The implementation of the constitutional right to judicial protection is an important guarantee for participants in legal relations in case of violation of the rights of one of the parties or a threat of violation of the rights of participants in legal relations. Judicial protection is of particular relevance for the participants in legal relations, who do not speak the languages in which the administration of justice is carried out. Within the framework of this article, the authors analyze indicators that are designed to, on the one hand, signal on the current state and existing possibilities of implementing the constitutional right to judicial protection in the state languages of the subject of the Russian Federation (statistical function), and, on the other hand, determine growth drivers that can provide language guarantees for the territory of our state, which is defined as a democratic federal legal state according to Art. 1 of the Constitution of the Russian Federation. Within the framework of this article, three indicators are highlighted and analyzed: 1) existing legal potential for the implementation of the constitutional right to judicial protection in civil cases in the state languages of the republics within the Russian Federation; 2) analysis of the practical implementation of the opportunities currently available for the implementation of the constitutional right to judicial protection in civil cases in the state languages of the republics within the Russian Federation; 3) determination of growth points in the implementation of the constitutional right to judicial protection in civil cases in the state languages of the republics within the Russian Federation

In addition the article gives the author’s definition of the concept of the constitutional right to reliable information about the state of the environment. The relevance of the topic is due to the importance of such an element of the constitutional and legal status of man and citizen as the right to housing. According to para. 1, Art. 40 of the Constitution of the Russian Federation everyone has the right to housing. At the present stage of social relations development the problem of proper maintenance of right to ownership on residential premises remains acute. The realization of the right to ownership of housing is the foundation for the functioning of the economic and social policy of the state. The purpose of the study is to consider the specifics and content of legal relations related to the ownership, use and disposal of residential premises. We identify the concept of “residential premise”, we also include the scholars position regarding this issue. We consider the proprietary rights for the use, ownership and disposal of property, which in their unity constitute the content of the property right of residential premises. In addition, we analyze the basic provisions of the regulations governing the implementation of the right of ownership of residential premises. We designate the grounds for the emergence of residential premises ownership, as well as the rights and obligations of the owner of the premises. We concluded that the property right is inalienable and serves as a guarantee of the constitutional right to housing.

This paper shows an increase in the amount of emissions of harmful substances from cars and an increase in the level of motorization in the Russian Federation over the past few years. The in-fluence of road transport on the state of the environment is considered. The calculation of exhaust gases at the intersection of st. 25th Congress of the CPSU and Aleksey Ugarov Ave. in Stary Oskol, Belgorod Region. Measures are proposed to reduce the amount of emissions of harmful substances that pollute the air.

Based on the results of compilation and analysis of statistical data on consideration of complaints of interested persons by the courts of general jurisdiction, filed pursuant to articles 125 and 125.1 of the code, the author proposes some measures for improving the system of judicial statistics given the active introduction of digital technology in the field of criminal procedural relations. The paper notes the priority role of the court in the implementation of the constitutional right of citizens to access justice and in their protection from illegal actions (inaction) and decisions of bodies and officials carrying out criminal prosecution. To optimize the areas of judicial activities the author suggests broad interpretation of the provisions of part 1 of article 30 of the Criminal Procedural Code of the Russian Federation and the formation of the court composition for consideration of requests submitted with the court at pre-trial stages of the criminal process, with the use of an automated information system. The paper substantiates the necessity of successive integration of the State Automated System of legal statistics with the State Automated System «Pravosudie [Justice]», which will allow users of these systems to track the results of the procedural activities of the preliminary investigation, prosecution and court activities at all stages of criminal proceedings. The author also considers it relevant to reflect in more detail the results of consideration and resolution by the court of citizens’ appeals received at the initial stage of criminal proceedings in the annual analytical reviews prepared by the Judicial Department at the Supreme Court of the Russian Federation based on summary statistical reports of all courts of the Russian Federation.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The characteristics of new varieties of potatoes of the selection of the Kamchatsky RIA are created in accordance with the priority for the region selection areas included in the State Register of Selection Achievements of the Russian Federation and protected by patents.
