Civil protection is an essential part of the national security system. One of the main conditions for successful functioning of any system is a properly organized regulatory framework - laws, Cabinet of Minister’s regulations that clearly define the civil protection structure and the responsibilities and rights of legal and natural persons involved in the processes. This study identifies the current situation and concludes that the norms of the Civil Defence and Disaster Management Law adopted by the Saeima in 2016 eliminate the discrepancies of the Civil Protection Law of 2006 and administrative-territorial reform of 2009, and specifically determine the areas of responsibility and activities of the state and municipal institutions, but the changes in the regulations governing the training of students and employees ensure compulsory civil protection courses for higher education institutions.

There is another way and alternative to austerity. Despite the defeat of a Corbyn led (anti- austerity) Labour Party, there are conditions and opportunities for challenging neoliberalism and inequalities. Key to this is questioning the austerity narrative relating to the economy and public services. Alternative policies are assessed including for through collective bargaining, enhanced employment rights, a remodelled social security system which offers a adequate safety net and linking welfare to employment policies through job rotation. Democratising welfare and employment policy through local government is seen as central to a more inclusive agenda

Abstract Populist radical right (PRR) parties have increasingly occupied positions of power in recent years, inspiring much scholarly interest in the mainstreaming consequences of government responsibility. This article analyses the extent and manner of mainstreaming of the Rassemblement National (RN) while in power at the local level of government in France. A municipal-level focus enables the novel inclusion of the party into the debate about the consequences of government participation for the PRR. We conduct a paired case study analysis of RN-led Hénin-Beaumont, the political base of Marine Le Pen and her ‘de-demonization’ strategy, alongside nearby Lens, which is led by a mainstream party. We analyse the policy and discourse of the administration through a qualitative content analysis of mayoral statements and data from semi-structured interviews with local politicians. The results show a partial mainstreaming due to the strategic exercise of local government power to present a more moderate and capable image, as well as the use of populist discourse to frame mainstream opposition forces and the local press as working against the interests of ‘the people’.

The protection of intangible cultural heritage is a long and arduous systematic project. It not only protects the heritage itself, but also protects its surroundings, including its historical, scientific, and emotional connotations and the elements of cultural heritage formation. In the protection of intangible cultural heritage, the local government will play a leading role and bear unshirkable responsibility for the success or failure of the construction. In the process, however, local governments are often affected by various factors, resulting in adverse phenomena such as government undertaking the whole things and protective damage. This paper takes minority areas as the research district to study the government responsibility for the protection of intangible cultural heritage.

The Law on the Conduct of Hajj Pilgrimage mandates the management of the Hajj pilgrimage is organized by the government. This management includes the coaching, service, and protection of the pilgrims from Indonesia, in Saudi Arabia, to returning to the homeland. This law also stipulates that the authority to conduct Hajj pilgrimage management is not only vested to the Ministry of Religious Affairs but also may involve the local government. This article aims to look at the role of local governments in providing service assistance and legal protection to the conduct of Hajj pilgrimage by means of regional regulations or bylaws. Using a normative approach, this article analyzes the extent to which the importance of bylaws in helping implement services for pilgrims. The results of this study confirm that there are 3 important arguments for why the local government must issue regional regulations to provide legal services and protection for pilgrims. First, philosophically, the pilgrimage journey does not depart from Jakarta only, but through the origin area which is still in the corridors of power of the local government. Second, sociologically, it is a form of the local government responsibility to the local people who perform the Hajj pilgrimage. Third, juridically, bylaws should regulate technical matters in order to provide optimal service in the conduct of the Hajj pilgrimage which is pursuant to the Law and regulations on Hajj pilgrimage in Indonesia.Keywords: legal protection, hajj pilgrims, regional regulation.AbstrakUndang-Undang penyelenggaraan ibadah haji mengamanatkan pengelolaan pelaksanaan ibadah haji yang meliputi pembinaan, pelayanan, dan perlindungan jamaah haji semenjak dari tanah air, di Arab Saudi, hingga kembali ke tanah air. Undang-undang ini juga memerintahkan kewenangan pelayanan masalah haji tidak hanya pada kementerian Agama, namun boleh melibatkan pemerintah daerah. Artikel ini bertujuan untuk melihat peran pemerintah daerah dalam memberikan bantuan layanan dan perlindungan hukum melalui peraturan daerah. Dengan menggunakan pendekatan normatif, artikel ini menganalisis sejauh mana pentingnya peraturan daerah menjadi peraturan di tingkat daerah dalam membantu melaksanakan pelayanan terhadap jamaah haji. Hasil dari artikel ini menegaskan bahwa terdapat 3 argumen penting mengapa Pemerintah Daerah harus mengeluarkan peraturan daerah guna memberikan pelayanan dan perlindungan hukum bagi jamaah haji. Pertama, secara filosofis perjalanan ibadah haji tidak berangkat dari Jakarta, tetapi melalui daerah asal yang masih dalam koridor pemerintah daerah. Kedua, Kedua, secara sosiologis sebagai bentuk tanggung jawab Pemerintah Daerah kepada masyarakat daerah yang menunaikan ibadah haji. Ketiga, secara yuridis PERDA mengatur secara teknis dalam rangka memberikan pelayanan yang optimal dalam penyelenggaran ibadah haji sesuai dengan Undang-Undang Republik Indonesia Nomor 13 Tahun 2008 tentang Penyelenggaraan Ibadah Haji dan Peraturan Pemerintah Republik Indonesia Nomor 79 Tahun 2012 tentang Pelaksnaan Undang-Undang Republik Indonesia Nomor 13 Tahun 2008 tentang Penyelenggaraan Ibadah Haji.Kata kunci: perlindungan hukum, ibadah haji, peraturan Daerah

This study aimed to identify and describe the effort of public service to optimize quality on electronic ID card in Gedangan sub-district office. Electronic ID CARD or e-ID CARD is a document demography who loads the security system/good control of the sides of the administration of or information technology based on database demography national. Inhabitant only allowed having 1 (one) KTP that is listed number the parent demography (NIK). NIK is identity any inhabitant of and force a lifetime. The method of this study used a qualitative approach. Based on the research results showed that the optimization of the ID card services in Sidoarjo has been done through the realization of the socialization of local government in the process of making the e-ID card was free charge. This suggests that socialization in Sidoarjo Regency significantly withcommunity goals in Gedangan Sub-district particularly to carry out their duty as Indonesia citizens.

Despite growing literature identifying key individual, family, community, and environmental factors as causes for mental disorders during the process of urbanization, the role played by local government has not been taken into account. In this article, we investigate how the effectiveness of local government affects residents’ levels of psychological distress in areas of China undergoing urbanization. We measure the effectiveness of local governments according to their success in promoting access to the social security system through the distribution of social security cards among citizens. We hypothesize that higher local government effectiveness will reduce residents’ psychological distress by alleviating worries about medical expenses and elder care. Drawing on data from the 2018 Urbanization and Quality of Life Survey (N = 3229) conducted in 40 localities undergoing rural–urban transition, we estimate three-level mixed-effects regression models to test the research hypotheses, allowing random effects at the township/county and neighborhood levels while controlling for a series of individual attributes. The results demonstrate that local government effectiveness is negatively associated with residents’ psychological distress: effective local governments alleviate worries about medical expenses and elder care, and thereby reduce psychological distress. The findings indicate that, to reduce residents’ worries and psychological distress during the process of rural–urban transition, it is essential to improve local government effectiveness, particularly in promoting residents’ access to the social security system. Beyond demonstrating how local government effectiveness matters for residents’ psychological distress, our research also illustrates how to properly model locational parameters in analyses of individual well-being.
