This study aims to determine the effectiveness of educational communication in the learning process. This study uses a quantitative approach, with explanatory research methods. The results of the study show that communication is an important part, a basic need and a medium for interacting with others to convey feelings, opinions, thoughts, information, advice and share experiences with others. Effective communication is also an important part of educational communication to convey educational messages in the learning process. Educational communication is said to be effective if the subject matter delivered by educators can be well received and understood and generates positive feedback by students. The conclusion of this research is that educators need to learn "communication science", components, functions and objectives of communication, effective communication, intercultural communication, and the basic concepts of educational communication. Because the success of education is largely determined by the ability and skills of educators in effective communication. The purpose of this study is to see the description of vigilante or eigenrichting in social communication. The method in this study uses a quantitative approach, with explanatory research methods. The results of the study that this act of vigilantism (Eigenrichting) is then in the national legal order contrary to the principle of presumption of innocence. So a person should not be convicted or not without going through a legal process, because there is a possibility that someone is innocent but becomes a victim of vigilantism. The conclusion of the research shows that vigilante will respond to situations that are full of undirected ambition into a spurring attitude, that something needs careful consideration before acting, because it does not rule out the possibility that it will result in greater losses.   Keywords: Eigenrichting, Social Communication.

ABSTRACT The purpose of this study was to determine the effect of leadershipcommunication skills on the performance of the employees of the South Bengkulu Regency Tourism Office.The method in this study uses a quantitative approach, with explanatory research methods. The results showed that the leadership's communication skills had a positive and significant effect on the performance of the Tourism Office. It can be seen from the results of the regression test that the equation Y = 9.391 + 0.592X, this equation has a meaning, that the regression coefficient value of the leadership communication ability variable is 0.592 which is positive. The conclusion of the study is that improving the leader's communication skills will improve employee performance on work.   Keywords: Employee Performance, Leadership Communication.

ABSTRACT The purpose of this study is to find out how the implementation of waste management policies at the Bengkulu City Environmental Service. The method used in this research is descriptive qualitative. Data sources consist of primary and secondary data. The data analysis used by the researcher went through the stages of data collection, data reduction, data presentation, and data verification or validation to community leaders. The results of the study found that the implementation of the regional regulation policy No. 02 of 2011 on waste management had implemented the policy in accordance with the established standards and procedures. The implementation of waste management policies in Bengkulu City has reached the target group, but there are still obstacles such as lack of facilities and infrastructure, which have implications for the process of transporting waste. The conclusion of this study is that the analysis of waste management policies has not yet provided a socio-economic impact for the community.    Keywords: Environment, Policy, Waste Management

This study aims to determine the implementation and aspects that hinder public service reform in Bengkulu City DPMPTSP in achieving excellent service. The method used in this research is a qualitative method with descriptive analysis. The results of the study indicate that services at DPMPTSP already cover 10 aspects of public services such as simplicity, clarity, certainty, security, responsibility, completeness of facilities and infrastructure, ease of access, discipline, and comfort. While the inhibiting aspects such as the completion of long licensing times, maintenance of facilities and infrastructure, lack of parking space, not all people use the website portal. The conclusion of this study is that the implementation of service reform in DPMPTSP has shown excellent service and aspects that need to be improved such as maximizing the use of technology, discipline, and completeness of facilities and infrastructure.   Keywords: Administrative Reform, Governance, Public service.

ABSTRACT This study aims to determine whether the emotional intelligence, independence, and professionalism of the auditors in decision making at the Padang Public Accountant Office either partially or simultaneously. The method in this research uses multiple linear regression data analysis and determination. The results of the research show that the intelligence coefficient of intelligence is 0.379 with a significant value of 0.094, this indicates that the significant value is 0.094> alpha 0.05, so emotional intelligence has no positive effect on the auditor's decision, the regression coefficient value is -0.097 with a significant value of 0.519. , this shows that the significant value is 0.519> alpha 0.05, so the independence does not have a negative effect on auditor decision making, while the professionalism regression coefficient value is 0.526 with a significant value of 0.009, this indicates that the significant value is 0.009 <alpha 0, 05 then professionalism has a positive effect on auditor decision making. The conclusions of this investigation are emotional intelligence, independent, and auditor professionalism simultaneously have a significant effect on decision making at the Padang Public Accounting Firm either partially or simultaneously. ABSTRACT The purpose of this research is the implementation of policies of the Bengkulu Province disaster management agency in disaster mitigation. This research method uses descriptive qualitative research. The results of the study explained that the implementation of policies of the Bengkulu Province Regional Disaster Management Agency (BPBD) for the implementation of disaster mitigation policies had been running quite well. The Regional Disaster Management Agency of Bengkulu Province in Disaster Mitigation has issued a policy on natural disaster reduction, namely the Disaster Resilient Village policy and the proportion of Disaster safe schools. Apart from implementing this policy, the Bengkulu Province Disaster Management Agency also carries out socialization activities for disaster preparedness. In implementing this policy, we also cooperate with other agencies to carry out activities or policies in making Bengkulu Province safe from disasters. The conclusions of this study indicate that the policies issued by the Bengkulu Province BPBD in Mitigation are regulated in Governor Regulation Number 34 of 2018 concerning increased preparedness. Among them are disaster-disaster village policies and disaster-safe Madrasah schools. Keywords: Disaster, Mitigation, Policy.

ABSTRACT The purpose of this study was to determine the implementation of the Family Hope Program Assistance Policy and to want to know what factors hindered the implementation of the Family Hope Program (PKH) in Mesigit Village. The method in this research uses qualitative research. The results showed that the implementation of the Family Hope Program policy has gone well, but that has become an obstacle in the implementation of the Hope Family Program coordinating PKH facilitators to the village government. The conclusion of this research is that the implementation of the Family Hope Program (PKH) has been going well because it has four indicators of policy implementation such as: communication, resources, disposition and bureaucratic structure. While the inhibiting factors are the awareness and interest of the community about PKH, telecommunications network facilities and the absence of meeting activities, there is no coordination from PKH facilitators.  Keywords: Policy, Poverty, Program.

ABSTRACT The purpose of this study is to discuss the meaning of sex and gender orientation is for LGBT, to analyze it the discourse of Foucault and Freud's sexuality, then whether countries have provided a sense of security and social security relating to the identity of LGBT people. Indonesian people tend to have homophobic attitudes towards LGBT. This discriminatory attitude from the community comes because of insufficient language to interpret one's gender identity. The language that is mastered by Indonesian people are binary, male or female, if it is not included in the grouping it will be considered abnormal as LGBT gender identity. This research method by analyzing the literature that the author summarizes and uses the discourse of Foucault and Freud's sexuality. The results of this study that LGBT still experience discrimination in the community, while the Constitution is not yet able to protect the problem of discrimination. The conclusions from the results of the analysis and a collection of several research results which the author summarizes, clearly say that Indonesia is a country that does not protect and does not guarantee the rights of LGBT people. ABSTRACT The purpose of this study was to determine community participation in the payment of Land and Building Tax (PBB) in Padang Harapan Village, Gading Cempaka District, Bengkulu City. The method in this research is descriptive qualitative research. Data were collected through structured interviews, participatory observation and documentation. The data analysis technique used consists of data reduction, data presentation and conclusion drawing. The results of this study explain that public participation in paying land and building taxes is good enough but there are indeed some taxpayers who are still late in paying land and building taxes. In addition, the level of community volunteerism is still lacking and the average person pays land and building taxes because proof of payment in full is used as one of the administrative requirements in all matters both at the village head office or in other offices. The conclusion of the research is that public participation in paying PBB has been good and smooth. The community is sensitive and active in paying taxes. Although there are still those who have not volunteered to pay the PBB. Keywords: Land and Building Tax, Participation, Tax payer,
