The article considers one of the possible ways to implement the constitutional right of citizens to reliable information about the state of the environment. Environmental monitoring carried out on the territory of Izhevsk by the state and departmental organizations is extremely limited in the territorial and time aspect. Monitoring results are usually published only in specialized annual reports, or are provided to citizens on a paid basis. Publication of the Izhevsk Medical and Environmental Atlas and its availability to a wide range of interested citizens, both at the professional and consumer level, corresponds to three main conditions for environmental protection: scientific and expert support, public control and public awareness. The article reflects the regulatory considerations of creating the atlas, gives its brief structural and content characteristics, and provides examples of component-wise and integrated large-scale maps. Some results of zoning of the city microdistricts by the level of medical and environmental well-being are also presented, taking into account the territorial distribution of such indicators as the level of morbidity of the child population, the complex index of air pollution, noise pollution from traffic flows and the area of green spaces.

The paper proves that one of the means of ensuring the right of citizens to health care from the adverse effects of the environment is the right to information about the factors that affect health. It is noted that reliable information about the state of the environment is the basis for the formation of an effective environmental policy of the state. In this regard, it is argued that a society with a high level of informatization is able to successfully solve both economic and environmental problems. In connection with the above, the importance of issues related to the exercise of the right to information about the state of the environment is highlighted. The state of consolidation of the right to information on the state of the environment and the natural environment in national regulations is analyzed. The content of ecological information contained in acts of international character is outlined. The problem of the ratio of ecological information and information about the state of the environment is determined. Environmental information includes information on the state of the environment, however, given the legislative definition of the environment, which covers a wide range of elements related to the conditions of human existence, it is proved that the concept of “environment” is broader in meaning than “environment”. In summary, the proposed definition of “environmental information” is information about the environment, about activities that adversely affect (or may affect) the environment and the human body, as well as information on measures to protect the environment and ensure compliance with environmental rights. The agreements concluded between the tour operator and the travel agent and between the tourist and the travel company when providing travel services define the obligation to provide information and the right to receive information about the state of the environment.

AbstractThe capacity of different Bacillus species to produce large amounts of extracellular enzymes and ability to ferment various substrates at a wide range of pH and temperature has placed them among the most promising hosts for the industrial production of many improved and novel products. The global interest in prebiotics, for example, xylooligosaccharides (XOs) is ever increasing, rousing the quest for various forms with expanded productivity. This article provides an overview of xylanase producing bacilli, with more emphasis on their capacity to be used in the production of the XOs, followed by the purification strategies, characteristics and application of XOs from bacilli. The large-scale production of XOs is carried out from a number of xylan-rich lignocellulosic materials by chemical or enzymatic hydrolysis followed by purification through chromatography, vacuum evaporation, solvent extraction or membrane separation methods. Utilization of XOs in the production of functional products as food ingredients brings well-being to individuals by improving defense system and eliminating pathogens. In addition to the effects related to health, a variety of other biological impacts have also been discussed.

There is a steady trend in the wide range of literature on the study of institutions: the definition of theoretical judgments often does not coincide and is not combined with the definition of general connections and patterns, which leads to ignoring the principle of systematic analysis of socio-economic processes. Indirectly, this means the priority of the random (individual) over the whole and general. Meanwhile, the concept of an institution correlates with the specific content of a phenomenon or process and is supplemented by a generalized and systematic approach. The study of such an urgent problem of the market economy as institutional choice through non-profit organizations requires the extension of the analysis not only to governmental but also to non-governmental structures, which are an element of the whole. In this regard, the article provides a historical overview of the development of nonprofit organizations and charitable activities as a large-scale social phenomenon, which made it possible to draw attention to the possibility of using the experience of past years for the purposeful organization of non-state institutions of charity, including by improving social partnerships. Analysis of the current state of non-profit organizations in Ukraine, despite the growth in their number, shows a decrease in the volume of charitable activities. In recent years, the country has taken certain steps to improve charity. However, this is not enough. The institutional environment for philanthropy needs to be improved. The solution to this problem is possible with the active influence of the state on the management of non-commercial activities. Improving the tools of functioning, financing, as well as increasing attention to the development of statistics in this area of activity is considered relevant. In this regard, the purpose of the article is to identify pressing issues and ways to improve charitable organizations. The solution to this problem is possible with the active influence of the state on the management of non-profit activities. The development of the institutional framework of the nonprofit sector of the economy means the improvement of financial reporting, greater openness of charitable organizations, streamlining of their legal relations, liberalized taxation and strengthened control over the activities of non-profit organizations. The article pays special attention to the problem of accumulation and distribution of charitable funds. The potential of charitable organizations can be expanded by shifting the focus of their regulation away from predominantly corporate to regional administration, which increases the importance of the institution of partnership in the development of charity. The article uses historical and logical methods, which allowed to study the formation and development of non-profit organizations in the evolutionary aspect.

The article analyzes the flaws of the classical measures of economic growth. It is based on the assumption that, while not questioning the quality of the GDP indicator as a tool for measuring economic activity, it points out that the way this indicator is constructed influences the actions of governments, citizens and other actors, affecting also non-productive areas. What we measure affects what we do - if production is measured, then the criterion determining the success of the state and society will be the growth of production, and not the level of education, health or state of the environment. Gross domestic product in many cases includes production that, from the point of view of the community, indicates unfavorable processes. These are the so-called anti-goods, i.e., phenomena that increase GDP, although they worsen well-being and are socially undesirable).

Introduction. In the context of the development of globalization processes and the integration of the national economy into the global financial space, the issue of forming the financial security of Ukraine becomes increasingly important. It affects and links together all sectors of the national economy, business entities, society, politics, finance, etc.Problem Statement. At the present stage of Ukraine's economic development, one of the primary task of government policy is to ensure the financial security of the state, after all, its ensuring aims at overcoming the economic crisis and improving the well-being of Ukrainian citizens.Purpose. The assessment of the financial, monetary, and banking systems of Ukraine as well as the development of practically significant proposals are necessary for ensuring the financial security of Ukraine.Materials and Methods. The analytical material is the data of the National Bank of Ukraine, which have been studied by economic and mathematical methods, statistical and indicative analysis.Results. It has been determined that the state budget imbalance is the main destabilizing factor of the crisis in public finance. The dynamics of the number of banks in Ukraine have been studied: despite a decrease in the number of banks with foreign capital, their share in recent years has increased significantly, which hinders theeffective development of the banking system of Ukraine. A significant underestimation of the domestic currency and large-scale devaluations in the previous years created unfavorable conditions for Ukrainian exporters, which resulted in a foreign trade balance deficit, an outflow of foreign currency and, accordingly, a decrease in theforeign exchange reserves.Conclusions. The financial security strategy should determine the prospects for ensuring the stability of the financial, monetary, and banking systems and the development of the national economy. The implementation of financial, currency, credit measures, the adoption of amendments to the legislative framework, and the development of a financial security strategy for Ukraine become increasingly important, given the problems that exacerbate the financial security of Ukraine.

Agricultural production is one of the factors for the deterioration of the agro-ecological state of the environment and the anthropogenic-man-made changes in all its components. After analyzing the results of the research, it can be argued that the soils of the Kalinovsky region are characterized as medium-provided with humus, an indicator in the range of 2.21-4.01%. The content in the topsoil of mobile phosphorus is 10.0 mg/100 g of soil, mobile potassium 8.3 mg./100 g of soil related to the well-being, salt pH is 5.9. To carry out reclamation measures and reduce the areas of soil acidity to neutral and close to them values, it is necessary to have highly acidic soils with pH of salt. 4.5 and Нr 5.4 mg.eq/100 g produce lime with a rate of 5.4 t/ha; average oxygen with pH of sol. 4.8 and Нr 4.7 mg.eq/100 g to lime with the norm of lime 4.7 t/ha and slightly acid with pH of salt 5.4 and Hr 3.1 mg. Eq/100 g – 3.1 t/ha.

This article explores the peculiarities of the phenomenon of poverty in the post-Soviet Russia as one of the key social indicators of the achieved level of well-being and sustainable development of the country. The subject of this research is the socioeconomic relations that condition the persistence of large-scale absolute and relative poverty, and excessive social inequality in the country. The goal consists in outlining boundaries of the existing methodology of definition of poverty; as well as in substantiating that the use of modern methods leads to lowering the subsistence line and minimum wage. The author forms the databases necessary for displaying the absolute and relative poverty threshold in Russia and other foreign countries for the period 2000 – 2019. The article also employs Data Mining. The information framework is comprised of the official statistics of Rosstat and Eurostat, usa.gov International Monetary Fund, World Bank, legal reference system ConsultantPlus; annual reports of the Credit Suisse Institute, World Inequality Lab; infographics of the information analytical portal Knoema. In the course of an analytical retrospective assessment of dynamics of the key indicators of poverty threshold in the Russian Federation, the author establishes a significant discrepancy between the official and actual threshold, which distorts the relevant picture of poverty, impedes the development of the effective strategy for overcoming poverty, which imparts chronic character to this phenomenon. Relying on the relevant foreign experience of poverty reduction strategy, as well as scientific and practical works of the Russian experts in this field, the author justifies the measures for eradication of poverty in the Russian Federation. Recommendations are given for amending the state policy on promoting reduction of poverty in modern Russia, taking into account the need to overcome excessive social inequality.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.

The fields of music, health, and technology have seen significant interactions in recent years in developing music technology for health care and well-being. In an effort to strengthen the collaboration between the involved disciplines, the workshop “Music, Computing, and Health” was held to discuss best practices and state-of-the-art at the intersection of these areas with researchers from music psychology and neuroscience, music therapy, music information retrieval, music technology, medical technology (medtech), and robotics. Following the discussions at the workshop, this article provides an overview of the different methods of the involved disciplines and their potential contributions to developing music technology for health and well-being. Furthermore, the article summarizes the state of the art in music technology that can be applied in various health scenarios and provides a perspective on challenges and opportunities for developing music technology that (1) supports person-centered care and evidence-based treatments, and (2) contributes to developing standardized, large-scale research on music-based interventions in an interdisciplinary manner. The article provides a resource for those seeking to engage in interdisciplinary research using music-based computational methods to develop technology for health care, and aims to inspire future research directions by evaluating the state of the art with respect to the challenges facing each field.
