Abstract. APIP capability is the ability to perform supervisory duties consisting of three interrelated elements of capacity, authority and competence of Human Resources (HR) that APIP must have in order to execute their roles effectively. Capacity enhancement is an effort to strengthen, enhance, develop institutional, business/management/process and human resources APIP in order to implement the role and function of APIP effectively. This study aims to analyze the constraints to increase the capabilities of APIP at the Inspectorate of Gorontalo Regency and the efforts taken to overcome those constraints. This is a qualitative research  with case study approach. This study used primary and secondary data. Primary data were obtained from observation, documentation and interviews. On the other hand, secondary data were in the form of documents related to the research. The results show that: the capability of Inspectorate of Gorontalo Regency is still at level 2 with the note. The constraints faced in increasing APIP capability in Gorontalo District Inspectorate are a) insufficient human resource competence, b) insufficient number of human resource staff, c) lack of commitment, d) lack of communication, e) insufficient budget, f) inadequate planning of activities, g)insufficient of the follow-up monitoring system  and f) displacement of certified auditors.Keywords: APIP Capability, Inspectorate, Internal Control.Abstrak. Kapabilitas APIP adalah kemampuan untuk melaksanakan tugas-tugas pengawasan yang terdiri dari tiga unsur yang saling terkait yaitu kapasitas, kewenangan, dan kompetensi Sumber Daya Manusia (SDM) yang harus dimiliki APIP agar dapat mewujudkan perannya secara efektif. Peningkatan kapabilitas merupakan upaya memperkuat, meningkatkan, mengembangkan kelembagaan, tata laksana/proses bisnis/manajemen dan sumber daya manusia APIP agar dapat melaksanakan peran dan fungsi APIP yang efektif. Penelitian ini bertujuan untuk menganalisis kondisi kapabilitas APIP pada Inspektorat Kabupaten Gorontalo, menganalisis kendala-kendala peningkatan kapabilitas APIP pada Inspektorat Kabupaten Gorontalo serta mengidentifikasi upaya-upaya yang dilakukan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Data yang digunakan adalah data primer yang didapat dari hasil observasi, studi dokumentasi dan wawancara, serta data sekunder berupa dokumen-dokumen terkait dengan penelitian. Hasil penelitian menunjukkan bahwa: kapabilitas Inspektorat Kabupaten Gorontalo saat ini masih berada pada level 2 dengan catatan. Kendala-kendala yang dihadapi dalam peningkatan kapabilitas APIP pada Inspektorat Kabupaten Gorontalo adalah (1) kompetensi SDM belum memadai, (2) kuantitas SDM belum memadai, (3) kurangnya komitmen, (4) kurangnya komunikasi, (5) anggaran belum memadai, (6) perencanaan kegiatan belum memadai, (7) sistem informasi tindak lanjut hasil pengawasan belum memadai, dan (8) terdapat mutasi auditor bersertifikasi.Kata kunci: Kapabilitas APIP, Inspektorat, Pengawasan Intern.

This study discusses the communication between the child and the stepparent and use the theory that consists of communication theory, communication function, the purpose of communication, interpersonal communication, effective interpersonal communication, interpersonal communication role and function of interpersonal communication. This study used a qualitative method with descriptive qualitative approach. The data used in this study consisted of primary data and secondary data. The primary data of the interviews with sources consisting of four children and one stepparent. While the secondary data obtained from other sources such as books and online data searches. The technique of collecting data using interviews, observation, literature review and data searches online. From this research it is known that children who learn about and understand the prospective stepparent before she married biological parents do relatively better than those who do not recognize his step prospective parents before marriage. It is also known that the interpersonal communication of children with stepparents dependent based on the character of the child and the stepparent respectively. Penelitian ini membahas tentang komunikasi antara anak dengan orang tua tiri dan menggunakan teori yang terdiri dari teori komunikasi, fungsi komunikasi, tujuan komunikasi, komunikasi antarpribadi, komunikasi antarpribadi yang efektif, peranan komunikasi antarpribadi dan fungsi komunikasi antarpribadi. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif kualitatif. Data yang digunakan dalam penelitian ini terdiri dari data primer dan data sekunder. Data primer berupa hasil wawancara dengan narasumber yang terdiri dari empat orang anak dan satu orang tua tiri. Sedangkan data sekunder berupa data yang diperoleh dari buku dan sumber lain seperti penelusuran data online. Teknik pengumpulan data dengan menggunakan wawancara, observasi, kajian pustaka dan penelusuran data online. Dari penelitian ini diketahui bahwa anak yang mengetahui dan mengenal calon orang tua tiri sebelum menikah dengan orang tua kandungnya hubungannya relatif lebih baik dibandingkan anak yang tidak mengenal calon orang tua tirinya sebelum menikah. Selain itu juga diketahui bahwa komunikasi antarpribadi anak dengan orang tua tiri tergantung berdasarkan karakter dari anak dan orang tua tiri masing-masing.

AbstrakPenelitian ini sendiri bertujuan untuk mengetahui seberapa jauh pengaruh pengembangan SDM, iklim kerja dan berbagi pengetahuan terhadap kreativitas SDM di PT. GAS (Gemalindo Air Support) Batam. Perumusan masalah, tujuan penelitian ini dan hipotesis pada penelitian ini adalah untuk menganalisis pengaruh yang positif dan signifikan secara individual antara variabel independen yaitu pengembangan SDM, iklimkerja dan berbagi pengetahuan terhadap variabel dependen yaitu kreativitas SDM di PT. GAS (Gemalindo Air Support) Batam. Pada penelitian ini objek yang diambil adalah karyawan GAS (Gemalindo Air Support) Batam. Sumber data meliputi data primer dan data sekunder. Sampel pada penelitian ini berjumlah 100 responden yang merupakan karyawan PT. GAS (Gemalindo Air Support) Batam melalui teknik nonprobability sampling yaitu dengan tidak menggunakan metode sampling. The formulation of the problem, the purpose of this study and the hypothesis in this study is to analyze the positive and significant influence individually between the independent variables of human resource development, work climate and knowledge sharing on the dependent variable that is the creativity of human resources in PT. GAS (Gemalindo Air Support) Batam. In this research object is taken employee GAS (Gemalindo Air Support) Batam. Data sources include primary data and secondary data. The sample in this study amounted to 100 respondents who are employees of PT. GAS (Gemalindo Air Support) Batam through nonprobability sampling technique is not by using the method of sampling. Abstract. This study aims to analyze the suitability of GICS implementation in Gorontalo District with Government Regulation Number 60 Year 2008 on  GICS, the obstacles in the implemention of GICS  as well as what efforts have been made to overcome the obstacles of GICS implementation and to increase GICS maturity level in Gorontalo District. This is a qualitative research with case study approach. This study used primary and secondary data. Primary data were obtained from in depth interviews, observation and documentation. On the other hand, secondary data were in the form of documents related to the reseach. The results show that GICSin Gorontalo District has been implemented in accordance to Government Regulation Number 60 Year 2008. However, GICS level 3 (three) maturity targets have not yet been achieved and it means that the implementation of GICS still encounters many obstacles. The obstacles in the application of GICS in Gorontalo District are: 1) insufficient human resource competence, 2) the number of human resources is not in accordance with the needs of organization, 3) limited budget, 4) lack of compliance, 5) evaluation and documentation activities are not maximized yet, and 6) many activities have not been supported by Standard Operational Procedures (SOP). Furthermore, the efforts made to overcome the obstacles of GICS implementation are by 1) encouraging human resources development program such as substantive training and training of their own office, 2) maximizing budget, 3) establishing effective communications, 4) increasing the number of auditors and 5) building organizational commitment.Keywords: Implementation of Government Internal Control System (GICS), GICS Maturity Result, Constraints and efforts Abstrak. Penelitian ini bertujuan untuk menganalisis kesesuaian penerapan SPIP pada Kabupaten Gorontalo dengan PP 60 Tahun 2008 tentang SPIP, mengidentifikasi dan menganalisis kendala dalam penerapan SPIP serta upaya-upaya apa yang dilakukan dalam mengatasi kendala penerapan SPIP untuk peningkatan tingkat maturitas SPIP di Kabupaten Gorontalo. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data yang digunakan adalah data primer, yang diperoleh melalui wawancara mendalam, observasi dan studi dokumentasi. Serta data sekunder berupa dokumen-dokumen terkait dengan penelitian. Hasil penelitian menunjukkan bahwa secara umum penerapan SPIP pada Kabupaten Gorontalo telah sesuai dengan PP 60 Tahun 2008 tentang SPIP. Namun, belum tercapainya target level 3 (tiga) maturitas SPIP di Kabupaten Gorontalo mengindikasikan bahwa penerapan SPIP masih mengalami banyak kendala. Kendala-kendala dalam penerapan SPIP yaitu; 1) kompetensi SDM belum memadai, 2) kuantitas SDM belum sesuai dengan kebutuhan organisasi, 3) terbatasnya anggaran, 4) kurangnya kepatuhan, 5) belum maksimalnya kegiatan evaluasi dan dokumentasi, dan 6) terdapat kegiatan yang belum didukung dengan Standar Operasional Prosedur (SOP). Upaya-upaya yang dilakukan untuk mengatasi kendala-kendala dalam penerapan SPIP yaitu: 1) program pengembangan SDM melalui diklat substantif dan pelatihan kantor sendiri, 2) memaksimalkan anggaran, 3) membangun komunikasi yang efektif, 4) menambah jumlah auditor dan 5) membangun komitmen organisasi.Kata kunci: Penerapan Sistem Pengendalian Intern Pemerintah (SPIP), Tingkat Maturitas Penyelenggaraan SPIP, Kendala dan Upaya.

There has been a paradigm shift on the legal stance, role and function of ‘mamak kepala waris’ in ‘harta pusaka tinggi’ –inheritance that has been handed down to generations– in the Minangkabau community. This article examines several legal issues regarding the role of ‘mamak kepala waris’ in ‘harta pusaka tinggi’ in the Minangkabau indigenous community. Firstly, how is the legal position of mamak kepala waris in the management of ‘harta pusaka tinggi’ in Minangkabau. Secondly, how is the current development of the role of ‘mamak kepala waris’ in ‘harta pusaka tinggi’ in the Minangkabau indigenous community. This research is an empirical juridical research with descriptive analysis. The primary data for this study were obtained through observation, interviews with respondents and legal experts, while the secondary data were taken from desk study on legal documents including jurisprudence and legal theories. The results of the study: first, the legal position of ‘mamak kepala waris’ is very important in managing, regulating, supervising and being responsible for the properties that have been inherited through generations (harta pusaka tinggi) for the benefit of nieces. The mamak kepala waris is the holder of the control and maintenance of harta pusaka tinggi of the community. Second: the development of the Minangkabau indigenous people is inseparable from the change in their society, because the Minangkabau people are dynamic and able to keep up with the current development both internally and externally.Keywords: mamak kepala waris, harta pusaka tinggi, matrilineal descent

The role and function of the Notary has experienced very rapid progress other than because of the very high community needs but also awareness of legal certainty related to an engagement. Notaries in carrying out their duties and positions are bound by the rules of office and are also bound by a code of ethics as a guide to the behavior of the Notary profession. This supervision is carried out by institutions that have been given the mandate based on applicable laws. The data used are secondary data and primary data as a complement to secondary data. The method used in this research is the normative juridical approach. The research results obtained by the Notary Honorary Council have a role in the supervision, guidance and protection of the notary public. Enforcement of law includes the role of supervision carried out by giving approval or rejection of the summon of the Notary and photocopy of a notary deed due to a request from the investigator or judge. Keywords: Role, Notary Honor Council, Law Enforcement

The problem of research “how is the business management of the taekwondo supply in Semarang”. The purpose of this study is to figure out the existence of the taekwondo supply business in Semarang. This study approach uses descriptive method. Techniques of collecting data using purposive sampling. Sources of data in the form of primary data and secondary data. The primary data obtained by interview and observation while secondary data obtained by documentation. Source triangulation and technique triangulation are used to examine the validity of the data. Data analysis obtained by reduction, display data, and conclusion. Based on the research in Semarang, there is a taekwondo supply business that has distributed their goods to several regions in Indonesia. In the operational level, these two companies still use manual methods in the production process and the human resources used are taken from the local community. Basically, these two companies have carried out the management process, while the financial aspects of these two companies differ in capital and objectives. For the information systems, Zao makes better use of them. The company has a fairly good management system because it has fulfilled its four management functions, namely planning, organizing, implementing and controlling. Suggestion the taekwondo supply company in Semarang should develop their marketing management in order to maintain its stability in the field of the taekwondo supply business.

This study aims to identify and analyze opportunities, challenges, constraints and efforts of vocational high school or Sekolah Menengah Kejuruan (SMK) to create graduates especially accounting programs that are able to manage village funds. The object of the study are accounting program students of SMK PGRI 2 Cibinong. Data used in this study are primary data and secondary data. Data is collected using interviews, observation, and documentation. Data analysis methods use data reduction, data display and conclusion drawing/verification. The results of this study show that the SMK PGRI 2 Cibinong Bogor aware of the opportunities for SMK graduates of the accounting program to fill the scarcity of skilled human resources to manage village funds. But teachers have less experience in the practice of village fund accounting so that they do not have confidence in  teaching. Other constraints are less discussion of government accounting in the accounting syllabus and the absence of a standard handbook/module for teachers to teach accounting subjects.

The goal of our study was to provide a situation analysis of clinical psychology services in South Africa’s public rural primary healthcare sector. In this setting, the treatment gap between human resources for and the burden of disease for mental illness is as high as 85%. The majority of South Africa’s mental health specialists – clinical psychologists and psychiatrists – practice in the country’s urban and peri-urban private sector. At the advent of South Africa’s democracy, public clinical psychological services were negligible, and the country is still facing challenges in providing human resources. The study was based on the analysis of both primary and secondary data. Primary data were collected by interviewing the heads of 160 public hospitals classified as rural by the Department of Health, while secondary data comprised a literature review. The number of clinical psychologists working in the public sector indicated a substantial growth over the last 20 years, while the number employed and/or doing out-reach to public rural primary healthcare areas shows a shortfall. Clinical psychology’s numbers, however, compare favourably to that of other mental health specialists in public rural primary healthcare settings. Since the National Mental Health Summit of 2012, strategies have been implemented to improve access to mental health care. In clinical psychology’s case relating to human resources, these strategies have showed encouraging results with a substantial amount of participating institutions reporting that clinical psychologists form a part of their proposed future staff establishment.

This study aims to determine the form of resilience of women tourism workers affected by the Covid-19 pandemic. This study uses a qualitative method with a case study approach. Data sources are primary data from interviews with various parties, including hotel owners, hotel associations and hotel employees, while secondary data sources are documentation data. Data analysis was performed using an interactive model. The spread of the corona virus globally has affected various lines of community life, including in Bali. Hotels are the tourist facilities in Bali that are most affected. The decline in tourist visits, causing hotel occupancy rates to experience a drastic drop which resulted in layoffs. The finding of this research is that job termination for female employees occurs in almost every hotel in Bali. However, the termination of employment was responded creatively. In an effort to maintain a life for themselves and their families, women who are affected by hotel employees, especially those who have worked in the food and beverage division, react by adjusting to the conditions that occur. They make various types of food that are sold online using WhatsApp, I.G. and F.B. social media. The attitude of women who are former hotel workers in the food and beverage division in Bali towards termination of employment shows that creativity is driven by the spirit of survival as a modality that needs to be supported and worthy of being a good practice as well as a model on develop women’s capacities during pandemic Covid-19 and new normal.

ABSTRAKPenelitian ini bertujuan untuk mengetahui (1) metode identifikasi masalah Public Relations pada LAZ Dompet Dhuafa; (2) proses perencanaan dan pemrograman LAZ Dompet Dhuafa; (3) strategi aksi dan komunikasi LAZ Dompet Dhuafa; dan (4) proses evaluasi program LAZ Dompet Dhuafa. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus eksploratif jenis single case holistic. Data primer dalam penelitian ini diperoleh melalui wawancara mendalam, sementara data sekunder bersumber dari studi pustaka dan dokumentasi. Hasil penelitian menunjukkan bahwa LAZ Dompet Dhuafa tidak melakukan riset khusus terkait perencanaan program; riset yang dilakukan hanya melalui fakta-fakta baru di lapangan melalui program-program yang sudah ada sebelumnya. Perencanaan program tematik dan nontematik LAZ Dompet Dhuafa dilakukan melalui rapat kerja tahunan, sementara pesan utama yang ingin disampaikan kepada pihak eksternal disampaikan melalui website resmi dan media sosial. Adapun evalusi program yang dilakukan tidak melibatkan publik eksternal. Kata Kunci: Manajemen Public Relations, zakat, Dompet Dhuafa ABSTRACTThis study aims to determine (1) the method of identifying problems of Public Relations at LAZ Dompet Dhuafa; (2) the planning and programming process of LAZ Dompet Dhuafa; (3) the strategy of action and communication of LAZ Dompet Dhuafa; and (4) the evaluation process of the LAZ Dompet Dhuafa program. This study uses a qualitative method with an explorative case study approach and single case holistic. The primary data in this study were obtained through in-depth interviews, while the secondary data were obtained from literature and documentation. The results of the study show that LAZ Dompet Dhuafa does not conduct specific research related to program planning; the research only carried out through new facts in the field through the pre-existing programs. The planning of thematic and non-thematic program is carried out through annual work meetings, while the main message to be conveyed to public (external) is delivered through the official website and social media.
