Digital images are open to several manipulations and dropped cost of compact  cameras and mobile phones due to the robust image editing tools. Image credibility is therefore become doubtful, particularly where photos have power, for instance, news reports and insurance claims in a criminal court. Images forensic methods therefore measure the integrity of image  by apply different highly technical methods established in literatures. The present work deals with copy move forgery images of Media Integration and Communication Center Forgery (MICC-F2000) dataset for detecting and revealing the areas that have been tampered portion in the image, the image is sectioned into non overlapping blocks using Simple liner iterative clustering  (SLIC) method. Then, Scale invariant feature transform (SIFT) descriptor is applied on the grey of the handled image to gives distinctive key points that classified by K-Nearest neighbor to detect and localize the forged portion in the tempered image. The forgery detection results gave a performance percent of about 98%, which reflects the ability of the KNN classifier that cooperated with SIFT descriptor to detect the forged portions even if the forged area is rotated or scaled or both of them.

The article reveals the importance of cultural and communication centers in the development of the modern urban environment, outlines their relationship with the existing models of urban development. The prerequisites and reasons for the emergence of creative clusters on the territory of industrial facilities that have lost their original function are considered. The author defines the concept of "cultural and communication center". Several successful domestic examples of the creation of such centers on the site of former or irrationally used production facilities are described. The most important, in the author's opinion, foreign projects of creative spaces are highlighted. Based on domestic and world experience, the features of renovation characteristic of cultural and communication centers have been identified. Developed by the author an experimental project of a cultural and communication center in the city of Oryol on the territory of the former industrial zone "ORLEKS" is described. A pre-design analysis of this territory is presented, taking into account the characteristics that are most essential for the renovation process. It is concluded that the renovation of industrial territories by adapting them to cultural and communication centers increases the efficiency of using the urban area and improves its architectural appearance, promotes the development of small and medium-sized businesses, stimulates the activity of creative communities. In addition, it plays an important role in the formation of cultural identity of the city.

The article deals with the problems of determining the main quality indicators of a telecommunications network with different types of communication channels and the time-varying structure of their functioning to ensure the specified reliability and time of delivery of protected messages to information consumers. The main method of solving this problem is using analytical and simulation methods on personal computers. Comparison of the obtained simulation results with the results of analytical models are also given. The developed algorithms for simulation of the process of transmitting messages in various transmission modes allow obtaining distribution of time for message delivery in the system, waiting times for messages in the communication center and many other benefits.

The aging population significantly is shifting the center of gravity of the people toward older ages and median age. Indonesia, as one of the most populous countries, needs to prepare for this situation. This study tries to explain whether the elderly’s sedentary lifestyle is the consequence of intergenerational interaction patterns. Filial piety was arguably implemented, as the interaction baseline within a family member affects how the intergeneration communicates. This study uses thematic analysis based on the opinions from 16 respondents’ experiences and values with respect to behavior toward the older generation with a specific inclusion criterion. Sampling structures represented younger-generation adults who interacted daily with the elderly older generation, divided by their marital status, residencies, and living area in Indonesia. Through emerging themes, was is found out that the dominant figure in the family is the communication center in the family. The dominant figure might be an authoritative parent or dominant child. This targeted approach is useful to enhance connectivity within family members, potentially implementing the Internet of Healthy Things (IoHT) for the younger elderly to reduce undesirable sedentary lifestyles and to deliver sustainable healthy aging in Indonesian society.

The study was conducted in Thakurgaon sadar Upazila to determine farmers’ perception of the extent and factors of ICTs effectiveness in transferring farming information. A total of 250 people who were already been taken services from different ICT center was selected as sample respondents following a random sampling technique. Primary data were collected using a predesigned interview schedule. Findings revealed that 57.2% of the respondents contacted with Union Digital Center while 38.8% contacted with government own ICT center AICC (Agricultural Information and Communication Center) for their farming-related information. Majority (79.2%) of the respondents opined that they have utilized ICTs moderately to highly whereas three-fourth of the respondents found ICTs moderately to extremely effective in transferring farming technology. Uninterrupted electricity supply, high speed of internet, providing regular training on ICTs, skilled staff and technicians for ICTs and provision for repairing ICT tools are being perceived as significant factors of ICTs effectiveness. Near future, ICT may offer a great opportunity to facilitate the flow of information and technology service delivery to the rural people of Bangladesh.

A structural diagram of a hierarchical information and telecommunications system, the most general formulation, as well as a general approach to solving the choosing problem of the systems engineering solutions for the creation (development) of a hierarchical information and telecommunications system, taking into account resource constraints at individual planning stages, are adduced. The complexity estimation of the exact algorithm for solving the assigned task is carried out, the application of an approximate solution method, on the basis of which an algorithm is proposed for solving the problem is justified. Keywords hierarchical information and telecommunication system; complex of automation devices; universal modular communication center

Our article seeks to discuss extension projects developed by professors from the Social Communication undergraduate course, from the Design and Communication Center, from the Centro Acadêmico do Agreste, a campus of the Universidade Federal de Pernambuco in Caruaru, state of Pernambuco, during the Covid-19 pandemic. For the development of the paper, we opted for a bibliographic review and an experience report. Our study analyzes four extension projects: “Rádio Cordel: na frequência do Agreste”; “Radionovela: Literatura nas ondas do rádio” and “Solte sua voz: os invisíveis midiáticos”. Finally, extension projects are understood as relevant educative communicative experiences because they democratize communication, contribute to the education of university community and train the students involved in contemporary communicational experiences.

One of the system-forming elements in the library sphere are central libraries of the Russian Federation subjects (national, territorial, regional), which provide methodical maintenance of library activities in their region. The main task of methodical centers is to develop and improve methods of work performed by library specialists. The Far Eastern State Scientific Library is the methodical center for public libraries in the Khabarovsk Territory. There is a specialized division – the Department of Research and Methodical work – in its structure. In the course of scientific and methodical activities, the division is implementing information, organizational, research and pedagogical functions, so the structure of the department includes a group of methodical maintenance, a group of specialists engaged in research work, and a licensed center for additional professional training. Well-organized professional communication is the key to the successful development of the region library sector. Consideration of methodological support as an activity to organize and maintain professional communication of library professionals will reveal how effectively such communication is organized, what types, forms and channels of communication are used in the process of methodological support of the library institution activities in the region. The Library gives great attention to the communication formation at various levels (interpersonal, group, mass), and strives to use all available forms (written, spoken, visual) and channels (spoken, document, electronic) of communication. The article objective is to elucidate the Library experience of methodical support of public libraries in the Khabarovsk Territory.
