Abstract (English)The purpose of this study was to determine the extent to which the implementation of the Law on Public Information Disclosure No. 14/2008 at the Communication and Information Office of Baubau City. The method uses the Merilee S. Grindle Policy Implementation model, which implements it is very supportive of the content of the policy (Content of Policy) and the context of its implementation (Context of policy) and in its implementation, it has been running optimally but there are still some problems that cause disputes over public information. Other research results show that the Baubau City Communication and Informatics Office has been very good at providing public information services that have been previously requested by the community. The applicant's lack of understanding regarding the Law on Public Information Disclosure made the Office have to provide as detailed an explanation as possible about the Law. The understanding of the employees of the Baubau City Communication and Informatics Office regarding the Law on Public Information Disclosure is quite good, however, there is an application for information that is convoluted and makes it less acceptable to the public      Keywords: Public Information Systems, Information and Communication Technology, Public Services; Government, Public   Abstrak (Indonesia)Tujuan penelitian ini adalah untuk mengetahui sejauh mana penerapan UU Keterbukaan Informasi Publik No.14 Tahun 2008 Pada Dinas Komunikasi dan Informasi Kota Baubau. Metode penelitian menggunakan model Implementasi Kebijakan Merilee S. Griendle, yang penerapannya sangat dipengaruhi oleh isi kebijakan (Content of Policy) dan konteks implementasinya (Context of policy) dan dalam pelaksanaannya sudah berjalan optimal namun masih terdapat beberapa masalah yang menyebabkan sengketa informasi publik. Hasil penelitian lainnya bahwa pihak Dinas Komunikasi dan Informasi Kota Baubau sudah sangat baik dalam pemberian pelayanan penyediaan informasi publik yang telah dimohonkan sebelumnya oleh masyarakat. Pemahaman yang kurang dari pemohon informasi mengenai UU Keterbukaan Informasi Publik membuat Dinas tersebut harus memberikan penjelasan yang sedetail mungkin mengenai UU tersebut. Pemahaman pegawai Dinas Komunikasi dan Informasi Kota Baubau mengenai UU Keterbukaan Informasi Publik sudah cukup baik, namun ada menjadikan permohonan terhadap suatu informasi dibuat berbelit-belit serta menjadikan kurang diterima oleh masyarakat. Kata Kunci: Pelayanan Publik; Pemerintah; Sistem Informasi Publik; Teknologi Informasi dan Komunikasi;  Masyarakat

Summary The aim of this article is to present the essence and significance of information and communication in public administration in the context of the management control. Broadly understood information in public administration allows both to control the activity of this administration and to make correct decisions and actions in order to perform public tasks effectively. Therefore, the existence of a proper system for sharing and exchanging information is an essential component of the management control, ensuring the execution of the tasks and objectives in a way that is consistent with the law, effective, efficient and timely. The article points to i.a. the types of information and means of communication that may be deemed effective or legally acceptable tools for conveying information and communicating in public information. In this context it should be emphasised that - in particular - sharing public information requires that a relevant form be retained and a proper sharing procedure be followed.

This research aims to determine the implementation of public information on BPK Jambi Provincial representative under UU No. 14 of 2008 on public information disclosure and the problems faced and efforts to resolve the issue. Therefore, this research is an empirical research law with a socio approach to legal research. Research data is collected through document studies and interviews with respondents and informant that are relevant to the research object. From the results of the research is known that the implementation of public information in BPK Jambi Provincial representatives has reflected the principles of providing public information services as stipulated in the UU KIP.  Public information is provided openly through the provision and provision of public information conducted directly through the Information and Communication Center (PIK) and also accessible through the BPK website, so as to enable the public to obtain a variety of public information that is managed by the BPK quickly and easily free of charge. Nevertheless, in the provision of information encountered problems, caused by the high level of public curiosity to the BPK provincial representatives have not been balanced with the level of public understanding of the task of the BPK function along with the policies and procedures of providing public information by BPK. Because it needs to be balanced with the improvement of socialization to the community so that the environment is manifested public information disclosure that more guarantees the fulfillment of community needs in obtaining information.

In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

The Information and Communication Technology Master Plan—ICTMP—is an important tool for the achievement of the strategic business objectives of public and private organizations. In the public sector, these objectives are closely related to the provision of benefits to society. Information and Communication Technology (ICT) actions are present in all organizational processes and involves size-able budgets. The risks inherent in the planning of ICT actions need to be considered for ICT to add value to the business and to maximize the return on investment to the population. In this context, this work intends to examine the use of risk management processes in the development of ICTMPs in the Brazilian public sector.

The purpose of this study is to discuss media convergence as the development of Information and Communication Technology (ICT). This study uses a historical perspective which is the first media age with the broadcast pattern and the second media age with interactivity patterns. Results of research Broadcast media that use radio frequency transmission can now be accessed through an Internet connection as streaming media. In conclusion, the public can access radio and television through an internet connection and reduce the need for these devices, using an internet connection when it is available for the network to access broadcasts. Globalization is the increasing interaction of peoples, states or countries through the growth of the global trade, international flow of capital, ideas and culture. The paper discusses how privatization of public corporations and invention of information and communication technology (ICT) lead to the retrenchment and casualization of public servant. The aim of this study is to examines the impact of globalization on the public servant in Nigeria. The methodology involves the use of secondary data, through a systematic literature review which entails the document analysis of related matters. The findings reveal that globalization infringes on the right of a public servant by making them vulnerable without job security. The paper concludes that government must stop unfair labor practice such as retrenchment and casualization of workers, and improve good working conditions to make public servant more productive.

Information and communication technology has opened up both challenges and opportunities for the process of communication. This is particularly true for communicating effectively and efficiently in the digital age, where unique problems of creation and distortion, especially misinformation and bias, can arise. In addition, the broad diffusion of a communication medium eventually prompts both the public and private sectors to establish mechanisms to regulate that medium under the rubric of the public interest. Sometimes this can happen through self-censorship on the part of the industry, while other times it requires the institution of governmental law and regulation. The emergence of the Internet as a mass communication system has raised questions about how this medium can function to benefit society, as well as concerns about its potential harm. Focusing on the nexus of the process of communication and the limitations and prospects of information technology, this panel explores some of the major concerns of the digital age from a legal and policy perspective. The topics to be covered through interactive discussion include: anonymous speech and cybersmearing; the nature of publication and misinformation; and Internet content filtering, freedom of speech, and intellectual property
