The condition of Green Open Space (or Open Space) in Salatiga City has not reached the minimum standard of 30%, as the public Open Space in this City was still 5.61%, and Private Open Space was 6.4%. Active Public Open Spaces were distributed in three sub districts. Minister of Public Work’s Regulation Number05/PRT/M/2008 about guidelines of Open Space providing and utilization in urban area mentions that active public open space should provide at least a park for each of administration at smallest scale of RT (neighborhood association), RW (citizens associations), Kelurahan, Sub District and City. For that reason, identification should be made on the potential location to be developed into active public open space. The compatibility of Open Space location was analyzed using Weighted Overlay analysis taking Percent of Influence value or weight with Analytic Hierachy Proccess (AHP) method to 4 exspert . The result of analysis was the map of compatibility of active public Open Space location with respective width of 26,12 % for compatible class, 59,27% for adequate class, and 12,54 % for incompatible class. This research is a new research, because the final result of determining the location of Active Public RTH in the form of 29 points of location of government-owned land using intersect analysis on GIS. This study is a follow-up for the Salatiga City government to create a disincentive policy related to the fulfillment of KDH, such as the imposition of taxes and compensation that can be used to replace green land that the government can provide.

Abstract: The metamorphosis of public organizations in response to internal and external demands is manifested in the form of reform, revitalization and the formation of government networks. The government is required to always adjust to the development of the environment. This adjustment is an effort to respond to the development of society and the global environment. External factors require public organizations to be more flexible in governance. This article wants to discuss the efforts of the Banyuwangi Regency government and the collaboration that was carried out in order to fix green open space in Banyuwangi Regency, East Java. The approach used in writing this paper is a socio-legal approach that combines normative approaches with research results, assessment results, and other references and is reinforced by empirical research conducted through interviews and observations. This research found the existence of efforts by the city government to develop regulations related to the regulation of green open space as well as various collaborative efforts between government, civil society and the private sector in the implementation of the development of green open spaces in Banyuwangi Regency. The preparation of legal instruments and the establishment of government networks is actually part of the new public governance paradigm that seeks to optimize the roles of government and stake holders in the development of green open spaces. This study also found that the role of the community as a civil society was considered important in promoting democratic governance, the effectiveness of regulations that were oriented to the public interest.

AbstractWhen discussing Green Open Space (RTH), of course its existence is something that is underestimated by most people even by the district/city government. This is because the mindset of the community and the government that considers the development of Green Open Spaces is not too important is carried out because of the lack of feedback provided by Green Open Spaces to the community and government so that the land of a Regency / City area is overcrowded by other infrastructure developments plus other with the increase in population, resulting in the need for new Green Open Spaces in their minds. The research method used is a qualitative approach with data collection techniques through literature or literature studies.This was only realized because of the community's need for a place to release the fatigue that afflicts due to the many demands from work, the worsening of air quality in a Regency/City area as a result of the rise of industry and motorized vehicles which make the air increasingly polluted by air pollution, and also the lack of land for accommodate water when it rains which makes many areas flooded when it rains because of the lack of water catchment areas. Keywords: Development Planning; Green Open Space; Regulation   AbstrakBila membahas Ruang Terbuka Hijau (RTH) tentunya keberadaannya bagaikan sesuatu yang dianggap remeh oleh kebanyakan orang bahkan oleh pemerintah kabupaten/kota. Hal ini dikarenakan pola pikir dari masyarakat dan pemernitah yang menganggap pembangunan Ruang Terbuka Hijau tidaklah terlalu penting itu dillakukan  karena kurangnya input balik yang diberikan oleh Ruang Terbuka Hijau kepada masyarakat maupun pemerintahan sehingga membuat lahan dari suatu wilayah Kabupaten/Kota penuh sesak oleh pembangunan infrastruktur lainnya ditambah pula dengan bertambahnya jumlah penduduk sehingga mengakibatkan kebutuhan akan Ruang Terbuka Hijau baru terpikirkan oleh mereka.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui studi literatur atau kepustakaan. Hal ini baru disadari karena kebutuhan masyarakat akan tempat untuk melepas kepenatan yang menimpa karena banyaknya tunututan dari pekerjaan, bertambah buruknya kualitas udara disuatu wilayah Kabupaten/Kota imbas dari maraknya industri dan kendaraan bermotor yang membuat udara semakin tercemar oleh polusi udara, dan juga kurangnya lahan untuk menampung air ketika hujan yang membuat banyak wilayah yang terendam banjir ketika hujan karena kurangnya wilayah resapan air.     Kata Kunci:   Perencanaan Pembangunan; Ruang Terbuka Hijau; Regulasi

This study discusses how the Serang City Square as a public open space is abused by prostitution as a place for approval of prostitution transactions. These conditions make the City Government of Serang do various ways to allow the condition of the City Square of Serang which has been abused by parties related to prostitution. When the government has not been able to deal with the problem of prostitution itself, then to facilitate the handling of prostitution, the government collaborates with other parties, namely Islamic Organizations that are considered capable of assisting the City Government of Serang in eradicating prostitution in Serang City Square. However, at the time of the collaboration between the Serang City Government and the Islamic Organizations, it had not been running optimally because there were some collaborations between one of them which was not going well with good communication between the best institutions and the Islamic Organizations in eradicating prostitution. This is because the government considers that Islamic Organizations do not have the authority to eradicate prostitution. Indeed, the role of Islamic Organizations is only as a companion and to remind the government.

Currently, the existence of Kampung Deret Petogogan is due to the Jakarta government's work program, especially in the field of alleviating slum areas. In the past, this region was a slum area and it was the government's vision to transform it. Since 2013, it has been in a neat condition, not only for its occupancy, and also for its infrastructure in the open areas, which consist of parks and neighborhood roads. This research aims to determine the quality of public open spaces, such as parks and neighborhood roads for the residents. This study adopted descriptive qualitative methods, expected to benefit the government for the development of open spaces, and the community maintenance and utilization. The results showed that the democratic and beneficial aspects of the society, and the elements of quality public open spaces were achieved. Also, the productivity of open space utilization was very large. The element of responsiveness to physical and non-physical existence, and the need for infrastructure in an open space needs to be improved by maximizing its quality.

Abstract: Open space is one of a supporting lives the city. Its presence has an important role for the people living surrounding it. Along with development process, the quality and quantity of  open space can be degraded especially when its located  in kampong. It happens because of an uncontrollable spatial layout. Yogyakarta is a city that also has a kampong, one of them is kampong Bangunrejo which crossed by Winongo River. The character and local potentials of this riverbank kampong makes the government of Yogyakarta and Forum Komunikasi Winongo Asri (FKWA) to plan a open space revitalization. It aims to improve the image a kampong through open space that located on riverbank. The aim of this research is to get a spatial layout of open spaces in kampong Bangunrejo. This spatial layout is expected to give an idea of how the open space works. The results are expected to guide open space design recommendations, corresponds to its performance. The analysis process utilised a quantitative technique using Depthmap program. By using this method, which focused on spatial layout of open spaces, would strengthen its qualitative analysis to be more real. Public open spaces were selected to represents different typologies of open space, Bangunrejo. The result of the discussion found that in general there is a relationship between the active space used as a public open space and a performance space. Performance space is influenced by aspects of connectivity (global and local integration), visual quality (visual integration), and movement patterns of people. Moreover, in a system of kampong, diversity of open space variations also affect the performance of the space.Keyword: spatial layout, public open space, space performanceAbstrak: Ruang terbuka merupakan salah satu pendukung kehidupan dalam kawasan. Keberadaan ruang terbuka memiliki peran dan fungsi penting bagi masyarakat di sekitarnya. Seiring dengan perkembangan kota, kualitas dan kuantitas ruang terbuka dapat  menurun, khususnya pada kawasan kampung kota. Hal ini terjadi karena pola tata ruang yang tidak terkontrol. Di Yogyakarta juga terdapat kawasan kampung kota salah satunya kampung Bangunrejo yang dilalui oleh Sungai Winongo. Karakter kampung kota dan potensi lokal yang dimiliki kampung Bangunrejo membuat pemerintah kota Yogyakarta bersama Forum Komunikasi Winongo Asri (FKWA) melakukan revitalisasi ruang terbuka tepian sungai. Program ini bertujuan untuk meningkatkan citra sebuah kampung kota melalui ruang terbuka tepian sungai. Penelitian ini bertujuan untuk mendapatkan pola tata ruang terbuka di kampung Bangunrejo yang dapat memberi gambaran bagaimana ruang terbuka tersebut bekerja. Hasilnya diharapkan dapat menjadi arahan rekomendasi desain ruang terbuka yang sesuai. Proses analisis dibantu dengan teknik kuantitatif menggunakan program Depthmap. Dengan metode deskriptif kuantitatif yang memfokuskan pada pola tata ruang terbuka akan memperkuat analisis kualitatif secara lebih nyata. Dalam proses analisis dipilih beberapa ruang terbuka publik yang dapat mewakili tipologi yang berbeda pada lokus terpilih di kampung Bangunrejo. Hasil pembahasan, secara umum menjelaskan bahwa ada hubungan antara ruang yang aktif dimanfaatkan sebagai ruang terbuka publik dengan kinerja ruang. Kinerja ruang tersebut dipengaruhi oleh aspek konektivitas (integrasiglobal danlokal), kualitas visual (integrasi visual), dan pola pergerakan. Selain itu, dalam sebuah sistem ruang kampung variasi keragaman bentuk ruang terbuka mempengaruhi kinerja ruang tersebut.Kata kunci: pola tata ruang, ruang terbuka publik, kinerja ruang

Abstract East Flood Canal is one of the manmade waterfront public open spaces in Jakarta which is often visited by residents. The existence of the public open space is very important for society. The purpose of the study is to identify the utilization pattern of public open space on canal banks and analyze the problems related to the utilization of this space. Method used place-centered mapping to identify physical characteristic of public open space and patterns of activity that occur in the study area. The study is conducted in the segment East Flood Canal on Jl. Kolonel Sugiono, Duren Sawit sub-district, East Jakarta. The result is the pattern of utilizing public open space in the four zones in the East Flood Canal segment is linear because the pattern follows the physical setting of pedestrian circulation paths and bicycle lanes. This study suggests both two circulation pathways (pedestrian and bicycle) need to be designed continuously along the canal and equipped with adequate facilities. Improvement of the planning, design, and maintenance of public open space in the segment of canal will have many benefits to increase social interaction, recreational activities, educational communication, and also a concern for the hydrological aspects of the canal.

Complaints are an important factor to assist the government in improving the quality of public services. During 2016-2020 in the City Government of Surabaya, the Green Open Space Cleaning Service was ranked as the top 5 Regional Apparatus Organization that received a lot of complaints. The highest complaint was related to public street lighting in the city of Surabaya. The purpose of this study was to determine the service for handling complaints about public street lighting(PJU) at the Dinas Kebersihan Ruang Terbuka Hijau (DKRTH) Surabaya City. This research uses qualitative methods with qualitative data analysis techniques. The results showed that the complaint handling service of the Dinas Kebersihan Ruang Terbuka Hijau (DKRTH) was based on the Peraturan Daerah No. 4 Tahun 2014 Pasal 38 Ayat 2 concerning the Complaint Handling System, namely: 1). In the institutional aspect, there are a series of work rules, allowed and prohibited actions in handling complaints, and information provided to the public. 2). Procedural aspects, response when receiving complaints and follow-up complaints. 3). Integrative, available channels between officers and available media channels for the public. 4). Comprehensive in nature, examines the type and nature of complaints.

ABSTRAKRuang terbuka publik merupakan salah satu ruang yang seharusnya berada pada sebuah perumahan. Saat ini banyak ruang terbuka publik yang fungsinya sudah dibangkitkan kembali oleh pihak penyelenggara, baik pihak pemerintah maupun pihak swasta. Secara fisik, keberadaan ruang terbuka publik kini dalam keadaan yang layak dan baik. Namun, pada ruang publik ini terlihat fasilitas ruang publik yang sangat sederhana dan jumlahnya pun terbatas. Penelitian ini disusun untuk melihat persepsi pengunjung pada kelengkapan fasilitas di ruang terbuka dengan tingkat kenyamanan pengunjungnya. Dengan menggunakan metode kuantitatif deskriptif, penelitian ini dilakukan dengan observasi kajian di ruang terbuka publik dan menyebarkan kuisioner kepada pengunjung. Hasil dari penelitian ini adalah bahwa menurut pengunjung, mereka merasa nyaman ketika berada di ruang terbuka publik ini. Penelitian ini dapat bermanfaat untuk peningkatan perencanaan ruang terbuka publik di perumahan selanjutnya. ABSTRACTPublic open space is one of the spaces that should be in a housing complex. At present many public open spaces whose functions have been resurrected by the organizers, both the government and private parties. Physically, the existence of public open space is now in a decent and good condition. However, in this public space public facilities are very simple and the number is limited. This research is structured to see the perception of visitors on the completeness of facilities in open space with the level of comfort of visitors. By using descriptive quantitative methods, this research was conducted by observing studies in public open spaces and distributing questionnaires to visitors. The results of this study are that according to visitors, they feel comfortable when in this public open space. This research can be useful for improving public open space planning in the next housing complex.

Merdeka Square of Binjai City is one of the public open spaces in Binjai City, which has a variety of activities and various types of public open user behavior. Some users of public open space behavior do not use the square facilities by the function of public open spaces. This study aims to identify the physical traces left by the users, to know the activities and behavior of users of Merdeka Square in Binjai City. The method used is a literature study, direct observation accompanied by behavioral mapping and described descriptively with a qualitative approach. The results showed that the behavior of users did not use the facilities in accordance with their functions, such as using a badminton court as a place to play skateboard, and the activities of users who left a physical traces at the Merdeka Square in Binjai City, such as sitting and relaxing in the grass in the middle of the field. The physical traces left by the users of the Merdeka City Square in Binjai, among others, is damage to the grass area in the middle of the field and damaged sidewalk barriers.

Public Green Open Space is one of the important components for managing the city. The Surabaya City Cleanliness and Green Open Space Service in terms of providing public green open space, namely the Flora Park. Flora Park is one of the parks in Surabaya that has the potential to fulfill community rights arising from the presence of public spaces, this can be seen from its strategic location and diversity of facilities. In achieving the optimization of the Flora Park, the Surabaya City Government has explained in the Strategic Plan (RENSTRA) of the Surabaya City Cleanliness and Green Open Space Service for 2016-2021, namely through the Green Open Space Management Program which includes activities for the arrangement of green open spaces, maintenance, and procurement of park and trail facilities. Green, and Maintenance and Procurement of Recreational Park Facilities and Infrastructure. Therefore, researchers chose the focus of strategic planning carried out by the Surabaya City Cleanliness and Green Open Space Service.This study aims to identify, identify and analyze the strategic planning carried out by the Surabaya City Cleanliness and Green Open Space Service in optimizing the Flora Park based on sustainable development in the city of Surabaya and to analyze the driving factors and inhibiting factors of strategic planning in the optimization of the Flora Park in the city of Surabaya. The type of research used in the preparation of this research is descriptive research with a qualitative approach.The results of this study indicate that the strategic planning in optimizing the Flora Park carried out by the Surabaya City Cleanliness and Green Open Space Service has been running quite smoothly. The strategy of the Surabaya City Cleanliness and Green Open Space Service in optimizing the Public Flora Park based on sustainable development is following the 3 pillars contained in sustainable development which include social-based strategies, economic-based strategies, and environment-based strategies. The driving factor in optimizing the Flora Park in Surabaya is having institutions or organizations involved in optimizing the Flora Park in Surabaya, green open space management programs, having human resources, very high community participation, and collaboration with the private sector. While the inhibiting factor that can affect the success of the optimization of the Flora Park in Surabaya is limited funds for the implementation of activities.
