Abstract: Many students' behaviors that are not in accordance with the noble values of the nation, for example, attitudes only selfish, breaking the law, deviant behavior among students and students who tend to increase, even brawl in congregation, bullying, acts of immorality, fornography, drug addicts, cheating, plagiarism and liquor became the hot news adorning the media all the time. so that it becomes the talk of various parties who show concern for the importance of improving the character of students. It seems to have lost the character that has been built for centuries, such as friendliness, social solidarity and helpfulness. Educational institutions are considered not optimal in shaping the personality of students, thus inspiring the emergence of a commitment to boost character education in an integrated and tiered manner, which requires school-based management in its implementation. Keywords: School based management, building up character value.

Abstrak: Dari pengamatan penulis, kompetensi guru perlu dibenahi sesuai dengan yang diinginkan, penulis ingin melakukan penelitian dengan rumusan masalah: “bagaimanakah implementasi manajemen berbasis sekolah dalam meningkatkan kompetensi guru di SD Negeri Kalisari II/513 Surabaya”.  Metode yang dipakai dalam penelitian adalah metode kualitatif dengan pendekatan deskriptif. Hasil yang diperoleh : Kepala sekolah melakukan diskusi untuk pengambilan kebijakan yang akan diterapkan oleh sekolah. Kompetensi Dasar (KD) dikembangkan sesuai dengan kemampuan siswa, guru menggunakan berbagai media pembelajaran yang  terdiri dari media gambar, media langsung, media dengan menggunakan power point dan media yang selalu digunakan adalah media langsung, siswa-siswa memiliki peningkatan prestasi belajar dan menghadirkan kebahagian, serta kebanggan dihati guru terhadap prestasi yang dicapai oleh siswa dan terlihat peningkatan profesionalisme guru melalui implementasi Manajemen Berbasis Sekolah (MBS).   Kata Kunci: Manajemen Berbasis Sekolah, Kompetensi Guru   Abstract From the author's observation, teacher competence needs to be addressed according to what is desired, the author wants to do research with the formulation of the problem: "how is the implementation of school-based management in improving teacher competency in SD Negeri Kalisari II / 513 Surabaya". The method used in the study is a qualitative method with a descriptive approach. Results obtained: The school principal conducts discussions for the policy-making that will be applied by the school. Basic competency (KD) was developed according to the ability of students, the teacher used a variety of learning media consisting of picture media, direct media, media using power point and the media that is always used is direct media, students have increased learning achievement and happiness presenting, and the pride of the heart of the teacher towards the achievements achieved by students and seen the increase in teacher professionalism through the implementation of School-Based Management (SBM).   Keywords: School Based Management, Teacher Competence

The problems of developing diagnostic indices, which could differentiate categories of deviant behavior in children and adolescents in the context of psychological, medical and educational committees’ (PMEC) activities are considered. The main goal of PMEC is timely detection of children with peculiarities in their physical and / or mental development and / or behavior deviation, their complex psychological, medical and educational examination and, on the basis of its results, development of recommendations for the corresponding assistance and organization of their education. This group of minors includes children and adolescents not only with limited health conditions, but also with different kinds of deviant behavior and in conflict with the law. In the article, the analysis of pupils’ personal files from special closed educational institutions for minors in conflict with the law is presented. The methodical instrument for the structured assessment of a child’s social situation of development in the work of a PMEC approved in the framework of the project “Development of scientific-methodical provisions for the PMEC work concerning examination and producing recommendations for pupils with deviant behavior and in conflict with the law” is described and used.

<p><strong>Abstract</strong></p><p>School based management determines e? ectiveness, e? ciency and productivity of school organization. It constitutes a new paradigm on educational system that gives wide autonomy to manage human and ? nance resources depending on priority. Its implementation is based on UU No.20 in 2003 regarding national education system article 51. MI Nurul Islam is one of the basic educational institutions that have successfully implemented school-based management. Th is is proved by academic and non-academic outcomes, supported by competitive quality, especially on religious discipline; good implementation stage of school based management (MBS); decentralization of educational implementation and successful character of headmaster of MI Nurul Islam. Abstract. Politically, School Based Management (SBM) becomes the mouthpiece of all issues in the field of education that will be portrayed in schools, because the school is the last network of educational bureaucracy. SBM is also a form of operationalization of the decentralization or education autonomy policy in relation to regional autonomy. Theoretically, SBM is also a concept that offers autonomy to schools in order to improve quality, efficiency and equity of education in order to accommodate the interests of local communities as well as establishing close cooperation between schools, communities and governments. Operationally SBM is an idea that places the authority of school management in a system entity. Based on the above view, this article outlines the basic framework of SBM as a strategy for improving the quality of education. With SBM, principals, teachers and learners get the opportunity to innovate and improvise in schools related to curriculum, learning, managerial and others. So the principal serves as an educator, manager, administrator, supervisor, leader, innovator, motivator, figure, and mediator. SBM also calls for the creation of new institutional arrangements and institutions, including: the establishment of school boards, development of school strategy planning, develop of annual school planning, internal monitoring and self-assessment, annual reporting, school opinion surveys of school stakeholders. Secara politis, Manajemen Berbasis Sekolah (MBS) merupakan muara dari semua kebijakan dibidang pendidikan akan tergambarkan di sekolah, sebab sekolah merupakan jaringan terakhir dari rangkaian birokrasi pendidikan. MBS juga sebagai bentuk operasionalisasi dari kebijakan desentralisasi atau otonomi pendidikan dalam hubungannya dengan otonomi daerah. Secara teoretis, MBS merupakan suatu konsep yang menawarkan suatu otonomi kepada sekolah dalam rangka meningkatkan mutu, efisiensi dan pemerataan pendidikan agar dapat mengakomodir kepentingan masyarakat setempat serta menjalin kerja sama yang erat antar sekolah, masyarakat dan pemerintah. Secara operasional MBS merupakan gagasan yang menempatkan kewenangan pengelolaan sekolah dalam suatu keutuhan entitas sistem. Berdasarkan pandangan di atas, artikel ini menguraikan kerangka dasar MBS sebagai strategi dalam peningkatan mutu pendidikan. Dengan MBS, kepala sekolah, guru dan peserta didik mendapatkan peluang untuk melakukan inovasi dan improvisasi di sekolah berkaitan dengan masalah kurikulum, pembelajaran, manajerial dan lain-lain. Maka kepala sekolah berfungsi sebagai educator, manajer, administrator, supervisor, leader, inovator, motivator, figure, dan mediator. MBS juga menuntut penciptaan tatanan dan budaya kelembagaan baru, yang mencakup: pembentukan dewan sekolah, pengembangan perencanaan strategi sekolah, pengembangan perencanaan tahunan sekolah, melakukan internal monitoring, self-assesment, menyusun laporan tahunan, melakukan survei pendapat sekolah terhadap stakeholder sekolah. Character education is a vital instrument in determining the progress of a nation. Therefore the government needs to build educational institutions in order to produce good human resources that are ready to oversee and deliver the nation at a progressive level. It’s just that in reality, national education is not in line with the ideals of national education because the output is not in tune with moral values on the one hand and the potential for individuals to compete in world intellectual order on the other hand. Therefore, as a solution to these problems is the need for the applicationof character education from an early age.

The responsibility of Islamic education cannot be carried out unilaterally. Ki Hajar Dewantara stated that it requires the cooperation of three components which called as tripusat pendidikan education (center of three in education), they are families, educational institutions, and society. Those three components are one unit and complement each other. This is what happened at MTs Zainur Ridla (Islamic Junior High School Zainur Ridla) and MTs. Bustanul Ulum (Islamic Junior High School Bustanul Ulum), both of them are in Nonggunong District, Sumenep Regency. The findings in this research indicate that student’s guardians in MTs Zainur Ridla and MTs Bustanul Ulum Nonggunong have awareness about the responsibility of Islamic education. Second, all teacher councils in those two Islamic Junior High School stated that educating responsibility was on their control with habituation for their students in the form of reciting Shalawat Nariyah, reciting short surahs before the lesson began, praying before and after the lesson, shaking hands with teacher councils when coming and going home. Third, the participation of the society in realizing the responsibility of Islamic education through the media and the tradition of Kompolan. Fourth, the pattern of cooperation between madrasah (school) and student’s guardians in the form of: Home visits, inviting student’s guardians, forming madrasah supporting body, and report cards. While the pattern of cooperation between madrasah and society is their involvement in PHBI (Commemoration Islamic Feast Day) activities, their involvement in camp activities, their involvement in accepting new students, and their involvement in enforcing the discipline and regulations at madrasah.

Realisasi terhadap desentralisasi pendidikan di tingkat sekolah adalah diberikannya otonomi yang luas dalam pengelolaan sumber daya yang ada. Pemberdayaan sekolah, di samping untuk memenuhi tuntutan desentralisasi, juga ditujukan sebagai sarana peningkatan efisiensi, mutu, dan pemerataan pendidikan. Di Indonesia, bentuk otonomi sekolah tersebut akan dilaksanakan dalam konteks “School Based Management” (SBM), di mana selain memiliki otonomi yang luas, sekolah wajib mengikutsertakan masyarakat dalam pengelolaan, dan pengelolaan sekolah dilakukan dalam kerangka kebijakan nasional. Penelitian ini dikategorikan sebagai penelitian yang bersifat kualitatif-deskriptis yang menggunakan pendekatan studi kasus. Dan untuk mendapatkan data-datanya, diperlukan metode wawancara, observasi dan dokumentasi. Sedangkan dalam menganalisa digunakan analisa data SWOT Analisis (Strength, Weakness, Opportunity, Threat) yang mempertimbangkan faktor kekuatan, kelemahan, peluang dan ancaman. Dari penelitian yang dilakukan dihasilkan kesimpulan, pertama School Based Management (SBM) merupakan alternatif yang dapat diterapkan dalam mengelola sekolah/madrasah. Kedua, penerapan SBM pada beberapa sekolah unggulan ternyata amat bervariasi jika dilihat dari sudut strategi pelaksanaan dan hambatan yang dihadapi. Ketiga, hambatan yang dihadapi tersebut dalam melaksanakan SBM meliputi: rendahnya partisipasi masyarakat, rendahnya kualitas SDM dan faktor eksternal. Keempat, di samping hal yang dapat menghambat penerapan SBM, ada peluang yaitu SDM yang memadai, dukungan partisipasi masyarakat serta konteks sosial yang cenderung untuk menyekolahkan anaknya di madrasah.
