, wawancara, dan dokumentasi dengan pendekatan penelitian kualitatif. Dilaksanakan di SMP Negeri 3 Kelua. Analisis data dengan reduksi data, data display dan verifikasi. Hasil penelitian dan pembahasan ini, menggambarkan bahwa: Perencanaan implementasi pendidikan nilai karakter dalam pembelajaran IPS di SMPN 3 Kelua dengan menyiapkan Silabus dan RPP terlebih dahulu, Pelaksanaan implementasi pendidikan nilai karakter dalam pembelajaran IPS di SMPN 3 Kelua dengan cara tugas kelompok dengan presentase dan diskusi, Penilaian implementasi pendidikan nilai karakter dalam pembelajaran IPS di SMPN 3 Kelua dengan menyiapkan lebih dahulu lembaran penilaian untuk peserta didik. Penelitian ini menyarankan hasil penelitian bisa dijadikan sebagai tambahan khasanah penerapan nilai karakter tentang analisis implementasi nilai karakter dalam pembelajaran IPS. Bagi guru bisa meningkatkan kreatifitasnya merancang dan merevisi rencana proses pembelajaran dengan penerapan nilai karakter sesuai kondisi sekolah dan materi pelajaran. Yang menjadikan peserta didik mampu mandiri, meningkatkan dan menggunakan pengetahuannya, mengkaji dan menginternalisasi serta mempersonalisasi nilai-nilai karakter dan akhlak mulia terwujud dalam perilaku sehari-hari.Kata Kunci: Analisis, Implementasi, Nilai Karakter, IPS

This study aims to see the community participation in the satellite area in the construction and maintenance of Drainage in the Village Marindal II District Patumbak Deli Serdang. The research method used to answer the problem in this research is the method of qualitative research approach. Data obtained through in-depth interviews, literature study and documentation. Informant research comes from the elements of sub-district government and community. The results of the research show that the participation, involvement and utilization of drainage facilities are running well.

This study aims to describe the form of the religious day celebrations of Malay society across religions and the meaning of commemorating them in educational institutions. This field research uses a qualitative research approach with data collection through in-depth interviews, participant level observation and documentation. The results of the study describe that the form of religious day commemoration activities in SMPN 2 Arut Selatan are grouped into two, namely: commemoration of religious days which are commemorated based on certain moments, for instance are maulid of the Prophet Muhammad, Isra Mi'raj, and celebrations to welcome the Islamic New Year (Islam), Christmas and Easter (Christian Protestant and Catholic); and routine religious activities, for example is prayer with each of the followers of interfaith religions. Furthermore, the meanings of the religious days celebration are grouped into three views, trere are; as the obligation/ necessity of the learning process, empirical religion and individual's religion; as a culture / habit that becomes a system at school; as a requirement for the implementation of religious practices; and as a culture related to the commemoration of religious days.

This research deals with public speaking class, especially in extemporaneous speech. The purpose of the research was to find out how was the effective strategy for practicing an impromptu speech in public speaking. The researcher applied a qualitative research approach. The technique of data collection was note-taking by collected data on books and journals. The data were analyzed using data reduction, data display, and drawing the conclusion. The results revealed that there are some effective strategies for practicing extemporaneous speech in public speaking. The introduction of the speech started from greeting the god, getting the attention and interest of the audience started by a familiar quote, telling a personal story to illustrate speech point, and revealing the topic to the audience. Strategies explaining the body of speech were to have a card note. It is used to write the point of the speech presents the main points and sub-points in the body of the speech. Establish eye contact with the audience into speaker opening words, vocal and visual gestures in perform, and make sure the speech has the desired impact on the audience, testimony quotes from expert statements to support the conversation. Then, strategies concluding the speech began the conclusion with a restatement of the speaker's message by using positive words to the audience, praise and thanks to the audience, closing with an entertaining sentence or anecdote, chant rhymes, and chant rhymes and short poems.

Implementation of multicultural education in madrasas is a very interesting topic to present in this paper, considering the characteristics of learners which can be said to be more homogeneous than the secular schools. In general, the multicultural education has become necessary to be applied in educational institutions with heterogeneous learners, especially in terms of their beliefs. Multicultural values taught in school will be more easily practiced in the social life among such heterogeneous students. But this is not the case with homogenous madrasas. The development of multicultural values in madrasahs will call for its own concepts and strategies.Using a qualitative research approach with in-depth interviews as the main data collection instrument, this paper tries to formulate multicultural education conducted by the Madrasah Pembangunan, Ciputat, Tangerang, by seeing how the context, concept, and its implementation in educational systems are organized. The findings include, among others, the facts that multicultural education in madrasah is nothing new because multicultural values have been taught in many subjects there. These multicultural values are developed and introduced and required by the students in Madrasah Pembangunan to deal with heterogeneous members of society such as the values of tolerance, empathy, cooperation; and four main properties of Muhammad Rasululllah (Genuine, Trustworthy, Authentic, Intelligent). Other values include confi dence, quality work and competitive.

<em>This study aims to determine the role of social learning models in improving the competency of salt farmers in Pamekasan Regency. The research approach used is qualitative research with grounded theory. Data collection techniques using depth interviews, observation and documentation studies. The results of the study showed that increasing the competency of salt farmers through social learning models was carried out by presenting examples of behavior from aspects: 1) knowledge (knowledge); 2) skills (skills); 3) self concept; 4) personal characteristics (traits); and 5) motives (motives). The role of the social learning model for increasing salt farmers in Pamekasan Regency is: 1) to increase knowledge so that farmers have several alternative ways to make salt to produce quality; 2) developing the competency of salt farmers through the delivery of information; 3) foster an attitude of helping others; and 4) fostering a cooperative attitude towards outside parties who wish to establish cooperation.</em>

The literature about diversity in accounting demonstrates the phenomenon of superinclusion in  that it usually focuses on women’s experiences as a universal category but focuses on white women’s experiences. In this text, we argue that intersectional theory is a possible way to address that issue since it is a theory based on considering the interactions between sex, gender, race/ethnicity, and sexuality and how those elements and their interactions give rise to an “inequality regime”. Embracing this framework, we aim to comprehend the professional development of members of non-hegemonic groups who have reached the partner position in auditing firms. We adopted a qualitative research approach, conducting six in-depth interviews with Big Four partners. We analyzed our evidence using Acker’s (2006) “bases of inequalities” and “organizing processes that produce inequality” categories, proposing the empirical category “(un)changing inequality regimes?”. This work expands the literature about diversity by deepening the discussion about the inclusion of minority groups in auditing firms, bringing a Latin American view of diversity practices.
