Abstract Three-dimensional (3D) carbon networks composed of graphene (GR) and carbon nanotube (CNT) were constructed in copper calcium titanate (CCTO) in order to realize negative permittivity behavior. The results show that negative permittivity can be obtained at kHz frequencies above percolation threshold when 3D carbon networks are successfully constructed. Negative permittivity originates from the low-frequency plasmonic state which is explained by the Drude model. The magnitude of negative permittivity was tuned between 105 and 106 which significantly correlates with concentration of free carriers. Moreover, the reactance spectra clarify the inductive character of negative permittivity materials.

The paper researches manifestations and forms of the communication of competitions and festivals. The purpose of this research is to consider and characterize the phenomenon of the communication of competitions and festivals and to determine its main manifestations and forms. The initial guideline of the study was the statement that festivals and competitions perform many of functions, but most researchers distinguish the communication function as the main one. The research was held by collecting a source base on select issues. Author selected scientific papers, dissertations, monographs, as well as held her own observations of various competition-festivals organization. The next step is to analyze the selected literature. Author identified the degree of elect issues study, in particular, the phenomenon of the communication in competitions and festivals, its manifestations and forms etc. Author took into account her own experience in organization and holding of competitions and festivals too. As a result the paper the original classification of all observed manifestations and forms of the communication on competitions and festivals.

The purpose of the article is to clarify the genre-thematic classification of video blogging and the specific features of its affiliation with stylistic characteristics through the lens of a scientific approach. At present, there is no official classification of video blogging, but there are some types that help partially group all the variety of content into a single system. Methodology. The following methods were used during the study: scientific, content analysis, descriptive, statistical, comparative. The scientific novelty is to investigate video blogging as a subject of scientific analysis and study the genres of individual video platforms and online communities in terms of risks and opportunities. Conclusions. Video blogging is a relatively new concept that embodies an activity that is described by a communication function and a hybrid genre that has emerged as a result of technological progress. This phenomenon combines several genres, including the genres of comments and posts, and accompanies communicative situations on the Internet. The genre of this phenomenon is explained by its mobile features, because new modern videos are created every day, and they are difficult to refer to a specific topic because they are constantly mixed and modified with each other. The author's attitude towards his or her audience depends on aspects of individuality and aspects of personality. Today, a considerable number of successful video blogs are products of mass Internet consumption, devoid of monotonous content, which factor in the interests of the audience and help the film as efficiently as possible due to additional effects and editing.

The development strategy determines the communication strategy, so the meaning of development communication also depends on the capital or development paradigm chosen. Development is a process whose emphasis is on harmony between aspects of outward progress and inner satisfaction. When viewed in terms of communication science which also studies the problem of the process, namely the process of delivering one's message to others to change attitudes, opinions and behavior. So development basically involves at least three components, namely development communicators (either government officials or the community), development messages containing development ideas or programs and development communicators, namely the wider community of development targets. The development of Indonesian society is pragmatic, namely a pattern that generates innovation for the present and the future. The communication function is at the forefront of changing attitudes and behavior of Indonesian people as the main actors of development, both as subjects and as objects of development.

Using a definition of strategic communication that focuses on communication that is critical for the “survival and sustained success of an entity” (Zerfass, Verčič, et al., 2018, p. 487), this chapter argues that to be successful, strategic communication needs communication leaders who are strategic thinkers and who take a systems approach. The chapter begins with a brief overview of strategic communication. This is followed by a discussion of what is meant by strategy and where strategic communication fits in strategic planning. The chapter then takes up the idea that to be part of strategic decision making, communication executives need to exhibit competencies in strategic thinking. Much of the work in this chapter is based on previous research by the author, who found that leaders who view their communication directors as having a strategic orientation are more likely to value them and the contribution of the communication function to their organization’s success. But not only that, communication executives demonstrating a strategic orientation are more likely to be invited to strategic meetings, and they would be invited early in the process.

This study aims to find the value of pluralism and inclusivism in the discursive leadership of Islam. The data was collected through the recording of documents from the discursive leader of the Islamic organization Nahdlatul Wathan (abbreviated NW), as well as the governor of West Nusa Tenggara (NTB abbreviated), Indonesia, namely Mr. Guru Bajang (abbreviated as TGB). Data is in the form of thought texts, statements, TGB actions, and other parties' statements as discursive. TGB is positioned as a discursive storyteller as well as a guide in its transformation. Data were analyzed according to the communication function in functional grammar and Critical Discourse Analysis component analysis. Through this study, it was found that the discretion of the TGB was related to optimism, alignment of Islamic values, safeguarding the Unitary Republic of Indonesia, caring for diversity, and building the nation as a discursive common property and needs as a plural society and transformed inclusively. As an ideational communication function, discursive becomes TGB aspirational form of contextual dynamism, as an instrument of accelerating interpersonal development agenda, and textual future historical responsibility. The five discursive TGB in this study belong and jointly guide the dynamics of the future. TGB as a storyteller has a reciprocal relation to the five discourses and has shown results through development progress in the context of NTB and Indonesia.

AbstractCommunication in disaster management uses a variety of media. In communication context, the media used as a channel for delivering messages that called the communication medium. This study aims to find the most effective disaster education communication based on a descriptive quantitative approach. Reserchers took samples aged 17-20 years old who had participated in disaster socialization activities that held by Meterorological, Climatological, and Geophysical Agency in Cilacap, Central Java, Indonesia and every respondent has had disaster experience. The number of research samples is 175 respondent. In the context of communication, the medium becomes important because it is a channel for delivering message.  An import function of communication is how medium can delivered message to be undesrstood together. The fuction of communication is providing information, education and persuasion. It was found that varioys activities have beed carried out such as Goes To School, which is used to deliver messages used some communication medium like pocket books, animated video, and power point template.  Fact findings related to the best communication medium  were sozialization (face to face meetings), films, public service advertisements, and roleplays. Meanwhile, animated learning videos in class are not very popular. Keywords: disaster education communication, communication medium, communication function

In recent years, social networking system has become one of the most popular Internet applications and has a large number of users. Although the public social networking systems have meet the interpersonal communication demand of people, there is inadequate support for the closely combination of user’s learning, working and cultural life on campus with their real activity. Therefore, the paper design and realized a new campus social networking system for users, which is tightly integrated with the reality environment of campus and users’ real activity. It will not only achieve the basic communication function but also provide a unified platform for the teaching, researching, management and many other aspects of cultural life to teachers and students in campus. It is also an effective support for the information construction of university.

Background and Aim: The COVID-19 has affe­cted sensory organs in a different manner. This paper aimed to review the auditory-vestibular symptoms associated with COVID-19 and it also investigated the impacts of this pandemic on hearing-impaired community. Recent Findings: The existing studies related to the effects of COVID-19 on the auditory-vestibular system were reviewed and discussed in order to achieve the overall image of COVID-19 on this system. Moreover, due to the adverse effects of using a mask on the communication function of hearing-impaired people, the effects of the mask on the communication process of hearing-impaired people were also reviewed. Conclusion: COVID-19 may be accompanying with some auditory and vestibular dysfunctions. Although there are few findings in this area, they showed that the induced hearing loss is often sudden in nature and it is unclear that this situ­ation is because of the ototoxicity of virus treated drugs or not. The vertigo induced by COVID-19 can be a direct invasion of the virus or an inva­sion by the immune system and its association with hearing loss and tinnitus must be identified, and appropriate referrals should be considered. On the other hand, due to the adverse effects of using personal protective equipment such as masks on the communication performance of hearing-impaired people, the necessary advice and guidance in this field are provided to the medical staff.
