The AFU support budget policy does not have any sufficient modern mechanism for the best budget planning, which would predict the possible state of budget items execution and resolve the alignment of financial processes to NATO standards. And this is caused by the lack of application of particular mathematical tools for budgetary processes prediction and optimization to carry out the evaluation and analysis of the budget use considering the probability factor. A model for managing the use of budget and borrowed funds for the Armed Forces of Ukraine development programs according to NATO standards, considering the levels of long-term development of programs and the probability of their implementation, is developed. The result of the evaluation of the Armed Forces of Ukraine effectiveness based on the utility function and cognitive model was the management model for the processes of budget and borrowed funds use for the AFU development programsin compliance with NATO standards. The model takes into account the long-term programs development levels and the probability of their implementation, affecting the interaction between the indicators of the AFU planning and budget process execution and increasing the effectiveness of defense reform in Ukraine. Its practical use helps to approach NATO standards in budgetary sphere and provides an opportunity to forecast budget under expenditures under the risk of its use. The cognitive model of the impact of interaction between the planning and the AFU budget process execution indicators on the effectiveness of defense reform in Ukraine establishes the links in the contours of the defense reform effectiveness management, which can be defined as critical, i. e. risky and provides an opportunity to assess the risk levels of each contour and to model scenarios and options for improving the processes of planning and use of budget funds for defense reform. The decrease of the Armed Forces of Ukraine budget underfunding initially leads to a vibrational process of impacts on the target vertex, but then the process stabilizes. In order to study the dynamics of influence of the factors, acting as instruments of the AFU budget resources management on the target vertex, apply the method of impulse processes. This method is used for scenario modeling of alternative decisions.

A significant part of the indicators of planning and implementation of the budgetary process of the Armed Forces of Ukraine (MAT) are interrelated, which affect the effectiveness of the budget policy of defense reform. Questions arise as to how to establish the properties and relationships of these links using methods of mathematical modeling.The cognitive model of the interaction of the indicators of planning and implementation of the budget process of the Armed Forces of Ukraine on the effectiveness of defense reform in Ukraine establishes the existence of links in the management of the effectiveness of defense reform, which can be defined as critical, that is, risk-averse and provides an opportunity to assess the risk level of each contour and to model scenarios and options for improving planning and budgeting for defense reform.

In the post-epidemic era, green finance plays a more significant role in supporting the “green recovery” of the economy, so it is necessary to evaluate the implementation effect of previous green financial policies. In 2017, the green finance reform and innovation pilot zone set up in five provinces and autonomous regions made an exploration in the development of green finance. From the perspective of micro-enterprises, can this policy play a beneficial policy effect in the long run? Based on the quasi-natural experiment of green finance pilot, using the data of A-share listed companies, this paper empirically tests the impact of pilot policies on the long-term value of green enterprises in pilot areas. It is found that, compared with non-pilot zones, the green finance pilot enables a significant increase in the Tobin Q-measured value of green enterprises in the pilot zones. Heterogeneity analysis shows that green finance pilot has a more significant impact on non-state-owned enterprises, enterprises in traditional industries, large enterprises, and enterprises in the eastern region of China. Green finance pilot zone can achieve better policy effects in areas with stronger environmental impact regulation and higher financial development levels. The mechanism test shows that the green finance pilot affects the long-term value of green enterprises through the capital market effect improving the stock trading activity of enterprises and through the real effect improving the operational efficiency and profitability of enterprises. From the perspective of micro-enterprises, this paper enriches the research on the development effect of green finance and provides theoretical support for the effect evaluation of green finance pilot policies.

Military veterans can experience limb loss as a direct result of conflict, an accident, illness or injury. Whatever the cause, there is a need to recognise the long-term consequences and challenges of limb loss on maintaining independence in one’s home. This study aimed to examine the housing needs of veterans experiencing limb loss, and the impact of limb loss on housing needs and home adaptations of ageing military veterans. Thirty-two military veterans (aged 43–95) participated in this study and up to three life-story interviews were carried out with each participant. Two themes were generated: availability of support and changing housing needs. It is evident from the findings that military veterans are unique in various ways, specifically due to military culture, geographical relocation and the additional support that is available to the Armed Forces Community. This must be considered in long-term support to maintain independence in the home.

The author of the article wants to show the impact of the document Polish Armed Forces development directions, issued by the Chief of the Polish Army General Staff, General Rajmund Tomasz Andrzejczak, on the Polish Armed Forces training, using documents content analysis as well as the biographical and autobiographical method. Therefore, the author starts by listing the constitutional tasks of the Polish. Further, the author characterizes this training management and functions in this area. Then, due to article topic, author focuses on this training long-term planning, and here he assigns an outstanding role to The Polish Armed Forces development program for 2017-2026 and its derivatives. The Polish Armed Forces development directions are such a derivative and are analyzed in detail here. The strategic concept of the Polish Armed Forces for 2019-2021 and its derivatives are part of this document. These arrangements have an impact on elements of the Polish Armed Forces training system, in particular on the content, objectives, supply, and organization of the training process.

Abstract The article presents research on the impact of a 359 compression-ignition engine starting at low ambient temperatures. This engine is used in vehicles such as STAR 200, 244, and 226. The purpose of these tests was to determine the amount of wear depending on the ambient temperature and the number of starts, as well as to compare the wear at start-up with the wear occurring during tests on the dynamometer (long-term test for reliability) and wear occurring during the operation of the engine in the vehicle, and the impact of the number of starts and ambient temperature on diesel engine for the life of the vehicle to be repaired. The results of the author’s research showed that a minimum of the number of starts at low ambient temperatures has an impact on the number of kilometers driven by the car during operation to replace the cylinder liners (engine repair). Apart from the Polish armed forces and armies of other countries in which this type of vehicle is still used, the direct recipients of the research results are also other entities from the logistics transport sector for which further use of this power unit especially at low ambient temperatures is of fundamental economic importance.

Within the current context, the Intellectual Capital has been unveiled as one of the Key drivers for companies’ long-term profitability and sustainability. This paper proposes a new methodology using Key Performance Indicators (KPIs) from the Balanced Scorecard of a Manufacturing Company to confirm the impact of Learning and Development Programs in the actual performance of the organization. Statistical Multivariate and Multiple Regression techniques are applied as a systemic approach using KPIs to firstly analyze and confirm the impact of Learning Development and secondly to design the best strategy for short term financial results and long term sustainability. The proposed methodology was applied in a Manufacturing Company to confirm its validity in practical terms.

Currently, there is strong interest within the military to better understand the effects of long-term occupational exposure to repeated low-level blast on health and performance. To gain traction on the chronic sequelae of blast, we focused on breaching—a tactical technique for gaining entry into closed/blocked spaces by placing explosives and maintaining a calculated safe distance from the detonation. Using a cross-sectional design, we compared the neuropsychological and neurocognitive profiles of breaching instructors and range staff to sex- and age-matched Canadian Armed Forces (CAF) controls. Univariate tests demonstrated that breaching was associated with greater post-concussive symptoms (Rivermead Post Concussion Symptoms Questionnaire) and lower levels of energy (RAND SF-36). In addition, breaching instructors and range staff were slower on a test that requires moving and thinking simultaneously (i.e., cognitive-motor integration). Next, using a multivariate approach, we explored the impact of other possible sources of injury, including concussion and prior war-zone deployment on the same outcomes. Concussion history was associated with higher post-concussive scores and musculoskeletal problems, whereas deployment was associated with higher post-concussive scores, but lower energy and greater PTSD symptomatology (using PCL-5). Our results indicate that although breaching, concussion, and deployment were similarly correlated with greater post-concussive symptoms, concussion history appears to be uniquely associated with altered musculoskeletal function, whereas deployment history appears to be uniquely associated with lower energy and risk of PTSD. We argue that the broader injury context must, therefore, be considered when studying the impact of repetitive low-level explosives on health and performance in military members.

The article reveals the method of forecasting the dynamics of capabilities of the Armed Forces of Ukraine taking into account the projected indicators of adequacy and efficiency of allocated financial resources, as well as a number of recommendations for planning the development of the Armed Forces of Ukraine taking into account the results of the proposed method. One of the fundamental issues of financial and economic forecasting is to determine the reference (optimal) trends in the change of financial and economic parameters allocated to the programs of capacity development programs of the Armed Forces of Ukraine. One of the important problems in the development of the Armed Forces is the accuracy and correctness of forecasting the expected results of the implementation of measures and tasks of their development programs. Therefore, the article considers the issues of improving the efficiency of forecasting the development of the Armed Forces of Ukraine and the validity of the needs for the share of the state budget of Ukraine in the interests of the Armed Forces by taking into account during forecasting indicators of their financial security and efficiency of allocated financial resources. The proposed approach to forecasting the dynamics of the Armed Forces of Ukraine with consideration of the adequacy and efficiency of the allocated financial resources and developed practical recommendations for its use in the formation of their development programs will more accurately predict and adjust the dynamics of capabilities of the Armed Forces of Ukraine and the Armed Forces in general when forming programs for their development in the medium and long-term, as well as a more reasonable approach to addressing the needs of the Armed Forces of Ukraine in these programs.

Abstract The assessment of the suitability of fuel delivered to fuel bases and forecasting the maximum time of safe storage in specific storage capacities is a key element of an efficiently functioning storage system. Paper presents the results of research of long-term stability of liquid fuels, which, according to the authors, is crucial in the process of refreshing and rotation of fuels stored as tactical reserves of the Armed Forces. In addition, an analysis of the impact of selected factors on the increase in the intensity of ageing mechanisms is presented.
